Thesis Advisor: Daniel L. Byman, Ph.D. ABSTRACT This model predicts progress in transnational illicit market suppression campaigns by comparing the relative efficiency and support of the suppression regime vis-à-vis the targeted illicit market. Focusing on competitive adaptive processes, this ‘Boxer’ model theorizes that these campaigns proceed cyclically, with the illicit market expressing itself through a clandestine business model, and the suppression regime attempting to identify and disrupt this model. Success in disruption causes the illicit network to ‘reboot’ and repeat the cycle. If the suppression network is quick enough to continually impose these ‘rebooting’ costs on the illicit network, and robust enough to endure long enough to reshape the path dependencies that underwrite the illicit market, it will prevail. Two scripts put this model into practice. The organizational script uses two variables, efficiency and support, to predict organizational evolution in response to competitive pressures. -

She looks out to the vast ocean. EXT. HIDDEN LAGOON - DAY Blue sky and puffy clouds reflect in the surface of the water. A dugout canoe with a sail skims across it. Tall and muscular CHAGA FURRO (30s) paddles in the stern. His skinny son KUMI (13) is in the bow. Chaga spots a school of tilapia. CHAGA Kumi, mind the net. (Note: Italicized dialogue is spoken in Akan African and subtitled in English.) KUMI Yes, father. Kumi gathers the net into his arms. CHAGA Do it clean. If the lines tangle it will scatter the school. Kumi throws the net overboard. He pulls in the ropes. KUMI They are strong. The ropes zip through Kumi's hands. Chaga catches them. CHAGA Place your feet on the side to give you leverage. Together, they pull the net up and into the canoe to release a wave of fish onto themselves. CHAGA Ha Ha!! Do you see this my son?! Good, good, very good! Mother will be pleased. Yes. 2. Chaga wraps Kumi in a warm hug. Kumi halfheartedly returns the embrace. EXT. ATLANTIC OCEAN - DAY Chaga paddles toward land. Kumi scans the ocean horizon through a mariner's telescope. KUMI Can we go on a trip somewhere? Maybe to visit another tribe? CHAGA We are fishermen. -

Let Privateers Marque Terrorism: A Proposal for a Reawakening ROBERT P. DEWrrE* INTRODUCTION In the aftermath of the terrorist attacks of September 11, the United States has repeatedly emphasized the asymmetry between traditional war and the War on TerrorlI-an unorthodox conflict centered on a term which has been continuously reworked and reinvented into its current conception as the "new terrorism." In this rendition of terrorism, fantasy-based ideological agendas are severed from state sponsorship and supplemented with violence calculated to maximize casualties.' The administration of President George W. Bush reinforced and legitimized this characterization with sweeping demonstrations of policy revolution, comprehensive analysis of intelligence community failures,3 and the enactment of broad legislation tailored both to rectify intelligence failures and provide the national security and law enforcement apparatus with the tools necessary to effectively prosecute the "new" war.4 The United States also radically altered its traditional reactive stance on armed conflict by taking preemptive action against Iraq-an enemy it considered a gathering threat 5 due to both state support of terrorism and malignant belligerency. -

Navigating the Atlantic World: Piracy, Illicit Trade, and the Construction of Commercial Networks, 1650-1791 Dissertation Presented in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy in the Graduate School of The Ohio State University by Jamie LeAnne Goodall, M.A. Graduate Program in History The Ohio State University 2016 Dissertation Committee: Margaret Newell, Advisor John Brooke David Staley Copyright by Jamie LeAnne Goodall 2016 Abstract This dissertation seeks to move pirates and their economic relationships from the social and legal margins of the Atlantic world to the center of it and integrate them into the broader history of early modern colonization and commerce. In doing so, I examine piracy and illicit activities such as smuggling and shipwrecking through a new lens. They act as a form of economic engagement that could not only be used by empires and colonies as tools of competitive international trade, but also as activities that served to fuel the developing Caribbean-Atlantic economy, in many ways allowing the plantation economy of several Caribbean-Atlantic islands to flourish. Ultimately, in places like Jamaica and Barbados, the success of the plantation economy would eventually displace the opportunistic market of piracy and related activities. Plantations rarely eradicated these economies of opportunity, though, as these islands still served as important commercial hubs: ports loaded, unloaded, and repaired ships, taverns attracted a variety of visitors, and shipwrecking became a regulated form of employment. In places like Tortuga and the Bahamas where agricultural production was not as successful, illicit activities managed to maintain a foothold much longer. -

Hans Knot International Radio Report September 2012 Hi all you out there. How was your summer? Or for those down yonder: How as your winter? Anyway hope you all had a good time. We did some three short trips and during all those days had wonderful weather. Stayed a few days on one of the Dutch Isles, made a five day trip through Ireland and yes we saw ‘The 50th Anniversary Reunion Tour from the Beach Boys in Berlin. Some 9000 people were swinging their way through about 50 songs, which were done by the Beach Boys and their terrific band. http://www.visitberlin.de/en/event/08-03-2012/the-beach-boys Thanks for the mails with memories, reflections and more, which came in during the month of August and again this time a collection of those will be used in this edition of the International Radio Report. First of all an item which didn’t fit into last edition of the report, which is the reflections send in by reader Ian Godfrey from England, who was watching a special on the BBC: ‘It was about DJ Anne Nightingale, who spent much of the programme talking about her influences and the musical policy at the BBC from the end of World War 2 - including their antipathy towards pop music - and it seemed that any reference to the offshore stations was looking very unlikely but then she suddenly mentioned how excited she was on discovering Radio Caroline and the fact that she could hear her favourite records at any time of the day and I got the impression that if it wasn't for her wariness about broadcasting from a ship she would have jumped at the opportunity of working on one of the stations. -

This Month in Latin American History Depiction of the sack of Panama March 12, 1671 Henry Morgan returns to Port Royal following the sack of Panama As convoys of silver and other valuable cargo Between Spain and its New World colonies grew, Spain’s European rivals sought ways to profit from that trade. One of the most common tactics was to hire privateers- licensed pirates who sought to pick off ships or raid coastal communities along the main trade routes. In the 1660s, one of the most successful privateers was Henry Morgan of Wales, who had already staged several successful raids around the Caribbean before undertaking his most daring assault yet- an attack on Panama City. Even Before the construction of the Panama Canal in the early 20th century, the city was a crucial nexus of trade, But since it was on the Pacific side of the isthmus, the defenders were not prepared for Morgan’s force, which landed on the Caribbean side and marched across difficult terrain, taking the city almost completely By surprise. Despite the Spanish governor destroying most of the city’s treasury, Morgan’s crew remained for three weeks, and in the aftermath the Spanish reBuilt Panama city in a different, more defensible location. Upon his return to Port Royal, Jamaica, Morgan received a hero’s welcome, But not long afterward he was arrested, since he had technically broken a peace treaty between England and Spain. Though never punished, the Crown made it clear that Morgan was to retire- he was named deputy governor of Jamaica and awarded a large estate there, where he lived out his days in luxury. -

Captain William Kidd
Captain William Kidd Name: William Kidd. Born: Dundee, 1654. Occupation: Sea captain. Defending English and American trade routes First ship: Antigua. He emigrated to New York in the 1680’s. Married: Sarah Bradley Cox Oort, a wealthy widow. On 6 September 1696, Kidd and 150 crew members went to capture a pirate called Robert Culliford in the Indian Ocean. aboard the Adventure Galley. His crew took over his ship on the way. This is called mutiny. Kidd was forced to become a pirate himself. In 1698, Kidd and his crew attacked and took a ship: the cargo was silk, muslin, calico, sugar, opium, iron and salt peter and a worth rumoured to be £70,000 . The Quedah Merchant, renamed the Adventure Prize, was kept by Kidd, as he was forced to abandon and sink his now leaking ship. Being a pirate was now against the law in England and America but Kidd did not know this on his return to America in 1699. He buried the treasure on his way to Boston in Gardiner Island and Block Island. The New England governor, Lord Richard Bellomont, had him arrested on 7 July 1699 in Boston. He was sent to England in February 1700. The trial started on 8 May and was completed the next day – the verdict was that Kidd was guilty of the murder of one of his crew and guilty of multiple acts of piracy. Captain William Kidd was hanged on 23 May 1701. His corpse was left to rot at the Thames River as an example to other would-be pirates. -

Using original documents I gathered in research trips to Chile and Spain, I am able to reconstruct the debates that went on both sides of the Atlantic over funds, protection from ’ th pirates, and indigenous slavery that so defined Chile s formative 17 century. While my conclusions are unique, frontier residents from Paraguay to northern New Spain were also dealing with volatile indigenous alliances, threats from European enemies, and questions about how their tiny settlements could get and keep the attention of the crown. -
