Here are the latest updates for May. Upcoming events Final draft Ōmokoroa Structure Plan and draft Residential Rules – public ‘have your say’ sessions: Thursday 10 June, 4pm-7pm — Ōmokoroa Community Church, 139 Hamurana Road Saturday 12 June, 10am-12pm — Ōmokoroa Sports Pavilion, 28 Western Avenue These sessions are a great opportunity to find out more about Stage 3 of the final draft Ōmokoroa Structure Plan (from the State Highway to the railway) and draft Residential Rules that go with it, give feedback, and ask any questions you have. Ōmokoroa Peninsula Projects – information sessions 2021 Thursday 29 July, 4.30pm-6.30pm - Ōmokoroa Settlers Hall, 334 Ōmokoroa Road Thursday 18 November, 4.30pm-6.30pm - Ōmokoroa Settlers Hall, 334 Ōmokoroa Road These drop-in information sessions are a chance to meet with Council to find out more about the projects and ask any questions about specific projects. Note, there will be no formal presentation at these gatherings as they are an opportunity for residents to have an informal chat with Council staff. Feel free to turn up at any time. Planning projects update Final draft Ōmokoroa Structure Plan and draft residential rules The final draft Ōmokoroa Structure Plan shows the overall proposed layout of Stage 3, including residential zones, industrial areas, town centre, future school site and proposed sports fields to cater for the growth of the Ōmokoroa peninsula. Two options are being consulted on that are based on different locations for the active reserve for sports fields. Council has previously consulted with landowners and the wider Ōmokoroa community on the Ōmokoroa Structure Plan. However, this process was put on hold pending the outcome of the town centre application by the JACE Group. The JACE Group town centre application was approved on Monday 10 May 2021 by a panel of independent planning commissioners. As a result, Council is now able to confirm the preferred layout of the Stage 3 area, which includes the land between the railway line and State Highway 2 – this will be the final stage on the peninsula. Alongside the final draft Ōmokoroa Structure Plan, draft residential rules for Ōmokoroa have been prepared to support the new development area. The proposed new rules are to manage the expected higher level of density than what has previously occurred in Ōmokoroa, and at the same time, it will allow the creation of attractive neighbourhoods for the entire community to enjoy. Community consultation on Structure Plan Stage 3 will run from 10-24 June. Click here for more information Roading projects update Ōmokoroa Road Urbanisation Stage 1 (Western Ave to Tralee St) Since our April update, work continues along the berm on the eastern and western sides, in preparation for roadway and pavement construction to start in September. While there have been small delays due to the rainy weather over May, this project continues to progress well. The focus over the past week has been on installing the water main. Vegetation clearance has been completed, as well as some minor widenings for bus stop areas. What to expect next: Continued undergrounding of services, including power. Further construction on stormwater connections, footpath and cycleway, kerbing and channelling. Construction of the roadway and pavement from the Western Avenue end of the roadway to Tralee Street from September 2021 to June 2022. Click here to read more Ōmokoroa Road Urbanisation Stage 2 (Prole Road to the railway) Council is finalising the design of Ōmokoroa Road from Prole Road to the railway with the anticipation that parts of the construction for the project could start in August 2021 and the remaining work starting in early 2022. The entire project is expected to completed by the end of 2022. A contractor is still to be appointed for this part of the project. Ōmokoroa railway pedestrian and cycleway bridges We’re pleased with the progress by contractor HEB Construction on the two standalone pedestrian and cycleway bridges adjacent to the existing Ōmokoroa Road bridge over the railway line. The team have installed all the piles and completed the four abutments (the concrete structures that support the bridge). Note, the beams for the bridge will be moved by road from 33 Station Rd, Te Puke to 129 Ōmokoroa Rd, this Sunday, between 10am and 4pm. They will travel down the Te Puke Highway before continuing onto State Highway 2 at the Domain Road interchange, through to Ōmokoroa. Each beam is approximately 35m long, 4.2m high and 3m wide. There will be pilot vehicles travelling in front of and behind the trucks transporting the beams to ensure drivers are aware of the large size. We thank motorists in advance for their patience if they encounter one of the trucks on their journeys. Council is also reviewing the pedestrian cycle design from the Kaimai Views roundabout to Tralee Street, to provide better walking and cycling facilities on the western side to complement the eastern side of the road. What to expect next: The beams are expected to be launched by the end of May 2021. Once the beams are launched, the super structure (decks and the handrails) will be installed. The project is expected to be completed by the end of June. Traffic management remains in place for the duration of the project and HEB is in contact with neighbouring properties in the event of any expected disruptions to traffic flow or access over the duration of the project. Click here to read more Prole Road Urbanisation (Ōmokoroa Road to Waipapa River) Council is continuing discussions with landowners and finalising the design phase, before going to market for tenders. We’re also conducting investigations into the wetland area for discharging stormwater for Prole Road. This project is taking a bit longer than what was anticipated, however Council is expecting it to be completed in 2022. Western Ave Urbanisation (Ōmokoroa Road to north of Gane Place) Following input from Western Avenue residents, Council has made a number of amendments to the preliminary concept design and is now progressing to developing the full design. Ōmokoroa Southern Industrial Road and stormwater pond The design for the industrial road is now complete and Council is finalising the contract documentation to go out to market for tenders in July. Construction is expected to start in September and be completed in 2022. Council is in ongoing discussions with Waka Kotahi NZ Transport Agency to finalise the location of the stormwater pond. This will be a joint construction project with Waka Kotahi, and due to ongoing discussions, we don’t expect the stormwater pond itself to be completed in 2022. Recreation projects update Western Avenue shared path Contractors are wrapping up completion of the Western Avenue shared path project with a small area for seating between the playground and the ablutions facility. Ōmokoroa Domain upgrade and new playground We continue to await delivery of some playground equipment items which have been imported from overseas and are facing supply chain delays. What to expect next: The tender for construction has now closed, and we will announce a contractor for the works, following a period of negotiations. At this stage, the project is expected to be completed in time for summer. Find out more here Stormwater bund and cycleway Stage 1 construction of the stormwater bund at the eastern end of the Ōmokoroa Golf course has been completed. Construction of Stage 2 of the stormwater bund is now also completed. Walkers and cyclists are reminded to keep to the public pathway and not to use the golf course as a shortcut. Signs will be erected at both ends of the pathway that show where the public pathway is and the privately-owned golf club land. It would also be appreciated if dog owners would ensure their dogs are kept on a leash at all times while on the public pathway, as there are a number of endangered bird species such as the Banded Rail that live along the shoreline and small inlet. What to expect next: Subject to consents being obtained, Stage 3 works, which involves the construction of a small boardwalk linking the bund, the walkway and Kaylene Place, is expected to start in June. To cater for this significant growth and the need for continuing improvements to the peninsula’s infrastructure, we’re undertaking a series of projects – roading, reserves, cycleways, stormwater, building and planning – between now and 2022. The roll-out of the projects across Ōmokoroa follow sound planning work and reflect the spatial planning needed to support all land use development in Ōmokoroa in the years to come.
