LAMPETER TOWN COUNCIL SUB-COMMITTEE MEETING MINUTES to discuss a possible site to host the 2020 National Eisteddfod of Wales Lampeter and District Shiloh Vestry, Lampeter Tuesday, March 15, 2016 at 7.30pm 1. WELCOME FROM CHAIR Christopher Thomas extended a warm welcome to all present. 2. CONFIRMATION OF MINUTES of the meeting held on 8 March 2016 All agreed that they were correct and there were no matters arising as all matters were on the agenda. 4. Position - Chair; Secretary Christopher Thomas confirmed that Rhiannon Lewis has accepted the invitation to be the Chair and Rhys Bebb Jones as Secretary of the Sub-committee. Both were thanked and the Chair was transferred to Rhiannon Lewis. 5. Discussion: Potential Sites: 5.1 Coedparc, Silian Hywel Griffiths presented Ordnance Survey maps of the potential sites identified at the last meeting of Sub-Committee. Should Coedparc, Penparc and Dyffryn be suitable and available, approximately 136 acres would be on offer. Dai Davies reported that the three owners are prepared to consider a request to use their lands subject to terms and conditions. 5.2 Pontfaen / Peterwell It was reported that this location does not offer enough suitable land to meet the requirements. The Sub-committee decided not to consider this option any further. 5.3 Cwmsychbant It was reported that should the lands at Maesnewydd and at Waun be suitable and available, they could offer enough land to meet the requirements. Although some distance from Lampeter (about 6-7 miles) they would offer a similar site to the site at Meifod in 2015. It was agreed that Lampeter would still benefit culturally and economically should Cwmsychbant be selected as the site. Elsie Dafis informed that her family farmed at Waun and the Sub-committee accepted her offer to collect information on the lands to be considered to enable the Sub-committee to consider this option further. Other possible locations such as Maesmynach, Cribyn and Pentre, Llanfair were considered but decided that the former is too far from Lampeter and the latter may not provide enough flat land. Sites at Olmarch were also proposed and may be suitable should the owners be prepared to be considered. Rhiannon Lewis’s offer to contact the land owners to discuss whether or not they would be interested was accepted, and should they be interested, to contact Hywel Griffiths to discuss the land requirements in more detail. It emerged that the Town Council could offer several suitable sites on behalf of the Lampeter area and Elsie Dafis reported that she had discussed the matter with Ceredigion County Council and that they would welcome more than one site in our application. 6. The Application Form It emerged that the Sub-committee needs to start completing the application and scoring forms and Hywel Griffiths’s kind offer to undertake this important task was accepted. The application would need to include maps of the proposed lands and Hywel Griffiths offered to produce the maps. Rhys Bebb Jones’s proposals to include photographs of the proposed lands, to submit two copies of each application and electronic copies were also accepted. Christopher Thomas’s offer to take the applications to Ceredigion County Council Offices in Aberaeron on Wednesday morning 30th March was also accepted. 7. Letters of Support Rhiannon Lewis reported that letters of support had been received so far from the Lampeter Chamber of Commerce, Custard Queens WI Lampeter and Tai Ceredigion and thanked them for their support. It was agreed that Sub-committee members connected with the following associations, groups and organisations should invite them to send similar letters of support: Merched y Wawr Llanbed (Ann Bowen Morgan), University of Wales Trinity Saint David Sant (Hywel Griffiths to contact Medwin Hughes), Ysgol Bro Pedr (Llinos Jones to contact Jane Wyn), CLONC (Dylan Lewis), Cylch Cinio Llanbed (Ann Bowen Morgan to contact Densil Morgan), YFC Cwmann (Llinos Jones), YFC Y Dderi (Dai Davies to contact Gwen Davies), Aelwyd yr Urdd and Adran yr Urdd (Llinos Jones), Lampeter Rotary Club (Rhys Bebb Jones to conatct Bill Fillery), Lampeter Round Table (Rhys Bebb Jones to contact Kyle Erickson), Eisteddfod Rhys Thomas James Pantyfedwen Llanbed (Delyth Morgans Phillips), Lampeter Rugby Club (Rhys Bebb Jones to contact Selwyn Walters), Lampeter Show (Dai Davies), Ceredigion County Council schools in the Lampeter District and in Cwmann, Carmarthenshire (Llinos Jones), Lampeter Food Fair (Elin Jones) and Chapels and Churches in the Lampeter area (Rhys Bebb Jones). Also accepted Rhys Bebb Jones’s offer to invite those associations, groups and organisations invited by email to the public meeting held Wednesday 2nd March 2016, to be invited to send similar letters of support. It was also agreed to send a template letter of support to encourage them to send a letter of support as soon as possible to be included in the application. 8. AOB It was noted that the minutes of the Sub-committee are being published on the Town Council’s website. It may be that the minutes could be published and disclose sensitive information before members of the Sub-committee had an opportunity to act on those matters. It was agreed that Rhys Bebb Jones should discuss the matter with Eleri Thomas, Clerk of the Town Council. 9. DATE OF NEXT MEETING Tuesday 22nd March 2016 at 7.30 pm at Shiloh Vestry, Lampeter.
