    ASSERTING SOVEREIGNTY THROUGH STRATEGIC ACCOMMODATION: THE RUKAI PEOPLE AND COLLABORATIVE CONSERVATION IN PINGTUNG, TAIWAN By Ying-Jen Lin A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of Anthropology—Doctor of Philosophy 2020 ABSTRACT ASSERTING SOVEREIGNTY THROUGH STRATEGIC ACCOMMODATION: RUKAI PEOPLE AND COLLABORATIVE CONSERVATION IN PINGTUNG, TAIWAN By Ying-Jen Lin This dissertation examines how the Rukai, an Indigenous people of Taiwan, have engaged in community-based ecotourism and the state’s conservation projects in order to assert Indigenous sovereignty over traditional territories. This study focuses on the Adiri and the Labuwan communities, which are communities of the Rukai people living in the Wutai Township in Pingtung, Taiwan. The two Rukai communities have actively collaborated with the government on various conservation projects although the relationship between Indigenous peoples of Taiwan and the settler state’s forest governance system has been riddled with conflicts. Existing research has portrayed collaborative environmental governance either as an instrument for co-optation of Indigenous interests or as a catalyst for a more equitable relationship between the state and Indigenous peoples. This dissertation builds on and extends this body of work by examining how the Rukai people have continueD to assert sovereignty in the community-based ecotourism and collaborative conservation projects.     Manufacturers and Wet Processing Units: Apparel, Home Textiles, Footwear, Accessories (Jan. 2021) Tchibo publishes all primary manufacturing partners in the categories of apparel, home textiles, footwear and accessories, as well as the wet processing units they use, with their full name, location and country on a semi-annual basis. The employee numbers of the manufacturers are surveyed manufacturers, but not at separate wet processing companies. The list includes manufacturers of Tchibo textile products that are or will be in sale since 6 months before the publication and the wet processing units they used for these products, all manufacturers that are currently registered with the Bangladesh Accord/RSC as active Tchibo producers (also if the former does not apply). Manufacturers Primary manufactures are companies that produce the final textile products for Tchibo and have a direct relationship with Tchibo or via a supplier (agency or importer). They can form the end of a supply chain (Tier 1 or 2) by processing other companies' products - such as fabrics, zippers, buttons - or they are structured to handle most steps within their own factory ("vertical producers"). Wet Processing Units Wet processing units operate along the textile supply chain and include pretreatment, dyeing, printing, finishing, garment finishing and washing, as well as fiber/yarn/fabric production or leather tanning. Depending on the specialization and equipment of the manufacturers, wet processing units are part of vertical producers or they are independent companies. It moves from theory application to policy analysis. Theory is applied in the shape of classical and critical geopolitics, social constructivism theory, social identity theory, role theory, strategic narrative theory, and balance of threat theory. Disputed identity and perceptions run through such theory application. Policy analysis is applied to Taiwan’s reaching out to South-east Asia, Australia and India via its New Southbound Policy, to Taiwan seeking entry to the Trans- Pacific Partnership, to Taiwan reactivating the Austronesian Forum, and to Taiwan embracing the Free and Open Indo-Pacific framework being pushed by Japan and the US. The People’s Republic of China (PRC) emerges as the clear driver behind Taiwan’s Indo-Pacific pivot. The article concludes by judging the effectiveness of Taiwan’s pivot, against the shadow of increasing pressure from the PRC to curtail such regional space sought by Taiwan in the Indo-Pacific.
