Recipients of the Singapore Armed Forces (SAF) Scholarship Recipients of The Singapore Armed Forces (SAF) Scholarship 24 Jul 2017 Introduced in 1971, The SAF Scholarship, formerly known as SAF Overseas Scholarship (SAFOS), is a prestigious scholarship second only to the President's Scholarship. There are 322 recipients of The SAF Scholarship to date. Past SAF scholars include Prime Minister Lee Hsien Loong; Deputy Prime Minister and Coordinating Minister for National Security, Teo Chee Hean; Minister in the Prime Minister’s Office and Government Whip, Chan Chun Sing; Minister for Social and Family Development, Tan Chuan-Jin; Chief of Defence Force, Lieutenant-General Perry Lim; Permanent Secretary (Defence Development), Neo Kian Hong; Permanent Secretary (Smart Nation and Digital Government) and Chairman of Government Technology Agency of Singapore (GovTech), Ng Chee Khern; CEO of National Environment Agency, Ronnie Tay; and CEO of Central Provident Fund Board, Ng Chee Peng. There are seven recipients for The SAF Scholarship this year. In partnership with three engineering clusters in the Public Service, namely Defence and Security, Information and Communications Technology & Smart Systems, and Infrastructure & Environment, the scholarship aims to develop and groom individuals for leadership positions in the engineering and technology sectors. The Defence and Security cluster looks at the design, operation and maintenance of our national security infrastructure. There are four recipients for the PSC Scholarship (Engineering) - Defence and Security in this inaugural year of the scholarship. These scholars will form the next generation of leaders in our engineering corps who will catalyse the next phase of development of the SAF. As military engineers, they will assume a range of challenging engineering appointments in MINDEF/SAF. There are also opportunities for them to be rotated to the wider defence technology ecosystem to build up engineering expertise and gain exposure in cutting-edge defence technologies. There are five recipients of the SAF Engineering Scholarship to date. There are two recipients for SAF Engineering Scholarship this year. The mission of the Singapore Armed Forces is to deter threats to Singapore's peace and security, and should it fail, to secure a swift and decisive victory over the aggressor. To remain true to our mission, we need a strong and credible SAF to allow us to pursue our national interests and provide space for Singapore to continue to prosper and grow. The key building blocks of the 3rd Generation SAF are already in place. Firstly, the SAF has acquired cutting-edge equipment and formed new units to transform the SAF into an advanced networked force that can seamlessly tap each Service's capabilities. The Sikorsky S-70B naval helicopters, for example, help enhance the frigates' ability to undertake anti- surface and anti-submarine warfare missions at longer ranges. The frigate's Command, Control and Communications suite also allows it to network with a variety of land-based and airborne SAF assets. Similarly, the Army's Terrex combat vehicles are equipped with the Battlefield Management System which allows each vehicle to call on the fire power of an array of air and land platforms, such as the Apache helicopters. Secondly, to deal with an expanded spectrum of operations both at home and overseas, the SAF has been re-organised into new operational commands.

    New Chief of Defence Force for the SAF 27 Mar 2013 Outgoing Chief of Defence Force, Lieutenant-General (LG) Neo Kian Hong (left), handing over the command symbol to the incoming Chief of Defence Force, Major-General (MG) Ng Chee Meng (right). The Singapore Armed Forces (SAF) welcomed Major-General (MG) Ng Chee Meng as its new Chief of Defence Force (CDF) this evening, at a Change of Command Parade held at the SAFTI Military Institute. Witnessed by Minister for Defence Dr Ng Eng Hen, MG Ng, the former Chief of Air Force (CAF) received the SAF's symbol of command from the outgoing CDF, Lieutenant-General (LG) Neo Kian Hong. During the parade, LG Neo and MG Ng reviewed a Guard of Honour and the 13 marching contingents formed by servicemen from the Army, Navy and Air Force. MG Ng, who joined the SAF in 1986, has held several key appointments, including Head, Air Plans Department; Commander, Changi Air Base; and Director of Joint Operations. As CAF since 10 Dec 2009, MG Ng has led the Republic of Singapore Air Force (RSAF) with distinction, achieving a high level of operational readiness and seeing through the successful transformation of the 3rd Generation Air Force. Under his steadfast leadership, the RSAF has grown as a highly professional force with a strong safety record, centred on people development. MG Ng has forged close working relations between the RSAF and air forces around the world. He has also overseen the RSAF's engagement with the community, through outreach programmes and partnerships with schools.

By Samuel Chan Synopsis Many new faces will have assumed key appointments within the SAF in the last two months. This does not constitute an exodus of talent and will not impact the SAF’s readiness due to the systems and structures in place. Commentary IN RECENT weeks the Singapore Armed Forces (SAF) has witnessed personnel changeovers in key army appointments. While periodic renewal in leadership is healthy, the volume and timing of recent movements raises two pertinent questions. First, is there an exodus of ‘talent’ from the SAF’s highest echelons? Second, what are the implications on the operational readiness of the SAF? Four ‘Chief’ appointments stand at the apex of the SAF’s uniformed structure – the Chief of Defence Force (CDF) and three service (army, navy, and air force) chiefs. Singapore’s top soldier and much respected CDF Lieutenant-General Neo Kian Hong helmed the SAF since 31 March 2010. Major-General (MG) Ng Chee Meng is the most senior among the service chiefs having led the air force since 10 December 2009.

    New Chief of Defence Force for the SAF 01 Apr 2010 Outgoing Chief of Defence Force, LG Desmond Kuek Bak Chye (left), handing over the command symbol to the incoming Chief of Defence Force, MG Neo Kian Hong (right). The Singapore Armed Forces (SAF) welcomed Major-General (MG) Neo Kian Hong as its new Chief of Defence Force (CDF) this evening, at a Change of Command Parade held at the SAFTI Military Institute. Witnessed by Deputy Prime Minister and Minister for Defence Teo Chee Hean, MG Neo, the former Chief of Army (COA) received the SAF's symbol of command from the outgoing CDF, Lieutenant-General (LG) Desmond Kuek Bak Chye. During the parade, LG Kuek and MG Neo reviewed a Guard of Honour and 14 marching contingents formed by servicemen from the Army, Navy and Air Force. MG Neo, who joined the SAF in 1983, has held several key appointments, including Commander 7th Singapore Infantry Brigade; Assistant Chief of the General Staff (Operations); Commander 9th Division; Commander Army Training and Doctrine Command; and Chief of Staff - Joint Staff. Since appointed as COA on 20 Mar 2007, MG Neo has built a networked and advanced Army, and facilitated the Army's cooperation with 1 other armed forces in the region. He also played a significant role in the SAF's participation in international peacekeeping and humanitarian missions. The outgoing CDF, LG Kuek, has served the SAF with distinction since 1981. As CDF, LG Kuek put in place the building blocks of the 3rd Generation SAF and significantly enhanced the SAF's ability to deal effectively with the evolving security challenges.

    Change in Chief of Defence Force and Chief of Army 15 Jan 2010 Lieutenant-General Desmond Kuek Bak Chye, the outgoing Chief of Defence Force, has served the SAF with distinction since 1981. Major-General (MG) Neo Kian Hong, currently Chief of Army, will take over from Lieutenant-General (LG) Desmond Kuek Bak Chye as Chief of Defence Force on 31 Mar 2010. Brigadier-General (BG) Chan Chun Sing, currently Chief of Staff - Joint Staff, will assume the appointment of Chief of Army on 26 Mar 2010. These changes are part of the continuing process of leadership renewal in the Singapore Armed Forces (SAF). Since his enlistment in 1981, LG Kuek, 46, has served the SAF with distinction. Through the course of his career, LG Kuek has held the appointments of Commanding Officer 41st Battalion, Singapore Armoured Regiment; Head of Defence Studies Department in the Ministry of Defence; Commander 4th Singapore Armoured Brigade; Assistant Chief of the General Staff (Operations); Commander 3rd Division; Director Joint Intelligence Directorate; Chief of Staff - General Staff; and was Chief of Army from 2003 to 2007. As Chief of 1 Defence Force since 23 Mar 2007, LG Kuek led the SAF's transformation into a modernised, integrated and networked fighting force, capable of carrying out a wider spectrum of operations, and manned by committed and competent people. He put in place the building blocks of the 3rd Generation SAF by transforming its force structure and developing key capabilities and systems. These initiatives have significantly enhanced the SAF's operational efficiency and combat capability to deal effectively with conventional and new security challenges.
