Moved: David Imber Seconded: Geoff Lake CARRIED GENERAL BUSINESS Extension of Campaign Review. State Secretary Noah Carroll gives a verbal report and notes that regrettably the review has been pushed out and outlines work done to date. Proposes an interim report. Motion: That the Campaign Review be extended to the December Administrative Committee meeting and that an interim report be presented in July, subject to availability. Moved: Geoff Lake Seconded: Bassel Tallal CARRIED Motion: That the Administrative Committee delegates power to Party Officers to endorse candidates for the remaining House of Representatives vacancies. Items called out for discussion 14 Eric Dearricott speaks to Nepean Branch correspondence which requests a postal vote for upcoming FEA elections. Motion: Book 3 – State Conference 2016 3 That in relation to Nepean Branch’s request for a postal vote for Flinders FEA that Party Officers consider two booths in two locations. Moved: Eric Dearricott Seconded: Rosemary Barker CARRIED Motion: FEA Election Timetable Giving regard to the correspondence from the National Secretary and to ensure that the State Branch is campaign-ready the Administrative Committee resolves to conduct the FEA elections on the following timetable and conditions: 1. Member’s eligibility to participate in the postponed FEA elections shall be determined as if the elections were conducted at the same timeline as in accordance with the rules and on the basis of the members address and period of membership and continuity as at 6pm on 31 July 2015. 2. Any member of the Administrative Committee shall be on request entitled to a full membership list for any FEA as at 6pm on 31 July 2015. 3. Any member who is otherwise entitled to vote and run in the FEA election but has changed address with the ALP after 31 July 2015, but prior to nominations closing, will be added to the role in their new FEA and struck off the roll from the FEA in which they resided at 31 July 2015. 4. That the AEC database to be used for comparison will be the current cycle as at the close of nominations; and 5. The following timetable is used: FEA Elections 2015 timetable Noms open 16/10/2015 Draft rolls circulated 16/10/2015 FEA roll inaccuracies due 23/10/2015 – 5pm Noms close 30/10/2015 – 6pm Rolls close 30/10/2015 – 6pm Errors and Omissions Close 04/11/15 – 5pm Rolls available 06/11/2015 Send postal ballots 12/11/2015 Ballot wk1 22/11/2015 – 10am-6pm Postal ballots due back 5pm 27/11/2015 – 5pm Ballot wk2 29/11/2015 – 10am-midday Note: in Electorates of over 2,000 square kilometres (Casey) the hours of voting shall be 10.00 am to 3.00 pm on both Sundays. State Conference Timing Book 3 – State Conference 2016 4 Due to the delay in FEA elections the Administrative Committee requests the State Secretary, in consultation with the Agenda Committee, come back to the next Administrative Committee meeting with a possible date and venue for the next state Conference to be scheduled for after the conclusion of the FEA elections. Moved: Mathew Hilakari Seconded: Nick McLennan CARRIED GENERAL BUSINESS Joan Kirner Condolence Motion That the Victorian Branch expresses its deepest condolences to the family of Joan Kirner and its appreciation for Joan’s outstanding service to the ALP and the people of Victoria. For a generation of Labor people, and specifically women, Joan was an inspiration and a mentor. Labor’s affirmative action rules and the creation of Emily’s List would not have happened without her activism and advocacy. Joan was not just Victoria’s first female Premier, she was one of our greatest Premiers. The ALP Victorian Branch’s sincerest condolences go to Ron, Michael, David, Kate and the many other family members and friends who will miss her greatly. Book 3 – State Conference 2016 5 Moved: Mathew Hilakari Seconded: Nick McLennan CARRIED 24 September 2015 GENERAL BUSINESS State By-Election participation Motion The Administrative Committee notes: The community’s disappointment with two sitting Liberal Members of Parliament, who have previously promised to serve out their full term, triggering by-elections. The outstanding start to the Andrews Labor Government in keeping its promises and restoring faith in our health and education systems; and The need to remain completely focused on maximising the chances of the re-election of an Andrews Government at the general election in 2018. The Administrative Committee hereby resolves to not endorse a candidate for the purposes of the South West Coast and Polwarth by-elections for 2015. Further, the Administrative Committee requests that the State Secretary attends some Branch Meetings in South West Coast prior to the end of 2015.
