March 2016 NCAR Arts Vibrancy Index II: Hotbeds of America’s Arts and Culture Zannie Giraud Voss, Glenn Voss, Richard Briesch, with Meghann Bridgeman 1 EXECUTIVE SUMMARY Welcome to the second annual NCAR Arts Vibrancy Index Report, an assessment of arts vibrancy across U.S. communities using a set of data-informed indices. We are not alone in our belief that creativity is a desirable and necessary element for a thriving community. Creative placemaking, which promotes arts and culture as essential to creating more livable and prosperous communities, is a growing movement being advanced by leading entities such as The National Consortium for Creative Placemaking, ArtPlace America, Artspace, and the National Endowment for the Arts. But what factors make up a community’s arts vibrancy, and which cities possess them? To assess arts vibrancy across America, we incorporate four measures each under three main rubrics: demand, supply and public support for arts and culture on a per capita basis. Demand was gauged by measures of total nonprofit arts dollars in the community, supply as total arts providers, and public support as state and federal arts funding. We use multiple measures since vibrancy can manifest in many ways. One might criticize our measures of vibrancy because they say nothing about artistic quality, or the multitude of community conditions that make a place ripe for creative activity, or data on who participates in the arts, or the revenues and expenses of commercial entertainment. Might additional measures be added in the future? Certainly. For now, we believe the metrics used in this report represent a solid start using the most reliable sources of data available on a nationwide scale. -

December 2014 NCAR Arts Vibrancy Index: Hotbeds of America’s Arts and Culture Glenn Voss, Zannie Giraud Voss, Rick Briesch, with Marla Teyolia 1 EXECUTIVE SUMMARY What factors make up a community’s arts vibrancy, and which cities possess them? While the complex mixture of attributes is a large puzzle to piece together, it is increasingly sought after by civic leaders, funders and policy makers. As a contribution to this growing interest, we have undertaken an analytical assessment of arts vibrancy across U.S. cities and developed the Arts Vibrancy Index, a set of data-based indices that highlight metropolitan areas whose arts and culture scenes pulsate with vigor and activity in a variety of ways. Since Richard Florida’s best seller Rise of the Creative Class, creativity has been increasingly recognized as a desirable and necessary element for a thriving community. “Creative placemaking,” which centers on promoting arts and culture as a lynchpin in shaping communities’ futures, is a growing movement being advanced by leading entities such as ArtPlace America, Artspace, and the National Endowment for the Arts. Rather than examine arts and culture as a means of achieving something else, we focus on a community’s arts and cultural assets as ends unto themselves. Our assessment of arts vibrancy uses multiple measures of supply, demand and public support for arts and culture on a per capita basis. This has also been a significant year for transitions—Michael Holly has returned to teach for a year, while a search gets underway for a new director of the Clark, a new curatorial staff too. For its part the Williams Art Department will also be making new, continuing appointments this year and in the years ahead. LOUIS, March 2, 2016—Pulitzer Arts Foundation and the Sam Fox School of Design & Visual Arts at Washington University in St. Louis today announced that architect Amanda Williams and artist/educator Andres L. Hernandez have won the competition for the 2015–17 iteration of PXSTL, a design-build commission for a temporary structure that will transform a vacant lot into the site of community-based programs and events. The selection panel, which comprised representatives from the Pulitzer and the Sam Fox School, based its decision on criteria that 3716 Washington Blvd St. Louis, MO 63108 @pulitzerarts pulitzerarts.org included the strength and creativity of their past work, innovation of approach, and the potential to invite public engagement. Launched in 2013, PXSTL (the name is an acronym for the Pulitzer, Sam Fox School, and St. Louis) is intended to explore the ways in which small-scale creative interventions might serve as meaningful catalysts for urban transformation, as well as to examine how arts and culture can best help fortify and sustain vital communities.
