The inclusion of the public sector ICT architecture also helps to create synergies between projects and to avoid fragmentation. An enabling environment was fostered by the Ugandan Bureau of Statistics, an institution closely linked to population registration, by the creation of clear and focused policy and policy objectives, combined with active high-level support and commitment. These actions proved to be very helpful when evaluating the success fac- tors of the Ugandan project. The creation of an enabling environment requires making sure that not only are there enough resources available, but that these resources are sustainable. The cost of purchasing and maintaining ICT equipment in a challenging environment is high. It is important for the government in question not to face the challenge of introducing and implementing ICT alone. It is essential to draw on donor resources and to collaborate with other institutions. Governments should also consider setting aside funding in national budgets that are specif- ically tied to improving efficiencies through the use of ICT. INTRODUCTION OF THE STUDY Amhara National Regional State (ANRS) located in the northern part of the Federal Democratic Republic of Ethiopia has the area of about 154 thousand sq. km. accounting for around 15% of the territory of the nation where about 17.9 million (or about 25% of the national population) are inhabited. In the ANRS, 6.3 million people are considered as food insecure. In particular, the eastern area of Amhara Region has been exposed to recurrent drought for past 3 decades, thus considered as the most suffering area from food shortage. Under such circumstances, the Federal Government of Ethiopia requested cooperation of Japan for “The Development Study on the Improvement of Livelihood through Integrated Watershed Management in Amhara Region”. Based on this request, Japan International Cooperation Agency (JICA) dispatched a preparatory study team to Ethiopia in March 2007 and agreed the basic contents of Scope of Work (S/W) that were signed between the ANRS Government and JICA in the same month. Under such background, JICA dispatched a Study Team to the ANRS from March 2008 to conduct the Study as described in the S/W. The overall goal of the Study is to ensure food security of the vulnerable households in food insecure area of Amhara Region through implementation of integrated watershed management.

However, saving level in Ethiopia is very low and little is known empirically about its patterns and determinants. Therefore, this study attempts to identify and analyze the main determinants of household saving in Ethiopia giving special emphasis to North Gondar zone on three selected districts i.e. Gondar, Dembia and Dabat using survey data collected from 604 sample households in August 2013. The results of the descriptive analyses shows that 54.1% of sample households practiced saving and the common reasons for households not to save are low income, inflation, low interest rate, cultural background, education, social affairs and unemployment. The planning and expenditure controlling habit of most respondents was also found minimal. Besides, the economic analyses shows that income, age, sex, marital status, forms of institutions used for saving and frequency of getting money are significant determinants of household savings in the study area.
