Part II Chapter 3 Quantitative Restrictions <Reference> EXPORT RESTRICTIONS The significance of discussing export restrictions Export restrictions on natural resources and foodstuffs have been raised recently as a problem issue in terms of international trade, and have been a topic of discussion several times, including in the WTO Doha Round negotiations in the fields of Non- Agricultural Market Access (NAMA) and agriculture. Quantitative restrictions have conventionally focused on imports, but in this section we will particularly look at the export aspect, explaining the disciplines over export restrictions prescribed mainly in the WTO Agreements, in addition to considering current problems and future potential strategies. 1. PROBLEMS RELATING TO EXPORT RESTRICTIONS (1) Current situation Similar to those of imports, the restrictions and controls of exports are implemented by a number of countries. The following export restrictions can be observed and categorized depending on their objectives. 1. Export tariffs (taxes) designed to generate fiscal revenue One type of measures, as seen in developing countries where domestic tax collection mechanism is insufficiently developed, involves restricting exports in order to generate fiscal revenue. This usually takes the form of an export tax (export tariffs), which can be effectively levied at borders. Emerging India-Indonesia Comprehensive Strategic Partnership Udai Bhanu Singh* India and Indonesia recently upgraded bilateral ties to a Comprehensive Strategic Partnership, a move that comes on the eve of 70 years of diplomatic relations between the two countries. This deeper engagement serves to highlight the importance of the Indo-Pacific for both countries. India and Indonesia have recently witnessed some intensive engagement in the political, strategic, defence, security, and economic spheres. There have been a number of meetings at the ministerial level, especially those concerned with Foreign Affairs, Security, Defence and Trade as well as the visit of the Chief of the Indonesian Armed Forces to India. -
China and Southeast Asia
SECTION 2: CHINA AND SOUTHEAST ASIA Introduction China’s relations with Southeast Asia are complex and dynamic. Some of China’s strongest and weakest bilateral relationships are with Southeast Asian countries, and Southeast Asia is a useful prism through which to observe how Beijing perceives its place in the Asia Pacific and in the world. Currently, China-Southeast Asia relations are characterized by seemingly contradictory trends: China is aggressively advancing its territorial claims in the South China Sea at the expense of its Southeast Asian neighbors while simultaneously seeking to strengthen relations with the region, often through economic diplomacy.1 Since December 2013, China has expanded seven land features it controls in the Spratly Islands, which the Philippines and Viet- nam also claim, by more than 2,900 acres—the equivalent size of more than 2,000 football fields.2 The scale and speed of these ac- tivities have far outpaced the activities of other claimants on the land features they control, and China intends to use its enhanced land features for military and other purposes. At the same time, however, China has sought to improve relations with Southeast Asian countries, primarily through economic initiatives and en- gagement with the Association of Southeast Asian Nations (ASEAN).* China established the Asian Infrastructure Investment Bank (AIIB), which all the countries in ASEAN joined, and the ‘‘21st Century Maritime Silk Road,’’ a massive (and thus far largely conceptual) initiative that aims to enhance regional connectivity -
