Message from the City Manager

Hello Rialto! City Manager Rod Foster has announced his retirement after more than 30 years of public service in Rialto and throughout the Inland Empire. Mr. Foster will continue work through October but in order to allow for an efficient transition of leadership, the Rialto City Council appointed me as the Acting City Manager. My name is Sean Grayson and, prior to my appointment as the Acting City Manager, it has been an honor to serve as your Rialto Fire Chief as well as previous assignment as the Interim City Administrator in 2018/2019. In my new roll am committed to meeting the policy and vision direction of the Mayor, Mayor Pro Tem and City Council; supporting the City’s employees and volunteers; and serving those who live, work and play in the City of Rialto. Although the impacts of COVID-19 remain ever present, the City, its businesses, and its community members have responded and adapted with incredible strength and demonstrated amazing resiliency. Throughout this month’s newsletter you will find information on what has happened recently and what is to come in the coming months as the City embodies its motto as a “Bridge to Progress.”

Administration

City Council Meetings

There will be no City Council meetings in the month of October 2020. The next City Council meeting will be held on November 10, 2020. Closed Session begins at 5:00pm and Public Session begins at 6:30pm.

City Hall/Civic Center offices will be closed on Wednesday, November 11, 2020 in observance of Veteran’s Day.

Drive-Thru Mail Ballot Drop Off

As part of the San Bernardino County Registrar of Voters’ Community Engagement and Voter Education Campaign for this election, the City Clerk’s Office will be hosting two Drive-Thru Mail Ballot Drop Offs. City Clerk staff will be out at these locations in the parking lot collecting signed and sealed ballots from voters.

There will be three secure ballot box locations to allow city and county voters to deposit official mail ballots 24/7. From October 5th through November 3rd.

Voters can call or come visit the Rialto City Clerk’s Office to check their voter registration and/or mail ballot status. On Election Night, the City Clerk’s Office will be open until the polls close at 8:00 p.. to assist voters.

Rialto’s Certified Farmers’ Market

RIALTO The City hosts the Rialto’s Certified Farmers Market every Wednesday, 10:00 am to 2:00 pm. The Farmers’ Market is located at City Hall in the south parking lot. Vendors sell a variety of fresh vegetables, fruits, nuts, baked goods, and a variety of other items at a reasonable cost to consumers. Come out and see what our local merchants have to offer! Community Compliance

In September the Community Compliance Division assisted 307 members of the public over the counter, by phone, or email. Community Compliance opened 269 new cases and closed 172 cases in August. Staff also completed 526 inspections.

Parking vehicles on the front lawn is illegal. Be sure to find a parking spot on the street, in the garage, or in the driveway. We are hoping to achieve compliance through warnings and education, but parking citations can be issued.

We are looking for Community Compliance Volunteers who would like to donate a few hours a month to assist the division and enhance the community by reporting graffiti, pulling signs, and assisting around the office. Community Development Department

Projects in the Planning Pipeline

The Planning Division continues to process numerous applications for development, as well as discuss opportunities with interested parties, which totaled to 161 patrons served at the Planning Counter for the month of September. Noteworthy projects received in September include:

• T-Mobile submitted a Precise Plan of Design application to upgrade and modify an existing wireless telecommunications facility within Birdsall Park located at 2611 N.

Linden Avenue. The Planning Division conducted a preliminary review of the application and design on September 9, 2020.

• T-Mobile submitted a Precise Plan of Design application to upgrade and modify an existing wireless telecommunications facility located at 3344 N. Locust Avenue. The Planning Division conducted a preliminary review of the application and design on September 30, 2020.

• T-Mobile submitted a Precise Plan of Design application to upgrade and modify an existing wireless telecommunications facility located at 150 S. Larch Avenue. The Planning Division conducted a preliminary review of the application and design on September 30, 2020.

• Ecology Auto Parts submitted a Precise Plan of Design application to raise the grade level of a parcel of land to match the existing grade level of the parcel adjacent to the north. The project site consists of 12.89 acres of land located approximately 550 feet east of Riverside Avenue and approximately 630 feet south of Santa Ana Avenue. The Planning Division conducted a preliminary review of the application and design of September 30, 2020.

• Awad Development, Inc. submitted various applications to allow a five (5) foot reduction in the minimum lot width in conjunction with the subdivision of one (1) 0.89-acre parcel of vacant land into two (2) single-family lots. The project site is located approximately 300 feet south of San Bernardino Avenue between Spruce Avenue and Idyllwild Avenue. The Planning Division conducted a preliminary review of the applications and design of September 30, 2020.

• T-Mobile submitted a Precise Plan of Design application to upgrade and modify an existing wireless telecommunications facility located at 172 E. Base Line Road. The Planning Division will conduct a preliminary review of the application and design on October 7, 2020.

• T-Mobile submitted a Precise Plan of Design application to upgrade and modify an existing wireless telecommunications facility located at 1251 W. Durst Drive. The Planning Division will conduct a preliminary review of the application and design on October 7, 2020.

New Business Licenses

During August, the Business License Division served 72 patrons at the public counter, with an average service time of 9.5 minutes. A total of 130 Business Licenses were issued. During September, the Business License Division served 101 patrons at the public counter, with an average service time of 10.5 minutes. A total of 203 Business Licenses were issued.

Building Division

The Building Division continues to receive, and process permit applications. A total of 224 permits were applied for in August. The Building Division issued 163 building permits during August and performed 665 inspections. Inspections are now being performed five days a week Monday through Friday. Our inspectors can complete inspections as normal but will wear masks and maintain social distancing.

Community Services

Community Services staff are here to serve you through the challenges of COVID-19. Our administration as the Community Center, 214 N. Palm Avenue is open Monday through Friday from 7:00am to 6:00 pm. The remaining Community Services facilities and all City Parks are closed to the public. In order to continue to serve Rialto’s fitness, wellness, sports, and general activity needs the Community Services Department and its Divisions (Rialto Fitness and Aquatic Center, Senior Services, Child Development, and Sports) have transitioned to a primarily virtual programming model.

Food Resources

The Senior Nutrition Program has transitioned from in-person dining to drive through meal distribution held each Wednesday from 10:00am – 11:00am at the Grace Vargas Senior Center. There is a suggested donation of $3.00 per meal for those 60 years and older and $7.00 per meal for 59 and younger. Each senior participant receives five (5) frozen meals, ½ gallon milk, bread, fruit and a dessert.

Virtual, Online, Television and Social Media Services

Community Services programming has moved from in-person to virtual delivery. Rialto Network (Spectrum Chanel 3 and AT&T -Verse Chanel 99) airs Senior Fitness videos Monday-Friday at 11:00am and will air Heart and Soul Line Dance videos on Monday, Wednesday, Friday at 10:00am and Thursday and Saturday at 5:00pm.

City of Rialto Community Services and Rialto Network presents “Live from Rialto”. There will be a series of Live stream entertainment sessions available to watch each Thursday during the month of October. Viewers will be able to watch Live on Facebook, YouTube, and Rialto Network (Spectrum Chanel 3 and AT&T U-Verse Chanel 99).

Rialto Community Services has launched a Virtual Community Center that is available at https://www.yourrialto.com/virtual-community-center/ The Virtual Community Center offers Community Services video on-demand from Child Development, Fitness, Senior Fitness, Water Safety and Sports. There is an additional content area with information and links on the topics of: Arts & Crafts, Education, Kids Books, Fitness, Active Mind & Body, Sports and Virtual Field Trips.

Social Media

Community Services, Special Events, Child Development, Sports and the Senior Center all provide Facebook, Instagram and Twitter social media outreach to the Community. Follow us online to enter contests. Winners have already been announced for Sidewalk Chalk Art Contest, Funny Dog Picture Contest, Lego Builder Contest, Photo Contest, Fort Contest, Scavenger Hunt Contest, and a Fall Art Contest. City of Rialto Electronic League (C...E. League)

The Sports Division of the Community Services Department has introduced the C.O.R.E. League. This league is a video gaming league that pits same aged Rialto residents against one another in some of the top video games across all the different platforms and include basketball, baseball, football, and soccer.

A drive-thru event will be hosted on October 31, 2020 and will include contactless goodie bag distribution. In the spirit of [email protected] Halloween Community Services will also be hosting a series of weekly virtual contests during the [email protected] month of October.

The Special Events division is excited to announce its weekly contests which will include a Best Costume Contest, Carve a Pumpkin Contest, Dog Costume Contest, Yard Decorating Contest and a Fall DIY Home Décor Contest. Prizes will be provided and winners will be announced on Friday, October 30th. We can’t wait to see Rialto’s Halloween Spirit!

The Senior Center has historically hosted a Senior Halloween Dance Party sponsored by the Rialto Rotary Club. To keep with the Halloween Spirit the Rialto Rotary Club will support a socially distanced Senior Halloween activity this year. On Wednesday, October 28th, just in time for Halloween, Halloween Treat Bags will be distributed to the senior participants of the meal distribution program at the Senior Center.

Progress Magazine

Look for the Fall edition of the Rialto Progress Magazine in your mailbox in the first two weeks of October. Copies will also be available at the customer service desk of all of our departments.

Preparing for Future Reopening

The Community Services Department is preparing for when additional facilities can open and the COVID-19 precautions that will be in place. All facilities have had plexiglass barriers installed at front counters and hand sanitizing stations placed throughout the building. The fitness center has been reconfigured to allow for social distancing between equipment and amenities. Ongoing cleaning and sanitization processes have been implemented at all Community Services facilities. Lastly Community Services staff have been training and preparing to meet your service needs when facilities are allowed to reopen.

Finance Department

Personnel

The Finance Department would like to welcome Shanita Simmons to our team. Following a competitive recruitment, Ms. Simmons is being brought on to serve as the City’s Purchasing Manager. She will be starting with the City on October 12th. Ms. Simmons comes to us most

9 recently from the City of Ontario where she served for nine years in the Purchasing Department, including as the Purchasing Lead for the last four years. Assisting Shanita in Purchasing will be Catalina Baker, who was recently promoted to Accounting Technician, after several years in the Division, mostly in a part-time capacity. Working alongside Shanita and Catalina, will be Mia Jackson, who has been with the City for the last three years as a part-time Administrative Technician, and two recently hired part-time Administrative Technicians, Stephanie Lopez and Christopher Corona (Mail Clerk). The Finance Division would also like to welcome Stacy Orton, also formerly with the City of Ontario for more than ten years, who has been retained as the Department’s new Principal Budget / Financial Analyst, and who has been getting her feet wet administering the City’s CARES Act funding. Going forward, among other duties, Stacy will be working on developing the City’s annual operating budgets.

Audit

The City’s Fiscal Year 2019-20 audit is soon to commence with the City’s independent auditors, Teaman, Ramirez & Smith, CPAs. The audit will be performed remotely and is scheduled for November 2nd through November 19th.

Reporting

The City’s Mid-Year Budget Report is scheduled to be presented for the Council’s consideration in February 2021. This report is intended to provide Council the most current information on the financial activities of the City from which to base decisions on and assist departments in communicating their financial operations throughout the fiscal year, including program changes and other significant impacts to their annual budgets.

INCIDENTS The 2020 Fire Season has already been one of the most destructive on record, with almost 4 million acres burned. Rialto Firefighters have assisted as part of the California Master Mutual Aid System on the following incidents:

FIRE PREVENTION

Fire Prevention Week is October 4-10, 2020. This year’s annual “open house” will be conducted virtually out of an abundance of caution with the coronavirus.

2020 Fire Prevention Week (FPW) Campaign: This year’s FPW campaign, “Serve Up Fire Safety in the Kitchen!” works to educate everyone about the simple but important actions they can take to keep themselves, and those around them, safe in the kitchen.

*Cooking is the #1 cause of home fires and home fire injuries. Unattended cooking is the leading cause of fires in the kitchen.

Weed Abatement The purpose of a weed abatement program is to prevent fire hazards created by vegetative growth and the accumulation of combustible debris through voluntary compliance. Property owners are required to maintain their properties cleared of weeds, grass, vines or other nuisance or debris that is capable of being ignited and endangering neighboring properties.

During the dry season months May through October fire department personnel will be conducting inspections throughout the city boundaries. If a property is found to be non-compliant a Notice to Abate hazard will be issued to the property owner additional steps will follow until abatement of property is completed.

Ready, Set, Go! Get prepared for wildfire before it strikes by following Ready, Set, Go!

• Be Ready: Create and maintain defensible space and harden your home against flying embers.

• Get Set: Prepare your family and home ahead of time for the possibility of having to evacuate. Ensure you have a plan of what to take and where to go – evacuation plans will be different this year due to COVID-19. Ask friends or relatives outside your area if you would be able to stay with them, should the need arise. If you do need to evacuate and plan to stay with friends or relatives, ask first if they have symptoms of COVID-19 or have people in their home at higher risk for serious illness. If that is the case, make other arrangements. Check with hotels, motels and campgrounds to learn if they are open.

• Also get set by learning about your community’s response plan for each disaster and determine if these plans have been adapted because of COVID-19.

• Be Ready to GO!: When wildfire strikes, go early for your safety. Take the evacuation steps necessary to give your family and home the best chance of surviving a wildfire.

FACILITIES

Fire Station 205 is nearing completion and a ribbon cutting ceremony is scheduled to be held in October. Firefighters have been living on-site and responding from a temporary trailer since April of this year but we they are excited to move into their new home. COVID-19 guidance and safety

14 concerns restrict a formal event; however, a virtual walkthrough will be forthcoming on social media and the Rialto Network.

TRAINING

During September, the department members completed 1826 total hours of training. This includes EMS and Suppression personnel.

FLEET

Rialto Firefighters placed a new ladder truck into service this September. This tractor-drawn aerial apparatus will support the growing needs of Rialto’s citizens, businesses, and visitors. This replacement will greatly enhance our response reliability, as well as performance and capabilities to provide better access to challenging locations within the City of Rialto. Thousands of hours of training were completed by fire department personnel over the past year in planning for the arrival of this new truck.

RPD Virtual Neighborhood Watch

Nextdoor is free for residents! Each neighborhood creates its own private Nextdoor website, accessible only to residents of that neighborhood. Rialto residents can use Nextdoor share information about neighborhood watch issues, local events, and local activities.

Nextdoor was specifically designed to make neighbors feel comfortable sharing information with one another in order to help build stronger communities. Neighborhoods establish and self-manage their own Nextdoor website. Information shared on each Nextdoor site is only visible to members who live in the neighborhood and who have verified their address.

October is Breast Cancer Awareness Month

During the October, Rialto police employees will change shoulder patches from our traditional look to a black and pink patch. The Pink Patch Project is an innovative public awareness campaign designed to bring attention to the fight against breast cancer and to support cancer research organizations in combating this devastating disease. It is a collaborative effort between the Muliple County Police Chiefs' Association in our region and public safety agencies throughout the country and beyond. Originating in Southern California, it has quickly become an international initiative.

City of Hope is a founding beneficiary of the Pink Patch Project in conjunction with the Irwindale Police Department. The Rialto PD is one of many national leaders supporting efforts to use genetic screening to empower women to take their health into their own hands.material and 9-1-1 education visit www.know911.org.

October is National Domestic Violence Awareness Month

In 1981, the National Coalition against Domestic Violence established a “Day of Unity” to connect battered women’s advocates nationwide. Domestic violence affects millions of people, both women and men of every race, religion, culture and status. Domestic violence is NOT just punches, bruises, black eyes, injuries, or hospitalization, but also results in death to victims. It includes yelling, humiliation, stalking, manipulation, coercion, threats and isolation. It is stealing a paycheck, keeping tabs online, non-stop texting, constant use of the silent treatment, or calling someone derogatory or hurtful names.

Every 9 seconds, a woman in the U.S. is beaten or assaulted by a current or ex-significant other. 1 in 4 men are victims of some form of physical violence by an intimate partner. Nearly 3 out of 4 Americans personally know someone who is or has been a victim of domestic violence. With the current state of our living arrangements due to COVID-19, domestic violence is on the rise in our community. Officer Vera was raised in Montebello, and in the neighboring City of Monterey Park. In high school he played baseball and soccer. Officer Vera attended Pasadena City College for 2 years before joining the United States Air Force. Officer Vera honorably served 4 years of active duty in the Air Force as a Fuels Technician and is actively serving in the Air Force Reserves. Officer Vera considers working for the City of Rialto a privilege and a tremendous achievement because he has always aspired to be a police officer. He is excited to work in our community and is dedicated to serving. Officer Vera is happily married, has 2 children and credits all his success to his family.

Officer Matthews was born in Upland, attended schools in Rancho Cucamonga and is family oriented. Officer Matthews attended Mt. San Antonio Community College where he ran cross country and earned All- American honors. Officer Matthews transferred to East Central university in Oklahoma on a scholarship where he earned numerous athletic honors and graduated with a bachelor’s degree in Criminal Justice. Before the academy, Officer Matthews was Rialto Police Parking Enforcement Officer. Officer Matthews was the Guidon for Class #219. Officer Matthews enjoys going to the gym and continues to run in his free time. Officer Matthews hopes to compete an represent the Rialto police Department at the Baker 2 Vegas Challenge Cup Rely, along with serving the community.

Officer Williams was born in Los Angles and later moved to Mississippi when he was 6-years old. Throughout adolescence until he left for college, Officer Williams spend time between California and Mississippi. Officer Williams’ Mother and grandmother split time raising him. Officer Williams has 2 siblings and 2 children. Officer Williams attended Charter Oak High School in Covina, and Bay High School in Bay, St. Louis, MS, where he excelled in basketball and football. Officer William received a full athletic scholarship to play football at Arizona State University where he played from 2005-2010. Officer Williams graduated from ASU with a bachelor’s degree in Liberal Studies. Officer Williams previously worked as a Personal Banker and Community Specialist at Wells Fargo Bank.

Officer Magallanes was raised in Fontana, where she excelled in track and field, cross country, and soccer. Officer Magallanes attended Chaffey Community College receiving an associate degree in Administration of Justice., Social and Behavioral Science, Mathematics and Science. Officer Magallanes graduated from California State university of San Bernardino with a bachelor’s degree in Psychology. Officer Magallanes looks forward to continuing her formal education soon. Office Magallanes was a Rialto Police Explorer, Cadet, Parking Enforcement Officer, a mentor in the PRIDE Platoon Program before joining the academy. Officer Magallanes’

19 drive has always been to be a police officer and has never envisioned herself doing anything else. She is excited to part of the Rialto Police Department and cannot wait to serve and protect the community.

Dispatcher Mary Aguilera was born in San Diego raised in Wichita, Kansas. Mary ultimately moved to Temecula where she graduated from high school. Mary has enjoyed work as a banker, and administrator for her church. Mary is married and has 2 daughters. In her free time, she enjoys going to the beach and has traveled to Asia, Europe and Mexico. Mary loves Disneyland and cannot wait for the park to reopen. Mary considers herself a “Disney person.” Mary looks forward to serving the Rialto community.

Dispatcher Emerald Patino grew up in Beaumont and in high school was a triathlete, excelling in wrestling, tennis and track and field. Emerald attended Crafton Hills College where she is majoring in Sociology and is scheduled to graduate with her associate degree in 2021. Emerald’s long-term goal is to continue here formal education and obtain a bachelor’s degree at California State University, San Bernardino. Since a young age, Emerald aspired to be in law enforcement because many of her family members are in the profession. Her mother is her biggest inspiration and is currently an emergency dispatcher for a police department. Emerald has participated in several “sit-alongs,” and was inspired to become a dispatcher. Emerald discovered her passion for wanting to help people in the same way and manner as her mother has and looks forward to serving the Rialto community.

Property and Evidence Technician Diana Huerta grew up in El Monte. After graduating high school, she attended Citrus College earning an Associate’s degree in Administration of Justice. Diana has worked for the Baldwin Park Police Department for 17 years. After spending 2 years as a Records Clerk, she became a primary Evidence Technician for the past 15 years. In her free time, Diana loves running in marathons, traveling, reading, and spending time with family and rids. Dina looks forward to meeting and working with everyone in the department and community. Diana is excited to be a member of the Rialto Police Department and hopes to build from her 17 years of experience and contribute to the agency’s growth.

Cadet Destiny Razo was rasided in the cities of Bloomington and Rialto. Destiny is the oldest of 5 siblings and graduated from Rialto High School in 2017. Destiny played softball and was class president in the law enforcement program. Destiny completed a Public Safety Internship Academy where she received 224 hours of basic law enforcement training, graduation as Affirmative Officer of her class. Destiny is currently attending La Sierra University, is maintaining an exceptional GPA, and has made the Dean’s list every quarter. In her free time, Destiny toots for the Dodgers and enjoys attending concerts. Destiny is excited for her new opportunity and to be part of the Rialto PD and community.

Sherman Block Supervisory Leadership Institute Graduate

Congratulations to Sergeant Robert Morales, who is assigned to the Personnel and Training Bureau. Sergeant Morales successfully completed the Sherman Block Supervisory Leadership Institute (SBSLI). The program is designed to stimulate personal growth, leadership, and ethical decision-making in California law enforcement front-line supervisors. Designed and implemented in 1988 through the efforts of California law enforcement professionals and top educators and trainers, the SBSLI is an intense program based on experiential learning techniques. Students are challenged to learn new ways to resolve issues through group and individual work. The curriculum takes students through an analysis of management (planning, organizing, directing, etc.) and leadership (inspiring, challenging, developing, etc.) and how each discipline compliments the other. The course progresses from self-evaluation, to interpersonal evaluation, to organizational relationships.

Public Works is an essential function; therefore, the Public Works Department was operational during the COVID19 Pandemic. We have rearranged our public areas to ensure that social distancing is adhered to. In addition, we can still be contacted by phone or email for any services. The Maintenance Division continues to conduct necessary work in the City while maintaining social distancing guidelines. The Engineering Division continues to process permits, manage construction and capital improvement projects via email, telephone, video conferencing or by appointment. Because we are now open to the public, permit payments can be paid in-person, via email for credit card transactions and/or by mail.

Windy Day Trash Tip Information On extremely windy days it can be difficult to keep your trash barrels upright and at the curb on collection days. Burrtec Waste suggests that you follow these three (3) simple steps listed below in order to keep your trash out of your neighbor’s yard or strewn throughout streets and neighborhoods. This will also ensure that trash is collected.

1. On EXTREMELY WINDY DAYS do not place your barrels at the curb. 2. If you are planning to place your barrels at the curb, bag and tie trash and/or recyclables prior to placing your barrel(s) at the curb to allow for easier clean-up. 3. If during the following week you have extra trash due to the windy conditions, place any extra trash in plastic bags. 4. On your regular trash day, the driver will collect barrels and any bags placed at the curb.

Green Waste Collection Information Burrtec Waste Industries provides unlimited green waste collection. All material must be placed in your green waste barrel, an old trash can or clear plastic bags. Tree trimmings and branches should be placed at the curbside in tied bundles no larger than 4ft in length, 2ft in diameter and less than 65 lbs. Rialto Responds: COVID-19 Update

County on Tier

The City of Rialto and County of San Bernardino remain in the highest COVID-19 tier, widespread which is color coded purple, under the State’s Blueprint to Reopening. In order to open additional sectors or relax COVID-19 restrictions the County will need to have new case rates and positivity rates both in the next lower tier substantial color-coded red for at least 14 consecutive days.

Facility Status

All City of Rialto Departments are open for business with expanded hours of 7:00 a.m. to 6:00 p.m. Monday through Friday. Masks are required in all City facilities and social distancing practices are in place. Departments remain available by phone, email and other virtual means to meet the needs of residents and customers in other than in person ways. Community Services facilities, including the Fitness & Aquatic Center, Senior Center and Playhouse remain closed to the public under State reopening guidelines.

As of Monday October 5, 2020, City Parks will reopen with COVID-19 restrictions including requirements for masks, social distancing, and time limitations.

COVID-19 Testing

COVID-19 testing is one of the keys to demonstrate that Rialto and all of San Bernardino County are keeping caseloads and positivity rates down. According to County Public Health Director

Corwin Porter, “when we see a spike of cases and related hospitalizations, it almost always comes from a social gathering and from individuals who did not show any symptoms.”

To get ahead of any spikes, County residents need to take it upon themselves to get a free, easy and painless test at any of the more than 30 testing sites throughout the County including the testing site here in Rialto.
