Greetings Arkansas Conference United Methodist Women!

Welcome to the 17th Annual Meeting of the Arkansas Conference United Methodist Women. Also, the first Annual Meeting in our history to be held virtually via Zoom Webinar. The Conference Leadership Team joins me in welcoming you to this “new normal” way of gathering in 2020.

Our theme today is “United Methodist Women Ignited for Justice: Let Your Light Shine.” As we have seen over the past months many forms of injustice have been uncovered and the light has begun shining on them. I’m sure when the United Methodist Women Board of Directors and Program Advisory Group members approved the 2019-2020 Program Book theme and programs, little did they know that “for such as time as this” our Sisterhood would be learning about how we can shine light and be the light for others in our hurting world.

My hope for you today is that you will hear something from Harriett Jane Olson, our general secretary/CEO of United Methodist Women, that will ignite your passion to be the light and help shine the light on injustices in our communities and world. I pray that your light will shine, and help others to know that they can make a difference as well. Shine brightly for those that have been blind in the darkness.

The Legacy Fund

United Methodist Women continues to build upon the foundation set forth by our founders almost 150 years ago. Yet the difficulties encountered by women, children and youth around the world continue to sustain separation from life affirming compassionate care and support that heals, restores and empowers. Imagine what is achievable, what is possible, if United Methodist Women had the resources to deepen and expand its mission to transform and ignite change in places near and far.

In 2014, the Board of Directors launched the Legacy Fund Endowment Campaign, setting a goal to raise $60 million. The Legacy Fund Endowment Campaign is both historic and unprecedented, with the campaign’s theme. Together we are building our legacy, celebrating the legacy of the courageous women who founded this mission movement, as well as the legacy that today’s members will leave for future generations of United Methodist Women, to create their legacy to carry the mission of faith, hope, love in action forward in the world for years to come. In the twenty-first century, women still need to organize for mission. Let’s help make that happen by contributing to The Legacy Fund.

I. Nominations, Elections and Appointive Procedures

A. Elections will take place at the Annual Meeting.

B. The voting delegates at the Conference Annual Meeting will be all Arkansas Conference United Methodist Women present at the Annual Meeting.

C. Voting at the Conference Annual Meeting will be by a show of hands unless written ballots are required due to nominations from the floor.

D. In accordance with Conference Constitution and Bylaws, Article V, Section 1, The Conference Committee on Nominations will present a proposed slate of officers to the Conference Leadership Team at the executive meeting prior to the Annual Meeting.

1. The proposed slate of officers will be published and distributed to local units at least 30 days prior to the Conference Annual Meeting. 2. Inclusive representation (age, race, marital status, employment, geography, etc.) will be the objective of the proposed slate of officers and all conference activities. 3. Each nominee must sign a statement of her willingness to serve in the position, if elected, and to uphold the PURPOSE of United Methodist Women National Organization. 4. Delegates to the Conference Annual Meeting who make nominations from the floor will have written permission from the nominee to do so and will have current information about the nominee’s tenure and eligibility. This information will be referred to the Committee on Nominations for verification. 5. Conference Officers to be elected are President; Vice President; Secretary; Treasurer; Mission Coordinators: Education and Interpretation, Social Action, Member Nurture and Outreach, Spiritual Growth; Communications Coordinator; Chair of Committee on Nominations; and nine (9) members of the Committee on Nominations.

E. Office and tenure of elected officers will be in accordance with Conference Constitution and Bylaws, Article V, Section 2.

F. Elected Conference officers will assume their duties on January 1, following election at the Annual Meeting.

G. Outgoing officers will transfer procedural files to their successors by December 3, except for the officers (e.g. Treasurers) needing to process further reports.

H. Delegates to the quadrennial meeting of the jurisdiction organization will be proposed by the Conference Committee on Nominations and presented to the Conference Leadership Team at the summer meeting prior to the event. They will be elected at the Conference Annual Meeting prior to the event in accordance with Conference Constitution and Bylaws, Article V, Section 3a.

I. I. Nominees for the Board of Directors and Program Advisory Group of the United Methodist Women’s National Organization will be secured in accordance with Conference Constitution and Bylaws, Article V, Section 4. They will be elected at the Conference Annual Meeting prior to the event.

1. Voting members of the Leadership Team will be the President, Secretary, Treasurer and Chair of Committee on Nominations as designated in Conference Constitution and Bylaws, Article IV, Section 1a.

2. Additional voting members of the Leadership Team will be a. Vice President b. Spiritual Growth Coordinator c. Social Action Coordinator d. Membership Nurture and Outreach Coordinator e. Education and Interpretation Coordinator f. Resource Coordinator/Lending Librarian g. Communications Coordinator

3. Additional members of the Leadership Team with voice and no vote include

a) Chairperson of the Conference Commission on the Status and Role of Women

b) Any member of the General Commission on the Status and Role of Women residing within the bounds of the Conference

4. In the absence of both the President and Vice President at a Leadership Team meeting, the presiding officer will be determined in accordance with Robert’s Rules of Order.

5. The Leadership Team will meet at least twice each year.

6. The Conference Committee on Nominations all Conference Leadership Team meetings, having voice but no vote.

7. As determined by the Leadership Team, resource persons may be invited to attend Leadership Team meetings with voice and no vote.

B. Committee on Program

1. Membership and responsibilities of the committee will be in accordance with Conference Constitution and Bylaws Article IV, Section 5. 2. The committee will meet at least twice each year.

C. Committee on Finance

1. Membership and responsibilities of the committee will be in accordance with Conference Constitution and Bylaws Article IV, Section 2.

2. The committee will present a proposed budget for approval at the summer meeting of the Leadership Team.

3. The committee will be responsible for all items included in Conference Policies Section V. Annually they will review and recommend to the Leadership Team any funding changes, including those to officer expenses.

4. The committee will meet at least semiannually and on call of the chairperson. One meeting will be for budget preparation and one will be for financial analysis and goal setting.

E. Committee on Nominations

1. The committee will be composed of nine (9) members, including the chairperson, with classes in accordance with Conference Constitution and Bylaws Article IV, Section 3. 2. Responsibilities of the committee will be in accordance with Conference Constitution and Bylaws Article IV, Section 3. 3. Meetings of the committee will be in accordance with Conference Constitution and Bylaws Article IV, Section 3. 4. Any member of a local or district unit may submit to the committee names of persons who are considered to be qualified for conference offices or leadership. 5. The chairperson of the committee or her designee will have the responsibility to contact potential nominees. 6. The chairperson of the committee is responsible for keeping accurate and updated records of term and tenure of elected officers and appointed leaders. She will report this record annually to the Leadership Team. 7. Members of the committee will attend events and Leadership Team meetings of the district in which they reside for the purpose of assessing potential leadership. 8. Conference and district committees on nominations will share their talent banks of potential leaders to insure qualified leadership at both levels of the organization.

F. Committee on the Arkansas Conference Mission u.

1. The Arkansas Conference Mission u is a cooperative school with an independent planning committee. 2. The school planning committee will define the policies and procedures for the cooperative school. 3. Membership to the committee will be in accordance with Conference Constitution and Bylaws Article IV, Section 7.

G. Committee on the Charter for Racial Justice Policies

1. Membership and responsibilities of the committee will be in accordance with Conference Constitution and Bylaws Article IV, Section 6. 2. Meetings of the committee will be in accordance with Conference Bylaws Article IV, Section 6.

H. Elizabeth Thornburg Workman (ETW) Scholarship Fund

During World War II a fund-raising effort was begun among Methodist women in Arkansas to help support missionaries, inform young people of the challenge of missionary service, and strengthen the bond between college students and the church. The fund was named in honor of Elizabeth Thornburg Workman, past president of the former Little Rock conference and wife of the president of Henderson Brown College (now Henderson State University). Today the Elizabeth Thornburg Workman Fund provides scholarships for many children and youth to attend the Arkansas Conference Mission u each summer. Scholarships are awarded based on criteria such as ethnic diversity, financial need, and first time attendance. When funds are available, scholarships are also awarded to adults.

1. The ETW Committee will be composed of three members. 2. The Conference Education and Interpretation Coordinator will serve as chair of the committee. 3. Other members of the Leadership Team serving on the committee will be the Conference Secretary and Treasurer. 4. Every United Methodist Women Local Unit is encouraged to contribute at least $1.00 per member annually to the ETW Fund.

Osment-Neil Scholarship page 4 of 9 1978 a $12,500.00 endowment fund was established as a scholarship fund in honor of Mildred Osment of Jonesboro and Virginia Neil of West Memphis by Mrs. Huff of Newport. The United Methodist Women National Organization handles this fund and invests it. The Arkansas Conference United Methodist Women uses the interest earned from this endowment for scholarships. This scholarship is available to any woman who is pursuing a degree in a church-related career and meets the qualifications for this scholarship.

Osment-Neil Scholarship Qualifications 1. Active membership in the United Methodist Church 2. Preparation for church-related vocation, such as minister, deacon, deaconess, missionary. Christian educator or church and community developer 3. Proof of enrollment in an accredited college or seminary 4. Evidence of financial need 5. An ability to maintain average grade point

Send the following to Arkansas Conference Treasurer:  Completed application  Most recent academic grade report  Proof of enrollment  Evidence of financial need  Cover letter explaining applicant’s interest in receiving scholarship funds and church- related plans

Upon occasion scholarship recipients, may be asked to write about their school and Christian experience, submit newsletter articles, attend special events or address the United Methodist Women’s membership.

1. The Osment-Neil Scholarship committee will have three (3) members serving on the committee. 2. The Arkansas United Methodist Women Conference Treasurer will serve as chair. 3. The Arkansas United Methodist Women Conference President and Vice-President will also serve on the committee.

J. Ministries to Incarcerated Women and Their Children (MIWATCH) MIWATCH volunteers transport children to prisons on a monthly basis for visits with their incarcerated mothers.

1. The committee will be composed of at least seven (7) members to include the conference president, social action coordinator, appointed chair, and four (4) members at large with all districts having representation. 2. The chair will be appointed by the conference president and approved by the Conference Leadership Team. 3. All members of the committee will be appointed by the conference president and approved by the Conference Leadership Team. 4. The Chair of the committee will make an annual report to the Conference Leadership Team at their summer meeting.

The President with approval of the Leadership Team will appoint a Conference Lending Librarian and, if needed, an assistant, without tenure, to maintain and operate the Conference Team Lending Library. This appointment does not exclude service as a district officer.

B. The President will appoint representatives to annual conference boards and agencies, including: 1. Arkansas Conference Leadership Table - President 2. Board of Global Ministries - Mission Coordinator for Education and Interpretation 3. Board of Church and Society - Mission Coordinator for Social Action 4. Commission on Status and Role of Women - Representative 5. Conference Session Planning Committee - Mission Coordinator for Spiritual Growth 6. Arkansas Church Women United – Vice President or her designee 7. Camp Aldersgate Board - the Conference President or her designee

C. Members of the Leadership Team will attend all meetings, including 1. Leadership Team meetings 2. Arkansas Conference Mission u 3. Annual Meetings 4. Training for District Officers 5. Meetings of boards and agencies to which elected or appointed 6. Other meetings as scheduled or determined by the Leadership Team 7. Attend Leadership Development Days as required by office or appointment.

D. Should a member of the Leadership Team become inactive or unable to fulfill her duties, the President may ask for her resignation after consulting with the inactive member and the Chairperson of the Committee on Nominations.

E. At each meeting of the Leadership Team members will share oral reports of responsibilities, planning or goal progress. A written copy of this report will be given to the President and the Secretary.

F. Outgoing Conference officers will conduct the training for district officers prior to leaving office.

IV. Meetings A. The Annual Meeting will be held in the fall and in accordance with Conference Bylaws Article VI, Section 1. 1. The Leadership Team will determine the date and location of the Annual Meeting.

2. The Conference Vice President will secure a registrar for the Annual Meeting. The registrar will be responsible for name tags and registration at the meeting and other duties deemed necessary by the Committee on Program and the conference Leadership Team.

B. All other meetings and events (e.g. Day Apart, functions at Annual Conference) will be determined by the Leadership Team. V. Funds A. Administration and Membership Development 1. Administration and Membership Development (A&MD) funds will be used for a.) Expenses of conference officers in the promotion of their work, including but not limited to (1) Travel (2) Dependent care (3) Postage (4) Educational materials (5)Telephone calls, FAX (6)Office equipment, as approved by the Leadership team (7) Printing of Conference program books and meeting materials (8) Printing and mailing of the Conference Directory and Annual Report and the conference newsletter b.) Expenses of district presidents related to attendance at Conference Leadership Team meetings and annual meetings.

2. Budgets from each district, including Pledge to Mission, will be presented at the summer meeting of the Committee on Finance prior to the Annual Meeting.

3. Should the need occur; district treasurers may request additional Administration and Membership Development funds to complete the current year at the summer meeting of the Committee on Finance.

4. All funds will be sent through the proper channels of giving for United Methodist Women. 5. District treasurers will remit funds to the Conference Treasurer on or before the following dates: April 15, July 15, October 15 and December 15. All recognitions given through the treasurer must be received by July 15. 6. The 4th quarter A&MD will be remitted at the District Treasurer’s request, in the amount needed, not to exceed the previously budgeted amount. 7. District treasurers will retain only the amount of funds necessary for budget obligations through mid-January.

Standing Rules page 7 of 9 B. Audit and Checking Account 1. An annual audit of all conference financial records will be performed in accordance with Handbook Conference Policies Section 5 V. 2. Financial records will be turned over to the incoming Treasurer by February 1, or immediately after the audit. 3. The President will have the authority to sign checks for the Arkansas Conference United Methodist Women in the absence and/or incapacity of the Treasurer.

C. Officer Expense 1. Expense vouchers, accompanied by receipts, will be submitted to the Treasurer within 60 days from the time expenses were incurred, and no later than December 1 each year. The president or the secretary and the treasurer will sign all expense vouchers. 2. Expenses of the conference Leadership Team, incurred while traveling on conference business or attending a meeting of the Leadership Team will be paid by the conference. This includes, but is not limited to a. Mileage: 43 cents per mile b Dependent care up to $30 per day c. Lodging d. Meals, $8 per meal maximum 3. Carpooling to all meetings when possible is expected. 4. Reasonably priced and shared accommodations are expected whenever possible. 5. The eleven elected members of the Leadership Team will receive the special mailing service from the Mission Resource Center at conference expense.

D. Honoraria and Memorials 1. Keynote speaker or program leader at the Annual Meeting will be given a one-hundred-fifty-dollar ($150.00) honorarium, plus travel expenses. A resource person, who is not a member of the Leadership Team, will receive a fifty-dollar ($50) honorarium, plus travel expenses. 2. A one hundred-dollar ($100) Gift in Memory will be given upon the death of a member of the Conference Leadership Team while in office. 3. A fifty-dollar ($50) Gift in Memory will be given upon the death of a former Conference President or a retired missionary from the Conference. 4. Upon recommendation by the Committee on Finance, the Leadership Team will determine the monetary amounts of Special Mission Recognition for outgoing officers and members of the Conference Committee on Nominations based on total years of service.

E. Accumulative Accounts 1. The Reserved Assembly funds will be distributed as follows: a. 100% of the Conference President’s reasonable assembly expenses will be paid. b. $300 will be available for each elected Conference Officer’s assembly expenses, including the Committee on Nominations and District Presidents. c. $300 will be available to each District to be distributed at the District’s discretion to members of the district attending Assembly d. $300 will be available for the Conference Assembly Liaison to use for Assembly expenses Upon recommendation by the Committee on Finance, the Leadership Team will determine the funds reserved for National Seminar, or any other division or jurisdiction event. 42

1. The Committee on Finance will include in the annual budget the amount necessary for Special Mission Recognition for outgoing Conference officers, outgoing District presidents and United Methodist Women 100 years or older. 2. The Committee on Finance will include in the annual budget the amount necessary to meet the requested funding for the jurisdiction. 3. The Committee on Finance will include in the annual budget a pledge to Arkansas Church Women United. 4. The Committee on Finance will include in the annual budget the amount payable to the Arkansas Conference Mission u. 5. The Committee on Finance will include an amount in the Administration and Membership Development budget for unanticipated conference expenses.

G. Courtesies and Other Expenses

1. If not provided through United Methodist Women National Organization or other sources, the Conference will pay travel, lodging and meal expenses of a resource person or speaker who is officially invited to a Conference meeting or event. 2. The Conference will pay expenses of missionaries and deaconesses residing within the bounds of the Conference and former Conference Presidents, who are invited as guests to the Annual Meeting. 3. The Conference will pay expenses to attend the Arkansas Conference Mission u for the Committee on Nominations, and all other Conference officers who are not on the school planning team. 4. The Conference will pay the travel expenses and provide accommodations for the Lending Librarians to provide library availability at the Annual Meeting, Arkansas Conference Mission u, and Conference Spiritual Growth Retreat. A district or unit requesting the Lending Library will be responsible for all expenses incurred. 5. The Conference will pay the expenses for district officers to attend conference training events and required meetings.

H. Request for Funds 1. A Conference officer may request from the Conference Treasurer an advance for funds to attend events required by the Conference and/or United Methodist Women National Organization. The Leadership Team will responsible for the approval of any funding solicitations.

VI. Minutes, Records, Files, Directory, Designated Mailings, Publicity

A. The Conference Secretary will keep minutes from all Conference Leadership Team meetings for one quadrennium. B. The President and one other member who attended the meeting will proof read or audit the minutes prior to distribution. C. The Conference Secretary will distribute the minutes within one month of the meeting to

1. Leadership Team 2. Committee on Nominations 3. President and Secretary of the Jurisdiction Leadership Team 4. All others, including resource persons, who should have attended the meeting

D. Minutes kept by the Conference Secretary will become the permanent historical records. These will be included in the Conference Directory.

E. The Conference Secretary will prepare a Conference Directory each year. District Secretaries will have a list of the district officers and local unit presidents to the Conference Secretary no later than December 15. The directory will be printed and distributed no later than March 31.

F. The Conference Secretary will distribute the Conference Directory to all members of the Conference and District Leadership Teams, past Conference Presidents and former National United Methodist Women Directors, The Arkansas Conference Bishop, the President and Secretary of the Jurisdiction Leadership Team, and any others the conference Leadership Team may name.

G. The Conference Secretary will send a copy of the annual directory to United Methodist Archives, Bailey Library at Hendrix College, Conway, Arkansas.

H. The Leadership Team will communicate with district counterparts on at least a quarterly basis.

I. The Leadership Team will determine who will receive other designated mailings and publicity.

. J. The Communication Coordinator will distribute the Conference newsletter three times each year. The newsletters will be distributed no later than March 1, May 30 and September 30.

K. The Communication Coordinator will distribute the Conference newsletter to the following: local unit Presidents, members of the conference and district Leadership Team, past conference presidents, current and former Directors of United Methodist Women National Organization, the Arkansas Conference Bishop, District Superintendents, the President and Secretary of the Jurisdiction Leadership Team, and any others the conference Leadership Team may name. The newsletter will be emailed to available email addresses and online accessibility will be available to all.

VII. Visitation and Itineration

A. Conference officers are encouraged to attend at their own expense all events, district meetings and meetings of the district Leadership Team of the district in which they reside.

B. The travel/lodging expenses of conference officers who are invited as speakers or resource persons should be borne by the group issuing the invitation. C. Conference officers do not accept personal gifts; however, gifts to mission in their honor are appreciated.

VIII. Recognitions

A. The Leadership Team will determine the method for recognition of participation in 1. Reading Program 2. Mission Today 3. Charter for Racial Justice membership 4. Mission Studies

B. The conference officer responsible for reports for recognition must receive those reports from District counterparts by September 1.

IX. Resources

A. No publications except official United Methodist Women Mission Resources and no products, such as jewelry or manufactured articles other than those listed in the Mission Resources Center catalog, will be offered for sale in the resource room at Conference meetings and events.

B. The Leadership Team will authorize any materials, other than official items issued from United Methodist Women National Organization, which are distributed or sold at Conference meetings and events. C. The emblem for United Methodist Women is for use by the organization, solely for official business transactions and program. 44

X. Relationships to Institutions

A. Camp Aldersgate, located in Little Rock, Arkansas, is the property of United Methodist Women National Organization. The Arkansas Conference United Methodist Women maintain a relationship with the camp, due to its historical connection with United Methodist Women and its location within the bounds of the Arkansas Conference. B. The Conference President, or her designee, will serve as an ex-officio member of the Camp Aldersgate Board of Directors.

XI. Provision for Changes in Standing Rules

The Standing Rules are procedural statements and are supplementary to the current United Methodist Women Handbook for Local, District, Conference and Jurisdiction Organizations. No standing rule is in order that conflicts with those documents. The standing rules are designed to insure continuity of procedures. They may be amended at any meeting of the Arkansas Conference United Methodist Women by a majority vote of the voting members of the conference organization when 30 days previous notice has been given or, when no previous notice has been given, by a 2/3 vote of the voting members of the Arkansas Conference United Methodist Women.
