Shri Dushyant Singh. … (Interruptions) SHRI DUSHYANT SINGH (JHALAWAR-BARAN): Madam Speaker, tourism contributes about seven per cent to the GDP and is a big contributor to overall employment, around 12 per cent, in the country. … (Interruptions) It also contributes significantly to the foreign exchange earnings of the country. Hence, there is a need that we consider tourism as a full-fledged industry. So, my question is whether the Government is considering to introduce a national policy for Special Tourism Zones on the lines of the Special Economic Zones as has already been done in a few States of India, like Madhya Pradesh and Kerala and also in our neighbouring country, Sri Lanka. What kinds of incentives are being planned by the Government for these Special Tourism Zones? SHRIMATI NIRMALA SITHARAMAN: Madam, whilst I understand the importance of the question raised by the hon. Member, the Question that has been asked here refers to the existing Special Economic Zones. As a result, I think, it is a bit away from the main Question. Whilst I will be quite happy to answer that, but today may not be the occasion. 12 PROF. SAUGATA ROY (DUM DUM): Madam, setting up of Special Economic Zone, started with the law coming in force in 2005, requires huge tracts of land which have to be acquired from farmers. Some States, like West Bengal, have taken a policy not to allow Special Economic Zones in their territories. I would like to know from the hon. Minister that in view of the fact that land is scarce in the country and not available in large tranches, whether the Government plans to do away with the Special Economic Zones and whether the benefits from the Special Economic Zones outweigh the problems faced in acquisition of land from the farmers. SHRIMATI NIRMALA SITHARAMAN: Madam Speaker, lands acquired under the SEZs are acquired by the State Governments. In 2007, it was made plain that no fertile lands can be acquired and no compulsory acquisition of lands for the SEZs can happen. Wherever they have been acquired, they acquired barren or infertile lands and, if for reasons of contiguity, one crop lands may be bought or acquired, Comment: Contd by b1 but to a very limited extent. Comment: Minister cd.. (b1/1105/ak-bks) As a result, this issue of lands being acquired compulsorily is just not a question. It does not arise at all. But, however, land being a State subject, it is for the State Governments to take a position on it. The Centre does not allot lands at all. bÉì. George The fact that sun is the ultimate power house had dawned up on human mind long ago, however availing its abundant energy to solve the ever growing power woes remained a technical challenge. Modern world saw the emergence of photovoltaic cell technology as an opportunity in this direction, but its commercial success remained elusive. The PV cell technology based solar power proved to be costly in its generation, its support systems and its maintenance. The litmus test for its universal acceptance was finally the cost of electricity generated from it in comparison with the energy generated from conventional sources like coal, hydropower, or petroleum. The fact remained that the solar power cost at consumer end was 3 to 4 times the cost of power from other sources, and that proved to be a stumbling block in its wide acceptance. Governments across the globe have been offering tremendous financial support for initiatives in solar energy, hoping it would induce much more efforts in this area finally unleashing a technological revolution to make it competitive in all respects. Germany and the rest of the western world have been leading such efforts and all were looking up to them for a solution, but a small entity from God’s own country has stolen their thunder by becoming the first Airport in the globe to meet all its energy needs from solar energy. It may have surprised the whole world, but not those who have closely followed the genesis and growth of CIAL, the first International Airport in India to form on a Public Private Partnership (PPP) model.

Chand Secretarial Assistance Sudesh Bala FOREWORD An efficient and reliable transport system is an absolute necessity for the Indian economy’s rapid growth. Without that, both the goods and service sectors suffer in their domestic and global competitiveness. Indian policymakers have woken up to this fact. As the economy aspires to near double-digit growth rates over the next decade, and to recover from the current slide in the growth rate, huge investments are required in roads, railways, ports, and aviation. While the public sector can continue to play a role in building and maintaining transport infrastructure, policymakers have recognised the financial and managerial need for a much bigger role for the private sector and for public–private partnerships (PPP) if India is to have the transport infrastructure it so badly needs. India’s transport intensity—the share of transport services in total production costs--- is the highest among a group of eleven developed and developing countries. It is 11 per cent higher than in South Africa, 14 per cent higher than in China, and 38 per cent higher than in Brazil. These differences suggest that the Indian economy is far less efficient in its use of transport services than its BRICS comparators. The primary objective of this NCAER study commissioned by the National Transport Development Policy Committee was to comprehensively document and analyse the role of taxes and user charges in the Indian transport sector.
