In 1849 the office of Common Councilman was abolished. From 1850 to 1853 the Mayors were elected by the citizens from the members of the City Council. or from gentlemen who had previously served as Aldermen or Common Council- men. Wm. Cald was the first Mayor elected by the citizens under this system. In 1854 the Act in relation to the election of Mayor was further amended by Providing that ‘-313 INEODIE Should not be restricted to persons who had served in the City Council in their choice for Mayor. The only occasion on which this privilege was availed of was in 18'-'0. in the election of Hon. W. A. Henri?- Ftoin 1841 to 1882 the general civic elections were held in October of each year. From April. 1853. totlate. I.he general elections have been held annually in April. The civic year extends from 181. LEGISLATIVE AUTHORITY Heritage Property Act s. 14(1) A heritage advisory committee may recommend to the municipality that a building, public building interior, streetscape, cultural landscape or area be registered as a municipal heritage property in the municipal registry of heritage property. HRM By-law No. H-200 - Heritage Property By-law 4. The [Heritage Advisory] Committee shall, within the time limits prescribed by Council or the [Heritage Property] Act, advise the Region respecting: (a) the inclusion of buildings, public building interiors, streetscapes, cultural landscapes or areas in the Registry. RECOMMENDATION The Heritage Advisory Committee recommends that Halifax Regional Council: 1 a. Set a date for heritage hearings to consider the inclusion of 1529, 1533, 1535, 1539, and 1549 Birmingham Street in the Registry of Heritage Property for the Halifax Regional Municipality to form the Birmingham Streetscape; b. Include 1529, 1533, 1535, 1539, and 1549 Birmingham Street, as shown on Map 1 of the staff report dated September 24, 2019 in the Registry of Heritage Property for the Halifax Regional Municipality as municipal heritage properties to form the Birmingham Streetscape; 2.a. Set a date for heritage hearings to consider the inclusion of 1520, 1526, 1528, 1530, 1532, 1534, and 1542 Queen Street in the Registry of Heritage Property for the Halifax Regional Municipality to form the Queen Streetscape; Recommendation continued on page 2.
