1. State Convention: Will be held on 21-22 June 2019 at the Bangor Motor Inn & Suites, 701 Hogan Rd., Bangor. Rates for rooms are $ 78.00 + Tax (1-4 Persons). For reservations, call tel # 947-0355 and let them know that you are with the VFW. Anyone wishing to have a room on the first floor are to let them know when making reservations. Please note the following deadlines which have been changed: >Hotel Reservations > 14 June 2019 >Pre-Registration > 10 June 2019 >Banquet > 12 June 2019 NOTE: Uniform of the Day for the State Convention will be summer uniform (White shirt/Grey slacks) with the exception of the Installation of Officers and Chairmen which will be Blue and Grey Uniform.

3. Council of Administration: Will be held Sunday, 23 June 2019 at the Bangor Motor Inn and Suites. Meeting will start at 8:00 am. Uniform of the day for the CoA will be summer uniform (White Shirt/Grey Slacks). All CoA members and Chairmen are instructed to have a report ready to be read at the meeting. Commanders are asked to omit Membership as our Membership Chairman SanPedro will expand on it. A copy of the black form will be forwarded to everyone prior to the CoA meeting.

4. Attention Post Commanders: Is directed to Section 222 of the National By-Laws and the Manual of Procedure, which provides that each Post will pay in advance a National Convention registration fee of $25.00 1 which shall entitle the Post to a packet of convention information and material and one identified registered delegate for the National Convention. Each additional delegate attending the National Convention will pay a $10.00 delegate fee. Posts are encouraged to register their Post delegate online through the Online Membership System (OMS) or by submitting their National Convention Post and Delegate Registration form that was mailed to all Posts as part of the Election Report/Convention Registration mailing that went out in February. Advanced registration for the 120th National Convention should be mailed with each delegate’s name and address to: Convention Registration, 406 West 34th Street, Kansas City, MO 64111.

5. Post Commanders: Are directed to Sec. 213 of the National By-Laws concerning arrearages of Posts for National, Department or District Dues, National Convention registration, poppy money, supply money or other financial obligations, or failure to have the office of the Quartermaster properly bonded IAW Section 703 of the National By-Laws, or failure to submit properly completed quarterly Post Trustees Report of Audit or Post Election Reports. Posts that are delinquent in any of the aforementioned shall be deprived of all representation in County meetings, District and Department and National Conventions.

6. Flag Day June 14: All VFW units are reminded to properly display the U.S. Flag on Flag Day, Thursday, June 14 and to conduct a ceremony or program as feasible. You may contact the VFW Communications Department for a Flag Day speech. It is also suggested Posts should award the VFW Patriotic Citizen Award (Product No. 4385) for those who have daily displayed our National flag.

7. New Voice of Democracy and Patriot’s Pen Themes: The 2019–20 themes have been chosen by Senior Vice Commander-in-Chief William J. “Doc” Schmitz. The Voice of Democracy and the Patriot’s Pen theme will be “What Makes America Great.” The new 2019-20 Voice of Democracy and Patriot’s Pen entry forms are now available on the VFW website. Additionally, anyone (including students, parents, teachers, and chairmen) can download and print the student entry forms for Voice of Democracy and Patriot’s Pen by visiting the below links: Voice of Democracy: http://www.vfw.org/VOD/ Patriot’s Pen: http://www.vfw.org/PatriotsPen/

8. All Members: Members are reminded that their annual membership in the Veterans of Foreign Wars is now subscription based and expires on their anniversary date. All officers are encouraged to make every effort to renew the membership of each and every continuous member prior to their expiration. Reports showing members 30, 60, and 90 days from expiration can be obtained by the Post Quartermaster through the Online Membership System (OMS).

9. Commanders: On all levels are reminded that according to Section 105 of the National By-Laws, a member whose dues are unpaid after their anniversary date ceases to be a member in good standing and loses all rights of membership in the Veterans of Foreign Wars. They shall not attend meetings or conventions and shall not participate in Post, County Council, District, Department or National functions.

10. Community Support Grant Still Available: Over $55,000 remains in the VFW Foundation Community Support Grant fund so there is still time for Posts to apply. Please visit www.vfw.org/grants to obtain a copy of the application that includes guidelines and eligibility information. 11. Have You Heard About the VFW’s Partners in Patriotism? Would you like to support the VFW’s life- changing programs for veterans, service members and their families and reduce the amount of mail you receive? The VFW has an option that allows you to support VFW programs on a monthly, quarterly, or yearly basis, as well as reduce expenses and eliminate the fundraising mail. It is called Partners in Patriotism. As a member of Partners in Patriotism, you choose a set dollar amount for your donation (minimum amount of $10) that is either charged to your credit card or set up as an Electronic Funds Transfer (EFT) from your bank

2 account. Once you join the VFW’s Partners in Patriotism, you will only receive the Quarterly Supporter newsletters to keep you informed of the many efforts your monthly gifts are making possible. 13. 50th Anniversary Vietnam War Commemoration Program: The Commemorative Partner Program is designed for federal, state and local communities, veterans' organizations and other non-governmental organizations to assist a grateful nation in thanking and honoring our Vietnam veterans and their families. As a Commemorative Partner, VFW Posts are encouraged to participate in the Commemoration of the Vietnam War by planning and conducting events and activities that will recognize the Vietnam veterans and their families' service, valor, and sacrifice. Events and activities should be dignified, memorable occasions that show a sensitivity and appreciation for the solemnity of war and the losses suffered by many. Commemorative Partners should communicate how their events will achieve the congressionally mandated objectives of the program. Events or activities should meet one or more of the following objectives. 1. To thank and honor veterans of the Vietnam War, including personnel who were held as prisoners of war or listed as missing in action, for their service and sacrifice on behalf of the United States and to thank and honor the families of these veterans. 2. To highlight the service of the Armed Forces during the Vietnam War and the contributions of Federal agencies and governmental and non-governmental organizations that served with, or in support of, the Armed Forces. 3. To pay tribute to the contributions made on the home front by the people of the United States during the Vietnam War. 4. To highlight the advances in technology, science, and medicine related to military research conducted during the Vietnam War. 5. To recognize the contributions and sacrifices made by the allies of the United States during the Vietnam War. For the VFW Posts interested in becoming an official Commemorative Partner, they must submit an application and a signed Statement of Understanding. Applications are available at www.VietnamWar50th.com on the Commemorative Partner Program. The approval process is usually less than 30 days. Partners will be kept informed through electronic notifications. Once approved as a Partner, the Commemoration will provide organizations with a starter kit of materials for developing and implementing their programs. Hello Comrades;

Hope this finds everyone doing well, I know I've said it before but Thank you All for your hard this year on membership…. being 100% Nationally for the first time in 27 years is an amazing job that took all of us. We found out while on our Commanders trip to Costa Rica, the trip itself was amazing but being there with our national Commander BJ when we hit the 100% mark made it even better for all of us. My Chief of Staff /Membership Chairman Steve SanPedro and his now fiancé Deirdre (He proposed to her there) was there with us so we and all VFW members had a lot to Celebrate.

This past year has been a busy one but at the same time it's been exciting and a learning experience, meeting new members, connecting with older members and old friends. I have enjoyed it; I know I didn't make it to all the Posts but I plan on visiting with the incoming Commander so those I missed I will see you with our new Commander.

Another Memorial Day has come and gone so we have been busy placing flags at both Veterans cemeteries in Augusta as well as a few local ones. That being said, Memorial Day is a reminder of why we as VFW Members do what we do for ALL our Veterans that are still here with us, so THANK YOU to all who placed flags, marched in Parades, visited our Veterans in Veterans Homes, Hosted Luncheons or BBQ'S; anything and all you have done for our great year we are completing. I have enjoyed my year as your State Commander and I'm very Proud to belong to this great organization.

Remember your incoming Officers are going to need your support for another great year and to keep our organization growing.

I would like to take this moment to THANK all my COMPLETE STAFF for all their help and hard work this year and in the years to come you all have shown just how much this Great organization really means to us.

To all the Officers going out, Excellent job and do not forget to assist your replacements. To all the newly Post, District and State Level Officers, good luck and best of luck. Also, Congratulations to the Veterans of Foreign Wars on a National level for achieving 100 % Plus in membership. It has not been achieved in many years. If we all keep this momentum going; we can do it again. I look forward to seeing as many of you as possible at the State Convention and as always enjoy your summers. It has been a good year for Commander Armstrong’s special project with 35 Posts making donations for “Cabins in the Woods” at Togus. All the generous donations will go a long way in supporting our previously homeless veterans with some of their needs in the coming year. It has been my honor and privilege to represent Commander Armstrong and the Department of Maine in this very special project. Greetings Comrades; As we complete another State Convention, there will be changes in leadership. As each new Officer assumes his or her duties, changes will occur. I’m reminded of a story about an individual who owned a warehouse that was in very bad shape. The owner told the purchaser that he would replace the broken windows and any other things that needed to be repaired. The purchaser responded to the owner that there was no need to repair or replace anything because he was going to demolish the building and put a new one. He just wanted the site. That is God’s message to us. Compared to the renovations God has in mind, our efforts to improve our own lives are as a trivial as sweeping a warehouse slated for the wrecking . When we become God’s, the old life is over. He makes all things new. All God wants is the site and the permission to build. There are still some trying to reform. But God offers redemption. All we have to do is give Him the “property” and He will do the necessary “Building”. With the change in leadership, we need to be open to new challenges before us. Loyalty Day: All of the Posts and Districts should have completed their annual Loyalty Day program after our State Adjutant sent you all the Loyalty Day 2019 speech and it is asked that each Post who conducted the program to send me a report either thru USPS at 160 Belmont Ave, Belfast, ME 04915 or the Department

8 website. Please note that this Loyalty Day program conducted this month will be credited for the year 2019- 2020. Americanism: Is a daily happening by all the Posts. Please forward your report to me when completed thru the Maine VFW website or mail me the report and I will credit you each month once received. Posts continue to do great work throughout the Department but on many occasions as our Community Activities Chairman have reported, it is not reported.

***************************** CHIEF OF STAFF MEMBERSHIP ~ LEGISLATION MAINE VETERANS’ HOMES (MVH) Steven J. SanPedro, PSC

Comrades, It is hard to believe we are in our last month of the VFW year. It has really gone by so fast. Congratulation to Commander Armstrong and his team for a job well done! Legislation: I am happy to inform you the Blue Water Navy Act passed the House unanimously once again. It is now up to the Senate to pass it. Recently, National sent out a call to action on this and we also sent it out. I hope all of you took advantage of this to let Senators Collins and King now how we feel about this. With the VA Mission getting ready to roll out, I am hoping that there are very few issues with it. Please let me know if you know of any. Membership: Since reaching 100%, we have slowed down big time. I ask that you please keep working on membership. This is the only way we can grow. The Department is currently sitting at 101.65% with 8041 Members which is an increase of .73% and 58 Members. We have decreased our New Members by 14 and increased our Reinstated Members by 63 from this time last year. All of us must work hard to Retain, Reinstate and Recruit Members. We have 18 Posts that has completed a Recruiter Event and submitted the proper paperwork to me. Make sure you read and understand the 2018-2019 Membership Program. If you have any questions on Membership please contact me at 207-894-5260 or email me at [email protected] Maine Veterans Homes: I am happy to report LD606 came out of committee unanimously with no objection. It is now going to appropriation where we may get some resistance. If this is passed into law, it will ensure that our homes get Cost Base Reimbursement from the State and a Federal match. The new home is moving right along. It will take a long time to build it and I can’t wait to see it completed. Other projects are finishing up and new ones will start soon. Does your Post want to get more involved at your local home? All the homes are always looking for volunteers to join the team and help the nurses and staff live up to their motto of “caring for those who served!” Remember that we should be “HELPING VETERANS EVERYDAY”

Finance: At the State Convention, the finance committee will meet to go over the next year budget. To all serving on the committee, I Thank you for all of your time and effort keeping things moving along smoothly. Grants: The VSO Grant funds from the State of Maine have been coming in on time. The Homeless Veterans Grant DOL was received and is in the hands of the State Quartermaster. We are doing up the forms for reapplying for the ensuing year. The Homeless Grant funds from the State are in the hands of the State Quartermaster. The Rural Area Transportation Grant is operating nicely. It has provided much needed medical care to our brother and sister Veterans that otherwise they never would have received.

Credentials: By now, all Posts should have completed their elections and also completed their delegates list to the State Convention. If the affairs of your Post are not in order, you will not be able to vote and I would hate to see you disqualified on this. Any Posts not qualified to vote will be provided to the Chmn by both the State Adjutant and Quartermaster. Finally; IAW Section 222 of the National By-Laws and Manual of Procedures, delegates to the State Convention shall be elected at the April Post meeting which consist of 1 delegate and 1 alternate per 30 members. Delegate strength will be based on members in good standing as of March 31st. The delegates listing shall be signed by the Commander and Adjutant. “Thank you” in advance, and look forward to receiving your reports as you have your elections. Inspector: Well, we are at the end for the inspections, we still have some more Posts that have not turned in their reports. The deadline was 31 December. Some District Commanders are not doing their job. Get after your Deputy Inspectors to get it done. Thank you. POW/MIA: The Defense POW/MIA Accounting Agency announced the identification of remains of Missing in Action (MIA) since World War II, Korea and Vietnam and is returning home with full military honors. ****************************** HOMELESS VETERANS VETERANS CEMETERY SOUTH ~ ASSISTANT LEGISLATIVE (Augusta) MEMBERSHIP RECRUITER (South) James E.N. Bachelder, Chairman

Homeless Veterans: We had a very productive HVNG meeting this month. The objective of the group is to prevent homelessness in the Veterans community. To better reflect the new direction of the group it was voted to rename the group to Maine Veterans in Need (MVN). The vendors that are managing the $250,000 is the Maine Easter Seals and the Maine American Legion. They are members of the MVN. The furniture and household item transportation team is active again. Several Veterans are housed or assisted with items. We need more outreach into every corner of this state. The HVAC is working with Mayors to help locate affordable housing. More information on the Mayors Challenge will be coming soon.

The Stand-Down planning is right on schedule. The Department of Labor grant is also progressing as scheduled. If you want to volunteer, get your name in with the VAVS office. It fills up fast. Remember the Stand-Down will be on Saturday October 19th this year. We have not heard anything about the VA2K Walk and Roll event. We should have something to report next month. Veterans Cemetery South: The by-law committee submitted their recommendations and plan on voting on the changes at our next meeting. Curtis Mills, a Portland Post member accepted the Treasurer Office and I was asked to take the Chairmanship again. We have a full slate of officers and will have a system in place soon. The new construction will be in area E which is at the gate to the maintenance facility. This will be more cremation burials. We are planning on using the same contractors for the POW/MIA Memorial project. We are now waiting for the state to finalize their project then we can move forward. We still need the funding to 7 more conflict tablets which equals $31,500. Construction in the phase 2 and 3 areas will need to wait for the Maine National Guard to build the road because the VA will not. The widow of a former member is going to join us and become active, she is a smart and well connected individual and will be very helpful. At this time, we are preparing for the Memorial Day weekend. Legislative – Augusta: The legislature is trying to get the bills to a vote. Some of the bills we are tracking are still being worked with amendment and other negotiations. This workshop is designed to help low income Veterans and their families with wills and basic estate planning. Post Service Officer Training: Just a friendly reminder next Post Service Officer training will be held in conjunction with MOLD training in August/September time frame. Purple Heart Recipients Added to VA Priority Claims: Purple Heart recipients who submit initial disability compensation claims on or after April 1, 2019 will be added to nine categories of emergent claims requiring priority processing from VBA. Purple Heart recipients are already treated on a priority basis at VA Medical Centers and are exempt from co-payments for their medical care. Making their initial disability claims to VBA’s a priority for claims processing will further improve their overall experience with VA and shows the department’s commitment to improving the claims process. Mission Act Implementation: On June 6; the U.S. Department of Veterans Affairs (VA) is implementing major improvements to community care for Veterans. “Through the MISSION Act, Veterans will have more choices than ever in getting timely, high-quality care. Most important, Veterans will be able to decide what is important and best for them.” The MISSION Act will strengthen VA’s health care system by improving both aspects of care delivery and empowering Veterans to find the balance in the system that is right for them, a key aspect of the MISSION Act is the consolidation of VA’s community care programs which will make community care work better for Veterans and their families, providers and VA employees. “Transitioning to the new eligibility criteria for community care should be seamless and “Veterans will continue to talk to their care team or scheduler as they have been doing to get the care they need.” In addition to information, VA has made available digitally, Veterans enrolled in VA health care can expect to receive a letter in the mail providing details on where to go for more information. “VETERANS SERVING VETERANS”
