You can also view the guide online at: www.cityofcampbell.com/recreation Summer 2017 Activity Guide Information: 408.866.2104 CAMPBELLCAMPBELL PROFILE City News For Residents Vol. 116, Summer 2018 A Message From The City Manager Dear Friends, It is my pleasure to present the Summer 2018 issue of the Campbell Profile. The purpose of the newsletter is to provide residents and businesses with an update of City projects and programs. The Profile is published three times per year and is included with the Recreation Activity Guide. Summer is typically the time of year where our parks and recreation programs are bustling with activity. You are sure to find helpful information in this guide to make the best of your summer time. At its February 2018 Priority Setting Session, the City Council identified the Civic Center Master Plan as one of its top priorities this year. The Council has directed staff to explore funding options to address facility needs. The City of Campbell is proud of the outstanding work that is done each day to provide residents with a high quality of life. Despite aging civic facilities, our Community Center, Library and Police Department interact with and provide direct services to our community. Currently, the City is exploring options to update the library with enhanced educational services and an earthquake-safe police station that can respond quickly to emergencies. As part of this process, we want to hear your thoughts on what projects the City should prioritize and the best ways to upgrade the facilities. Over the coming months, we will be reaching out to you directly to discuss potential revenue options that will allow us to implement these vital improvements. For example, the Campbell Library, operated by the Santa Clara County Library District, was built over 40 years ago. The building space has been limited for books, programs, and people. The constraints limit our children’s ability to participate in literacy enrichment and after school programming. An updated library could greatly improve our local community by potentially offering: • Improved access for senior and disabled residents; and • New technology center, free high-speed internet, and public computers. Our Police Department is currently working out of a facility that does not meet seismic and operational standards. We would like to explore ways to upgrade the facility to ensure the Police Department is able to respond quickly and efficiently in the event of a major earthquake or disaster. Our police officers have been working out of a portable temporary building that is overcrowded and does not provide modern policy technology. That is why we are looking into ways to upgrade the facility and expand the Police Department’s crime prevention programs and emergency preparedness. The facility could include a police emergency operations and 911 dispatch center that would remain fully operational during a disaster. Sincerely, Brian Loventhal City Manager Campbell Community Garage Sale The City of Campbell will host its 17th Annual Citywide Garage Sale “Campbell On Sale” on Saturday, August 11, from 8:00 a.m. to 4:00 p.m. Last year, approximately 150 residents registered to participate in the event. Many of them were events involving several families combining their items to have a larger event. This year, the City moved its event to coincide with “National Garage Sale Day.” City staff organize this annual event to encourage the sale of reusable items rather than discarding them into the landfill. The community garage sale also promotes public awareness of impact of solid waste on landfills and the importance of recycling. Registered sellers will receive a link via e-mail or a printed copy of a “Reuse and Resale Resource” guide which identifies either recycling businesses and/or charitable organizations accepting donations for items that are not sold. The map listing the location of the registered sale events will be published in the Campbell Express the week prior to the citywide garage sale. Staff will also distribute a few copies in various public locations such as grocery stores and government buildings. We look forward to another successful “Campbell On Sale” event! 2 Campbell Profile - Newsletter Campbell Profile - Newsletter 3 Water Efficient Landscaping - Beautify your Property and Conserve Water Despite a wet 2017 winter that ended California’s five-year drought (2011-2016), the next drought could be just around the corner. While regulations and mandatory conservation rules continue to change, Governor Jerry Brown, the Santa Clara Valley Water District, and San Jose Water Company are calling on residents, businesses, and municipalities to continue to be water wise in their consumption and conserve water as a way of life. One effective way to reduce water use is by replacing lawn areas and overhead spray irrigation with drought-tolerant plants and a drip irrigation system, adding color and interest and attracting birds, butterflies, and other pollinators as well. In addition to saving money from reduced water use, replacing a lawn can often lower maintenance costs. For ideas and information on water efficient landscaping, including a rebate program, visit: www.valleywater.org/ saving-water/landscaping and www.sanjose.watersavingplants.com. For single-family homes, the Campbell Municipal Code includes requirements related to landscaping: • Front yards must be landscaped, except for driveway and walkway areas. • Required landscaping shall consist of turf, ground cover, shrubs, trees, and boulders in a variety of species and sizes. • Paving shall not exceed 50% of the front yard setback area (20 or 25 feet from the front property line). While structures like arbors and trellises require a building permit, improvement projects at single-family properties for work that is only landscaping related, generally, do not require a permit. The exception is for front yard landscaping required for a new single-family home. Front yards at new homes must comply with the State of California’s Model Water Efficient Landscape Ordinance. Most front yard projects will qualify for the Prescriptive Compliance Option, which includes simple requirements like low-water plants, mulch, and water efficient irrigation equipment. For all other properties such as townhomes and commercial properties, the required landscape areas and MWELO requirements vary. We encourage you to contact the Planning Division for assistance at (408) 866-2140 or via e-mail at [email protected]. 4 Campbell Profile - Newsletter National Night Out The 35th Annual National Night Out, sponsored by the National Association of Town Watch, will be held on Tuesday, August 7, 2018 from 6:00 - 9:00 PM. We welcome you to join Campbell Police staff along with community organizations, neighborhood groups, and City leaders, in celebrating this amazing community-building event. National Night Out provides the opportunity for neighbors to get to know each other and sends a strong message to criminals that our community members will look out for each other by reporting suspicious activity in their neighborhood. Throughout the night, city staff will make visits to registered parties where they will share information, network and answer questions that community members may have. If you plan on having a neighborhood event, we encourage you to let us know so we can plan on visiting your event!
