This report will serve as an update to the December 2017 Atlantic-Cape Multi- Jurisdictional Program for Public Information (MJPPI). This update covers public outreach documented by the Municipal Members of the MJPPI and our stakeholders during 2019. New member to the MJPPI during 2019 & 2020 is Wildwood Crest. The new member has been present at the various PPI Committee meetings as well as regular NJ Coastal Coalition meetings. Additional information for the new member is presented in Appendix A.

The PPI held two PPI committee meetings in 2019 on June 6, 2019 and December 5, 2019 (Appendix B). Discussions were held about enhancing stakeholder outreach and reminding municipal members that they needed to continue their outreach. All municipal members (Appendix C) and stakeholders were present. Each municipal member has documented the outreach they completed in 2019 and have updated their outreach they anticipate completing in 2020 (Appendix E). After the PPI Committee meeting on July 9, 2020, each municipal member presented this annual update to their governing body (Appendix G).

Stakeholder outreach for 2019 is documented in Appendix F.

During 2019 and 2020 the PPI Committee began working on a Program for Flood Insurance Promotion (CRS Activity 370) and anticipate submitting that as a separate document for approval and incorporation into the MJPPI. At the July 9, 2020 PPI Committee meeting the stated goals, objectives, outcomes, priority audiences and outreach topics were discussed. Members agreed that the goals, objectives, outcomes, outreach topics and audiences do not need to be changed at this time. Member municipalities have made some minor changes in the outreach projects and updated outreach is included in Appendix D. Changes were made to outreach project based on individual municipal funding or change of direction from governing body.

Municipalities have noticed that more people are aware of flooding issues in their area and that more flood related construction is occurring. Flood related construction includes municipal projects like raising roadways and bulkheads or constructing stormwater pumps and private projects like house raising.

Goals ● Ensure that those affected by flooding are aware of risks; ● Coordinate municipal efforts to increase flood awareness; ● Inform residents of tools that their local government offers to prevent injury and property damage from flooding; and ● Engage in floodplain management activities that protect and bolster economic activity.

Objectives 1. Inventory the region’s flood hazard and flood response efforts; 2. Determine flood insurance coverage within the region 3. Examine gaps and opportunities in awareness about flood hazard; 4. Develop outreach activities about flooding for members of the community 5. Prepare materials that can be used to educate the community about flood risk; 6. Maintain flood protection outreach efforts in perpetuity and update these efforts as issues arise; 7. Maximize participation in the NFIP and CRS to provide flood insurance premium discounts to policyholders within the region; and 8. Publicize the participating municipalities’ services about flooding.

Executive Director of the New Jersey Coastal Coalition, Tom Quirk, reviewed the following New Jersey Coastal Coalition projects: • MJPPI Update: o Paul Dietrich presented the 2020 MJPPI Annual Update for the Atlantic-Cape MJPPI . July 9th- MANDATORY MJPPI Meeting… all participating municipalities were represented by both Public and Private member reps with the exception of Atlantic City. . Wildwood Crest is new 2020 member . Paul Dietrich’s power point presentation will be emailed to all members after today’s meeting . Prior to submission of 2020 updated report to FEMA for ISO certification, each participation municipality must submit a memo, email or other non-official document confirming updated report was submitted to and received by the participating municipal Governing Body. Paul Dietrich has requested that all confirmation be submitted to him by the August 2020 NJCC meeting.

o Moving forward, NJCC goal is to prepare MJPPIs for Ocean, Monmouth and Middlesex Counties.

Municipal Outreach

Activity 360 Update (see attachment Activity 330 – 2019 Brochure; yellow highlight) The Borough of Avalon has a program where their Construction Code Official informs residents in a one on one setting how they can protect their own properties from flood damage while also providing financial assistance to conduct such activities. Since the Financial Assistance Advice (FAA) activity is a part of the Bourgh’s overall Community Rating System program, we are requesting that it be included under the Coastal Coalition Multi-Jurisdictional Program for Public Information 2020 Update. Attached herewith is the documentation supporting that the actions conducted by the Borough are compliant with the parameters of Activity 360 Flood Protection Assistance – Financial Assistance Advice (FAA): 1) the community has identified at least one person to provide the financial assistance advice; 2) the service is publicized at least once a year with description on how to access the service and who to call; 3) information is provided on all available sources of assistance; 4) the advice is provided in a one-on-one setting ; and 5) that records are kept on what information was provided. As such, we hope that this activity be included with the MJPPI 2020 Annual Update in effort that the Borough will be credited accordingly. Please update Table 7 Financial Assistance Advisory Programs on page 14 to include the financial assistance efforts provided by the Borough as supported with Attachment Activity 330 – 2019 Brochure. FLOODING AND HIGH TIDES, HURRICANES AND NOR'EASTERS

FLOOD HAZARD Most of Avalon is in a flood plain zone that is subject to serious flooding conditions from the ocean and bay waters during hurricanes and northeasterly storms. On March 6, 1962, Avalon was hit by a serious storm that did considerable damage on the island. In 1993 we had two storms, one in January and one in December and in 2012 a storm in Oct., which brought higher flood waters than the “62 storm. Detailed flood maps, showing base flood elevations of the island, can be found on the FEMA website. You may come in or call 609-967-4220 Monday through Friday and someone will explain base flood elevation for the area in which your house is located. PROPERTY PROTECTION Since most of Avalon is in the Special Flood Hazard Zone, you should be aware that the question isn’t if we will flood, but when, how often and how deep. Some techniques that can be used to flood proof your structure and reduce the potential of future flood damage would be to retrofit your property by elevating your house, flood proofing the building, redirecting drainage away from the building or correcting sewer backup problems. Do not try to dry flood proof a basement. You may ask an official of the Construction Office to come to your site to review your flooding problem. We will provide one on one advice on the building regulations required to comply with federal flood standards; and advice on measures to protect properties from flood damage specific to your property beyond the standard federal requirements. We can also provide one on one information for financial assistance through various grants for property protection/mitigation measures. Call the Construction Office at 609-967-4220.

FLOOD WARNING Storm and flood warnings will be given through Emergency Management for storms which may cause property damage. A storm warning will be announced via Comcast television Channel 97; 1630AM Radio; Avalon’s emergency website, www.avalonemergency.org ; the Official Facebook page of the Borough of Avalon; and by Code Red, Avalon’s official emergency alert telephone call system and on the Borough’s digital sign system at the entrance to town. During a declared emergency, Emergency Management may also use Comcast cable EAS, the digital public address siren system throughout town and announcements by Borough vehicles with PA Systems.

FLOOD SAFETY The safety of your family is of the utmost importance. To be well informed about an approaching storm, keep a battery-powered radio tuned to a local station and follow all emergency instructions. If evacuation is ordered, do so immediately! DO NOT WAIT! Be careful to stay out of water if possible and away from downed power lines and do not drive on flooded roadways. If time permits, turn off the main power switch and shut off the main gas valve to your home. Follow the evacuation plan that you and your family have previously discussed. Be sure that everyone in your family is aware of a predetermined meeting point off the island. In the event of tidal flooding, if you are instructed to move your vehicles to higher ground off the island, do so. If you are in a low area, you may want to bring outdoor furniture and other possessions inside. You may also want to elevate your first floor furniture high enough that it is not damaged. Do not bring fuel cans and propane tanks into your home.

SUBSTANTIAL IMPROVEMENT REQUIREMENTS The National Flood Insurance Program (NFIP) requires that if the cost of reconstruction, rehabilitation, addition or other improvements to a building equals or exceeds 50% of the building’s assessed value, the building must meet the same construction requirements as a new building. Substantially damaged buildings must also be brought up to the same standards. If a residence is damaged so that the cost of repairs equals or exceeds 50% of the building’s value (before it was damaged), it must be elevated above the base flood elevation. You may get this elevation from the FEMA website or call 609-967-4220.

FLOOD MAPPING Detailed flood maps, showing local flood hazard areas, can be obtained in the Construction Office at Borough Hall, 3100 Dune Drive, and the Avalon Public Library. The Borough will provide inquirers with information from the Flood Insurance Rate Map (FIRM), including the flood zone, a property’s base flood elevation, location of the LiMWA or Coastal A Zone, site specific flood and flood related data (Flood Depth Data) and data on historical flooding in the community. For Flood Zone information call (609) 967-4220. The Construction Office may have a copy of your Elevation Certificate, call 609-967-4220 for availability.

BOROUGH PLANNING The Borough’s main goal in planning is to reduce flood damage in repetitive areas. Financial assistance programs can be found at www.CRSresources.org/300 . Revised 2019 activity 330

DEVELOPMENT PERMITS All new construction and renovation projects require local permits. Various State and County permits also may be required, depending on the type and location of the project. Call the Construction Office at 609-967-4220 to confirm if a permit is needed. Always check with your local code official, local engineer or land surveyor before purchasing a property in Avalon to determine what special regulations may be in effect relating to your location in the special flood hazard zone

DRAINAGE SYSTEM MAINTENANCE The Middlesex Water Company maintains the Borough’s drainage system by regular cleaning of the catch basins. In addition, the Borough has ordinances prohibiting the placement of debris/pollutants in gutters or anything that would block the flow of water and cause flooding in any drainage way. If you observe a catch basin which does not appear to be draining properly, please report it to the Middlesex Water Co. at 1-800-729-4030. In order to prevent flooding, the Borough is pursuing a costly long-term project of installing tide flex backflow valves on outfall pipes. The County also is making drainage improvements along Ocean Drive.

FLOOD INSURANCE Your homeowner's policy does not cover losses due to flooding. Avalon has been participating in the National Flood Insurance Program (NFIP) since its inception. Ninety-two percent of Avalon homeowners participate in NFIP. Flood insurance is available for almost any enclosed building and its contents. Maximum insurance on a one family dwelling is $250,000, for household contents, $100,000. Nonresidential and business properties also are eligible for insurance in various amounts. Flood insurance is mandatory if the building is subject to any federally guaranteed financing. Reduced rates are available depending on your lowest floor elevation above mean sea level, and a variety of deductible amounts. Keep updated photographs of your property inside and out. Don’t wait for the next flood to buy insurance protection. There is a 30-day waiting period before National Flood Insurance Program coverage takes effect. Contact your insurance agent for more information on rates and coverage. The Construction Office may have a copy of your Elevation Certificate, call 609-967-4220 for availability. GET FLOOD INSURANCE!

NATURAL AND BENEFICIAL FUNCTIONS The high dunes of Avalon provide a natural barrier to the island from the sea. When storms occur, the high dune areas are protected from the resulting flooding and beach erosion is consequently minimal as opposed to those areas where the high dunes do not exist. Obviously there is no way to prevent storms from hitting the island. However, there are ways to safeguard the dunes such as not walking on them. Semiannual dune grass planting gives the high dunes natural protection preventing erosion. Beach and dune replenishment is a necessary event. The natural barriers along Avalon’s coast line have helped to keep the waters rated as one of the cleanest in New Jersey.

GENERAL PREPARDNESS Storms and other flooding events are unpredictable and can often have a greater impact than predicted. Avalon recommends that your family have a plan for your safety and property protection at all times and be prepared to execute that plan before a storm is imminent. All emergency notifications originate from the Avalon Office of Emergency Management including evacuations, emergency routes, and flooding impacts. Visit the Avalon Construction Office to discuss methods and programs to reduce your risk. Log on to www.avalonemergency.org for tips on how to prepare an evacuation kit, available shelters, road closures, and other essential information. During or after any storm event, never drive on a flooded street or intersection as this puts you/your vehicle at risk, and can unnecessarily damage private and public property.

HURRICANE PREPAREDNESS Hurricanes and nor’easter type storm events can strike the Borough of Avalon with equal force and intensity. It is critically important for Avalon property owners to make necessary preparations in advance of a significant storm event. Prepare your property by bringing in outdoor objects that are prone to high winds including lawn chairs and trash cans. Elevate valuable property from potential flood level in your garage and the first floor of your home. Establish a safe haven when an evacuation is needed which may be a friend/relative offshore. Prepare for the safety of your pets. Bring all medical records for all family members/pets, necessary medications, non-perishable food, and essentials including clothing, personal records, and copies of your insurance and flood insurance records.
