The National Office of Drinking Water (Office National de l’Eau Potable ONEP) is responsible for water supply in major part of the country especially in small and middle communities. It also is responsible for sewerage facilities in some cities. The ONEP is in charge of the following tasks : z Planning of the water supply at the national level z Studying, executing and managing potable water supply z Controlling water pollution z Studying with the concerned departments, the development of legal and regulatory texts.

In September 2000, ONEP has been given an additional responsibility: sanitation in middle and small communities. This new responsibility will enable ONEP to transport, collect and treat wastewater if requested by the municipalities.

The Major objectives of the National Master Plan of Sanitation (NMPS): z To increase the rate of total connection to the network of sanitation at 80% in urban area z To eliminate 60% of the pollution generated by wastewater z The program targets 260 cities sheltering 10 million inhabitants at 2020 z Possibility of wastewater reuse

The consistency of the national master plan of sanitation : z Rehabilitation and extension of the networks and connections z Reinforcing the rain network z 260 wastewater treatment units z Renewal of the equipments

The program was estimated at approximately 4,3 billion € including 1,2 Billion € for the component treatment. This cost does not include the over cost related to the treatment for the reuse.

There are many studies of wastewater reuse :

• Study relating to the wastewater reuse project for Mogador’s golf

• study relating to the wastewater reuse project for agriculture in the cities of , Imzouren, and .

• Other project is initiating on downstream of wastewater treatment plant built by ONEP such as Guelmim, Tiznit etc.

16 LegalLegal AspectsAspects z Law 10/95 : • Prohibition the discharge of wastewater or solid waste;

• Application the penalty for discharge of wastewater and fixes the limited pollution value ; • Prohibition the reuse of wastewater without treatment in agriculture; • Sets the quality standards to the discharge of wastewater • Sets the quality standards for wastewater reuse in agriculture.

18 Conclusion

• Capitalize the national and international experiences of wastewater reuse • To sensitize the donors, in order to support the realization of the reuse and wastewater treatment projects, • Creation of a subsidy fund, for the wastewater and reuse projects to encourage the wastewater reuse
