(Continue on a separate sheet if necessary) DLA Town Planning represents the owners of Hayle Field and together we have been working with the Parish Council since 2015 in relation to this site. We exhibited initial plans for the site at the Neighbourhood Plan Call for Sites exhibition on 25 May 2016. We then held a specific local exhibition for the Hayle Field site on 6 June 2017. The feedback from these events was largely positive. The site is proposed as a housing allocation for 20 dwellings and we support this allocation. An outline planning application is currently with Bedford Borough Council for determination. The application is being held in abeyance pending progress on the Neighbourhood Plan. However, there are no technical issues that would prevent the grant of planning permission and this illustrates the suitability and deliverability of the site for housing. On a practical note, the Hayle Field site can be viewed from the road and it would be possible for the Examiner to undertake a site visit while maintaining appropriate social distancing requirements. Please set out what change(s) you consider necessary to make the Plan able to proceed, related to the objection you have raised. You should say why this change will enable the Plan to proceed. Located on the eastern boundary of Bedford Borough, Wyboston, Chawston and Colesden became a new civil parish in 2007. The age profile is similar to the Borough but with fewer residents aged 0-15 (16%). A broad mix of non-White British residents form 8% of the population. NB: This Profile includes Census data for Little Barford Parish which is not available separately due to its small population. Home ownership (74%) is high, with 6% of households renting from social landlords and a very high 20% renting privately. Executive Summary This report invites the Mayor to consider a request for financial assistance towards capital expenditure on a project from a rural Parish Council. 2. Recommendation The Mayor is requested to consider one application for financial assistance on this occasion and to determine the amount, if any, to be awarded. 3. Reason for Recommendation To support rural parishes in the provision of local facilities that benefit rural communities through capital expenditure. 4. Key Issues 4.1 Legal Issues The Council must have the power to provide grant funding to the organisation concerned. A source of power for payments to “voluntary organisations” (which are defined to be “a body which is not a public body but whose activities are carried on otherwise than for profit”) and to charitable bodies (in furtherance of their work in the United Kingdom) is s.137 of the Local Government Act 1972. A further source of power is the Localism Act 2011. Financial regulations enable the Council to capitalise grants given to organisations for purposes that constitute capital expenditure. Grant Requests from Parish Councils March 2015 5(1) 4.2 Policy Issues The Committee has previously agreed guidelines which will be used in the evaluation of applications for rural grants. The current guidelines are shown at Appendix A. 4.3 Resource Issues The Council’s agreed Revenue Budget for 2015/2016 includes a sum of £100,000 for Rural Grants available for distribution.

    Wyboston, Chawston and Colesden Parish Council response to EastWest Rail consultation. We completely oppose the so called result of the 2019 consultation which was flawed, misleading and unfair. There was a lack of notification to residents in a large proportion of the route ‘E ’area. The ‘much spoken about’ postcards were NOT received by many in the Parishes /villages in your so-called shape file especially in the area between Bedford and the East Coast Mainline and we are yet to find ANYONE in our Parish having had one! Much of the information/costings/data provided was grossly misleading and in some cases strategically wrong. There is still no coherent explanation for the sudden large reduction in costs of route ‘E’, which EWR/Beds Borough Council only brought into the equation AFTER the consultation was closed. In addition, there is no provision by either EWR, or Beds Borough Council for the costs of moving/rebuilding of Bedford Midland Road station hence the current data is still misleading and incorrect. Route ‘E ’means demolishing a greater number of homes compared with other routes, is by far the most difficult and technically challenging to build, is the longest route which therefore will take the longest travel time from Bedford to Cambridge and create the most damaging ‘carbon footprint’. It also destroys far more high grade agricultural land and devastates swathes of countryside, nature and wildlife. It is the most difficult topology, with the steepest inclines, meaning that complete electrification would be doubtful and it would be the most inefficient in diesel consumption producing most fumes (carbon).
