European Parliament 2014-2019 Delegation to the Euronest Parliamentary Assembly STATEMENT BY THE CHAIR OF THE DELEGATION, MEP Rebecca HARMS on the pardoning of prisoners in Azerbaijan on the occasion of the Novruz Holiday Brussels, 20 March - “On 16 March, to mark the Novruz Holiday, President of Azerbaijan Ilham Aliyev signed a decree pardoning a total of 431 people convicted of crimes in the country - some of them considered to be political prisoners by human rights organisations. After the recent dropping of criminal charges against anti-corruption blogger Mehman Huseynov and his release from prison, this constitutes yet another positive step. That being said, more political prisoners, among them Afgan Mukhtarli, Seymur Hazi, Araz Guliyev, Ilgiz Qahramanov and Afgan Sadygov remain behind bars. As the EU and Azerbaijan are currently negotiating on an ambitious Comprehensive Agreement that would allow for the further deepening of our relations, we like to see the recent presidential pardon as a precursor to further progress in the right direction. We call on the Azerbaijani to authorities to immediately and unconditionally release all imprisoned political activists, journalists, human rights defenders and other civil society representatives, and to fully restore their political and civil rights, in line with the European Parliament’s recommendation of 4 July 2018 on the negotiations on the EU-Azerbaijan Comprehensive Agreement, its recommendation of 15 November 2017 on the Eastern Partnership and its resolution of 15 June 2017 on the case of journalist Afgan Mukhtarli.
