Introduction This design and access statement accompanies a planning application to the above property, in compliance with Town and Country (GDP) Order 2010 and subsequent amendments. This is a short report supporting our application. It illustrates the process that has led to the development proposal and explains and justifies the proposal in a structured way. It explains our designs principles and concepts that have been applied to the size, scale and appearance of the proposed alterations. This report is to be read in conjunction with the drawings and the site photographs submitted with this application. This application is for an Illuminated glass-box over entrance door with an advertisement. Metal louvres for internal ventilation and AC. The Site and Surroundings: Location This property is located on Stratton Street, a quieter side street. The closest tube station is Green Park Station just south of the site. Numerous bus connections exist along the nearby roads, especially on A4. It is a corner unit in Devonshire house. 3. Showrooms to Piccadilly retain original plasterwork etc. Listing NGR: TQ2899080358 4. Design Principles and Concepts 4.1. Design in context The design proposals takes the area and its immediate surroundings into consideration. It is our view that the alterations proposed are a minimal intervention and would not impact the building’s setting or appearance in an adverse way. This proposal relates to planning and listed building consent to install two air conditioning units and ventilation units at the above site. In order to facilitate the internal installation of the units, we propose to replace existing clerestory window panels with new louvered panels which will act as both intake and exhausts for the air conditioning condenser units as well as provide fresh air ventilation to this new restaurant. The installation of independent air conditioning is essential at the site since the unit reaches unacceptably high temperatures particularly in the summer months for both staff and customers. The unit has large areas of glazing resulting in significant solar gain and this is compounded by heat produced by the planned kitchen. It is not and hasn’t been in the past to locate an external condenser unit on the main roof of the building and it is therefore proposed to mount these within the line of the building, above the existing plasterboard ceiling with intake and exhaust plenums connected to the proposed louvered panels. The condenser units will be positioned perpendicular to the building facade with exhaust air ducted to the louvered panel. Intake air will be drawn from a larger plenum formed above the existing MF ceiling and linked to the louvered panels. [email protected] - www.vorbild.co.uk - tel 020 7193 9379 registered company No. 7278697 ARCHITECTURE | INTERIORS | PROPERTY 1131 - 52 Stratton Street - design and access and heritage statement London, 21 April 2021 In terms of visual impact on the exterior of the building, the introduction of louvered panels across the five window bays facing both streets will provide a discrete and uniform solution, some of these louvres are added to make both facades look similar. The louvres will be manufactured in aluminium and finished in a dark anthracite or black anodised finish, to match the window frames and new external door. With regards to noise from the condenser units, this will be minimised by moon ting them internally and ducting them to the external face of the building. The mounting height of over 3.4m from pavement level will mean that they will be barely audible to pedestrian traffic. We also propose external advertisements in the form of a backlit box with the company’s logo illuminated at night, as well as simple logos printed on the new planned replacement double glazed windows, like for like. All this provides in our view a natural extension to the existing building within its current context and does not impact its setting. 4.2. Layout The internal layout allows for a new restaurant kitchen, with entrance area, bar, ample seating area, a wine passage and toilets at the back. The outdoor seating is in line with a previously permitted application for this site in 2017 During the time of COVID-19 it is also very helpful for A3 businesses to be able to offer outdoor seating. Our proposal indicates seating along the Mayfair Place facade only as the pavement on this street is relatively wide and the street has significantly lower pedestrian traffic than Stratton Street. Scale & appearance The proposed changes are in our opinion allowing this building to blend in with the already existing changes to either side. None of the proposed alterations are alien to its immediate vicinity. 4.4. Flooding and surface water This site is not identified as within the risk of flooding zone as shown in the Environment Agency’s maps section. 5. Access This property’s main entrance door is fronting Stratton Street. The access door currently has a very small threshold and it will be further reduced to allow for disabled access. Internally, one of the WCs has been designed to allow wheelchair users to use it. 6. Site Access The existing access to the property is via a level street entrance. The existing clear entrance width is more than 900mm. The proposed site access remains as existing. The Disability Discrimination Act 1995 (DDA) and its later amendments have been considered in the design proposal. It is populated by the wealthy and occasionally, perhaps, the not-so-wealthy; however, it would appear that most night-time visitors are not spending with an eye to their budget, at least as indicated by their transport choices. There is a preference for transport by Black Cabs and private cars: not Night Buses, the Night Tube, or even minicabs. This is very non- typical of nightlife patron behaviour in London.     © University of London, 2020 Settlement Boundaries and parish origins The boundaries of St George Hanover Square were broadly similar to those of the manor of Eye (also Ebury or Eia), although extending further east of the Tyburn into the Conduit Mead estate in the northern section and not stretching beyond it in the southern section amongst the differences. This area also incorporated the area of Neat and sub-manor of Hyde.1 Although the manor of Hyde is ‘unmappable’, the only part of the historic manor relevant to St George’s is that included in the manor of Eye, east of the Westbourne.2 St George Hanover Square was created on Easter Day 1724 under the Act for Building 50 New Churches in and about the City of London and Westminster. It occupied the two Out Wards of St Martin in the Fields, excepting that part in St James’ Park.3 Beginning in the south west corner, the boundary ran from the Westbourne along the Thames to the Tyburn, following its line north to Buckingham house. It turned west along the gardens of the house, north along Grosvenor Place and then east along Piccadilly, outlining Green Park. The boundary turned south along the eastern edge of Green Park, east at Park Place, then returned to Piccadilly through the middle of St James’s Street. It turned east, then north along the west side of Burlington House and following New Bond Street before turning east to include the plots on the south side of Conduit Street. It turned north along the centre of Swallow Street, then east along Oxford Street to Tyburn, thence following the northern edge of Hyde Park.
