Six Ukrainian, one Georgian citizens detained in Tbilisi, weapons and ammunition seized One Georgian and six Ukrainian citizens were detained in Tbilisi yesterday. Their weapons have been seized and the Georgian Interior Ministry is investigating possible links between the detainees and the current, post-election political situation in Georgia. The Georgian Interior Ministry has stated that the individuals have been detained in the Guru and Alliance Hotels in Tbilisi. The ministry says that the individuals came to Georgia on 27 November. They have been charged with illegal purchase and possession of weapons and ammunition. The Interior Ministry is investigating whether the individuals are linked with the current political process in Georgia [referring t yesterday‟s opposition rally in central Tbilisi and post-election situation in the country]” the Ministry of Internal Affairs stated (Agenda.ge, December 3, 2018). 2. Extradition of former Georgian official from Ukraine delayed The extradition of the former head of the Georgian military police under the United National Movement government Megis Kardava from Ukraine has been delayed as the latter has asked Ukraine for political asylum. The Georgian Chief Prosecutor‟s Office says that Ukrainian law prohibits extradition from its territory before the completion of asylum-related procedures. As soon as the procedures related to asylum are completed the Ukrainian Ministry of Justice will discuss Kardava‟s extradition to Georgia,” the Georgian Chief Prosecutor‟s Office says (Agenda.ge, December 3, 2018). 3. NATO North Atlantic Council holds meeting with Georgian, Ukrainian officials The North Atlantic Council (NAC), a principal political decision-making body of NATO, held a meeting with Georgian and Ukrainian officials in Brussels. -

Expert's Opinion on Country Conditions in Georgia
GEORGIAN POLITICS AND THE LACK OF FREEDOM: FROM ONE COSMETIC CHANGE TO THE NEXT Igor A. Kotler BRIEF HISTORICAL BACKGROUND Georgia, which suffered from historical internal conflicts, was captured by Russia between 1801 and 1864 which did not improve the domestic situation. It became a part of the Russian Empire, ruled by the Russian administration with its troops permanently deployed. This period was followed by the annexation of Georgia by the Russian Empire, which led to several revolts (in 1841, 1857 and later). The revolts were suppressed by the Russian Army and the image of Russians as occupiers and oppressors became deeply rooted into the Georgian psyche, which led to the development of nationalism in Georgia. During the Russian Civil War, Georgia obtained its independence in 1918. However, it was short-lived: already by 1921 the Bolsheviks had re-conquered Georgia. The country became a part of the Soviet Union under the full control of Moscow. The Soviet period of Georgian history contains the same characteristics as the histories of other former Soviet republics, i.e. democracy and human liberties were suppressed, dissidents were harassed by the security agencies, imprisoned or killed, and the regime ruled with an iron fist. Historically, this means that Georgia never enjoyed democracy. The last page of Soviet rule in Georgia was a tragedy which occurred on April 9, 1989, when the Soviet troops dispersed a peaceful demonstration of Georgians killing 20 persons, mainly girls and old women, and wounding and poisoning about 4,000 with gas. MODERN PERIOD On December 26, 1991, the Soviet Union fell apart and Georgia became an independent state. -

The Congress of Local and Regional Authorities 24th SESSION Strasbourg, 19-21 March 2013 CG(24)10FINAL 19 March 2013 Local and regional democracy in Georgia Monitoring Committee Rapporteurs: Nigel MERMAGEN, United Kingdom (L, ILDG)1 Helena PIHLAJASAARI, Finland (R, SOC) Summary The present report on local and regional democracy in Georgia follows upon Recommendation 157 adopted in November 2004. It expresses satisfaction that Georgia has made considerable progress since then, through a big scale reform of local government and regional development, and that the guiding principles of local democracy have been integrated into domestic legislation. It takes note, however, that the financial capacity of local authorities to generate their own resources and their discretion on the use of their finances remains low. Administrative supervision is an issue in so far as there is a lack of qualified experts specialising in local self-government audit and a lack of “value for money” audits. The report also draws attention to the adverse effects for local democracy provoked by the incidents and pressure put on opposition members among local authorities after the elections. The Rapporteurs recommend the Georgian authorities to enhance the financial capacity of local governments and to improve the financial equalisation procedure. They encourage continuity in the existing regional development efforts, and invite the Government to put a stop to all attacks on the independence of local authorities and democratically elected representatives. They call on all political actors in the country to take a firm stance and to cooperate fully in promoting the local and regional level of governance. They invite the Georgian authorities to sign and ratify the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority (CETS No. -

EU gravely concerned with tragic death of Georgian citizen and detention of two others in occupied Tskhinvali Expressing their condolences to the late Tatunashvili's family, the statement said the EU is ready through its Monitoring Mission to support ongoing investigations and to facilitate discussions through the Incident Prevention and Response Mechanism and the mission hotline (Feb. 26). 2. Parliamentary majority initiates resolution on death of Georgian citizen in occupied Tskhinvali “We think that we will initiate the resolution during the next plenary session. The resolution text will cover many aspects, including the conducting of an international investigation over the case,” the majority leader Archil Talakvadze said. Talakvadze believes that as the issue concerns the country’s occupation the resolution will be supported by the opposition (Feb. 26). 3. PACE Co-rapporteurs concerned with death of Georgian citizen in occupied Tskhinvali “We call upon the separatist authorities, as well as the authorities of the Russian Federation, as the de facto power in control, to conduct a full and transparent investigation into the death of Archil Tatunashvili, and to prosecute those responsible”, the two co- rapporteurs Lundgren and Corlatean said in their joint statement (Feb. 27). 4. The body of Tatunashvili was transferred to Russia for the expertise According to the recent information Tatunashvili’s body had to be transferred to Georgian controlled territory on Feb. 25, but South Ossetian side did not fulfill the promise. They have given explanation that the body needs expertise and taking into consideration the fact that de-facto Tskhinvali has not enough resources to provide examination, they have transferred the body to Russia. -
