    7 Constructing “Pacific” Peoples1 Bernard Smith It is generally agreed that Cook’s three voyages greatly enhanced the economic and political power of Europe in the Pacific. But before such power could be fully exercised, certain basic sciences and tech- nologies, the efficient maidservants of power, had themselves to be enhanced. Cook’s voyages advanced astronomy, navigation, and car- tography or, as he might have put it, geographical science. But there were other sciences of less direct concern to the Admiralty enhanced by his voyages, and these contributed also in their time to European domination in the Pacific—namely natural history, meteorology, and the emergent science of ethnography. Important advances were made in all these sciences continually throughout the three voyages, but there were differences in emphasis. The first voyage is the botanical voyage, par excellence, the second is the meteorological voyage, and the third is the ethnographic voyage. These changing emphases were owing largely, though not entirely, to contingent factors. On the Endeavour voyage, Banks, Solander, and Parkinson, with their interests centered on botany, made a powerful team. On the second voyage, Cook himself, his astronomers Wales and Bayly, the two Forsters, and William Hodges were all deeply inter- ested in the changing conditions of wind and weather, light, and atmo- sphere as they traversed vast sections of the southern oceans. During the naval mutiny in 1797 he wrote a letter to Lord Spencer, then First Lord of the Admiralty, in which he set forth what he believed to be the causes of the uprising, and made recommandations whereby the naval service might be improved. Burney' s letter must have been lost or removed from the Admiralty records, because no mention is made of it either by his biographer or by those writing of the mutiny. A copy of the letter is preserved in the Pierpont Morgan Library, in a collection of letters and documents b,y or relating to James Burney. It is in Burney' s hand, and appears on two sheets of ivory-coloured bond paper, written on both aides. Each sheet measures eight inches by twalve and three-quarters inches.

    PACIFIC STUDIES Vol. 27, No. 1/2 March/June 2004 CROWD SCENES: PACIFIC COLLECTIVITY AND EUROPEAN ENCOUNTER Vanessa Smith University of Sydney This essay looks at the phenomenon of the Pacific crowd as registered with- in eighteenth-century voyage accounts. The experience of the crowd on the beach-an experience of being overwhelmed-was integral to European en- counters with Pacific islanders. However, the impact of the crowd has been neglected within Pacific scholarsl~ip,which has not accessed the insights of crowd theory within analyses of contact. Concomitantly, crowd theory ignores the peripheral crowd scene. The crowd has been theorized as a predominantly metropolitan phenomenon and historicized in the context of (primarily indus- trial) urbanization. Through close textual analysis of a number of European voy- age texts, particularly Bligh's account of the Bounty voyage, the essay asks what kinds of reading might be produced if we acknowledge the crowd as material force and rhetorical figure within imperial encounter and discourse.
