States of America on behalf of Corinne B. de Garmendia, as sole legatee under the will of Carlos G. de Garmendia, deceased, presents a claim against the Government of Venezuela for the sum of $ 111,274.63, said claim being based upon the following statement of facts: First. That on July 7, 1877, Carlos G. de Garmendia, a naturalized citizen of the United States, made with the Government of Venezuela, through its minister of the interior, a contract to establish steam-vessel communication between New York City and the ports of La Guaira and Puerto Cabello, the Government of Venezuela, in consideration of the advantages to accrue to the entire country from such communication, binding itself to aid the enter- prise with a monthly subsidy of $ 4,000 (Venezuelan). The contract was to " remain in full force and power for the term of two years." The enterprise commenced operations December 15, 1877, and from that date the Government of Venezuela paid punctually the monthly subsidy of $ 4,000 (Venezuelan) until January 15, 1879.

The Liberator responds. He acknowledges that the revolution unleashed the furies of avenging justice, and laments, without repudiating, his decision to order the execution of eight hundred Spanish prisoners in a single day, including pa.ti~nts in La Guaira' s moral authority to reproach me, for if any history is drowned in blood, indignity, and injustice, it is the history of Europe." When the Frenchman tries to interrupt, Bolivar puts down his cutlery \ and glares at his guest. "Damn it, please let us have our Middle Ages in peace!" he exclaimed. 1 These, of course, were Garc,a Marquez's words, not Bolivar's. But they echo Bolivar's requiem on the events he shaped about the relationship between savagery and state-formation. More than lofty proclamations or principle's of statehood, the historical memory of the years leading to 1821 are saturated with blood. For the chroniclers and epic writers, from Jose Manuel, Restrepo's (1827) Historia de la Revolucion de Colombi~ to Garcia Marquez, the scenes of violence and carnage gave rise to narratives of sacrifice and struggle that could not be wholly redeemed by what came after. And yet, we have not thought very systematically about the significance of political violence in Latin America - despite its recurrence.     Image not found or type unknown García, Julio Domingo Díaz (1890–1971) PAULA ROSA GARCÍA SOTO Paula Rosa García Soto, graduate in literature and in education, emphasis on literature (Universidad de los Andes), was born in San Juan de los Morros, Guárico, Venezuela, to María Soto de García and Julio García Díaz. She is the youngest of their children and has written a biography of her father, Julio García Díaz, entitled Bajo los Cielos de Camaguán…un Atardecer en San Juan de los Morros. Julio Domingo García Díaz was a colporteur, a preacher, a worker, and a missionary from Venezuela. Early Life and Family Julio Domingo García Díaz was born in Camaguán in the Venezuelan state of Guárico on December 20, 1890. He was the son of Colonel Sixto García, who served under General Joaquín Crespo, and of the indigenous Venezuelan Dolores Díaz, known as “Malore.” He had only one sister, Mercedes, who later became the wife of colporteur Pedro Ramón González, a friend of Garcia’s youth.1 Garcia’s first marriage was to Emilia Pérez, the widow of General Quintana. She already had three daughters, Isabel, Antonia, and Esther. From her marriage with Julio García were born Paula Witremunda, Emilia Eunice, Olimpia Basilisa, Sara Elena, Julia, and Ana Euqueria. Theirs was one of the wealthiest families in town. Julio played the guitar skillfully with his left hand (he was left-handed) and was the heart and soul of parties.2 Garcia became acquainted with the Adventist message through the colporteur Rafael López Miranda, originally from Puerto Rico. At that time, López was working as a missionary colporteur in Venezuela; a short time later he would die of injuries sustained in the town of El Cobre in southwest Venezuela when attacked for religious reasons.

    Lya Imber de Coronil (1914-1981) Ana Teresa Torres 1 UN BARCO SE DETIENE EN LA GUAIRA Durante el siglo XX Venezuela fue un país de acogida; desterrados y transterrados, exiliados y refugiados, emigrantes por los más diversos motivos, cruzaron sus fronteras de agua y tierra para asentar de nuevo sus vidas. Por ello los venezolanos hemos ganado la fama de conformar una sociedad abierta y de generosa bienvenida, y probablemente la fama sea justa, aunque bien pudiera decirse que un cierto prejuicio a la extranjeridad es residual en toda sociedad. En cualquier caso, los que aquí llegaron de muy lejos o más cerca suelen insistir en el agradecimiento que conservan, o conservaron sus padres, por su patria de adopción. Siempre que lo escucho trato de rectificar: agradecida Venezuela a los hombres y mujeres que sumaron trabajo y conocimiento a su historia. Muchos de los que vinieron fueron protagonistas en esa tarea, siempre inacabada, de la construcción del país, pero también es necesario reconocer que quienes los recibieron supieron valorar su talento y su esfuerzo, y atesorarlo en beneficio de la colectividad. Gracias a ello Venezuela, como en general América, de norte a sur, ha podido salvarse de los nacionalismos y fanatismos religiosos que han sembrado gran parte de la destrucción de la humanidad. Sólo un espíritu obcecado y torpe pudiera ver a los otros como enemigos. Nuestra biografiada, Lya Imber de Coronil, forma parte de ese contingente de venezolanos que nacieron en otras geografías. Terminaba el bachillerato cuando, procedente de Rumania, llegó a La Guaira en 1930, acompañada de su madre, Ana, y de su hermana Sofía –que no requiere presentación–, a reunirse con su padre, Nahum Imber, que había venido poco antes.

    HISTORIA URBANA DE VALENCIA. CRECIMIENTO POBLACIONAL Y CAMBIOS CONTEMPORÁNEOS (1547-2000) Armando Luis Martínez Resumen La historia urbana de Valencia se caracteriza por el predominio de un lento crecimiento poblacional. La ciudad colonial fue pequeña, contaba con escasas construcciones de una sola planta, modestas, y en sus alrededores habían casas hechas de bahareque y techos de paja. La cuadrícula de origen hispano fue el punto de partida del crecimiento urbano posterior. En el siglo XIX se mantuvo una tendencia a un crecimiento modesto de la población hasta la década comprendida entre 1881-1891, durante la cual ocurrió un incremento de la población estimulado por las inversiones en el sector secundario. A principios del siglo XX el establecimiento de las empresas textiles significó un estímulo económico y una atracción para la población que se estableció en la ciudad. Con la industrialización basada en la sustitución de importaciones esta tendencia se acentúa, en medio de una urbanización convulsiva que determinará la integración de la ciudad a la gran megalópolis del centro. POPULATIONAL GROWTH AND CONTEMPORARY CHANGES (1547-2000) Summary The urban history of Valencia is characterized by the prevalence of a slow populational growth. The colonial city was small, it had scarce constructions of a single plant, modest, and in its surroundings they had houses made of bahareque and straw roofs. The grid of Hispanic origin was the starting point of the later urban growth. In the XIX century it stayed a tendency to the populationas modest growth until the understood decade among 1881-1891, during which happened the populationas increment stimulated by the investments in the secondary sector.

    APURE HISTORIA LA BATALLA DE SAN FERNANDO DE APURE La batalla de San Fernando de Apure fue una Batalla que se libró dentro de la ciudad homónima. Desde la toma de Caracas en abril de 1870, los azules continuaban resistiendo en algunas zonas de Venezuela. Dos años más tarde, para 1872 los azules, habían recuperado fuerzas y habían capturado la ciudad de Bolívar y controlaban el río Orinoco desde Apure hasta su delta. Lo que los ayudaba a coordinar todos sus ejércitos. Esto fue el desencadenante para que el entonces presidente de la republica Antonio Guzmán Blanco, decretará el bloqueo de las costas del oriente del país y de las bocas del Orinoco y organizara una gran expedición militar para expulsarlo El 31 comienza el sitio a San Fernando, los combates en la ciudad se libran del 1 al 5 de enero cuando Guzmán cruza el Caño Amarillo y toma la ciudad. Las fuerzas de Olivo que logran escapar son batidas por la caballería de Joaquín Crespo en el paso real del Arauca. Antonio Guzmán Blanco Joaquín Crespo en la Batalla de Los Colorados. LA CONSTITUCIÓN APURENSE Desde octubre de 2002 posee una constitución propia de acuerdo a lo establecido en la constitución de Venezuela. Si bien ya había sido aprobada en agosto del año 2000, la reforma de la constitución venezolana establecía la obligación y el derecho de que cada uno de los estados de Venezuela organice sus propias instituciones. Es por eso que el 15 de octubre de 2002 el Concejo Legislativo del Estado de Apure finalmente aprobó por mayoría de sus integrantes el texto de la actual constitución apurense.
