The site is currently occupied by a Wickes hardware store along with office space, public toilets and parking. The site is located in the Coney Hall local centre and associated amenities, and has a number of bus services running directly past the site. The proposed development will comprise demolition of existing warehouse and late additions to retail/office building , retention and alteration to front façade and internal stair and erection of part 4 part 5 storey mixed use development with basement, ground floor comprising of two retail units (Use Class E) and community unit (Use Class E/F) and 61 residential units at upper floors, associated car parking, public realm, re-provision of public toilets and associated works. Strategic and local contextual plans of the site location are shown respectively in Figure 1-1 and Figure 1-2. Figure 1-1 Strategic Context Plan 38-40 CROYDON ROAD, WEST WICKHAM CONFIDENTIAL | WSP Project No.: 70072031 | Our Ref No.: 70072031 December 2020 Threadneedle Pensions Ltd Page 7 of 68 Figure 1-2 Local Context Plan The site is bounded to the west by Croydon Road1 and residential properties, to the north by A232 Croydon Road, to the east by Kingsway and to the south by residential properties and a Thames Water balancing pond. The A232 Croydon Road is part of the TfL road network (TLRN). Croydon Road to the west, is a residential street whilst a combination the A232 Croydon Road and Kingsway present a frontage mix of residential and commercial properties. The existing site layout includes car parking for approximately thirty cars, a two-way vehicular access from Kingsway, and an egress only onto Croydon Road. Adjacent to number 4 Kingway there is a second vehicular crossover which is currently unused. 1.2 PLANNING BACKGROUND There have been no previous recent planning applications of note for this site. 1 ‘Croydon Road’ is used to refer to the section of road with this name running west from the junction with the A232. From this point east, the A232 is also named Croydon Road; this section is referred to as ‘A232 Croydon Road’ in this document. 38-40 CROYDON ROAD, WEST WICKHAM CONFIDENTIAL | WSP Project No.: 70072031 | Our Ref No.: 70072031 December 2020 Threadneedle Pensions Ltd Page 8 of 68 1.3 PROPOSALS SUMMARY The proposed development will provide 61 dwellings, together with retail and community uses, car and cycle parking and associated public realm improvements. Development quantum by land use are outlined in Table 1-1. In line with this strategy, car parking will be provided at a ratio of 0.67 spaces per dwelling which is deemed suitable for the location and type of development. Cycle parking facilities will be provided in line with the Intend to Publish (ItP) London Plan standards Policy T5 and the London Cycling Design Standards respectively. 1.4 REPORT PURPOSE This Transport Assessment (TA) considers the accessibility of the site in the context of the surrounding transport infrastructure including a review of future occupiers and visitors trips made by all relevant transport modes. The TA examines the forecast generation of trips and assesses the impact of the development proposals on the surrounding transport infrastructure, and also highlighitng the sustainable transport strategy for the scheme. This TA also includes a section setting out the Delivery and Servicing Plan (DSP) for the proposed development. The following management documents should also be read in conjunction with this TA: ¡ Travel Plan ¡ Outline Construction Logistics Plan (CLP) 1.5 APPLICABLE PLANNING FRAMEWORK The proposed scheme has been developed with full consideration of the National, Regional and Local planning framework and legislative guidance. This report will demonstrate how the development proposals comply with the following: ¡ National Planning Policy Framework (MHCLG, 2019) ¡ National Planning Practice Guidance (MHCLG, 2014) ¡ The Mayor’s Transport Strategy (GLA, 2018) 38-40 CROYDON ROAD, WEST WICKHAM CONFIDENTIAL | WSP Project No.: 70072031 | Our Ref No.: 70072031 December 2020 Threadneedle Pensions Ltd Page 9 of 68 ¡ Inted to Publish Draft London Plan (GLA, 2019) ¡ Healthy Streets for London (GLA, 2018) ¡ Vision Zero for London (GLA, 2018) ¡ The Bromley Local Plan (LBB, 2019) Key transport policy and guidance has been reviewed to provide a planning context for the assessment of the proposed development at a national, regional and local scale. 1.6 NATIONAL POLICY NATIONAL PLANNING POLICY FRAMEWORK (FEBRUARY 2019) The National Planning Policy Framework, (NPPF) sets out the Government’s planning policies for England and how these should be applied. It provides a framework within which locally-prepared plans for housing and other development can be produced and it contains a guideline of sustainability principles that development should achieve. The TA paragraphs, promoting Sustainable Transport, outline the requirements of development applications in relation to transport. In assessing developments consideration should be given on whether: ¡ appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location; ¡ safe and suitable access to the site can be achieved for all users; and ¡ any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.
