Enslavement of different peoples was a centuries old custom authorized by the lawofnationsandfundamentaltotheeconomiesofempire.Manumission,thoughexceptional, helped to sustain slavery because it created an expectation of freedom, despite the fact that the freed received punitive consequences. In the sixteenth century, as European empires searched for cheaper and more abundant sources of labour with which to exploit their colonies, the Atlantic slave trade grew exponentially as slaves became equated with racialized subjects. This article presents the case of Haiti as an example of continued imperial practices sustained by racial capitalism and the law of nations. In 1789, half a million slaves overthrew their French masters from the colony of Saint Domingue. After decades of defeating recolonization efforts and the loss of almost half their population and resources, Haitian leaders believed their declared independence of 1804 was insufficient, so in 1825 they reluctantly accepted recognition by France while being forced to pay an onerous indemnity debt. Though Haiti was manumitted through the promise of a debt payment, at the same time the new state was re-enslaved as France’s commercial colony. The indemnity debt had consequences for Haiti well into the current century, as today Haiti is one of the poorest and most dependent nations in the world.

It is an ideal and opportune moment to recognise and celebrate the efforts of these extraordinary individuals who despite threats of violence and unlawful imprisonment, harassment, intimidation, torture and assassination, continue to peacefully challenge injustice and call for the implementation and strengthening of the rule of law. Since 1998, over 3000 human rights defenders have been killed for defending the fundamental values enshrined in the Universal Declaration of Human Rights adopted by the UN. In recognising the increasingly hostile environments globally, in which human rights defenders must work, the late Former Secretary-General to the United Nations, Kofi Annan, recently said: “To stand up for human rights requires courage, perseverance, vigilance and a strong foundation of knowledge and evidence. We need to be vigilant in the protection of human rights defenders, for when the defenders’ rights are violated, all our rights are injured.” 2 In the same vein and emphasising the critical role that human rights defenders play in promoting and fostering stable democracies and sustainable peace, Permanent Representative of Norway to the Organisation for Security and Cooperation in Europe, Ambassador Steffen Kongstad said: “Threats and attacks against human rights defenders may hamper the realisation of economic, social and cultural rights, undermining social cohesion, and ultimately stability and development.” 3 Despite this recognition and respect at the highest levels of the international community, human rights defenders are killed every day.

    The Nexus of Illegal Gold Mining Supply Chains Lessons from Latin America GOLD PRODUCTION Gold is an extremely scarce commodity. The amount of gold swimming pools,1 and almost three-quarters of all of the world’s gold deposits have already been exhausted.2 Due to increasing the world now consumes more gold than ever before, leading to the production of 3,000 tons of gold per year, twice what was produced in 1970. The diminishing supply and increasing demand, combined with criminal and armed groups’ quest for new sources of illicit revenue, has contributed to a surge in illegal extraction of gold from increasingly remote and lawless regions.3 Introduction In-depth research carried out by Verité has found that Latin American countries export reputational risks for major companies with gold in their supply chains.     Afro-Caribbean Vodou, Serving the Spirits Vodou, Serving the Spirits Summary: Vodou (meaning "spirit" or "god" in the Fon and Ewe languages of West Africa) is a blending (syncretism) of African religious traditions and Catholicism. In the United States, Vodou religious ceremonies are often performed in private group settings where spirits manifest in devotees through posession. The term "Vodou" derives from a word meaning “spirit” or “god” in the Fon and Ewe languages of West Africa. It has come to be used as the name for the religious traditions of Haiti, which blend Fon, Kongo, and Yoruba African religions with French Catholicism. However, while Haitians themselves speak more often of “serving the spirits,” today they also use the term Vodou. Since the late 1950s, with the Haitian immigrant and refugee population increasing in the United States, these traditions of “serving the spirits” have become part of the American religious landscape. By the late 18th century, the Caribbean island of St. Domingue, or Hispaniola, of which Haiti occupies the western third, had already received considerably more African captives than Cuba or the United States would receive throughout their participation in the slave trade. Nearly half of the laborers who worked the island’s sugar plantations came from West and Central Africa. After the Haitian revolution made Haiti an independent nation in 1804, the influx of African slaves was cut off, but the large Haitian citizenry of African descent continued to develop elaborate African-inspired traditions.
