When the City was First incorporated. and tlntil April 12th. 18-39. the Corporation consisted of a Mayor. six Aldermen and twelve Common Councillons. the Mayor being elected by the Aldermen and Common Councillors from among the Aldermen. In 1840 the ofiiee of Common Councilman was abolished. From 1850 to 1853 the Mayors were elected by the citizens from the members of the City Council. or from gentlemen who had previously served as Aldermen or Common Council- men. Wm. Caldwell was the first Mayor elected by the citizens under this system. In 1334- the .-\:t in relation to the election of Mayor was further amended by oroviding that the people should not‘ he restricted to persons who had served in the City Council in their choice for Mayor. The only occasion on which this privilege was availed of was in 18m. in the election of Hon. W. A. Henri’- From 1811 to 1882 the general civic elections were held in October of each year. From April. 1883 to
Atari] 19I2 the general elections for :1 Mayor and six Aldermen were held annually in April. The Board. oi Control system which came into efiect in 1913 made no change in the election or term of the Mayor.
