Bedfordshire Police Restructure & Mental Health Policing Presented by Chief Superintendent David Boyle 1 Bedfordshire Police – Structures As of 29th September 2016 Bedfordshire Police made some changes to the Force Operating Model in order to realign some departments to different portfolios. The below are Supt Horsford’s Chief Inspectors: • Community South – Chief Inspector Quinn • Community Safety / Community Cohesion – Chief Inspector Hob Hoque Superintendent Everett Superintedent Everett is responsible for Community Policing in the North of the County as well as looking after Community Crime for the whole County. The below are Supt Everett’s Chief Inspectors: • Community North – Chief Inspector Berni White • Community Crime – Chief Inspector Zara Brown Superintendent Schoon Superintendent Schoon is responsible for Operations within Local Policing, which includes 24/7 Response, Volunteering, IOM/VSOMT and Ops Planning. The following are Supt Schoon’s Chief Inspectors: • Response – Chief Inspector Ashdown • Volunteering/Ops Planning – Chief Inspector Carter • IOM/VSOMT – Chief Inspector Waring Policing and Mental Health Beds Police attend over 3000 mental health related incidents per year which includes • People suspected of committing criminal offences or ASB • People who are victims of crime or ASB • Vast majority are people who are presenting with a perceived mental health problem which may put themselves or others in immediate risk of harm Police response to people in crisis? • We have a duty to protect people and keep them safe • But we are not mental health professionals! • The police response therefore often relies on the application of legal powers under the Mental Health Act or the Mental Capacity Act • This is not always the most appropriate response to an individuals needs and we are not the professionals that people want to see when experiencing a crisis. Mental Health Street Triage? Who are we? Early outcomes • Positive feedback from service users • Positive feedback from professionals using the service • Significant reduction in use of powers under the MHA • Reduction in police and ambulance callouts • More appropriate pathways identified for individuals • Better signposting to Mind and Samaritans Latest Updates • CI Jaki Whittred is working with officers in Cambs and Herts and shall be submitting an action plan for the Mind Blue Light Pledge. • This pledge shall be signed by the DCC on the 2nd February, as this is the National Time to Talk Day and there will be engagements/drop in event at Police HQ for partners. • 3rd March we are delivering a ‘Stand Up Speak Out workshop. We will be looking at engaging with officers in order to seek officers to become MH Champions. Ideally we would like to train 30 MH Champions across Beds & Herts. Discussions for next meeting: • Wider Issues • PPU (including police control strategy) • CSE/Missing/Absent • Modern Slavery.
