Title of proposal 2021/8909 - South Marionoak Tailings Storage Facility, Rosebery, Tasmania Section 1 Summary of your proposed action 1.1 Project industry type Mining 1.2 Provide a detailed description of the proposed action, including all proposed activities The proposed action is the construction and operation of a new Tailings Storage Facility (TSF) at South Marionoak (SMO) in proximity to Rosebery, Tasmania within the West Coast municipality (South Marionoak TSF). The South Marionoak TSF will form part of the MMG Rosebery mine operations and will allow for piping and disposal of tailings resulting from the processing plant. The proposed South Marionoak TSF will provide long term essential tailings storage for the Rosebery Mine. Rosebery Mine has operated continuously since 1936 as an underground polymetallic base metal mine with a capacity to produce up to 1,100,000 tonnes of ore per year. Rosebery produces zinc, copper and lead concentrates, as well as gold ore. The mine has used the Bobadil TSF, situated approximately 2.5 km north of the mine, and 2/5 Dam TSF situated approximately 1 km south of the mine. The TSFs are expected to reach capacity within the next few years, and a new TSF will be required to support the mine’s ongoing operation. The South Marionoak TSF has been designed as an off-stream facility with storage volume of approximately 25 Mm3 and an anticipated lifespan of around 42 years (based on current tailings production rates). -

The hearing has been scheduled for Monday 15 February 2021 (and Tuesday 16 February 2021 if required), commencing at 10am, at the Commission Office, Level 3, 144 Macquarie Street, Hobart. A full schedule of the nominated matters and hearing dates is included at Attachment A, which provides guidance on which hearing sessions are intended to be relevant to each representation. I also refer to matters raised in the representations and the planning authority’s section 35F report, including recommendations on the representations. Preliminary consideration of the representations and the section 35F report recommendations on the merit of each representation has identified that there are a number issues that the Commission seeks further information about from the planning authority and specific representors prior to the hearing. AHL are completing a development application (DA) to the West Coast Council for a permit to operate the mine. FIGURE 1 LOCATION Project Description The proposed mining and processing operation is a simple one and similar in operation to a large quarry or other small/medium size iron ore mines in Tasmania. The Tenth Legion magnetite deposit is located approximately 2.5 km NW of the existing Comstock mine and processing plant site. It is a skarn iron ore deposit that is amenable to a small open pit mining, with other nearby deposits also possible for mining in the future. The project will involve two open pits to recover a direct shipping ore (DSO), oxide and fresh iron ore at a mining rate which will recover approximately 3.5 Mt of ore over a five year period producing about 3 Mt of product. -

King-Henty Catchment Contents 1. About the catchment 2. River Health 1. About the catchment The King-Henty catchment drains approximately 1,800 km2 of land around the townships of Strahan, Queenstown and Zeehan on the west coast of Tasmania. Major rivers in the catchment include the King and Queen rivers, which together discharge into the north end of Macquarie Harbour, and the Henty and Little Henty rivers which discharge directly into the Southern Ocean. The catchment experiences some of the highest rainfall in Tasmania, with annual rainfall in excess of 2,500 mm across most of the catchment. Two human-related activities have had a significant impact on the catchment; mining and hydro-electric power developments. A major power scheme in the King River has created 54 km2 Lake Burbury. Water from Lake Burbury is re-routed through a tunnel and discharged to the lower King River just upstream of the junction of the Queen River. Parts of the headwaters of Lake Burbury lie within the Tasmanian Wilderness World Heritage Area. There is a long history of mining in the catchment, most notably in the headwaters of the Queen River at Mt Lyell. Acid mine drainage and tailings from past mining activities continue to impact on the environmental conditions of many rivers in the King-Henty catchment. - 1 - 2. Background On 1 December 2009 a new State-owned company, Tasmanian Railway Pty Ltd (TasRail), was established by an Act of the Tasmanian Parliament (Rail Company Act 2009). TasRail was created by combining the Below Rail assets (track and associated infrastructure), for which the Tasmanian Government had assumed responsibility in 2007, with the Above Rail assets (rolling stock, workshops, depots) and business assets purchased from Pacific National late in 2009. This completed the amalgamation of the whole operating rail network within Tasmania, and importantly, enabled TasRail to operate as a vertically integrated rail freight business. At the time of its establishment, it was well documented that TasRail had inherited a business characterised by many decades of capital under-investment. This had critically constrained the ability of rail to contribute to the business development of the State and led to increased volumes of freight being transferred to the road network. As investment in rail has occurred since the new company has been established, TasRail is rapidly transitioning from the Rail Rescue to the Revitalization phase with new customers, growing volumes, improved Below Rail infrastructure and new rolling stock all well advanced. Current Situation Rebuilding the Below Rail Network The Australian and Tasmanian Governments recognised that, similar to the road network, the Below Rail Network is critical infrastructure that requires sufficient funding to ensure appropriate maintenance, operational and safety standards.
