Presentation of the Stars4Media Initiative EURAGORA EURAGORA is an exclusive project of EFE (Spanish news agency) and LUSA (Portuguese news agency). The operational team was constituted by three people from each agency (one editorial, one commercial&marketing, and one multimedia), supported by another 10 mentors, including the directors and the national correspondents in both countries. Team’s Both agencies decided to choose young or relatively junior professionals, with different backgrounds and skills, to lead presentation the three mini-teams. Gender equality was taken into account – in fact, there were more women than men on the lead. The multidisciplinary approach was the added value of this common project. Both agencies decided to subdivide the team in three smaller groups – one for editorial aspects, another for commercial&marketing, and a third for technical aspects. Initiative’s summary EURAGORA is a project of Iberian nature with European scope, that designed a model of cross-border virtual debates on topics of broader interest. The subject chosen for the pilot debate was “Tourism in times of covid-19”, subdivided in two topics: "Security, what do consumers expect, how do industry, governments, the European Union respond?” and "Reinvention and opportunities: sun and beach / urban and cultural / rural tourism". This choice resulted from the huge impact this pandemic is having in Tourism globally, but especially in both Spain and Portugal, as countries much dependent on that economic sector. The Spanish and Portuguese government responsible for Tourism, the European commissioner with responsibility for the Internal Market (and Tourism), Thierry Breton and the European commissioner Elisa Ferreira were speakers in the debates, among almost 20 participants, representing international organizations, European institutions, national governments, regional and local authorities, enterprises, and civil society. -

Who Set the Narrative? Assessing the Influence of Chinese Media in News Coverage of COVID-19 in 30 African Countries The size of China’s State-owned media’s operations in Africa has grown significantly since the early 2000s. Previous research on the impact of increased Sino-African mediated engagements has been inconclusive. Some researchers hold that public opinion towards China in African nations has been improving because of the increased media presence. Others argue that the impact is rather limited, particularly when it comes to affecting how African media cover China- related stories. This paper seeks to contribute to this debate by exploring the extent to which news media in 30 African countries relied on Chinese news sources to cover China and the COVID-19 outbreak during the first half of 2020. By computationally analyzing a corpus of 500,000 news stories, I show that, compared to other major global players (e.g. Reuters, AFP), content distributed by Chinese media (e.g. Xinhua, China Daily, People’s Daily) is much less likely to be used by African news organizations, both in English and French speaking countries. The analysis also reveals a gap in the prevailing themes in Chinese and African media’s coverage of the pandemic. The implications of these findings for the sub-field of Sino-African media relations, and the study of global news flows is discussed. Frankly, not much. But the IFC Central Asia Corporate Governance Project team felt like cycling champions after our success in raising awareness about corporate governance in Kazakhstan. The corporate governance “race” in Kazakhstan started in 2006 in Almaty when a team of 11 people got together to launch the project. Just as the Astana cycling team retains its first place in the world ranking, subsequently reinforced by the victory of Alberto Contador in the Tour de France, our project team came out winners in helping corporate governance become an important topic in Kazakhstan. In this SmartLesson we would like to share how the project partnered with international coaches, local experts, and government bodies to promote corporate governance through publications, annual conferences, and seminars for mass media representatives in Kazakhstan. 23. Baltic perspectives on the European Security and Defence Policy Elzbieta Tromer I. Introduction Given the choice between the North Atlantic Treaty Organization and the Euro- pean Security and Defence Policy as providers of their national security, the Baltic states—Estonia, Latvia and Lithuania—look to the USA. One reason is their perception of Russia as a source of instability. Another is their lack of con- fidence in the ability of the ESDP to deal with present-day threats. Although these three states are eager to be ‘normal’ members of the European Union and thus to join in its initiatives, their enthusiasm for the EU’s development of its own military muscle is lukewarm. An EU with some military capability but without the USA’s military strength and leadership holds little promise for them. Since the ESDP vehicle is already on the move, the Baltic states see their main function as ensuring coordination between the ESDP and NATO. Estonia, Latvia and Lithuania want to be ‘Atlanticists from within the ESDP’.1 The Baltic states see themselves as exposed to challenges similar to those confronting the Nordic countries: notably the challenge of the new transatlantic dynamic, which makes it almost impossible to avoid taking sides between the US and Europe on an increasing range of global and specific issues. Being torn in this way is bound to be especially painful for Scandinavian [and Baltic] societies which have strong ties of history, culture and values with both sides of the Atlantic, and which in strategic terms are relatively dependent both on American military and European economic strength.2 The Nordic countries are seen by the Baltic states as allies in this context. -

Soviet Domestic Politics and Collapse of the Outer Empire, 1989 FREDO ARIAS-KING n this article, I explore the role of domestic politics in precluding the inter- I vention of the Soviet army in Eastern Europe in fall 1989. A close look at the USSR’s domestic political situation as early as summer 1989 suggests that there was little, if any, intention on the part of the legislators, government, or even the Communist Party to prop up the fast-disintegrating Communist regimes in the East bloc with force. Rather, there is substantial evidence that a revolution in Eastern Europe would be welcomed in Moscow. To my knowledge, this angle has not been examined in the scholarly literature. Many of the leading authori- ties on the collapse of Eastern Europe fail to connect internal policymaking— particularly relating to the creation of legislative power in the USSR and its con- sequences—to the historic collapse of the Soviet Union’s “outer empire.” I do not argue that Soviet democratization caused the collapse of the East European regimes in 1989, but that it was the main factor that precluded an armed inter- vention to save those regimes. Only one of six major books on the revolutions of 1989, for example, even mentions the USSR Congress of People’s Deputies, and then only in passing.1 They focus instead on the USSR as a unitary player, with a reformer (Gorbachev) at the helm, surrounded by like-minded advisers advocating new political think- ing, who decided to “allow” the East Europeans to go their own way. -

In July, Mexico elects its first president from outside the country’s ruling party, and The Economist magazine labels it a “real democracy”. Russia elects a president from the political opposition in 1991, then holds no fewer than five competitive, generally free national elections in the following years. The Economist labels it a “phoney democracy”. Colombia has a problem with organized crime, and Washington gives its government $1.3 billion to help fight the drug lords. Russia has a problem with organized crime, and American politicians lecture Moscow sternly not to expect any more aid until it cleans up its act. An American bank is accused of laundering money for Russian organized crime figures, and a leading senator accuses the Russian government of being “the world’s most virulent kleptocracy”. An undercover Customs Service operation finds several Mexican banks laundering drug money in the US, and Washington apologizes to the Mexicans for conducting undercover operations on their territory. When the Asian crisis scares foreign investors away from the Russian market and the ruble collapses, commentators declare this proof of the failure of liberal economic reform in Russia. 7 Yeltsin’s Winning Campaigns Down with Privileges and Out of the USSR, 1989–91 The heresthetical maneuver that launched Yeltsin to the apex of power in Russia is a classic representation of Riker’s argument. Yeltsin reformulated Russia’s central problem, offered a radically new solution through a unique combination of issues, and engaged in an uncompro- mising, negative campaign against his political opponents. This allowed Yeltsin to form an unusual coalition of different stripes and ideologies that resulted in his election as Russia’s ‹rst president. His rise to power, while certainly facilitated by favorable timing, should also be credited to his own political skill and strategic choices. In addition to the institutional reforms introduced at the June party conference, the summer of 1988 was marked by two other signi‹cant developments in Soviet politics. In August, Gorbachev presented a draft plan for the radical reorganization of the Secretariat, which was to be replaced by six commissions, each dealing with a speci‹c policy area. The Politburo’s adoption of this plan in September was a major politi- cal blow for Ligachev, who had used the Secretariat as his principal power base. Once viewed as the second most powerful man in the party, Ligachev now found himself chairman of the CC commission on agriculture, a position with little real in›uence.1 His ideological portfo- lio was transferred to Gorbachev’s ally, Vadim Medvedev, who 225 226 The Strategy of Campaigning belonged to the new group of soft-line reformers.
