    THE DIOCESE OF CHICHESTER OPENING STATEMENT BY COUNSEL TO THE INQUIRY OPENING REMARKS 1. Good Morning, Chair and Panel. I am Ms. Fiona Scolding, lead counsel to the Anglican investigation . Next to me sits Ms. Nikita McNeill and Ms. Lara McCaffrey , junior counsel to the Anglican investigation. Today we begin the first substantive hearing into the institutional response of the Anglican Church to allegations of child sexual abuse. The Anglican investigation is just one of thirteen so far launched by the statutory Independent Inquiry into Child Sexual Abuse established by the Home Secretary in March 2015, offering an unprecedented opportunity to examine the extent to which institutions and organisations in England and Wales have been able to respond appropriately to allegations of abuse. 2. This hearing focuses upon the response of the Diocese of Chichester to allegations made to it about various individuals – both clergy and volunteers over the past thirty years. Some of the abuse you will hear about occurred during the 1950’s and 1960’s: some of it is much more recent in origin. A series of allegations came to light from the late 1990’s onwards and then engulfed the Diocese of Chichester in the first decade of the 21 st century. The role of the hearing is to examine what happened and what that shows about the ability of the Anglican Church to protect children in the past. It is also to ask 1 about its ability to learn lessons and implement change as a result of learning from the mistakes which it has acknowledged that it has made.

Following a complaint of misconduct made on 4 August 2017 by the Archdeacon of Hastings (The Ven Dr Edward Dowler), on 17th December 2018, the President of Tribunals directed that a complaint be referred to a tribunal in the following terms, that: The conduct of the respondent, the Rev’d Paul Parks, Rector of Ore (St Helen with St Barnabas), was unbecoming or inappropriate to the office and work of a clerk in Holy Orders within section 8(1)(d) of the Clergy Discipline Measure 2003 in that on diverse occasions he has assaulted and/or threatened to harm his wife, Lois Parks, including putting her in a headlock, threatening her with a knife or letter opener, and detaining her against her will. 2. At the outset of these proceedings, the complaint was formally put to the Respondent who admitted the misconduct alleged. 3. Following discussions between the parties it was confirmed by Ms Weereratne QC, Counsel for the Respondent, that – save for minor details – the contents of the Designated Officer’s bundle and other material contained in the papers placed before the Panel were admitted, and that consequently no witnesses as to fact were required to give evidence. It is important to note therefore, that not only were the principal incidents in which the respondent is alleged to have assaulted and / or threatened to harm his wife admitted, but also ‘lesser’ allegations of verbal abuse and what has been described as ‘controlling behaviour’ over the course of the marriage.

My prayer is that we shall now be more eager, more willing, and more cheerful about our vocation to be the disciples of Jesus Christ. Many if us will have been hugely encouraged by summer gatherings to pray, study and celebrate with other Chirstians. Within our own diocese the Household of Faith conference and the HTB Focus week at Camber have both been rich sources of grace and blessing, as have the New Wine gathering in Somerset and Walsingham’s youth pilgrimage. Now I ask your prayers for the work that lies ahead of us this autumn. Please pray for Bishop Richard and his team as they move us into the final stages of shaping our diocesan strategy for 2015 - 2020. May they enable us to be wise in the leading of the Holy Spirit, attentive to the world’s pain and energised by the enormity of God’s mission of love. Please pray also for Bishop Mark and the team that is hosting September’s Clergy Conference, Thy Kingdom Come.
