I. League Voting A 2/3 (two-thirds) majority vote is required for all rule changes. *****Change to***** I. Rule Changes, Additions, and/or Deletions 1. A 66% majority vote is required. 2. 10 teams constitute a quorum. II. The Draft 1. Each team drafts 18 players. When the 18th is chosen that team is finished drafting (note: team may draft a player on the DL and at the conclusion of the full Draft, he may disable the player and pick-up another player). 2. Teams draft in reverse order of the standings the previous year. 3. Expansion team(s) will pick 6th in rounds 1 thru 6, and first thereafter in each round until his roster contains 23 players. *****Change to***** II. The Draft 1. Each team drafts until the total number of players on the roster reaches 23. Any players drafted who are currently on the 7, 10, or 60 day IL may be replaced at the end of the draft maintaining the correct draft order and protocol. 2. The previous season’s team point total will determine the draft order smallest to largest. 3. All expansion teams will select five players in an expansion draft (see section VI). They will then draft in the 6 th round for 6 rounds and then 1 st after that. (If more than 1 team the next round) III. The Rosters 1. Each team protects 5 players from the previous season roster. 2. Each team may have up to 23 active players. You can have any combination of pitchers and hitters. 3 Each team has a Disabled List (DL). An owner may place his player(s) on his DL only when those players are on the Major League DL. Disabled players do not count against the 23-player limit. When a Major League player comes off the DL, that team's roster and starting line-up are frozen until that player is activated to the LSL 23 -man active roster rules. Any player coming off the DL while the roster is in frozen condition is held to the same conditions. If activating that player(s) causes the LSL team to go over the 23 active player limit, then a player(s) must be dropped to accommodate the roster 4. Trade Deadline is Sept. 1st, 11:59 (CDT) 5. All rosters are frozen at the conclusion of the regular season except trades. *****Change to***** III. The Rosters 1. Each team protects 5 players from the final reported roster from the previous season. (Or a player obtained in an off season trade.) 2. Each team is allowed a maximum of 23 active players on a roster. Each team may have a maximum of 12 pitchers on its active roster. A team may also have any number of inactive players as long as they became inactive while on the team’s active roster or taken while inactive in the initial draft. If an inactive player is picked up from the player pool he must be placed on the active roster. 3. A player becomes inactive if and only if he is placed on the MLB official injured list (7, 10, or 60 day), concussion list, bereavement list, or paternity list. Any suspension or exclusion list inclusion is not a valid reason to make a player inactive. If any inactive player becomes active midweek no roster move of any kind is allowed until that player is dropped or restored to the active roster. In any event, rosters MUST be reconciled at week’s end. 4. Trade deadline is September 1 st at 11:59 EDT 5. At the conclusion of the regular season each team must reduce their roster to a 23 player maximum regardless of any player status. No offseason changes can be made to this roster save for acquiring a player from another team’s offseason roster via trade. The roster can never exceed 23 players. IV. The Weekly Line-up 1. All line-ups must be either posted on the message board, e-mailed, or called into the Commissioner by the first MLB game on Monday. (a)-If there's a (make-up/ playoff) game after the last regular season scheduled games, then that game will be part of the Final week's line-up. 2. line-ups consist of: 3-Outfielders 2-Corner Infielders 2-Middle Infielders 1-Catcher 1-Designated Hitter 6-Pitchers 3. The Designated Hitter can be a player who plays any MLB position except pitcher. A Major League DH may not qualify for any LSL roster position other than DH unless he played 33 games/or 33 % of his games at that position in the field... Example: Edgar Martinez can only be used as a DH on a LSL roster. Please research Designated Hitters playing time before you pick them for anything other than DH duty! 4. In order for a player to qualify for a position he must have played at least 33 games/or 33 % of his games at that position. (a)-All player position will be based on the previous years games played. (b)-A player who changes position due to trade, injury, or managerial decision can only be used at that position and the 33 /33 rule is waived. (c)-Players who play multiple positions, beginning May 1st . will be subject to the 33 /33 rule. (d)-Players who do not qualify at any position after May1st , will qualify for a position by most games played at that position. (e)-Once a player reaches 33 games at that position, he qualifys at that position rest of the season even if he changes positons. 5. Your pitching line-up must consist of at least 5 MLB starters. The 6th pitcher is usually a Relief pitcher but can be another starter if you so choose. 6. If you fail to submit your line-up to the Commissioner by Monday's first game, the Commish will play your most recent line-up again. 7. All suspended players (by MLB) are consider day-to-day. They are not considered hurt or placed on the LSL DL (unless done so by their ML Team), any substitution will be counted as a shake-up and must meet line-up conditions. 8. Any line-up changes must be complete by the start each player's game on Monday (except All-Star week where it is Thursday). Any changes after the start of your player's game on Monday (except ASB ) will require a shake-up. *****Change to***** IV. The Weekly Line-up 1. All line-ups must be updated by the manager in On Roto by the first MLB game on Monday. If the manager cannot change the electronic lineup it must be posted on the message board, e-mailed, or called into the Commissioner by the first MLB game on Monday for any players involved in it. If a lineup is not posted or updated the lineup currently set in On Roto will be used. 2. Lineups consist of: 3-Outfielders 2-Corner Infielders (1 must be a 3B) 2-Middle Infielders (1 must be a SS) 1-Catcher 1-Designated Hitter 6-Pitchers (only one of these may have a position of “relief only”.) 3. The Designated Hitter can be a player who plays any MLB position as well as a player who qualifies as a DH. 4. In order for a player to qualify for a position he must have played at least 25 games/or 33 % of his games at that position. (a) All player positions will be based on the previous season’s games played at the start of the season. (b) A player who adds a position due to trade, injury, or managerial decision may also be used at that position until May 1 st . (c) Beginning May 1st all players will be subject to the 25 /33 rule exclusively. 5. If the manager designates one of his 6 pitchers as a relief pitcher. Only that pitcher can earn save points. 6. If you fail to submit your line-up to the Commissioner by Monday's first game, the Commish will play your most recent line-up again. 6. All players on the suspended or restricted list must be kept on your active roster or released. See requirements for an inactive player in section III/3. 7. Any manager wishing to make changes to the weekly lineup after the first game of the week starts may do so without penalty so long as that player or his replacement’s game has not started yet. After the first game of the day starts, any On Roto change is locked out. You must use game time changes or alert somebody with “Commissioner rights” to make the change. (Or we can add this to IV-1) V. Player Substitutions 1. If one or more players goes on the MLB DL. during any part of the playing week, you may DL that player(s) on your roster and then substitute that player(s) with another player(s) of like position (that is outfielder for outfielder, infielder for infielder,etc.) from your bench. If your catcher goes on the DL and you do not have a second catcher to use as a substitute, you may pick any available catcher or trade for one and use him as your sub. If a starting pitcher goes on the DL you may substitute one of your other starters for him (only if he has not started a game that week). If your relief pitcher goes on the DL and you do not have another reliever to use as a substitute, you may pick up another relief pitcher and use him.
