YAMPA VALLEY REGIONAL AIRPORT UPDATE August 8, 2013

ALASKA AIRLINES LAUNCHES NONSTOP SEATTLE WINTER SERVICE TO STEAMBOAT July 16, 2013— launches new winter nonstop service from Seattle Tacoma Interna- tional Airport (SEA) into the Steamboat/Hayden Airport (HDN) for the upcoming 2013/2014 ski and snowboard season. “Through the new Alaska Airlines partnership, Steamboat continues to make significant strides in providing service from new markets,” said Rob Perlman, senior vice president of sales & marketing for Steamboat Ski & Resort Corporation. “Powderhounds now have convenient flight options across the Alaska Airlines network to let their adventurous spirit unlock Steamboat’s distinctive ski and snowboard experience, unmatched guest service and genuine mountain town lifestyle.” Alaska Airlines’ nonstop service from Seat- tle Tacoma International Airport into Steamboat/Hayden will operate twice a week from Wednesday, December 18 through Saturday, March 29 utilizing a regional jet, CR7, capable of accommodat- ing 70 passengers. In addition to serving Seattle’s active outdoor population, Alaska Airlines’ new flight offers convenient con- nections from a variety of cities including Portland, Spokane, Anchorage and Van- couver. The flight, operated by SkyWest Airlines, is currently scheduled to depart Seattle at 1:35 PM, arriving in Hayden at 4:50 PM, and depart Hayden at 5:25 PM, arriving in Seattle at 6:50 PM.

2 Brochures Informational Video/Govt TV YAMPA VALLEY REGIONAL AIRPORT MASTER PLAN KICK-OFF YVRA is in the process of creating a new Master Plan and has contracted Jviation, a consulting firm from Denver to manage the project. The pro- cess commenced in JuLY 2013, with completion expected in December 2014.

The Yampa Valley Regional Airport Master Plan kicked off on July 10, 2013. A tour of the airfield and airport facilities was held for the Plan- ning Advisory Committee (PAC) members prior to the first PAC meeting. The PAC membership consists of a variety of stakeholders, representing a wide array of tenants, air carriers, elected officials, and citizens. The PAC was appointed by the Routt County Commissioners. Jviation staff pro- vided the PAC with an overview of the master planning process, as well as the public involvement and educational components of the Master Plan. The key discussion points from the PAC primarily centered on airport fi- nancing and forecast assumptions for the Master Plan. Currently, the In- ventory and Forecasts of Aviation Activity are underway, and the findings of these two elements of the Master Plan will be presented to the PAC in the next few months. Jviation is currently working with Routt County staff to launch a webpage dedicated to the Master Plan. In addition, Air- port Tours will be initiated in September and will occur monthly during the Master Plan process. NEW WIFI AND CELL PHONE CAPABILITY ZIRKEL Wireless will install a 20 Mbps Internet connec- tion to the Airport with a fixed wireless link. Each guest connecting to the complimentary WiFi System will first see a splash screen indicating, "Your 1st 2 hours of WiFi Internet access is brought to you compliments of ZIR- KEL Wireless." The guest will then click "accept" for standard terms and conditions. Longer-term subscrip- tions may be available via a splash screen pay wall. ZIRKEL may eventually sell splash screen advertising to businesses. The WiFi Internet system will be up and running in Sep- tember. This system will provide a significant improve- ment over our current 1.5 Mbps capability. As a follow on, we will be participating with the County to obtain access to the enhanced broadband that is coming into the valley. This will be accessible in Steamboat first but we will be purchasing a 100+Mbps access “Point of Presence” on the fiber line between Craig and Steam- boat so that when it becomes live sometime in the next couple of years we will be able to bring that capability to the airport. We installed two cell phone boosters, so far, back in late April. The supported carriers/networks include: - Verizon 2G/3G/4G -Sprint 2G/3G -AT&T 2G/3G/4G/LTE -US Cellular 2G/3G/4G -Datajack and Virgin Mobile 3G - T-Mobile 3G/4G -MetroPCS 3G/4G. In our evaluation we have found a minimum of 2 bars of service through- out the Terminal and full bars in the hold room area. Runway Rehabilitation Design and engineering for the 2014 Reha- bilitation has begun. The Rehabilitation will include airside pavement work, including a Vehicle Service Road, Connector improvement, Ramp repair, ARFF high speed on ramps and Aircraft Hold Aprons. The FAA has committed to funding this project, which will occur in 2014, with bidding expected to occur at the beginning of the year. Runway 10/28 will be closed to all aircraft and air service will be suspend- ed for approximately sixty days starting immediately after the end of the winter seasonal flights in April, and reopening in June.

ARFF INDEX C FIRE TRUCK

A New ARFF Index C Fire Truck is due to arrive in December of 2014. The RFP for this project was released and YVRA has re- ceived and initial response from Rosenbauer. This new fire truck will meet the Index C require- ment and provide needed redun- dancy for the airport. The Titan 1500 Fire Truck will be sold once the new truck arrives.

JULY SCHEDULE STATS

SUMMER UPDATE Weather continues to be a challenge throughout the nation this summer with the impact being felt in the late flights. Ten flights were either cancelled or significantly delayed due to weather in Denver in the month of July. There were no Hayden weather related cancellations. YVRA also received five divert- ed flights that were sent to refuel and wait for Denver to open during one Front Range fog event. Summer flights are operating at the three flights a day peak for this year and will drop back to two a day at the end of August.

SUMMER AIR SERVICE TASK FORCE FOCUS

The Summer Air Service Task Force with membership from the County, the Airport, the Local Marketing District, and the Steamboat Ski and Resort Corporation are working to address the service issues that have developed with the Summer Air Service. The Airport continues to collect performance information and provide this information along with in- formation on flight problems experienced by passengers to and our com- munity airservice program partners. The goal of the Task Force is to raise awareness with United Express concerning the ongoing performance issues with the Summer Ser- vice and to work toward returning the Service to 2012 Summer Service levels that includ- ed two flights a day during the April/May shoulder season, three flights a day during June, four flights a day during July and August, and back to three flights during the Fall season. The Task Force refers to this as 2-3-4-3 Summer Service levels. In addition to continuing to work toward improving this summer’s service, this 2-3-4-3 Summer Service effort will be the primary focus of the Task Force.
