This paper analyses the legislative politics and politics of office distribution in Nigeria focusing on how elite struggles for power and influence shape the internal conflicts and implementation of zoning principles in the National Assembly. Legislatures evolve and develop internally in reaction to broader political environment. Zoning and rotation principle are part of a democratic culture used to address the problems inherent in a plural society of underdeveloped states. The zoning principle is structured to deliberately ensure some degree of diversity. This is indispensable to the maintenance of the Nigerian State due to its diversity in ethnicity, religion, language, education, etc. This article analyses the conflicts arising from an attempt to change the zoning principle and office distribution imbedded in the federal character principle in Nigeria. It focuses on how elite struggle for power and money shape the conception, implementation, and continuity of zoning of offices and positions in order to maintain ethnic balancing. The article adopts a methodology involving qualitative research based on a review of published literature.

The paper adopted content analysis research design approach, reviewing journals and articles related to this work. The study reveals that budget padding had been an entrenched process in finance and budgeting process in Nigeria through the years, however got to disturbing rate in 2016 as N100 billion was illegally padded in 2016 based on facts available from reviewed articles, inflating the budget to N6.06 trillion. The paper recommends that the executive arm of government should adopt yearly publications of the appropriation bills pre and post Legislative appropriation process and Presidential assent. N Abstract: This research focused on " Effect of Budget Padding on Nigeria’s Economy: The case of 2016/2017 Budget”. The purposes of the Study were to evaluate impacts of increased estimates of projects on Nigeria's economy, examine the moral implication of budget padding on Nigeria's economy and to find out the socio- economic and political implications of budget padding. The study adopted Social Role Theory of Unethical Leadership propounded by James McGregor Burns in 1978. Secondary sources of data were used to obtain information for the study and content analytical method was used. Findings of the study showed that increased estimates of projects negatively affect Nigeria's economy, there are socio-economic and political implications of budget padding and budget padding has moral implication on Nigeria's economy. The study recommends that in line with the anti-corruption stand of the Nigerian current administration, all abuse of powers and privileges by public and elected officials should attract appropriate punitive measures, the executive should adopt a yearly publication of the appropriation bills before sending it to the legislative arms, the Presidency should engage a reputable consulting firm to guide and audit the appropriation bill process to ensure credibility of the budget.
