C PUS Records of the Sculcoates Board of Guardians 1748-1931 Hull History Centre: Records of the Sculcoates Board of Guardians C PUS Records of the Sculcoates Board of Guardians 1748-1931 Historical Background: The Sculcoates Board of Guardians was established under the Poor Law Amendment Act of 1834 (4 & 5 Will. IV c.76) and superseded by the Corporation of Hull under the Local Government Act of 1929 (19 & 20 Geo. V c.17). Sculcoates Union incorporated the parishes of Anlaby, Cottingham, Drypool, Garrison Side, Hedon, Haltemprice, Hessle, Kirk Ella, Marfleet, Melton, Newington, North Ferriby, Preston, Sculcoates, Southcoates, Sutton, Swanland, Wauldby, Welton, West Ella and Willerby. Before the Sculcoates Union was created in 1837, three parishes, Drypool, Sculcoates, and Sutton had their own workhouses. The Drypool workhouse was on Great Union Street, the workhouse for Sculcoates was in Carr Street, with Sutton’s in Church Street. The workhouse for the new combined Union, also known as the Beverley Road Institution, was opened in 1844. In 1948 it was renamed Kingston General Hospital. Hessle Cottage Homes, on Hessle Road opened in 1897 was the Union’s Children’s Home. Extent: 188 volumes, 84 items and 6 bundles Notes: At present the only records of inmates in the Sculcoates Workhouse are as follows:- C PUS/411 Register of Parish Apprentices 7 Dec 1802-29 Sep 1844 C PUS/417 Creed Register 1 Apr 1914-1 Aug 1923 Related material: Sculcoates Board Year books can be found at L.339.1. Within C TED/1/15 are some Boarded Out Childrens' Accounts, which had been taken over from the Sculcoates Poor Law Union by the City Council's Education Department. However, these contain personal sensitive information, please see staff regarding access. At C PRS are the rate books for the parish of Sculcoates which covered part of the area of the Poor Law Union. Hilary Tyson produced a book entitled 'Hessle Cottage Homes' from letters sent to the local press which can be found at L.362.73. Within the book 'A Breath of Sculcoates' at reference L.9.75 (DUP) is an article on the workhouse. Former Hull City Archivist, Geoff Oxley, wrote a general book on the subject, 'Poor Relief in England and Wales, 1601-1834' and there is a book relating to the Poor Law in the Hull area entitled 'The care of the poor in Kingston-Upon- Hull in the Nineteenth Century' by Anne E Reynolds at reference L.339.1. ABSTRACT This study aimed to examine the lives of children in Hull and East Yorkshire, who were born deaf, or became deaf during infancy, between 1840 and 1850, looking specifically for any family history of deafness (relating to their parents, siblings and their own offspring), and if their education affected their choice of occupations and how those occupations compared to those of their parents and hearing siblings. The study used a range of sources to identify relevant children, including the 1851 and 1861 Census returns, a list of students at the Yorkshire institute for the deaf and dumb, people identified from any of the literature, and newspaper reports to assist in obtaining details of the lives of deaf-and-dumb people in general at that time. Contemporary reports suggested that most deaf children were born to deaf parents, however this report demonstrates that this was not true, and agrees with the statistics from 30 Victorian deaf educational establishments in the UK, which found that less than 2% of children had two congenitally deaf parents. Some contemporary literature also suggests the uneducated deaf would be unable to work, and therefore would spend their lives in the workhouse, however this report will argue that in most cases the occupations reflected those of their parents and/or hearing siblings, regardless of their education.

Bridlington Road Runners claimed a win with Scott Hargreaves picking up his sixth victory of the year on the cliff-top course in a time of 17:32. Patricia Bielby (24:23) was back on home ground and finished as third female and 41st over- BRR Summer Challenge 2019 all. Nck Jordan finished 8th in 19:33 and Alan Feldberg was 12th in 20:53. 1. Hornsea 1/3rd - 7th April 7th July 2. Bridlington 5 Mile Dash - 19 April Withernsea and Winterton were the venues attracting Bridlington Road Runners members on the first week- end of July. Purpose of the Paper and Summary The purpose of this briefing paper is to update Members of Riverside Area Committee on the regeneration projects delivered by; Major Projects and Housing Strategy and Renewal. 2. Background 2.1 Housing regeneration activities across the city are focused in the Council’s priority renewal areas. These areas include Newington and St Andrew’s, the Holderness Road Corridor, Orchard Park and North Bransholme. 2.2 This briefing paper outlines the progress made within the Riverside area, including an update on developments currently on site and new programmes being brought forward as a result of successful funding bids. The report also summarises the approach being taken by the Housing Strategy and Renewal section to secure additional funding and build upon the progress made to date 3. Issues for Consideration City Centre & Gateways Albion Square 3.1 Cabinet approval has been obtained for progression of lead developer partner procurement, site assembly and demolition/remediation works. Soft market testing for a retail partner is ongoing ahead of formally approaching the market. 3.2 Purchases of the former Edwin Davis and BHS/Co-Op buildings are now complete. Asbestos surveys are complete and the removal of the asbestos via the Council’s asbestos removal framework has now commenced. 3.3 Outline planning application for the development has been submitted and various responses have been received to date.
