Buenos Aires, July 28- 30, 2010 Abstract This paper proposes to look back at the evolution of the so called Inter-American System since its first manifestations in the first half of the 19th century in order to shed some light on current developments. Some explanations that may have led to the current atmosphere of deterioration of this system are proposed. Additionally, it intends to assess what this deterioration means and what practical consequences it may bring. The conclusion is that the recent events are in fact symptom of a broader historical phenomenon of increasingly decline of the Inter-American System and if the present posture is maintained this decline tends to get steeper overtime. -
A Study of Chlamydia Trachomatis: Sexual Risk Behaviour, Infection and Prevention in the Australian Defence Force
A study of Chlamydia trachomatis: sexual risk behaviour, infection and prevention in the Australian Defence Force Stephen Mark Lambert Diploma of Teaching; Bachelor of Education; Masters in Public Health A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2014 School of Medicine I Abstract There is limited research in Australia focusing on C. trachomatis infection at a population level utilising systematic non-random recruitment methodologies. In addition, little is known in the Australian Defence Force (ADF) about the prevalence of C. trachomatis and of risk behaviours that may impact on sexual health. This study utilised an existing process in the ADF, the Annual Health Assessment, to source new information about C. trachomatis infection and about sexual risk and behaviour. The outcomes of this research may assist the ADF to maintain the health of personnel and consequently a high degree of operational preparedness, and may contribute to the understanding of C. trachomatis prevalence in Australia and across the world. The aims of this study were to determine the prevalence of C. trachomatis infection and to identify potential high risk populations in the ADF with a view to discussing secondary prevention interventions for the control of C. trachomatis infection within the ADF. Seven hundred and thirty-three ADF personnel were recruited into the study over a 24 month period. Participants were asked to complete an 8 page comprehensive survey about sexual behaviour and to provide a urine sample to be tested for C. trachomatis. Ethics approval was received from both the Australian Defence Human Research Ethics Committee and the University of Queensland Medical Research Ethics Committee. -

Public Release of Foreign Security Forces Units Ineligible for Foreign Assistance Act of 1961 and Arms Export Control Act Assistance Pursuant to the State Leahy Law CY 2017 Section 620M of the Foreign Assistance Act of 1961 (also referred to as the “State Leahy law”) states, in pertinent part: (a) IN GENERAL. – No assistance shall be furnished under this Act or the Arms Export Control Act to any unit of the security forces of a foreign country if the Secretary of State has credible information that such unit has committed a gross violation of human rights. *** (d) The Secretary of State shall establish, and periodically update, procedures to— (7) make publicly available, to the maximum extent practicable, the identity of those units for which no assistance shall be furnished pursuant to subsection (a). Consistent with this provision, the list below identifies (in alphabetical order, by country) foreign government security forces units that were proposed for applicable assistance in calendar year 2017 but were denied such assistance pursuant to the State Leahy law based on credible information that the unit committed a gross violation of human rights. A unit’s absence from this list does not mean the unit received security assistance from the United States. A listed unit may receive assistance in the future if new, exculpatory information is discovered. In addition, depending on the steps taken by the foreign government to bring the responsible members of the unit to justice, assistance to a unit may resume if the Secretary of State determines and reports to Congress that the government is taking effective steps to bring the responsible members of the unit to justice, in accordance with the State Leahy law. -

Following the March 2013 death of populist President Hugo Chávez, acting President Nicolás Maduro of the United Socialist Party of Venezuela (PSUV) narrowly defeated Henrique Capriles of the opposition Democratic Unity Roundtable (MUD) to be elected to a six-year term in April 2013. President Maduro now has less than 20% public approval, and fissures have emerged within the PSUV about the means that he has used to maintain power, including an aborted attempt to have the Supreme Court dissolve the MUD-dominated legislature. Since March 2017, large-scale protests have called for President Maduro to release political prisoners, respect the separation of powers, and establish an electoral calendar. Instead, Maduro has scheduled July 30, 2017, elections to select delegates to a constituent assembly to rewrite the constitution (the opposition is boycotting). Security forces have repressed protesters, with some 70 dead and thousands injured and jailed. Venezuela also faces crippling economic and social challenges. An economic crisis, triggered by mismanagement and low oil prices, is worsening. In 2016, the economy contracted by 18% and inflation averaged 254% according to the International Monetary Fund. Shortages of food and medicine have caused a humanitarian crisis. The Maduro government is struggling to raise the cash needed to make its debt payments and pay for imports. Some economists maintain that Venezuela is at risk of default in 2017. -

Concept Note Science Diplomacy and the Prevention of Conflict in The
CENTRE FOR STRATEGIC STUDIES, Concept Note Science DiplomacyPOLICY ANA and the PreventionLYSIS of AND Conflict in the Belize RESEARCH Guatemala Territorial Dispute The application of science diplomacy, defined as the harnessing of science and technology for the advancement of international relations, is posited as a relevant tool for conflict prevention in what for now may be considered a ‘managed’/non belligerent territorial dispute that exists between Belize and the Republic of Guatemala. In this context there is ample potential for the mitigation of border area tension through encouragement of interconnected multi track approaches at the official/diplomatic level (Track 1), non official (Track II), e.g. trans boundary collaboration between non government organizations, and between communities in mutually beneficial activities (Track III). Since 2000, border area relations between Belize and Guatemala have been subject to an OAS-brokered regime in the form of three successive agreements on confidence building measures (CBMs) to reduce tension and mitigate the potential for conflict. An agreed kilometer wide Adjacency Zone on the east and west side of the Belize/Guatemala border has been maintained to accomplish this. Guatemala maintains a territorial claim to half of Belize’s territory; a dispute inherited by Belize on attaining independence from the United Kingdom in 1981. The Parties are now engaged in preparation for simultaneous national referenda to determine whether to refer the matter for adjudication by the International Court of Justice. In September 2010 the Guatemalan Congress approved that the Government could proceed to hold the referendum there. The Government indicated to the Belize side that agreement on an early date for this was not foreseeable.
