We are meeting today out of the location of Washington, DC. This is a meeting of the Government Reform Committee for the purposes of having a continuation of hearings into law-enforcement irregularities in the New England area. The chairman of the full committee, Dan Burton, is unavoidably detained today, and has asked me to chair today’s proceedings. We’re lucky to be joined by two members of our committee, Mr. Tierney and Mr. Lynch of the Commonwealth of Massachusetts, and also someone who has been with us all the every step of our proceedings, and who serves capably on the Judiciary Committee.     378 Obviously, the possibility cannot be dismissed, although it can hardly be said to have been established. At this point, it is, in your words, Mr. Chairman, perhaps only a little more than a "suspicion suspected," not a "fact found." The committee decided early in its investigation, as soon as it realized that a Mafia plot to assassinate the President warranted serious consideration, to assemble the most reliable information available on organized crime in the United States. The details of this phase of the committee's investigation will, of course, appear, hopefully in full, in its final report, a report that will consider the background of organized crime in America, the structure o£ the Mafia in the early 1960's, the effort by the Kennedy administration to suppress the mob, and the evidence that the assassination might have been undertaken in retaliation for those efforts. To scrutinize the possible role of organized crime in the assassi- nation, the committee early brought on one of the country's lead- ing experts on the subject. He is Ralph Salerno, whose career as an organized crime investigator with the New York City Police De- partment goes back to 1946. Mr. Salerno has since retired from the New York City Police Department and I would note that on the day of his retirement, the New York Times was moved to comment that he perhaps knew more about the Mafia than any nonmember in the United States. The team was modeled after the “Insight” team that worked at the Sunday Times of London, which had gained recognition as a leading investigative newspaper authority. The Globe’s announcement got straight to the point for its readers. “The team’s mission will be to reconstruct major news events as rapidly and comprehensively as possible, with an emphasis on the ‘why’ rather than the ‘what’ of an event. The unit will also seek to expose public corruption and malfeasance. Articles by the team will appear under the signature of “Spotlight.” Almost a half-century later, that mission endures, as Spotlight remains the oldest, continuously op- erating investigative unit at a newspaper in the United States. With its aggressive coverage of the Catholic church, the healthcare industry, the shady world of taxicabs, and the unregulated college housing crisis, to name a few examples, the Spotlight team embodies investigative journalism at its best. Spotlight gives a voice to the voiceless, by shining a light into corners of our society that demand accountability.

Chapter 1 — 1:20 Introduction Announcer: Businessman Roger Wheeler, the former Chairman of Telex Corporation and former owner of World Jai Alai, was murdered May 27, 1981, at Southern Hills Country Club in Tulsa, Oklahoma, while sitting in his car. At age 55, he was leaving the golf course after his weekly game of golf and was murdered for uncovering an embezzlement scheme that was going on at his business, World Jai Alai. Linked to the murder were H. Paul Rico, John Callahan, Whitey Bulger, Steve Flemmi, and Johnny Martarano. He retires on May 20, 1977.4 2–26–51: H. Paul Rico joins the FBI.
