Matters arising;-

287/2018 (230/2018) The Survey of Rodney’s Pillar has now taken place – still awaiting report and photographs following the drone survey. Invoice to follow. 288/2018 (264/2018) Reply received from Footpaths Officer re: improving Footpath 16 to say that they have a backlog of work in the area. Work has recently been carried out to add extra ‘kissing’gates on the Argae – it was felt that there is more urgent work needed elsewhere such as the clearing of the stiles in the footpath down Haimwood. 289/2018 (283/2018) Phonecall received from Resident at Haimwood re; dogs.

290/2018 Reply received from Electoral Services at County Council to say that information gathered from other Community Councils with regard to Youth Representatives will be collated and sent out next month. 291/2018 Notice received of Forum meeting on Mon 2nd July in Hall. 292/2018 Clerk & Councils Direct for circulation 293/2018 Invitation to the A.G.M of the Powys Teaching Health Board on Wed 18th July at . 294/2018 Annual Monitoring Exercise received from Welsh Government with regard to outsourcing of public services and transferring staff 295/2018 Notice of meeting of Area Committee of One Voice on Wed 11th July at 296/2018 Invitation to Fly the Red Ensign for Merchant Navy Day on the 3rd Sept 297/2018 Details via One Voice Wales of ‘Power Up’ a partnership between Western Power Distribution and the Energy Saving Trust to help the vulnerable manage their energy bills. 298/2018 The Older People’s Commissioner has published 2 reports which are available online – Driving change for Older People and Impact & Reach Report 2017-2018. 299/2018 Sustainable Drainage Newsletter received from Welsh Assembly with regard to any new developments in Wales. 300/2018 Newsletter received form Police & Crime Commissioner – Dafydd Llywelyn. 301/2018 Details received of the Powys War Memorials Project which is offering up to £5000 to restore/repair any World War I Memorials in Powys. Clerk to send details of this Grant to the Royal British Legion.

Correspondence for action

302/2018 Donation request from Penrhos Church. It was proposed by Cllr A a White and seconded by Cllr Mrs P M Jones that a Grant of £250 be given. 303/2018 Donation request from Four Crosses Scouts following a Litter Pick in Llandrinio on the 25th May – any money would be used to buy tent replacements & cooking equipment. It was proposed byCllr A A White and seconded by Cllr Mrs L M Roberts that a Grant of £100 be given with thanks for the litter pick. 304/2018 Donation request from Four Crosses Evergreen Club. It was proposed by Cllr Mrs P M Jones and seconded by Cllr M R Williams that a Grant of £100 be awarded. 305/2018 Consultation received on the household Duty of Care – this would impose a duty on a householder to see the licence of any waste carrier and would give the option of a Fixed Penalty Notice. Clerk to include detail in the Bridge. 306/2018 Consultation on changes to the approval of infrastructure development 307/2018 Reminder of NHS Future Fit consultation – Clerk to respond on behalf of the Community Council. Paper copies were circulated to all councilors for completion. County Cllr Mrs L M Roberts had also left copies in Llandrinio Shop. 308/2018 Consultation received on the proposed consolidation of Use classes using in Planning applications.- this was a commonsense approach and also gave the option of retaining village pubs as ‘community assets’. 309/2018 Consultation received on revised Home to School/College Transport Policy from . County Cllr Mrs L m Roberts explained that the initial catchment maps shown on the Powys website showed pupils travelling to the Marches and Mary Webb – these have since been removed. Transitional arrangements have also now been added which would enable a pupil to finish their education at their current school even though it might not be the designated ‘nearest’ school. Clerk to write with the comment that this should also apply to any siblings who may want to go to the same school. 310/2018 Wales audit office are carrying out a review of the effectiveness of social services in Wales – and invites residents to take part in a confidential telephone conversation. 311/2018 Guidance has also been received on the planning requirement for the use of Private Sewerage in any new development which includes septic tanks and small sewage treatment plants. 312/2018 newsletter received from Russell George A.M which shows the results of the survey he carried out on the state of the road network 313/2018 Confirmation requested of any payments to Councillors which also has to be published on the website. This was confirmed at nil payment to any councilor. 314/2018 Cllr Stella Townsend, as representative on the board of Governors at Arddleen CP School, had produced a report which was circulated to Councillors .

Planning

315/2018 Update re: Penrhos Farm. Powys County Council have now issued a Planning Contravention Notice which has to be returned within 21 days. On receipt of this an Enforcement Order will be issued. A Freedom of Information request has also been received along with complaint of the bias of the Chairman Cllr Mrs S M Townsend. It was resolved;- a) That Cllr Mrs S M Townsend had been clear in the facts presented at every meeting and had listened carefully, with an open mind, to fellow Councillors and members of the public and had not shown any bias and would continue to Chair any future meetings. b) Request for a copy of the Legal Advice would be refused under Section 42 (exemption for Legal Professional Privilege) c) Invoice received from fbc Manby Bowdler for £1000 + V.A .T = £1200.00 was agreed for payment. d) Email received from local resident complaining of the large vehicles using the site on the narrow lanes. e) That no site visit would take place without sight of a full planning application for the entire site/buildings f) Concern was raised that no planning application has yet been received for the large building and that

business activity continues at Penrhos Farm even though planning permission for change of use on one of the buildings has been refused. It was agreed to continue to press Powys County Council to carry out enforcement procedures. 316/2018 Following the adoption of the Local development Plan consultation now received on the draft Supplementary Planning Guidance – responses by 21st August. 317/2018 Planning site meeting had been arranged for Monday 30th July re; P2018 0677 – erection of agricultural building at Chestnut House, Hendre Lane. County Cllr Mrs L M Roberts declared an interest by virtue of being a neighbor and left the meeting. Several members were unable to attend so plans were circulated at the meeting – there were no objections. Local Cllrs B C Foulkes and Mrs L O’Connor would be asked if they wish to add any further comments.

Financial Matters

318/2018 Bank balance as at 19th July 2018;- Current Account £ 330.64 Deposit Account £23606.84 Bank statements were checked and initialed by Cllr M R Williams. 329/2018 Permission granted to pay;- i) 50% of Clerks Training Course at Llandrindod Wells £13.75 (payable to Cmmunity Council) Clerk would also include travelling costs in the next Expenses. ii) Penrhos Church £250.00 under L.G.A 1972 s214 (6) iii) fbc Manby Bowdler £1200.00 under L.G.A 1972 s137 iv) Mrs D Kendall £25.00 under L.G.A 1972 s214 (6) v) Four Crosses Scouts £100.00 under L.G.A 1972 s137 vi) Four Crosses Evergreen Club £100 under L.G.A 1972 s137 vii) Mrs C E Davies (reimbursement stationary) £70.18 under L.G.A 1972 s112 viii) Arddleen & District Community Assoc £20.00 under L.G.A 1972 s112 330/2018 Budget at 19th July 2018 was discussed and agreed.

Highways 331/2018 It was noted that the new ‘jet packer’ machine used by Powys County Council to repair potholes has worked down Haimwood – currently working on the backlog of potholes in the County. Chairman’s Remarks 332/2018 Thanks were given to Mrs Donna Kendall for an excellent job of updating and brightening the bus shelter by Trawscoed – It was proposed by Cllr A A White and seconded by Cllr H V Jones that a cheque of £25 be sent. 333/2018 Request had been received from a resident at Arddleen for a warning pedestrian sign on the B4393 in – Clerk to ask Highways for a sign but it was noted that once the site is sold for development then a footpath will be constructed. 334/2018 Trunk Road Agency are currently starting a review of speed limits – Clerk to repeat again the request for a 50mph past Arddleen and a warning sign as school children are crossing the road opposite Trederwen Lane. 335/2018 Update on repairs to Llandrinio Bridge – damaged again 24th June. It was agreed to request a steel barrier to help protect the stonework on the approach to the Bridge. 336/2018 Collapsed manhole outside The Firs, Llandrinio reported to Highways Dept 337/2018 Notice received of road closure of lane leading to Prestbury House from A483 in Arddleen for 24 hours on the 10th September. 338/2018 No response had been received from the Area Inspector, Highways Dept with regard to several concerns raised – Clerk would raise these with the Head of Highways to try and get a response. 339/2018 Mid Wales Trunk Road Agency reminded again to higher the directional sign by Maerdy Bridge to improve visibility for tractor and lorry drivers. 340/2018 County Cllr Mrs L M Roberts reported that, at last, the garages had been repainted at Brynteg. She was thanked for her efforts in pursuing this work.

Members of the Public were invited to speak;

341/2018 Powys County Council had not responded to request to replace the bollards by Llandrinio Village Hall – Clerk to contact head of Highways. 342/2018 Residents have noted that the speed of vehicles seem to have increased through Llandrinio – Clerk to request traffic counter and also look into the cost of a flashing warning sign showing the speed limit. This could be something that could be shared with neighbouring community councils and moved around. It was also noted that when development starts close to the Village Hal then a pavement would be built and a pedestrian crossing which would help slow the traffic.
