Extension of Campaign Review. State Secretary Noah Carroll gives a verbal report and notes that regrettably the review has been pushed out and outlines work done to date. Proposes an interim report.

FEA Election Timetable

Giving regard to the correspondence from the National Secretary and to ensure that the State Branch is campaign-ready the Administrative Committee resolves to conduct the FEA elections on the following timetable and conditions:

1. Member’s eligibility to participate in the postponed FEA elections shall be determined as if the elections were conducted at the same timeline as in accordance with the rules and on the basis of the members address and period of membership and continuity as at 6pm on 31 July 2015. 2. Any member of the Administrative Committee shall be on request entitled to a full membership list for any FEA as at 6pm on 31 July 2015. 3. Any member who is otherwise entitled to vote and run in the FEA election but has changed address with the ALP after 31 July 2015, but prior to nominations closing, will be added to the role in their new FEA and struck off the roll from the FEA in which they resided at 31 July 2015. 4. That the AEC database to be used for comparison will be the current cycle as at the close of nominations; and 5. The following timetable is used:

GENERAL BUSINESS

Joan Kirner Condolence Motion

That the Victorian Branch expresses its deepest condolences to the family of Joan Kirner and its appreciation for Joan’s outstanding service to the ALP and the people of .

For a generation of Labor people, and specifically women, Joan was an inspiration and a mentor. Labor’s affirmative action rules and the creation of Emily’s List would not have happened without her activism and advocacy.

Joan was not just Victoria’s first female Premier, she was one of our greatest Premiers.

The ALP Victorian Branch’s sincerest condolences go to Ron, Michael, David, Kate and the many other family members and friends who will miss her greatly.

 State By-Election participation Motion

The Administrative Committee notes:

 The community’s disappointment with two sitting Liberal Members of Parliament, who have previously promised to serve out their full term, triggering by-elections.  The outstanding start to the Andrews Labor Government in keeping its promises and restoring faith in our health and education systems; and  The need to remain completely focused on maximising the chances of the re-election of an Andrews Government at the general election in 2018.

The Administrative Committee hereby resolves to not endorse a candidate for the purposes of the South West Coast and Polwarth by-elections for 2015.

Further, the Administrative Committee requests that the State Secretary attends some Branch Meetings in South West Coast prior to the end of 2015.

 State Conference 2016

CIRCULAR MOTION

That the Administrative Committee, in noting the following:

1) That the ALP National Executive met on the 4th of March 2016 to pass a formal resolution placing the Labor Party on a full campaign footing, and; 2) In response to the expectation that the Liberal/National Coalition are expected to call an early election in the next three months.

Hereby resolves, by way of circular resolution, that it is critical that all Party Units and Party members focus on the election of the Shorten Federal Labor Government. As such the Victorian State Conference and relevant ballots will be postponed until after the Federal Election, with a new date to be set by the Administrative Committee being Saturday & Sunday 12 & 13 November.

The Administrative committee, invoking rule 8.1.2y, authorises the State Secretary to draw form the remaining two Dispute Tribunal members in the instance of any disputes being drawn between now and the new appointments.

The committee is comprised of five subcommittees which carry out the bulk of the committee’s work and report back to the policy committee; the Police, Emergency Services and Corrections Subcommittee, the Human Rights Subcommittee, the Democracy Subcommittee, the Access to Justice and Sentencing Subcommittee, and the Consumer Affairs Subcommittee. Topics considered by the subcommittees and the committee to date have included: - police accountability, including in particular reform to the Independent Broad-Based Anti- Corruption Commission; - transparency of government; - political donations and electoral financing; - electoral systems for upper houses; - review of the Charter of Human Rights and Responsibilities Act 2006 (Vic); and - introduction of ID scanners into late night licensed venues. Policy recommendations from the Police, Emergency Services and Corrections Subcommittee of the Victorian Labor Justice and Democracy Policy Committee and adopted by the Policy committee on 24 Feb 2016.

Recommendation 1

Victorian Labor Will

 Establish a body separate from police to independently investigate all complaints of misconduct made against police.  The body will be properly resourced and empowered to conduct adequate investigations, to make recommendations, to initiate prosecutions against police and to compel Victoria Police to take disciplinary, including termination, against police officers who have engaged in misconduct.  The body will be victim centred, prompt, and accountable and open to public scrutiny, provide appropriate protection to whistle-blowers and will report all findings and provide full and accountable determinations.  The body will automatically monitor and provide recommendations on any actions or charges made against a complainant subsequent to an allegation of police misconduct.

 Review the use of video cameras on police uniforms to record at times when police officers interact with members of the public.

D. ANY OTHER ITEMS The Urban Affairs, Housing, Local Government and Infrastructure Policy Committee was put into abeyance from May to July 2016 due to the Federal Election. Since the election, high priority has been given to the auditing of the current Victorian ALP policy across three portfolio areas (Local Government, Planning and Housing).

To date the Committee have had considerable discussion on the following issues: Local Government . Rate Capping . Code of Conduct

Planning . Victorian Planning Authority . Plan Melbourne Refresh . Land Use and Transport . Urban densities and proposed distribution areas . Planning Schemes and residential zoning . Brown field urban sites . Management of surplus land

Members of the Committee have also met and engaged Ministerial staff on the review of the Local Government Act and Plan Melbourne Refresh. Issues which have been picked up through Ministers/staff briefings remain central to the work of the Committee.

Additionally, the Committee has had ongoing discussions with the Minister's office on the proposed Housing Strategy (which is due for release). The focus on housing affordability and the homelessness have occupied much of the Committee's focus on this portfolio area.

Lastly, the Committee would like to welcome the Hon Lily D’Ambrosio as the Minister for Suburban Development, thank and acknowledge the ongoing support of the three portfolio Ministers:
