AKLEY AND DOUGLAS P. HORTON 5 I. INTRODUCTION 6 Q. Mr. Akley, please state your name and business address. 7 A. My name is William J. Akley. My business address is 247 Station Drive, Westwood, 8 Massachusetts 02090. 9 Q. By whom are you employed and in what capacity? 10 A. I am President of the Eversource Energy gas distribution business, employed by 11 Eversource Energy Service Company (“Eversource Service Company” or “ESC”). The 12 Eversource Energy gas distribution business encompasses NSTAR Gas Company d/b/a 13 Eversource Energy (“NSTAR Gas” or “Eversource” or the “Company”) and Yankee 14 Gas Services Company (“Yankee Gas”). ESC provides financial, administrative and 15 technical support to the direct and indirect subsidiary companies of Eversource Energy. 16 My current duties include oversight of the day-to-day operations of the gas distribution 17 business and other gas-related subsidiaries operating in Connecticut and 18 Massachusetts. My oversight duties include all maintenance, construction and 19 emergency response activities, as well as oversight of the Eversource Energy liquefied NSTAR Gas Company d/b/a Eversource Energy D.P.U. 19-120 Exhibit ES-WJA/DPH-1 November 8, 2019 Page 2 of 113 1 natural gas (“LNG”) operations and all customer meter-service activities across the gas 2 distribution businesses. 3 Q. Please describe your educational background and professional experience. 4 A. I earned a Bachelor of Science degree in mechanical and industrial engineering from 5 Clarkson University in Potsdam, New York in 1983. In 1987, I earned a Master of 6 Business Administration degree from Adelphi University in Garden City, New York. 7 I joined the Brooklyn Union Gas Company in 1983 as a management trainee and held 8 a series of successively responsible positions in the gas business operated by KeySpan 9 Corporation (“KeySpan”), including project and design engineering, dispatch, field 10 operations, corrosion engineering, leak survey, budget support and contract 11 administration. In 2002, I was named Vice President for the KeySpan organization 12 with responsibility for Real Estate, Property Services and Security. In 2004, I was 13 named Vice President of Gas Operations - Long Island. In 2007, I was promoted to 14 Senior Vice President, U.S. Gas Operations and Construction for National Grid USA’s 15 U.S. gas distribution business, following National Grid’s acquisition of KeySpan. I left 16 this position in June 2014 and commenced my current position with Eversource Energy 17 in November 2014. 18 Q. Have you previously testified before the Massachusetts Department of Public 19 Utilities? 20 A. Yes. I testified before the Massachusetts Department of Public Utilities (the 21 “Department”) in NSTAR Gas Company, D.P.U. 14-150 (2015). Prior to that, I NSTAR Gas Company d/b/a Eversource Energy D.P.U. 19-120 Exhibit ES-WJA/DPH-1 November 8, 2019 Page 3 of 113 1 testified before the Department on behalf of National Grid in Boston Gas Company, 2 Colonial Gas Company and Essex Gas Company, D.P.U. 10-55 (2010) regarding 3 operations and maintenance practices used by National Grid to provide safe and reliable 4 service to customers. I also testified in Oversight Investigation into the National Grid 5 and KeySpan Merger, D.P.U. 07-30 (2010), regarding the performance of the gas 6 distribution business following the KeySpan/National Grid USA transaction. 7 Q. Mr. Horton, please state your name, position and business address. 8 A. My name is Douglas P. Horton. I am Vice President, Distribution Rates and Regulatory 9 Requirements, employed by Eversource Service Company. My business address is 247 10 Station Drive, Westwood, Massachusetts 02090. 11 Q. What are your principal responsibilities in this position? 12 A. As Vice President, Distribution Rates and Regulatory Requirements, I am responsible 13 for the oversight, coordination and implementation of revenue requirement calculations 14 and distribution rates for the Eversource Energy operating companies in Massachusetts, 15 Connecticut and New Hampshire, including NSTAR Gas. In addition, I have the 16 overall responsibility for regulatory interfaces for all revenue requirement-related 17 filings before the Department. 18 Q. Please summarize your professional and education background. 19 A. I graduated from Bentley College (now Bentley University) in Waltham, 20 Massachusetts in 2003 with a Bachelor of Science degree. In 2007, I graduated from NSTAR Gas Company d/b/a Eversource Energy D.P.U. 19-120 Exhibit ES-WJA/DPH-1 November 8, 2019 Page 4 of 113 1 the Bentley University McCallum Graduate School of Business with a Master of 2 Business Administration. I joined NSTAR Electric Company as a Senior Financial 3 Planning Analyst in August 2007 and was promoted to Project Manager, Smart Grid, 4 in March 2010. Following the merger of NSTAR and Northeast Utilities in 2012, I 5 was promoted to Manager of Revenue Requirements for Massachusetts. I was then 6 promoted to Director, Revenue Requirements for Massachusetts, in February 2015. I 7 assumed my current role as Vice President, Distribution Rates and Regulatory 8 Requirements in December 2018. 9 Q. Have you previously testified before the Department? 10 A. Yes. Most recently, I sponsored testimony in the Department’s investigation into the 11 federal income tax rate change in D.P.U. 18-15. I testified on behalf of NSTAR Electric 12 d/b/a Eversource Energy (“NSTAR Electric”) in its most recent base distribution rate 13 proceeding in D.P.U. 17-05. I also testified in the petition for approval of a gas service 14 agreement between NSTAR Gas and Hopkinton LNG Corp. (“HOPCO”) in D.P.U. 14- 15 64, and in support of the HOPCO demand charge in the Company’s last base-rate 16 proceeding in D.P.U. 14-150, among other proceedings. 17 Q. What is the purpose of your testimony? 18 A. Our joint testimony is designed to serve three purposes. First, our testimony provides 19 the Department with an in-depth perspective on the current operating environment for 20 natural gas local distribution companies and the significant challenges for gas 21 companies that exist in this environment. This report details the principal conclusions of this comparative analysis of prices in effect on April 1, 2014. There are three sections. The first describes the method used to estimate electricity bills. The second examines the highlights of the seven consumption levels analyzed, with the help of charts. Finally, the third section presents the results of the 21 consumption levels for which data were collected and compiled in the form of summary and detailed tables. Mayflower Wind states the following in support of this Petition: Eversource’s Proposed Project 1. On November 8, 2019, NSTAR Electric Company d/b/a Eversource Energy (“Eversource”) filed a petition seeking approval from the Siting Board pursuant to G.L. c. 1 104515976.8 164, § 69J (the “Section 69J Petition”). In the Section 69J Petition, Eversource proposes to construct and operate an approximately 12.5-mile, overhead 115-kilovolt (“kV”) electric transmission line (the “New Line,” and together with related station improvement, the “Mid Cape Reliability Project”).
