Introduction Aims and Objectives 1.1 Sefton Council commissioned the development of a new Economic Assessment in Autumn 2016. Sefton Council is facing a number of external challenges which form the rationale for intervention to take stock of Sefton’s competitive position and develop a proactive response to drive change. These external challenges include: • A Transformation Programme of Public Sector Reform to mitigate the impact of public expenditure cuts • The implications of the EU Referendum vote for a British Exit • The faltering economic recovery since 2008-09, especially in the northern cities and regions • The Devolution Deal for Liverpool City Region (LCR), with the creation of the LCR Combined Authority, and an elected City Region Mayor from May 2017.
