CLUB MEDIA RESPONSIBILITIES

AFL GOLDFIELDS Clubs are requested to co-operate with all members of the media, who provide a valuable service in covering any AFL GOLDFIELDS news and stories. In particular, AFL GOLDFIELDS clubs are requested to provide any interesting news and stories (e.g. milestones, human interest, etc.) to the Media, Marketing & Events Manager and/or media outlets who will try to ensure appropriate coverage.

AFL GOLDFIELDS clubs will have the following responsibilities regarding media and results coverage.

1. Submission of Selected Sides a. Women’s: Each club must submit their selected sides in the Women’s grade into the system prior to 12:00pm on the Friday preceding a round of matches. Players must be named in their corresponding position and must also have their allocated number entered into the system.

Clubs will be allowed to name no more than a squad of up to 24 players. The system will generate an automatic email that will be distributed to all media contacts for their use as they see fit. The above still applies to clubs competing on a Sunday.

b. Youth and Junior Girls: Each club must submit their completed team lists into the system any time prior to the commencement of their game with enough time to print out and use as the club’s official team sheet for match days.

All grades must print off copies of their team sheet from the system. Team sheets which represent a 100% accurate account of the players who take the field on a weekly basis.

Late changes may be recorded by hand on the official match day team sheet however these changes must be submitted on the system immediately following each game in time for submission of results deadline.

2. Submission of Final Results All clubs will be responsible for the submission of final results immediately following the completion of each game. It will be the responsibility of the HOME club to enter the final scores of each game however each club is responsible for entering their own best players and goal kickers for every match.

The deadline for submission of all results for each match day is 6pm. Night games will require results to be submitted online by 11:00pm. All final scores, best players and goal kickers must be submitted by this time, clubs failing to meet this deadline shall incur a $50.00 for the first offence.

A reoccurrence of the above offence will see fines applied as per the discretion of the AFL GOLDFIELDS Executive. There is no longer a need for clubs to ring through scores to the league as this service will be provided by each club.

CLUB OPERATIONS – GAME DAY PREPARATIONS

Monday

• Club Notes - strictly 150 words submitted to the AFL GOLDFIELDS operations manager. • Review team lists from weekend and submit any jumper changes to the AFL GOLDFIELDS operations manager • Submit any upcoming club events or new club sponsor adverts to the AFL GOLDFIELDS operations manager • Send any paperwork that may have been left out of paperwork submission from the weekend to the Operations Manager. • Ensure all Footy Record requirements are met.

Wednesday

• Contact the league regarding any queries ahead of forth coming match - this allows the Operations Manager to resolve any issues before the weekend.

Thursday

• Confirm player numbers with opposition club for forth coming matches. • Clean umpire changerooms and ensure all paperwork (umpire signatory book) is prepared in the changeroom.

Friday

• Check and print online footy records • Prepare all match day paperwork ready for the weekend - ensure cards, envelopes, score sheets etc. are ready and pens are available for team managers, timekeepers and umpires. • Submit selected women’s football squads of 24 players online by 12pm.

Sunday

• Refer to next pages for further details • Double check office, changerooms and umpire rooms for any paperwork that was not submitted • Review team sheets to ensure all details are correct and advise the league if there are discrepancies in submitted results and actual results • Inform any players who were reported that they may be requested to appear at the tribunal on Tuesday night • Contact the league by phone regarding any major concerns or email the league regarding any minor concerns.

CLUB OPERATIONS – GAME DAY ROLES

GROUND MANAGER The role of the Ground Manager consists of but is not limited to: • Ensure the umpires change room has the necessary paperwork. • Ensure both teams have supplied correct and timely team sheets to the umpires prior to the match. • Ensure goal umpires and time keepers have correct cards to score and record time with. • Notify teams of time allocation for quarter time, half time and three quarter time breaks. • Ensure all relevant paperwork is collated at the completion of each match and passed onto the person responsible for results entry / submission. • Ensure all football and netball paperwork submitted is correct and accurate

RESULTS ENTRY / SUBMISSION The role of the results entry / submission person is to • Ensure that all required results and paperwork is communicated with the league results officer by the deadlines provided. • Collate all match day paperwork. • Ensure official umpires travelling to Ballarat are given the completed match day paperwork envelope. 6 AFL GOLDFIELDS FEMALE FOOTBALL

CLUB OPERATIONS – RESULTS SUBMISSION

TEAM SHEETS All players must be registered to the club they are playing for before taking the field. Permit players must have completed the specific permit form and have it signed off by the league prior to taking the field.

Any player who is not available to upload on the online team sheet must not play unless an accompanying and complete registration form is submitted in the match day paperwork and or faxed to 5333 3408.

RESULTS SUBMISSION Online: Home clubs are responsible for entering all football results online for both clubs and must be completed by 6.00pm.

It is the responsibility of the home club to ensure that both clubs have their results submitted to the league by this deadline.

PAPERWORK SUBMISSION The following items must be included in the white A4 envelope upon completion of the day’s play: 1. Football Ground Checklist Signed by both clubs (if not available online) 2. Any report sheets made and completed by the Umpire(s) 3. Umpire Signatory Sheet Completed by all umpires for the day 4. Match Report Sheet Completed by umpires 5. 2 x completed team sheets for each match of football 6. 2 x Goal umpire cards for each match of football 7. 1 x Time keepers card for each match of football 8. 1 x Football vote card in envelope supplied per game of football 9. Each grade of football has a specific manila envelope to breakdown the contents of the match day paperwork into specific sections.

If you have Ballarat based umpires, hand them the match day envelope for return to Saxon House. If umpires are not Ballarat based, post the envelope on the Monday immediately after the game by express post

In the event that the umpire(s) or a senior club representative are unable to take the paperwork with them to Saxon House/Arnolds Creek the following steps need to be taken: 1. Fax any reports sheets to 5333 3408 Immediately after the game 2. Enclose any report sheets that were faxed and seal the envelope.

USING THE TIMEKEEPER / GOAL UMPIRE CARDS Goal umpires and time keepers are provided the same card for use to record the scores for the game.

Time keepers are to record and complete the cards with all appropriate details of the match they are officiating. This includes both the timing of the game and recording of scores.

The timekeepers record of the score is used where there may be a discrepancy between goal umpire cards.

AFL GOLDFIELDS BY LAWS

Valid from: February 2017

This manual was prepared by the Female Football Manager of AFL Goldfields. The manual is designed to act as a reference source for all AFL GOLDFIELDS clubs and should be read in conjunction with the current AFL Victoria Country Handbook.

Should any club or club representative have suggestion for improvement of this publication, it would be appreciated if they could be passed on to the Operations Manager of the league, to ensure that the publication is as beneficial as it is intended.

GENERAL BY-LAWS

1. POWERS The League shall, subject to its Statement of Purposes, and to its Rules, comply otherwise with the Laws of Australian Football (released by the AFL) and AFL Victoria Country.

2. MATTERS NOT PROVIDED FOR In the event that any matter arises which is not provided for in the Rules; in these By-Laws; or in the Rules of the Australian Football Foundation, or the AFL Victoria Country rules, the Executive shall have full power and discretion to determine such matter.

3. CHANGE OF VENUE The League Executive shall have the right to review any venue that may be in use by one or more of its affiliated Clubs, and may make any determination on the use of that venue as it sees fit.

4. CLEARANCE & PERMIT CURFEW In accordance with AFL Victoria Country Rules, the League imposes a clearance & permit curfew.

No clearance or permit shall be handled after 5pm on the Friday preceding a round of matches, until 9am on the Monday following a round of matches unless & except where by exceptional circumstances apply and approval is granted by the Regional General Manager or Operations Manager.

5. CODES OF CONDUCT & POLICIES The AFL GOLDFIELDS have adopted various Codes of Conduct and policies as provided by the respective governing bodies for football and netball.

Football Codes of Conduct and Policies are those endorsed by AFL Victoria Country and adopted by the AFL Goldfields, which include: • Junior Coaches, Players, and Parents or spectators of Junior Football • Cyber Senior Coaches, players and spectators • bullying.

Vilification Policies are: • Vilification & Discrimination Policy • Privacy Policy

These Codes of Conduct and policies are to be prominently displayed in all club rooms and change room areas. Clubs are held responsible for the actions of all personnel within their immediate control, i.e. Players, Officials, Members, Supporters, Invited Persons.

Any breach of these codes will be considered most serious and may lead to Investigation and tribunal action.

6. OUTSTANDING DEBT All clubs must ensure any outstanding debt to the League does not exceed 60 days. The following process shall apply to clubs where outstanding debt exceeds 60 days.

6.1. Clubs shall be given written formal notice and provided with seven (7) days to pay all outstanding debt exceeding 60 days.

6.2. Should a club fail to pay the full amount that has exceeded 60 days within the seven (7) day period provided, the Executive shall determine which of the following penalty(ies) shall be applied: 6.2.1.1. Additional financial penalty at the discretion of the Executive 6.2.1.2. Loss of premiership points for the current and/or following season, which may be applied to age groups at the discretion of the Executive 6.2.1.3. Application to the AFL Goldfields Commission to apply for the loss of Community Club Sustainability Program points under the player points system for the current and/or following season

6.3. Clubs who have any debt exceeding 60 days on the 1ST August in each season, and unless approval has been given by the executive, may be deemed ineligible to compete in the Leagues finals series. In addition, the club will not be considered to host any finals matches, or provided with any Catering/Bar/Fundraising rights.

6.4. All clubs must settle all outstanding debts with the League, FootyMart Ballarat, AFL Goldfields and AFL Goldfields Trainers Association prior to the League’s AGM in each year (with the only exception being debts relating to FootyMart Ballarat orders placed after November 1st).

6.5. Clubs who have not paid all debts (excepting FootyMart Ballarat orders as stated) will not be eligible to vote at the Leagues AGM.

Clubs who carry debt into the new year may be subject to the above stated penalties above being applied for the upcoming season.

Clubs may apply to the Executive for special consideration by providing a written submission outlining how the club’s debt has exceeded 60 days and outlining the club’s commitment to a repayment plan to clear in full all debt in a timely manner.

Submissions will only be accepted on club letterhead submitted via email and if the Executive is satisfied that the above criteria is met.

7. FINANCIAL MATTERS 7.1. The League shall be empowered to impose a levy of all Clubs if necessary, for the purpose of carrying on the functions of the League.

7.2. “Refunds of Out of Pocket” expenses payable to League Officials shall be decided at the Annual General Meeting.

7.3. The League Administration shall be reimbursed for any costs throughout the season.

7.4. The AFL GOLDFIELDS shall affiliate with the AFL Goldfields and Netball Victoria on an annual basis, and pay such fees as requested by that body to facilitate the affiliation. 23 AFL GOLDFIELDS FEMALE FOOTBALL

8. AUDITOR The League shall appoint an Auditor for the Financial matters concerning the League, at the AGM of the League, the year prior to requirement.

The Auditor shall have all financial, matters handed to him at such time as to have an Audited statement of the Financial affairs of the League ready for presentation to the AGM of the League in each year.

9. CLUB OFFICIALS, NOTIFICATION OF OFFICE BEARERS & ANNUAL REPORTS The Operations Manager shall circulate each year a Club Information Review Form to be completed and returned by a date nominated by the Executive. The information on the form will be included in the Season Information Booklet and circulated to all other clubs and members of the media.

Clubs must inform the League immediately of any change of personnel after submission of the form or changes of communications details for any individual listed on the form.

All affiliated Clubs must, within fourteen (14) days of the holding of their Annual General Meeting, notify the Operations Manager of the League, in writing, of the names of all office bearers, their address, telephone number(s) and email address.

Clubs must also submit to the League a copy of their audited Annual Report as presented at their Annual General Meeting within fourteen (14) days of the AGM. Failure to provide a copy of a clubs audited Annual Report will see the AFL GOLDFIELDS impose a fine at the Executives Discretion.

10. AFFILIATION: LEAGUE 10.1. Each club affiliated with the League during the previous season shall be deemed to be an affiliated member for the following season upon payment of the affiliation fee for such coming season.

10.2. The AFL GOLDFIELDS Executive will determine the affiliation fee for the coming season as part of the budget process and advise clubs of all fees at the League’s AGM, or as soon as possible thereafter.

10.3. The League may admit and duly affiliate such other clubs as it deems fit, from time to time, provided that said club(s) can comply or are able to comply with the rules of this League and the precepts of the AFL Victoria Country, and that the admission of new club is approved by the members of the AFL GOLDFIELDS as per the rules outlined in the AFL GOLDFIELDS Constitution.

10.4. Any affiliated club neglecting or refusing to pay its affiliation fee, its declared share of any loss that may be incurred, any levy or any fine that may have been imposed by the League may, after one (1) calendar month of request for payment, be liable for expulsion, and held in contempt of the League until such time payment is made.

11. AFFILIATION: AFL GOLDFIELDS 11.1. AFL Goldfields 11.1.1. Clubs shall be notified of the various fees for the following season by the league and shall be instructed as to the payment process of each. 11.1.2. Clubs will be invoiced directly by AFL Victoria for fees that are due to AFL Victoria (which includes player insurance and team registration). 11.1.3. Clubs shall be invoiced by the league for fees that are due to AFL Goldfields

12. NAMING RIGHTS No affiliated Club shall be permitted to enter into an agreement with a Naming Rights sponsor that may bring them into opposition with the League and its sponsors.

Should there be any question, the matter is to be put in writing to the Operations Manager of the League, for decision by the League Executive.

Any action pertaining to this matter must be in hand and approved prior to the start of the season.

13. ACCREDITATION: COACHES All coaches within the League shall be accredited as per AFL Victoria Country Rules.

Such accreditation shall be completed prior to the commencement of the current season, and as per AFL Victoria Country regulations any coach not complying with this ruling may incur a loss of Premiership Points for all games that they remain unaccredited.

14. FIXTURE The League Operations Manager shall be responsible for the production of the fixture for the ensuing year, and a draft of the fixture for the coming season will be issued for club consideration at the League’s AGM.

Clubs shall be given the opportunity to lodge requests for any such fixtures as they so desire prior to the compilation of the draft fixture, with the League doing all it possibly can to include such requests.

15. CHANGE TO FIXTURE The League reserves the right to alter any part of the fixture that will aid the good order of the running of the League.

Venues may need to be changed from time to time when in the opinion of the League a venue is deemed unsuitable for play due to the condition of the Oval, unsuitable “off field” facilities or for any such reason as so deemed by the AFL GOLDFIELDS Delegates.

No such change of venue will occur without the approval of the AFL GOLDFIELDS Delegates.

16. POINTS All matches within the League shall have points allocated as follows: • Win 4 points • Draw 2 points each team, • Bye 4 points, • Forfeiture 4 points

If at the conclusion of the home and away season, two or more clubs are equal on points, the position on the ladder shall be determined by the percentage of the goals and points scored both for and against for such clubs.

17. FORFEITURE Should any club forfeit a match in any grade of football or netball, or forfeit any grade for the entire season, provided such opposing club has a completed team sheet, four premiership points shall be awarded to the opposing club, which also shall have added to its percentage account, the average number of goals and behinds scored in matches against the defaulting club during the season.

18. UNAVAILABLILITY Should a club or clubs be unavailable for play, and in such cases where the AFL GOLDFIELDS determines that an acceptable reason has been provided, and such advice is received prior to the due time for commencement of the Match, the AFL GOLDFIELDS may allow for the game to be played on another date.

Such by-law may not be invoked in the case of a game being called off owing to conditions of the day, however the League may make such determination in regard to replaying such match, or make such award of points, as it deems fit.

19. POSTPONED Notwithstanding the above (in relation to by-law 23 “Unavailability”), no other match may be postponed without consent of the AFL GOLDFIELDS Executive and both clubs.

In cases where, following the ground inspection a decision to postpone a game is made, the AFL GOLDFIELDS Executive may consider the matter and make such decisions as it deems fit and 25 AFL GOLDFIELDS FEMALE FOOTBALL

for the good governance of the League.

20. WALKOVERS Any team that gives two (2) walkovers in succession, or three (3) during the course of a season, may be disqualified for the remainder of the season.

Such disqualification will also result in the registered players of that club being disqualified for the remainder of the season, and be ineligible for a clearance to another AFL Victoria Country registered club.

21. ANY OTHER FIXTURE MATTER In any other matters not catered for, and in instances as it deems for being in the best interests of the League and for the proper governance of the League, the AFL GOLDFIELDS Executive may make such decisions as it deems fit and order for any games to be played on any such day, any time and at any venue as it deems appropriate.

22. GROUND LIGHTING If natural light is deteriorating during a game, clubs or umpire shall have the authority to turn on ground lighting to improve conditions to allow a fixture to continue.

The umpire shall however have the authority to call a game off if they consider the conditions unsafe.

Prior to a venue being considered suitable for night games, Clubs must apply to the League for permission to host a night game, and meet criteria as determined by the League.

23. REPRESENTATIVE FOOTBALL

23.1. Representative Football 23.1.1. All AFL GOLDFIELDS affiliated Clubs will support the representative program for all grades, where the league delegates have approved the leagues participation in representative football for the upcoming season.

23.1.2. All costs for Interleague Matches will be shared equally across the League.

23.1.3. All ancillary services and personnel shall be drawn from the Clubs, other than for the position of Coach.

23.1.4. The AFL GOLDFIELDS Executive shall, in conjunction with the AFL GOLDFIELDS Development Officers, appoint the AFL GOLDFIELDS Interleague Coaching staff at their discretion.

23.1.5. All players in all affiliated Clubs are to make themselves available for selection in any representative game. Any player who does not attend all training session or who makes themselves unavailable for Interleague or representative football & netball shall miss the next round of minor matches that his/her Club is involved in.

23.1.6. In special or extenuating circumstances the League can deem to not invoke the 1 match suspension.

23.1.7. Any Club that does not participate fully or support the AFL GOLDFIELDS in representative Matches or who does not comply with the League request to ensure their players attendance at the required sessions may incur a fine of an amount determined by the League, or the loss of premiership points.

23.1.8. Should a player have a legitimate reason for non-attendance at any session called by the coach, then an acceptable reason should be sent, faxed or e-mailed to the coach or League Operations Manager prior to the session in question. 23.1.9. Should this reason be considered frivolous and not be accepted then a penalty as above may apply. 26 AFL GOLDFIELDS FEMALE FOOTBALL

23.1.10. The League shall supply jumpers, shorts, socks of the appropriate colour for all teams. Football Jumpers shall be returned after the game.

23.1.11. Should any player receive serious injury in any Inter-League match, Players must lodge any insurance claims through their Home Clubs insurance policy.

24. MATCH DAY PAPERWORK All Match Day Paperwork and other operational documentation shall be circulated to all clubs by the Operations Manager of the League Prior to the commencement of the Season.

25. RESTRICTIONS ON PLAYERS AND OFFICIALS BETTING The AFL GOLDFIELDS strictly prohibits AFL GOLDFIELDS registered players and officials from placing bets or wagering in a game or competition where players or officials are engaged.

For the purposes of clarity, AFL GOLDFIELDS players and officials are not permitted to place bets on the AFL GOLDFIELDS premiership. Where players and/or officials do breach this bylaw, they shall face sanction(s) as determined by the Executive of the AFL GOLDFIELDS .

26. AFL GOLDFIELDS MEDIA OFFICER RESPONSIBILITIES The AFL GOLDFIELDS shall appoint suitably qualified and experienced media officer(s) each year

The media officer(s) shall work in conjunction with the AFL Goldfields Media & Marketing officer to promote the AFL GOLDFIELDS through various publications.

The role of the AFL GOLDFIELDS Media Officer(s) shall include: 26.1. Compiling and submitting the AFL GOLDFIELDS Preview to any media outlets who request it. 26.2. Compiling and submitting the AFL GOLDFIELDS Preview to the operations manager for publication in the weekly AFL GOLDFIELDS Footy Record. 26.3. Compiling and submitting the AFL GOLDFIELDS Review to any media outlets who request it for publication every Monday. 26.4. Doing any feature stories as & when appropriate. 26.5. Doing the AFL GOLDFIELDS Review on the radio show when requested. 26.6. Assisting the Football Netball Operations Manager with uploading newsworthy articles and media releases on the AFL GOLDFIELDS website.

27. CLUB MEDIA RESPONSIBILITIES AFL GOLDFIELDS Clubs are requested to co-operate with all members of the Media, who do provide a valuable service in covering any AFL GOLDFIELDS news and stories.

In particular, AFL GOLDFIELDS Clubs are requested to provide any interesting news and stories (e.g. milestones, human interest, etc.) to the Media, Marketing & Events Manager and/or media outlets who will try to ensure appropriate coverage

28. FOOTY RECORD CONTENT 28.1. Each Club must supply notes via email (only) to the operations manager prior to 12noon on the Monday preceding each round. The notes must not be of more than 150 words.

Notes exceeding this amount may have any text after 150 words deleted. Clubs are also required to submit notes whilst they still have teams participating in the finals in any Grade of football.

28.2. All participating Clubs are required to submit separate team lists for all competing teams in each grade of competition across football.

After the first three (3) home and away rounds are played, clubs player/number lists will be expected to be accurate and this will become mandatory after round 4. Players may appear on each list and up to 30 players may be named per list. 27 AFL GOLDFIELDS FEMALE FOOTBALL

28.3. All information required and or requested shall be with the League by the close of business on the Monday prior to the match. A decision on the content, advertising, delivery time and notes included in the programs will be organised with the Clubs and the League on an individual basis.

29. OTHER MEDIA RESPONSIBILITIES Clubs should make coaches and players aware that media representatives may be in the rooms before, during and or after a match. It will be expected of media representatives that he/she not interfere in any way with the operations of the Team, its Coaches or Officials, during the preparation for play.

Clubs should make Coaches, Captains and players available for such events as the AFL GOLDFIELDS Executive determines are necessary for the promotion of Female Football. Such events may include the AFL GOLDFIELDS Season Launch, Finals Media Conference, Grand Final Media Conference, etc.

30. TRAINERS It will be a requirement for all clubs to register at least one (1) trainer with the AFL Goldfields Trainers Association (AFLGTA). Furthermore, at senior level all trainers that take the field must be qualified as per the minimum requirements as set out by AFL Victoria Country

Furthermore, at level each club must have a minimum of one (1) trainer that can take the field who is qualified and registered.

30.1. The requirement for Qualified and Registered Trainers is; 30.1.1. Basic Qualification Required - Level 2 First Aid, 30.1.2. Sports Trainers Certificate

30.2. All Clubs will be required to have one (1) representative from each club at ALL AFLGTA meetings. All clubs will submit a list of their trainers, including accreditation, to the AFLGTA and your league administrator prior to the commencement of each season.

30.3. Clubs shall have accredited trainer in attendance at every match in which all clubs are participating. Clubs (Junior & Senior) are permitted to use up to four (4) trainers in a game:

30.4. Trainers can be spread around the ground but must be positioned against the fence and not on the boundary line when at rest.

30.5. Attire 30.5.1. Trainers are to be attired as per the guidelines as set out by the AFL Goldfields Trainers Association and will be advised to clubs prior to the start of the season.

30.6. Stretchers 30.6.1. Clubs are to ensure that an approved First Aid stretcher is placed at the interchange area in plain sight. Additional stretchers may if available be kept in this area.

31. AWARDS 31.1. Best & Fairest Awards 31.1.1. An award shall be made to the best and fairest player in all grades of competition.

31.1.2. Votes for these awards shall be made in secret by the Central Umpires, or controlling referee or their representative, as the case may be, at the end of each game and handed or sent to the Operations Manager of the League as soon practical after the completion of the match.

31.1.3. At the end of the home and away rounds, the league shall count all votes as cast during that time, and arrive at the conclusion as to whom has attained the greatest total of votes.

31.1.4. No player who has been found guilty of any charge by the Independent Tribunal of the AFL GOLDFIELDS or accepted a set penalty shall be eligible to win a Best and Fairest 28 AFL GOLDFIELDS FEMALE FOOTBALL

award.

31.1.5. In the event of a tie, additional awards will be made available.

31.2. Other awards that may be awarded include: 31.2.1. Goal kicking all grades, 31.2.2. and any other presentation that may be required or approved by the Executive.

31.3. Grand Final Trophies 31.3.1. An award shall be made to the best and fairest player in all grades of competition in football and netball based on their performance in the AFL GOLDFIELDS Grand Finals.

31.3.2. Other awards that are to be awarded at the Grand Final include: 31.3.2.1. Football ▪ Premiership Medallions in all grades of competition, ▪ Premiership Cup for all grades of competition .

31.4. Finals Series Structure At the completion of the home and away rounds a final five shall be drawn to play in a finals series of games for the Premiership of the League.

31.4.1. These games shall be played in the following order • 2 x Qualifying/Elimination finals, • 2 x Semi Finals, • 2 x Preliminary Finals • Grand Final.

31.5. AFL GOLDFIELDS FOOTBALL COMPETITION HEIRACHY 1. Women’s Football 2. Youth Girls Football 3. Junior Girls Football

When reading the Finals Eligibility by-laws, the above hierarchy of competitions, with Women’s Football at the top and Junior Football at the bottom should be taken into consideration when trying to figure out where a player can compete during the finals.

When players qualify to compete in finals they qualify for that competition and any competition that sits above them on the hierarchy (e.g. If a player qualifies in the U/18, that player qualifies for finals in competition 1, but not competition 3).

31.6. PLAYER ELIGIBILITY . 31.6.1. Female Football A player must play in at least three (3) matches for her Club in the home and away season to qualify to play in the final series.

A player selected as an interchange player and whose name is on the list of players exchanged before the commencement of the match and who is on the ground in uniform and ready to play and remains so ready until the conclusion of the match, shall for all purposes be deemed to have played in such match.

A player must play in at least three (3) matches in a grade to be eligible to play in the final series in that grade, except in the following cases: • Where an underage player is selected to play in an open age side • Where a registered junior player is selected to play in a higher age group on the AFL GOLDFIELDS Competition Hierarchy (e.g. under 13 player playing under 18).

This is not to be at the expense of a registered and available player in that age 29 AFL GOLDFIELDS FEMALE FOOTBALL group.

A player shall not be permitted to take part in the finals series of matches unless she has previously played not less than three (3) matches during the home and away season with her club during the current season.

Any player who changes club mid-season shall be deemed a new player for the club, with which she has been granted a permit to play and shall be required to therefore complete no less than three home and away matches with his new club before being eligible to play in the final series of matches.

A registered player, playing three (3) games during the home and away season in any one season in a competition, shall be eligible to play finals in that competition and any competition that sits above it on the competition hierarchy.

A registered player in any AFL GOLDFIELDS Junior Competitions having played MORE THAN 50% games with a higher grade, as listed on the AFL GOLDFIELDS Competition Hierarchy, shall be ineligible to play with the lower grade in the final series of matches, except in the following cases: • If a player participates in more than one game of a H&A match day, the first match played on that day is the only match that counts in terms of finals eligibility. For example, if a player has played in ten (10) U/18 games but during 4 of those rounds, she also played in the U/13, this will only count as six (6) games played in the U/18 side when trying to determine finals eligibility.

• If a player has participated in more than 50% H&A matches in a higher age group on the AFL GOLDFIELDS Competition Hierarchy, that player can be dropped to the lower grade during the currency of the H&A season. When it comes to finals however this player will not be eligible to play finals in the lower grade accept in the situation where the higher side in which the player has competed in more than 50% of games in is still in the finals series, then the player will be allowed to play in the lower grade, except in the scenario as outlined in rule below relating to skipping the semifinal.

However, if the higher side were to be knocked out of the finals, the player in question will no longer be allowed to compete in the lower grade’s finals matches if they are still in the competition.

Essentially, this player’s fate is tied to the higher side and as soon as they are eliminated, so is the player in question.

NOTE: Rule 31.6.1 DOES NOT apply to players moving between age groups, this will only be allowed for players within the same age group. For example, a U/18 player who has played too many games in that age group (more than 50%) cannot come down and play finals with the U/13 if they are both in the finals unless they are qualified in that age group under other finals eligibility criteria.

A player who has played more than one minor round match in a day (e.g. U/13 and U/18) shall only have their first game recorded as a game played when determining finals eligibility. The second game will not count when determining finals eligibility.

A player may only participate in one finals match in the age group the player has qualified for in any round of a finals series. No player is allowed to play in more than one finals match during the same round of finals, the only exceptions to this rule are mentioned in By-Law 41.

Any player having played more than 50% of home and away games in a higher age group and is part of a side that wins the Qualifying Final, skips the Semi Final and progresses to the Preliminary Final, shall be ineligible to compete in the lower age group for the Semi Final even though both age groups are still in the competition.

NOTE: Junior competition 50% eligibility rule does not apply when a player plays a game for a team in the Junior boy’s competition e.g. BFNL. 30 AFL GOLDFIELDS FEMALE FOOTBALL

An U/13 Junior girl can play in the boys competition without the game counting towards their 50% eligibility criteria over the course of the season.

The Greater West Victorian Rebels are not recognised as a player’s home club.

Finals eligibility is calculated using home and away matches only. Finals matches played are not included when determining finals eligibility.

31.6.2. REPLACEMENTS Where a Club is involved in finals matches on a Saturday or Sunday of the same weekend in more than one grade, the following eligibility of player’s requirements shall apply:

A player who has participated for the Senior side on the Saturday shall not be eligible to play with the Youth side on the Sunday.

A player being in the twenty-two (22) for the Youth on Saturday will, save as provided below, be ineligible to play with the Seniors on the Sunday, however a Senior team playing on Sunday will be permitted, where a replacement player is required due to a late withdrawal of a selected senior player, to draw a replacement from the Youth team that has played on the Saturday. For all under age teams the above rule will apply to the Interchange between Grades from Saturday to Sunday.

31.7. SUSPENSIONS Players suspended during the finals will be suspended for the following match(es) in the grade in which they were suspended. Other grade matches won’t be counted as matches served.

31.8. CLUBROOM & COACHES BOX ALLOCATION The AFL GOLDFIELDS will be responsible for the allocation of Change Rooms & Coach’s Box’s.

Generally speaking, the highest placed side will be given the home clubrooms while the other competing side will use the Visitors rooms. The AFL GOLDFIELDS will make all room allocations, but special consideration will be given if a side has more than one (1) team competing.

The Club in the home rooms must use the Home Coaches’ box, unless the AFL GOLDFIELDS has given specific approval to determine otherwise.

31.9. CLUBS TO SUPPLY During the final series, the competing Clubs must supply the following: • 1 x Timekeeper • Clean change rooms • Umpires as outlined in 48.1 • Nominated team manager that the league ground manager can get best players and goal kickers from. (All Clubs must supply regardless of winning or losing) • Trainers, Runner, Water boys • Scoreboard attendant (from Club rostered to conduct Canteen) • Stretchers (All competing clubs to supply)

31.10. AFL GOLDFIELDS TO SUPPLY During the final series, the AFL GOLDFIELDS will supply the following: • Team list and Scorecards • Ground Manager (from Host Club) • Club room allocations (The AFL GOLDFIELDS will nominate rooms that Clubs will be in for the weekend’s matches and send out Monday. No changing of rooms is allowed). • Football Records • Gate Keepers • Report Book • Ground Inspection – AFL GOLDFIELDS will complete Match Day Checklist

• Footballs and pump • Umpires (Central, Boundary & Goal) • Cleaning of Change Rooms

The AFL GOLDFIELDS requires that all Clubs participating in the final series are responsible for the cleaning of the Change Room they have used after they have finished playing.

For example, the U/13 team will clean up after their game, as well as the U/18 team and likewise by the Women’s Club after their game - so the rooms will be cleaned three times during the day.

The AFL GOLDFIELDS Ground Manager will inspect the rooms after every finals game and if they aren’t cleaned satisfactory the Club may be fined.

31.11. Finals Catering, Bar & Fundraising The AFL GOLDFIELDS Executive shall allocate the rights to conduct Catering, Refreshments and Raffles at all Finals.

Once a Club has been drawn for catering, Refreshments or the Raffle, they will not be eligible again for that aspect of the Grand Final until all Clubs have had their opportunity.

Clubs may pass or on sell their opportunity if they choose to another AFL GOLDFIELDS Club, but that Club will not be placed in the draw until all other Clubs have had their opportunity.

31.12. Rooms The Home Rooms will be allocated on the basis of superior ladder position after the game(s) in question.

Consideration will be given to a Club that has more than one (1) team participating on the same day. In cases of dispute, the final arbiter shall be the League Executive.

31.13. Shorts During Finals, only after a Club has approached their opponent and received that Clubs approval, can a request for change of shorts colour be approved by the AFL GOLDFIELDS Executive.

31.14. Drawn Games in Finals Series – FOOTBALL 31.14.1. In the event of a drawn game in any Finals match the following shall apply. 31.14.1.1. The teams will change ends following a break of no more than three (3) minutes.

31.14.1.2. A five (5) minute quarter will be played (No time on) before immediately changing ends for another five (5) minute quarter (No time on).

There is to be no break between these quarters.

31.14.1.3. For all grades of football, if at the end of the second five-minute quarter scores are still level, no change of ends will occur and play will be restarted at the centre bounce and the first score will win.

31.15. Finals Start Times 31.15.1. An estimation of the duration of matches in the AFL GOLDFIELDS Finals series will be as follows. Please note the below is subject to change at the discretion of the AFL GOLDFIELDS Executive.

32. RACIAL, RELIGIOUS & SEXUAL ORIENTATIONVILIFICATION The AFL GOLDFIELDS has adopted a Racial, Religious & Sexual Tolerance Policy. Please see the Appendix for further details.

33. DE-REGISTRATION / NON-REGISTRATION POLICY The AFL GOLDFIELDS has adopted the AFL Victoria Policy regarding De-Registration / Non - Registration. Please see Appendix for further details.

34. VILIFICATION Any registered AFL GOLDFIELDS player who is guilty of racial or religious vilification of a AFL GOLDFIELDS player, official or spectator, or abuse based on sexual orientation, will incur a minimum of a four (4) week suspension.

This suspension may be increased at the discretion of the AFL GOLDFIELDS executive and/or Independent Tribunal if they see fit.

Should a member or supporter of a AFL GOLDFIELDS club be found guilty of racial or religious vilification of a AFL GOLDFIELDS player, official or spectator, or abuse based on sexual orientation, the spectator will incur a minimum of a twelve (12) week suspension from attending AFL GOLDFIELDS fixtures and his/her club fined an amount of no less than $250.

This suspension may be increased at the discretion of the AFL GOLDFIELDS executive and/or Independent Tribunal if they see fit.

Should a AFL GOLDFIELDS club have a 2nd racial or religious vilification offence, or a 2nd offence involving abuse based on sexual orientation (across all playing grades) the club will be fined no less than $500 and this fine may be increased at the discretion of the AFL GOLDFIELDS executive and/or Tribunal if they see fit.

Should a AFL GOLDFIELDS club have a 3rd racial or religious vilification offence, or a 3rd offence involving abuse based on sexual orientation (across all playing grades), the club will be fined no less than $1,000 and may face the loss of premiership points from each grade of their football and netball sides. Further, this fine may be increased at the discretion of the AFL GOLDFIELDS executive and/or Independent Tribunal if they see fit.

35. ALL OTHER MATTERS In the event that any matter arises which is not provided for in the Rules; in these By-Laws; or in the Rules of the Australian Football, or AFL Victoria Country, the league executive shall have full power and discretion to determine such matter, and make such decisions, issue directives, fines or any other decree as it deems fit for the good governance and which it determines is in the best interests of AFL Goldfields.

AFL GOLDFIELDS COMPETITION BY LAWS - FOOTBALL

36. AFL GOLDFIELDS INDEPENDENT TRIBUNAL In accordance with each League’s statement of rules/constitution and any relevant rules or regulations, each League named above shall appoint the AFL Goldfields Independent Tribunal to deal with disciplinary matters that arise from time to time.

36.1. Not a Court of Law A Tribunal Hearing is not a court of law. Further to this, courts will not act as an avenue for appeal to a decision made at a Tribunal hearing. The reason for this is because everyone involved in the game agree to be bound by the rules and regulation of the League and agree that any dispute should be dealt with internally by the sporting body in charge of running the competition.

36.2. Legal Representation Prohibited No person shall be represented by an Advocate who is a Barrister or Solicitor or qualified to practice as a Barrister or Solicitor.

36.3. Tribunal Panel 36.3.1. AFL Goldfields will appoint a panel of up to 14 members (12 sitting members and 2 Secretaries) who shall be appointed with the duty of dealing with all disciplinary matters in the Region. The Independent Tribunal should, when hearing a matter, consist of at least 3 members, one of whom shall act as Chairman. A person shall not be appointed to the Independent Tribunal if that person in the 12 months preceding the date of the proposed appointment: 36.3.1.1. has held any office of any League mentioned above; or 36.3.1.2. has held any office of a Club competing in any competition within the Leagues listed above

36.4. Tribunal Nights Tribunal cases shall be heard on Tuesday nights with Wednesday nights also available for cases should there be too many to fit in the one night. No new cases shall commence after 10:00pm and Tuesday nights shall be the preferred night for hearing cases.

Clubs shall be consulted on the scheduling of cases however AFL Goldfields have the final say on the scheduling of cases and clubs need to make themselves available for the scheduled time they are allocated.

36.5. Scheduling of Cases AFL Goldfields staff shall have the final say on the scheduling of Tribunal hearings. Clubs may be consulted from time to time however all Players and Advocates must make themselves available at the scheduled time.

Cases that have been adjourned for whatever reason shall be heard on their merits and any time elapsed between the incident and the hearing shall not count towards any penalty that may be handed down by the Independent Tribunal.

36.6. Advocates The club of the offending player must supply an advocate who will represent that player at a Tribunal hearing. It is advised that the Club of the offended player should also have an Advocate present however it is not compulsory.

Clubs of offending players who fail to provide an Advocate for their players shall be fined $200 and the case will be adjourned and heard at a later date. If a club fails to supply an Advocate for a player who has been reported, that player cannot play in any competition until the case has been heard and the club will still be fined.

If a club fails to supply an Advocate for a player who is the victim in a particular case, the case may be adjourned (if it is deemed necessary for this player to have an advocate present) and the offending player may continue to compete in any competition he/she is eligible to compete in.

34 AFL GOLDFIELDS FEMALE FOOTBALL

36.7. Players Reported players MUST be in attendance at their schedule Tribunal hearing. Should a reported player be unable to attend, he/she shall be prohibited from competing in any competition until their hearing has been heard.

Offending players may not have their evidence heard via phone link up and must be present at the Tribunal for their case. Players who are victims of cases or have been offended against and witnesses shall be allowed to present their evidence via phone link up however it is preferred that these players/witnesses are in attendance to provide their evidence.

Players who fail to provide contact information for a phone link up for a case or fail to answer a call from the Tribunal without a valid excuse shall be penalised in the way of a $200 fine that shall be issued to their club.

As per AFL Victoria Country Rules, other than a reported player for a field offence, should a Player fail to appear or cannot be contacted via phone link up, the Tribunal may decide to hear the case in their absence and that player must accept whatever decision the Tribunal makes. Naturally, an avenue for appeal will be available should the Club not accept the decision of the Tribunal.

36.8. Umpires Reporting Umpires may provide evidence via phone link up however it is preferred that reporting Umpires be in attendance for their Tribunal hearing.

Should an Umpire fail to appear or cannot be contacted via phone link up, as per AFL Victoria Country rules, the Tribunal may decide to hear the case in their absence.

The League will address the issue with the Umpiring Association following the case should this outcome occur.

36.9. Statutory Declaration Where permitted by the League Secretary, in the instance where a player or Umpire cannot physically attend a scheduled Tribunal case, a signed statutory declaration by a Justice of the Peace can be accepted as evidence.

The statutory declaration needs to be time stamped and delivered to the League Secretary at least 8 hours prior to the scheduled start time of the case otherwise this evidence may be dismissed and the charge may lapse unless otherwise determined by the Tribunal.

36.10. Damages The AFL Goldfields Independent Tribunal does not have the ability to award damages to a club or individual as a result of any incident brought before the panel. Individuals or clubs will need to follow up enquiries relating to damages via civil law.

36.11. Supporting Documents Where possible, clubs should arrange and present supporting documentation to support your version of events, especially in the case where a player has been injured. Medical certificates, x-rays and statutory declarations are examples of supporting documentation that will support your argument.

The Tribunal will not accept verbal evidence relating to injuries unless it is supported by documentation.

36.12. Guilty Verdict Fees A decision has been made to increase the guilty verdict fee to $150 to assist with the increasing costs associated with hosting tribunal cases. Funds received via this fee shall be retained by AFL Goldfields.

36.13. Other Financial Sanctions The AFL Goldfields Independent Tribunal has the right to impose a financial sanction on any club or individual for their involvement in an incident brought before them. Funds received via this avenue shall be retained by the League in which the offending player participates in.

Any fines imposed other than Guilty Verdict Fees shall be invoiced and retained by the 35 AFL GOLDFIELDS FEMALE FOOTBALL

League in which the club competes in.

36.14. Use of Video/Photographic Evidence Video or photographic evidence produced for the use in a Tribunal case, unless provided by the League, needs to be accompanied by a statutory declaration stating that the vision or photograph has not been altered or tampered with and is a true reflection of what happened during the incident.

Video or photographic evidence and accompanying statutory declaration must be received by the League Secretary no later than 8 hours prior to the scheduled start time of the related case and each party has the right to view the evidence prior to entering the hearing.

36.15. Video from incidents referred from the Match Review Panel shall be distributed to all parties prior to the hearing taken place.

36.16. Dress Code The official dress code for all Tribunal hearings is neat casual. Players appearing before the Tribunal, either as the offended or offending player, should wear club related apparel or semi-formal attire that indicates their affiliation towards a club.

36.17. Behavioral Expectations Everyone appearing in front of a Tribunal is expected to treat the panel with respect and show respect for the process the Tribunal undertakes.

36.18. Any individual who fails to meet these expectations in the opinion of the Tribunal panel may be subject to further penalties. Regardless of the situation or outcome of a specific case, AFL Goldfields demands that behavioral expectations are upheld at all times and Tribunal panel members are treated with respect.

36.19. Appeals Players and clubs are well within their rights to appeal the decision of the AFL Goldfields Independent Tribunal. Please refer to the AFL Victoria Country handbook for rules and timelines on how to process an appeal against the outcome of a Tribunal decision.

Please note that clubs must decide whether they are electing to appeal: • The severity of a sanction imposed • The outcome of a sanction imposed • Or both

36.20. Set Penalties The League Secretary decides when a set penalty may be offered, not the clubs.

Clubs may request that the set penalty be applied (for eligible incidents) however it is the League Secretary who makes the final decision if the set penalty is to apply or not.

A player’s previous history is taken into account as well as the opinion of the opposing club about the incident in question.

37. MATCH REVIEW PANEL

Please refer to the AFL Victoria Country Annual Handbook for rules and regulations on all Tribunal, Match Review Panel and Investigation processes.

38. UMPIRES 38.1. General The Ballarat Football Umpires Association (BFUA), Riddell Football Umpires association and Geelong Football Umpires Association will supply central umpires for use in all Women’s and Youth/Junior Girls games of the league, and a “Memorandum of Understanding” shall be negotiated with the Umpire associations to that respect on an annual basis.

For the Grand Final, the BFUA shall supply central and boundary umpires in all grades, and for other finals matches the BFUA will supply central umpires (only) for all games unless

otherwise advised.

38.2. Club Umpires All Clubs will be required to provide Goal Umpires in Women’s and Youth girls grades, and a central and goal Umpire in Junior grades.

38.3. All Clubs will be able to choose to register a minimum of two (2) volunteer club umpires with the BFUA. These umpires shall be registered with the BFUA, and this registration entitles the Club umpires to be covered by the BFUA Insurance Program in case of injury, and gives them the right to be remunerated at the same rate as a member of the BFUA.

Club central umpires shall have all other such powers and privileges as may be accorded the BFUA umpire, including the right to report and / or send off players. Club boundary or Goal Umpires shall not have the authority to report players.

38.4. Club Volunteer Umpires – Training Volunteer Club Umpires shall attend a training session with the BFUA prior to the season start, and one or more sessions as may be required during the year.

Instructional manuals, training practice sessions, seminars and other re- sources shall be made available to Club umpires as they become available from the BFUA and AFL Victoria Country. club umpires shall be attired in the correct fashion when on ground as laid down by-law (48.9).

38.5. Club Boundary and Club Goal Umpires Umpires that shall be supplied by all clubs for boundary and goal umpiring duties shall not be permitted to report or send off players (as distinct from Club Central Umpires).

The umpires carrying out these duties shall be in all cases of such standard as to not affect the proper running or conduct of the game.

Each Club shall supply a set of white flags for their goal umpire in each game, who shall meet in the centre of the playing arena at the end of each quarter and check that the score cards agree with one another and that the correct score is displayed on the score board.

The Goal umpires are responsible for the correction of the score board should it be incorrect.

38.6. Age Limits – Club Boundary and Goal Umpires Club boundary and goal umpires shall be of sufficient age and maturity to adequately perform the duties required.

These Umpires shall be attired in the correct fashion as laid down in by-law (48.9). The onus for supplying the correct umpires attired in the correct fashion will be on the Club supplying that or those umpire(s).

Should a Club not supply umpires for each match during the day, they may incur a fine or other penalty as seen fit by the League.

38.7. Club not supplying A Club not supplying an umpire for a game shall be responsible for the remuneration of a second umpire supplied by the opposing Club.

38.8. Inappropriate Umpires Clubs who supply umpires who by way of age or other constraint are found to unsatisfactory may incur a sanction or penalty as deemed appropriate by the League.

38.9. Club Umpire attire The League requires Club Umpires to be dressed in the required manner when officiating in AFL GOLDFIELDS games. Club Umpires will be attired as follows:

• CLUB UMPIRE: Fluro Yellow & Fluro Yellow shorts (clearly labeled volunteer umpire) • GOAL: White Coat with White Flags

38.10. Club Umpire reporting powers 37 AFL GOLDFIELDS FEMALE FOOTBALL

Under AFL Victoria Country Rules and League by Laws any person who takes the field and acts as an Umpire (whether a BFUA official or a Club Volunteer) does have the full powers of an “officially accredited” umpire, and therefore can report or send off players.

Volunteer Club Umpires who lodge a report are also represented by the BFUA advocate at any subsequent tribunal hearings.

It is further worth noting the following rules from the AFL Victoria Country Rules Handbook to clear up any confusion:

In the AFL Victoria Country Rule Book the definition of an umpire includes all the field, boundary and goal umpires officiating or at a match.

Volunteer Club Umpires shall register with the AFL Victoria Country Area Manager and that Players can be umpires if there is insufficient number of umpires available.

Therefore, once we establish that any Volunteer Club Umpires are “official umpires” they have an obligation to report as part of their duties as an umpire.

To ensure that your Volunteer Club Umpires are registered as Volunteer Club Umpires and that they have the full power as outlined above, all Clubs must ensure that these Volunteers do complete the official AFL Victoria Country Clearance/Registration Form – circling the Registration field, and then write at the top of this form “CLUB UMPIRE. The League shall then register these Umpires with the AFL Victoria Country Area Manager as a Club Umpire.

Clubs must also carry out this step to ensure that your Club Umpire is covered by the AFL Victoria Country Insurance Policy.

Note: Further to this it is worth noting that the official BFUA Umpires Observer at any League does also have the power to report players/officials and due process will be followed under AFL Victoria Country Rules 39. GAME DAY & MATCH CONDITIONS 39.1. Game start times and quarter lengths. The AFL GOLDFIELDS will be flexible with start times, below are approx. times for ALL Home and Away Rounds:

Note (1): The half time break for Women’s games will be extended to 20mins when there is a little league, mini or Auskick game to take place at half time.

The Schedule for all finals matches will be advised by the AFL GOLDFIELDS prior to the completion of Round 14 of each season.

40. INTERCHANGE AGREEMENTS 40.1. On an annual basis, all leagues affiliated with AFL Goldfields and AFL Central Victoria shall enter into an Area Agreement to allow those Clubs with Junior teams in those competitions to Interchange players to assist with player numbers.

Clubs need to be aware of the terms and conditions associated with the agreement and must have the appropriate approvals in place prior to allowing any player to take the field on an interchange/ area agreement.

AFL Goldfields Female Football will also enter into Interchange Agreements with other Leagues as required.

41. USE OF TWO FOOTBALL 41.1. In the event of extreme weather conditions, two footballs may be used in a match with the 38 AFL GOLDFIELDS FEMALE FOOTBALL

change of footballs occurring at each quarter time break to ensure no advantage is gained by either club.

Both clubs must agree to the use of two footballs. If no agreement is met, only one football may be used.

42. AFL GOLDFIELDS MATCH CONDITIONS 42.1 Please see below for match day policies for every grade of football in the AFL Goldfields Female Football League

43. JUNIOR GIRLS U/13 FOOTBALL:

43.1 U/13 Matches: Club Volunteer Umpires: Only one club umpire will be required for the U/13 games. Therefore, the ‘HOME’ side shall provide an umpire to officiate the U/13 matches. 43.2 Team Numbers: Each team shall consist of the same number of players on the ground at all times. At no time should one side out-number the other. As per agreement, a minimum of 10 players per side can constitute a game and there has been no maximum placed on interchange numbers in U/13 games as long as both sides have even numbers on the ground. Only 16 players may be on the field per team at any one time (taking out the 2 Wing positions) 43.3 Team Members: Teams can only be made up of female players. 43.4 Resuming Play: To start play, at the beginning of a quarter or after a goal has been kicked, the Umpire shall choose two players of equal size to contest the centre bounce. Each side may have 4 players each, usually the on-ball players, to be inside the centre square (or within a 20m radius if no square is available) to contest for the football. If there are 15 players or less, only 3 players per side may compete for the ball at the start of each quarter or after a goal has been kicked. 43.5 Ball Ups: The ball must be hit out of the ruck and shall only be contested by the two nominated players. At no stage can a third player contest in the ruck and at no stage can the ball be taken out of the ruck and kicked or handballed. 43.6 Around the Ground Ball Ups: Rule should 4 apply to all field ball ups as well. 43.7 Out of Bounds: When the ball has been kicked out of bounds without being touched, a free kick shall be awarded to the nearest opponent. Where the ball has been touched and called by the umpire, play shall be restarted by a ball-up 10 metres in from the boundary line where the ball went out. 43.8 Running & Bouncing with the Ball: A player is permitted only one bounce and then must dispose of the football by kicking or handballing to another player. If a player takes more than one bounce, a free kick shall be awarded to the nearest opponent. The player touching the ball on the ground constitutes as a bounce and the same rule shall apply. 43.9 Kicking Off the Ground: A player is not permitted to deliberately kick the ball off the ground. If a player is found to have deliberately kicked the ball off the ground, a free kick shall be awarded to the nearest opponent. 43.10 Bumping and Tackling: Bumping is permitted only from the side, any front on bumps shall be penalised by awarding a free kick. Tackling is permitted, normal tackling rules apply here. Sling tackles are illegal and the tackler shall be penalised with a free kick awarded to the player who was tackled. 43.11 Holding the Ball: A player must not attempt to barge past their opponent, they must try to evade them. Failure to do this shall result in a free kick being awarded to the nearest opponent. 43.12 Scoring: Normal scoring rules apply. score will be kept by goal umpires. 43.13 Size of Ground: Clubs may choose to reduce the size of the ground for U/13 using portable goal posts. (minimum size inside 50mtr to a maximum size of centre circle) 43.14 Marking: A mark shall be paid when the ball is disposed of by foot. There is no restriction on distance travelled at their level. 43.15 Runners: Runners may be used at their level of football. Runners are to deliver a message to the player and leave the ground straight away. Runners are only permitted on the ground to talk to players who are not in the direct play. At no stage should a runner be anywhere near the ball. Runners are not allowed to carry a coaches board on the field whilst the match is

being played. 43.16 Mentors: Club mentors can be the coach of the side. Mentors are not allowed to carry a coach’s board on the field whilst the match is being played. Club mentors are only permitted on the ground to talk to players who are not in the direct play. At no stage should a mentor be anywhere near the ball. Mentors are to deliver their message to the player and return to the coach’s box straight away. The difference between a runner and a mentor is that the mentor can deliver coaching advice whilst on the ground whereas a runner cannot. A runner is to deliver a message and leave the playing field immediately. 43.17 Mentors Inside the Forward 50m During a Kick-Out: As long as the mentor is no where near the play, mentors are allowed inside the forward 50m during a kick-out to provide coaching advice to the players. No free kick shall awarded for mentors who do not get out of the forward 50m. 43.18 Runners Inside the Forward 50m During a Kick-Out: Runners are not permitted inside the forward 50m arc when there is a kick out. A free kick may be awarded against a runner of either side if they are inside the forward 50m arc when the ball is being brought back into play from a kick out. 43.19 Footballs: The football should be primary school size (Size 3, Synthetic) and suitable for 9 to 13 year old players. 43.20 Jumpers: Each team should be attired as per other sides who play within the club. Numbered jumpers should be worn and each player should be assigned their own number. 43.21 Interchange: Teams shall use the interchange bench as they see fit. There is no limit as how many kids can play in each team however there must only be 16 players on the ground per side at any one time and rule 2 must also apply. 43.22 Order-Off Rule: A Club Volunteer Umpire may order a player to leave the field for any of the below offences: 43.23 If a player has been ordered off the ground, they shall not return to the playing field for the rest of the match. The Umpire shall then choose whether or not they wish to take the issue further with their own club and punishment shall be handled internally. If the incident is deemed to have been serious enough, the Umpire may then refer the incident onto the League by filling out a report sheet and the League shall follow up accordingly. 43.24 Metre Penalty: There are no 50m penalties at U/13 age level, the penalty shall be 15 metres. The Umpire shall award a 15m penalty as per normal rules. 43.25 Abuse from Official or Supporter: If it is obvious that the Umpire is being abused by a Team Official or Supporter, the Umpire should ask the offending person to control their actions as they are at a junior match. If the abuse continues, they can hold play up and ask the home and/or visiting side to remove the person in question. Play shall be suspended until such an issue has been resolved. The League must be informed if such an incident has occurred. Unfortunately due to a tight schedule for the rest of the day, time cannot be made up. 43.26 Decisions Final: The Club Volunteer Umpire is in charge of the match and every decision made by that Umpire is considered final. Players and Officials must abide by the Umpire’s decisions and at no stage shall they dispute any decision made. Any issues arising from the performance of a Club Volunteer Umpire should be referred to the league for further investigation. 43.27 The Mercy Rule shall be interpreted as follows: The scoreboard will be turned off once the margin reaches 48 points. Goal Umpires will continue to capture scores throughout the match At the end of the game, the maximum winning margin will be deemed to have been 48 points. For example, Final Score (on goal umpire cards) is 112 points to 12, this will be shown in Sports TG as 60 points to 12. As a result of this change in process, goal kickers will not be recorded in Sports TG for all clubs under which the Mercy Rule has been deployed The rationale behind this, is that another of the key drivers behind a Mercy Rule being implemented was to encourage team coaches to rotate players into all areas of the ground, as opposed to continually playing the team in their best positions for the maximum possible winning margin. By limiting the winning margin, and removing award for goal kicking, this will give further incentive to Junior coaches to adhere to this junior coaching philosophy, and in turn enable greater participation in the game for the less skilled players.

44 YOUTH GIRLS U/18 FOOTBALL:

44.1 Player Registration – Age 44.1.1 Youth Girls Player Age Range – 13-18 years old by Jan 1st of competition year 44.1.2 Players must have turned 13 before playing their first game 44.1.3 Players CAN NOT be turning 19 during the year 44.1.4 Players who are 12 years old can apply for a 12 YO Special Permit to play if they are assessed by competition management to be big, strong and experienced enough to play.

44.2 Team Numbers on Match Day 44.2.1 Maximum of fifteen players per team unless agreed to by both clubs to play up to 18 players. 44.2.2 An unlimited number of players will be allowed on the bench. 44.2.3 Teams must have 10 of their own players to play an official match. 44.2.4 If a team doesn’t have fifteen players, the opposition must play with the same number of players. They can also utilize the evening up rule (reference 45.3.3.) 44.2.5 A back and forward pocket and a midfielder are removed from a usual eighteen player structure to accommodate fifteen players. 44.2.6 In the event that a team doesn’t get 10 of their own players, it is important that they play a “scratch match‟ instead to assist with retention of existing girls. The game will be a forfeit against the team without sufficient numbers.

44.3 Game Format 44.3.1 Games are played over 4 x fifteen minute quarters. 44.3.2 No time on unless blood rule is enacted or stretcher is called.

44.4 Uniforms & Equipment 44.4.1 No jewellery is to be worn, including metal hairclips such as bobby pins. Players caught wearing prohibited equipment should receive a Yellow Card, and can NOT be replaced. 44.4.2 Mouthguards are compulsory in Youth Girls football. Players caught not wearing a mouthguard by umpires should receive a Yellow Card, and then replaced by another player. 44.4.3 Footballs must be a size four synthetic football for club games. 44.4.4 Representative football will be played with a size four leather Sherrin football.

44.5 Modified Match Rules 44.5.1 Players can not take the ball out of the ruck. 44.5.2 Players can only have up to two bounces before disposal. 44.5.3 Players can not intentionally kick the ball off the ground. 44.5.4 Marks are paid over ten metres. 44.5.5 Penalties are twenty-five metres. 44.5.6 Players must wait for the flags to be waved after a behind before kicking the ball in. 44.5.7 Players can not chop the arms of an opponent whilst in possession of the ball.

44.6 Finals and Representative Football Eligibility 44.6.1 Refer to finals eligibility (31.6.1)

44.7 Player Transfers 44.7.1 Transfers between Youth Girls teams are capped. 44.7.2 Youth Girls teams can only receive four players from other Youth Girls teams on transfer. 44.7.3 Youth Girls who wish to play at a club that has already received their maximum of four players can apply for a Special Transfer. 44.7.4 Special Transfers will only be granted if the player can demonstrate that they have a parent or sibling playing at the new club or it is their closest club to their permanent 41 AFL GOLDFIELDS FEMALE FOOTBALL

residence.

44.8 Football Competitions 44.8.1 The minimum numbers of players to constitute a side shall be 10.

44.9 Uniforms 44.9.1 Jewellery of any description must not be worn whilst playing, including metal hair pins. Body piercing must be removed and cannot be covered by tape. When identifying players wearing a prohibited jewellery, field umpires will stop play and issue the player with a Yellow Card. This player will then be required to leave the field for ten minutes and can not be replaced. Play will recommence with a free kick awarded to the opposition team from where the ball was positioned when the umpire stopped play. 44.9.2 Mouth Guards are compulsory for players to wear a mouth guard in all official Youth Girls matches. When identifying players not wearing a mouth guard, field umpires will stop play and issue the player with a Yellow Card. This player will then be required to leave the field for ten minutes. The offending player can be replaced by another player. Play will recommence with a free kick awarded to the opposition team from where the ball was positioned when the umpire stopped play.

44.10 Conduct of matches Team Benches - A team may have an unlimited amount of players on the interchange bench. Minimum Playing Numbers - If one team is short of players at the commencement of a match then the number of players must be adjusted so that both teams have the same number of players on the field. Clubs must make arrangements so that players can be transferred from one team to the other to even up playing numbers (reference 45.12.3) This should be noted on the team sheet of the team to which they have been transferred for the day as being “on loan”.

44.11 Youth girls specific transfer rules

The Player Transfer Policy aims to inform Clubs of the rules currently governing the movement of players from one Affiliated Club to another within the Youth Girls Program, in conjunction with the Youth Girls By-laws. The policy will apply to all currently registered players (aged 14 and over as of January 1) and Affiliated Clubs of the Youth Girls Program.

44.12 Rules for players transfers No Transfer will be approved after the close of business on June 30 of that season. The new Club that a player wishes to Transfer to must apply for the player Transfer via the online player Transfer process in the online competition management system. The former Club rejects or grants the Transfer (subject to conditions set out in Transfer Refusals) via the Footy-Web online competition management system. AFL Goldfields must then grant/refuse the Transfer via the Footy-Web online competition management system. (Should this Transfer exceed the new Club’s maximum number of allowable Transfers, the Transfer will be rejected by AFL Goldfields. The new Club will then need to apply for a Special Transfer for the player - see Transfer Restrictions).

44.13 Transfer restrictions The maximum number of Transfers a Club can receive in any one season is four (4)

44.14 Approvals The former Club has within six (6) clear business days of the submission of the online Transfer request from a player’s new Club to approve a Transfer via the online competition management system. Should the former Club fail to respond, the Transfer will occur automatically, following the expiry of the six (6) clear business day timeframe (subject to Transfer restrictions).

44.15 Refusals The former Club can refuse the Transfer of a player within the designated timeframe of six

(6) clear business days by notifying the Competition Manager of the refusal via the online competition management system. A refusal can only occur where the Club can substantiate that the Player: Is indebted to the Club; and/or Is in possession of Club property (eg. jumper) that needs to be returned; and/or Wishes to withdraw their Transfer application.

45 OPEN WOMEN’S FOOTBALL

45.1 The Open Women’s competition shall be 15 - 18 player per side competition with 4 players on the interchange bench. Senior sides will be allowed to use four (4) interchange players for all matches. 45.2 Games will commence at 12:30pm (Unless otherwise scheduled) 45.3 Games will be played of 4 x 20 minute quarters no time on 45.4 The Senior competition is an open age competition and any female may compete provided all eligibility and registration criteria is fulfilled. 45.5 Clubs will compete in registered club colours 45.6 A Size 4 red leather football will be used for all Women’s matches 45.7 25 metre penalties shall apply in all Senior games 45.8 If the BFUA/Riddell/Geelong do not appoint Umpires, each club will provide one club umpire each to officiate all Women’s games 45.9 Gloves are permitted in any AFL GOLDFIELDS Women’s Youth and Junior Girls competition. AFL Goldfields. Operational By-Laws

45.10 Player Eligibility

45.10.1 Players of the AFL Goldfields must be of the female gender as verified by the appropriate Victorian State Government documentation. 45.10.2 Players of the AFL Goldfields must be 16 years of age as of 1st January for the season in which they wish to register 45.10.3 A player shall be eligible to play in official matches for the AFL GOLDFIELDS after the completion of the online registration and subsequent approvals 45.10.4 Players under the age of 18yrs as of the 1st January each season must complete a Parental/Guardian Consent form supplied by the League. The form must be completed prior to the players’ first game and kept by the club. The underage consent form is to be presented to the league on request by the Operations Coordinator or competition manager. 45.10.5 A player that has registered with a club will be regarded as a registered player of the League in the forthcoming season until such time that AFL Goldfields determines otherwise. 45.10.6 Players must seek a transfer from their club to play at a different club regardless of if that club nominates for the ensuing season. 45.10.7 A reported player may continue to play with her club until her case is heard by the Tribunal and any suspension that may be given shall commence from the date of the Tribunal’s decision. The suspended player is not permitted to play in any division of the AFL Goldfields competition whilst under suspension.

45.11 Permits Youth Girl players wanting to play in the AFL GOLDFIELDS must request their AFL GOLDFIELDS club to apply for a ‘2. Local Interchange Permit’; this allows the permitted player to play for both clubs for the duration of the permit. (Maximum 50% Women’s games before a Youth Girl is ineligible for Youth Girl Finals, clubs should check their youth girls league by-laws for full information). 45.11.1 Youth Girl players must not apply for: Match Day Permits or Temporary Transfers 45.11.2 AFL GOLDFIELDS players wanting to play in another state out of the official AFL GOLDFIELDS season should apply for a Transfer. No interstate interchange agreements exists and permits are not allowed 45.11.3 Interstate players wanting to play in the AFL GOLDFIELDS must also apply for a Transfer. No interstate interchange agreements exists and permits are not allowed. 45.11.4 Players graduating from the Youth Girls Competition to the AFL GOLDFIELDS must 43 AFL GOLDFIELDS FEMALE FOOTBALL

apply for a ‘Transfer”.

45.12 Football competitions 45.12.1 All AFL GOLDFIELDS divisions shall consist of a maximum of 25 players with a maximum of 18 players from one team being permitted on the field at any time during a quarter. 45.12.2 A team must consist of a minimum of 12 players before play can commence, where 12 players are needed and Evening up rules apply as per regulation 45.3.3

45.13 Evening Up Rule AFL Victoria expects all team officials to understand and adhere to the ‘spirit’ of this rule, which is, the team that has the greater number of players available shall lend as many players as possible to equalize numbers with the other team so that all players available to participate in that match shall have the opportunity to play in as much of that match as possible. If both teams have full sides, an 18 a side game shall be played. Where one team has between 12 and 18 players and the second team has more players than the first team, both teams shall field the same number of players, therefore an equal number of players shall take the field. If a team begins with less than 12 players the match will be forfeited, however a match must still occur as a scratch match. If during a match, a team’s playing numbers drop to below 12 players a forfeit will occur and the match must continue with an equal number of players on the field for both sides. If players are not offered to the team with less than 18 players, then playing numbers must be reduced so that both teams field the same number of players. If players are offered, but not accepted, then the team with the greater number of players is not required to reduce playing numbers, i.e. the evening up rule does not apply. If players are not offered, the team refusing to offer players will have their interchange bench capped at 3 players. The players on the field and the 3 interchange are the only players permitted to participate in the match. Team Managers, particularly from the Team that requires the evening-up rule to apply, must ensure that the process is organized as early as possible and prior to the teams taking the field.

45.14 Late Arrivals - Should a player arrive late, that player may take the field at any time provided the following procedure is adhered to: 45.14.1 The Team Manager shall inform the Officials of the other Team. 45.14.2 The opposition team is to be informed when the players are ready to take the field that the playing numbers of each side are to be increased. 45.14.3 Addition to the playing numbers on the field can only be made providing the numbers on the field remain equal for both teams. 45.14.4 Where a head count is conducted and uneven playing numbers are evident the scores at the time of the head count shall be noted and the matter referred to the League for determination of the result of the match.

45.15 Daily loan of players - When players are loaned, the Team Manager of both teams shall note on the Team Sheet the number of players loaned. Players may be loaned on a quarter by quarter rotating basis or for the whole match as appropriate. 45.15.1 Any dispute regarding this rule will be referred to AFL Vic who will determine penalties, if any, to be applied. Penalties may include loss of premiership points and/or score by the offending team and/or the Club of the offending team shall be penalized as AFL Victoria deems fit. 45.15.2 The Evening up Rule is not to be applied in Finals. 45.15.3 Where a player is ordered off the field by the Field Umpire and there is no replacement available there is no requirement to even-up the playing numbers on the field.

46 PLAYER AND OFFICIAL ATTIRE 46.1 Bike shorts Bike shorts of any colour (or lycra shorts or similar) under a player Football shorts may be worn. 44 AFL GOLDFIELDS FEMALE FOOTBALL

46.2 Colour of socks Must be the players club colours

46.3 Gloves Gloves are permitted for use in all AFL GOLDFIELDS competitions.

46.4 Trainers Refer By law 48.9

46.5 Water Carriers Club Water Carriers shall wear club colours and club shorts. Clubs can use up to four (4) Water Carriers in any given game.

Water Carriers can be spread around the ground but must be positioned against the fence and not on the boundary line when at rest. The AFL GOLDFIELDS understand that players do require fluids when playing, however water carriers are not permitted to remain on the oval, or to attempt to instruct players in any way, once having delivered the drink they must remove themselves from the playing surface as quickly as possible.

46.6 Club Mentor Club Mentor shall wear purple Mentor shirt as provided by the AFL GOLDFIELDS and club shorts. 46.7 Runners Club Runners shall wear Green Runners Shirts as provided by the AFL GOLDFIELDS and club shorts. Clubs using two runners must enter and exit through the interchange gates.

46.8 All other Officials Ground Managers, Time Keepers, Medical Personnel [other than trainers], Interchange Stewards, Property Stewards, Coaches and their Ground Staff.

These officials are not required to wear a particular uniform or attire other than their Club attire, note however should a doctor be called on to the ground, the Central Umpires must be notified immediately, to avoid any problems with unidentified personnel on the playing arena.

46.9 Non Playing - On ground personnel Any on ground official or player shall remain outside of the boundary line, and should the ground be so marked with lines to denote the coaches box, shall not move outside of that area, when not involved with play.

Failure to do so may lead to an Umpires report, or the game being held up until the matter is resolved. All on Ground personnel must be listed on the team sheet.

46.10 Junior Coaches The club junior coach shall wear a fluro vest as supplied by the AFL GOLDFIELDS which identifies this person as the coach of the game being played. The junior coach must wear this vest at all times to allow umpires to be aware of who is responsible for the personal within the coaches box

46.11 Officials in bench area Only persons authorized may enter the playing arena during the playing of a match and must remain within the marked area around the interchange box.

All officials, apart from Trainers and Water Carriers, are to remain seated in the coaches box at all times during play, or within the confines of the perimeter lines surrounding the Coach’s Box. If no lines are marked, all must remain within the confines of the Coach’s Box.

If there is insufficient space within the coach’s box, or no box is provided, then remaining officials are to be situated outside the boundary fence. Trainers and Water carriers may be spread around the ground but must be positioned against the fence and not on the boundary line when at rest. 45 AFL GOLDFIELDS FEMALE FOOTBALL

All other personal not mentioned above are considered unauthorized, and umpires have been instructed to remove them from the ground. Any Club desiring authorization of any other officials, must apply to the League for such authorization, prior the commencement of the fixture.

47 GROUND MANAGER Each AFL GOLDFIELDS host club (club who’s venue is in use) shall appoint a Ground Manager who shall be will be wearing Hi vis vest and responsible for the smooth running and operations of the AFL GOLDFIELDS Fixture at his Clubs ground.

Each AFL GOLDFIELDS Club shall list their Ground Manager in the AFL GOLDFIELDS Footy Record.

The Duties of the AFL GOLDFIELDS Ground Manager shall include, and are not limited to: • Ensure Umpires Rooms are neat and clean, that toilets and showers are operative and that all required documentation is at hand. • Deliver Team Sheets and Footballs (two) to the Umpires prior to them entering the players change rooms. • To hand the Football not selected for play to the home Club Timekeeper. • To escort the Umpires to and from the playing surface, when and as require, to remove and return Umpires warm up jackets as requested. • Ensure that a stretcher is situated at the interchange area, in plain sight. • To arrange for Umpires drinks to be available both on and off the ground during play.

Should a AFL GOLDFIELDS Club fail to appoint a Ground Manager for their home fixture, or so appoint a Ground Manager who fails to adequately perform the above duties, the Club shall be liable to a penalty as determined by the AFL GOLDFIELDS Executive.

48 SUBMISSION OF SELECTED SIDES

All clubs need to have their Women’s, Youth & Junior Girls Football sides entered into the system along with positions and allocated jumper number by no later than 8:30pm each Thursday night All grades must print off copies of their own team sheet from the system.

An automatic email will be sent to all AFL GOLDFIELDS media contacts shortly after. Please ensure you delegate this job to someone at the club who has the ability to meet this deadline (administrator, coordinator or team manager)

Late changes may be recorded by hand on the official match day team sheet however these changes must be submitted on the system immediately following each game in time for submission of results deadline.

49 SUBMISSION OF FINAL RESULTS All clubs will be responsible for the submission of final results immediately following the completion of each game.

It will be the responsibility of the HOME club to enter the final scores of each game however each club is responsible for entering their own best players and goal kickers for every match.

The deadline for submission of all results for each match day is 6pm. Night games will require results to be submitted online by 11:00pm.

All final scores, best players and goal kickers must be submitted by this time.

A reoccurrence of the above offence will see fines applied as per the discretion of the AFL GOLDFIELDS Executive.

50 SUBMISON OF MATCH DAY PAPERWORK

The HOME SIDE only must ensure that ALL Match Day Paperwork (Team Sheets, Vote Cards, Match day Checklist, Score & Timekeeper Sheets) is enclosed in the Match Day Paperwork

46 AFL GOLDFIELDS FEMALE FOOTBALL

Envelope and sent to AFL Goldfields, PO Box 586 Ballarat VIC 3353.

Paperwork must be posted no later than 12pm on the Monday following the weekends match.

Any paperwork not received by the Wednesday may incur a fine as determined by the AFL GOLDFIELDS Executive.

51 BFUA OFFICIATING UMPIRE RESPONSIBILITIES

The BFUA officiating umpire who has officiated in a AFL GOLDFIELDS Women’s fixture, where possible, is to be provided with the Match Day Paperwork in the appropriate envelope by the Home side, and is to deliver this envelope to the results officers at Saxon House by 7pm on the night of the game.

52 REGISTRATIONS The minimum age of players shall be the attainment of 8 years of age in the calendar year. Each player must complete an online registration within SportsTg prior to the start of the season.

Any Club playing an unregistered player at any level will be penalised as per AFL Victoria Country Rule 1.3. Such penalties will include loss of match points and fines not less than $500 (Women’s Youth & Under age games) or not greater than $250 (Under age games).

A player participating without completing an online registration through SportsTG is not insured and the Club may be held liable for any injury via negligence, therefore, such a process exists to protect Clubs.

Clubs will forfeit points from the match that an unregistered player plays in, unless extraordinary circumstance exist and the decision is over ruled by the Executive of the AFL GOLDFIELDS and the AFL Victoria Country Area Manager.

53 SCOREBOARDS Each venue used for AFL GOLDFIELDS matches, both open age and under age, must be equipped with an operational scoreboard.

Scoreboard attendants must be of a suitable age and competent to do a satisfactory job. Scoreboards should operate throughout all games and kept as accurate as possible. Clubs must supply scoreboard attendants for each and every game.

54 INCORRECT NUMBERS All players must wear AFL Victoria Country approved uniforms complying with the registered colours of their Club and including numbered jerseys, and wear shorts and socks of registered colours.

The numbers worn by players must correspond with the player’s team sheet and official League program, otherwise the Club shall be liable to a fine as determined by the executive of the AFL GOLDFIELDS for each such offence.

In the event of the replacement of a jersey during a match, the Ground Manager and Central Umpire must be notified of the change of player’s number or the Club shall be liable to a fine.

55 RUNNERS The AFL GOLDFIELDS allows Clubs to use TWO (2) Runners only in all AFL GOLDFIELDS games. Only ONE (1) Runner is allowed on the playing field at one time during the game and enter / exit the playing field through the interchange gate.

Runners must immediately leave the field after delivering their message – they are not to loiter on the field and must not be used to “fill on holes” in a “zone”.

Runners must wear appropriate uniforms as directed by the AFL GOLDFIELDS . 47 AFL GOLDFIELDS FEMALE FOOTBALL

56 LOGOS ON UNIFORMS A maximum of four logos may be attached to the front of all AFL GOLDFIELDS Club playing Guernsey’s, each of which must not exceed 10 cm x 6 cm, one of which must be the AFL Victoria Country & AFL Victoria Country Sponsor logo (if applicable) and one the AFL GOLDFIELDS Major Sponsor logo (if applicable).

One logo would be permitted under the number on the back of the Guernsey, it would not exceed 35cm by 15cm.

One logo 10cm x 6cm would be permitted on shorts.

In special instances, Clubs may apply to the AFL GOLDFIELDS for permission for an additional sponsor on the front of their Guernsey, of such matters will be determined at the discretion of the League Executive.

57 ORDER OFF RULE The AFL GOLDFIELDS has adopted the AFL VICTORIA COUNTRY Rule 11.0 ‘Order Off Rule’ as set out in the AFL VICTORIA COUNTRY Handbook.

APPENDIX – AFL VICTORIA VILIFICATION & DISCRIMINATION POLICY

THE AFL GOLDFIELDS VILIFICATION & DISCRIMINATION POLICY

The AFL GOLDFIELDS (League) is committed to fostering and maintaining a sporting environment which promotes understanding, accepts the unique differences of all persons affiliated with or interested in Australian Football, and recognises the need to prohibit certain discriminatory or vilifying conduct.

To this end, the League has regard to the overarching AFL Vilification Policy, as well as other applicable AFL Victoria Policies including the AFL Victoria Member Protection Policy, in setting forth this document which establishes the means of redress for players and officials aggrieved by what they reasonably consider to be vilification or discrimination based on their individuality.

Application & Scope of Policy

The League is bound by applicable provisions of State-based legislation as well as the: ▪ Racial Discrimination Act 1975 (Cth); ▪ Sex Discrimination Act 1984 (Cth); ▪ Human Rights & Equal Opportunity Commission Act 1986 (Cth); and ▪ Disability Discrimination Act 1992 (Cth) (Legislation).

This Policy is consistent with the Australian Football League’s Vilification Policy and is not in substitution of the Legislation.

The League will ensure that this Policy is communicated to Participants of the League. It will, also use its best endeavors to ensure that Participants of the League receive vilification and discrimination training as well as promote a safe and inclusive match day environment.

Nothing in this Policy prevents a person lodging a Complaint in relation to vilification or discrimination under the Legislation. In the event a Complaint is made under this Policy the League shall ensure that the parties are informed of their rights and that best endeavors are made to maintain the confidentiality of the Complaints Process unless a properly constituted Tribunal directs otherwise.

This Policy applies to all Clubs that are affiliated with the League.

Definitions In this Policy- “Complaint” means an allegation, contention or assertion made by a Participant or Participants in relation to the conduct of another Participant or Participants which the first Participant or Participants claim is Prohibited Conduct. Complaints will be either an Intra- Club Complaint or an Inter-Club Complaint.

“Complaints Process” means the procedure outlined in sections 3 to 10 of this Policy.

“Conciliation” means a method of alternative dispute resolution to which a third party (the “conciliator”) attempts to facilitate an agreed resolution of the dispute through active input and advice to Participants about the best way to resolve the Complaint.

“Club” means any football Club that is an affiliate of the League.

“Club Complaints Officer” means a person appointed by the Club to oversee this Vilification & Discrimination Policy, the education of Participants, and to liaise with all persons relevant to the Complaints Process to the extent that it involves a Complaint made in respect of a Participant of the Club, and to act in accordance with section 5.2 and 5.3.

“Club Official” includes committee members, coaches, coaching staff, trainers, runners, persons involved in the every- day administration of the Club and any person who may reasonably be perceived to hold an official Club position.

“Engage in Conduct” is defined with reference to the ordinary meaning ascribed to the phrase

but also expressly includes use of the internet, Social Media or email to publish or transmit statements or other material.

“League Complaints Officer/s” means either the League CEO, League President, League General Manager or such other person as thought fit and proper to hold the position, having regard to the obligations as set out in section 5 and in the Complaints Process.

“Informal Resolution” means an informal arrangement, understanding or agreement that, in the reasonable opinion of the League Complaints Officer/s or the Club Complaints Officer, has been reached in relation to either an Inter-Club Complaint or an Intra-Club Complaint between the Participant or Participants alleged to have engaged in the prohibited Conduct and the Participant or Participants alleged to have been the subject of the Prohibited Conduct. Such informal arrangements or agreements may involve an oral apology or a retraction.

“Inter-Club Complaint” means a Complaint by a Participant or Participants from one Club involving an allegation of Prohibited Conduct directed at a Participant or Participants from a second Club

“Intra-Club Complaint” means a Complaint by a Participant or Participants from one Club involving an allegation of Prohibited Conduct directed at a Participant or Participants from within the same Club.

“Investigation Officer” means an independent person selected by the League in accordance with section 8 of this Policy to investigate a complaint and to provide a recommendation to the League Complaints Officer/s.

“League” means AFL Goldfields Female Football League

“Participate” means to engage in any activity or behavior which is either directly or indirectly related or reasonably incidental to Australian Football as that term is understood under the Laws of Australian Football.

“Participant” includes a player, spectator, umpire, employee, volunteer to and agent of a Football Club that Participates in the League.

“Prohibited Conduct” means the conduct outlined in section 3 of this Policy.

“Social Media” has the meaning ascribed to it by any applicable AFL Victoria Policy or otherwise refers to what may reasonably be perceived to involve communication involving novel digital formats and platforms including, but not limited to, Facebook, Twitter, MySpace, instant-messenger and derivations of email.

Prohibited Conduct Vilification & Discrimination No League Participant or Club Official shall engage in conduct which may reasonably be considered to incite hatred towards, contempt for, ridicule of or discrimination against a person or group of persons on the ground of their: race; religion; gender; colour; sexual preference, orientation or identity; or special ability or disability.

Appointment of League Complaints Officer/s & Club Complaints Officer The League shall appoint a League Complaints Officer/s to ensure that any breach of this Policy is responded to in an equitable and prompt manner in accordance with this Policy.

The League shall ensure that all Clubs have a Club Complaints Officer to whom all vilification and discrimination Complaints are directed.

The League Complaints Officer/s is responsible for liaising between Club Complaints Officers, in the case of an Inter-Club Complaint, or with a single Club Complaints Officer, in the case of an Intra-Club Complaint, in an attempt to achieve Informal Resolution of the Complaint.

The Club Complaints Officer and the League Complaints Officer/s shall liaise directly over incidents which in the reasonable opinion of the Club Complaints Officer or League 50 AFL GOLDFIELDS FEMALE FOOTBALL

Complaints Officer/s are contrary to Section 3.

Preliminary Resolution Process In the event that it is alleged that a person subject to section 3.1 has engaged in Prohibited Conduct, a Participant may by 5.00pm on the first working day following the day on which the Prohibited Conduct is alleged to have occurred, lodge a Complaint with the Club Complaints Officer.

In the case of an Inter-Club Complaint, the Club Complaints Officer where the Complaint was made shall by 5.00pm on the next working day following the day on which the Complaint was lodged with the Club, lodge the Complaint with the League’s Complaints Officer. The Club Complaints Officer shall take no further action once the Complaint has been lodged with the League unless otherwise instructed by the League’s Complaint’s Officer.

In the case of an Inter-Club Complaint, the League Complaints Officer/s shall take reasonable steps within the next three (3) days following the day on which the Complaint was lodged with the League Complaint Officer/s to achieve an Informal Resolution if, in the reasonable opinion of the League Complaints Officer/s, the Complaint is capable of an Informal Resolution.

In the case of an Intra-Club Complaint, the Club Complaints Officer shall take reasonable steps within the next three (3) days following the day on which the Complaint was lodged with the Club to achieve an Informal Resolution if, in the reasonable opinion of the Club Complaints Officer, the Complaint is capable of an Informal Resolution.

If an Informal Resolution is not achieved or it is reasonably believed that the Complaint is incapable of an Informal Resolution, the Club Complaints Officer shall as soon as is reasonably practicable lodge the Complaint with the League’s Complaints Officer. The Club Complaints Officer shall take no further action once the Complaint has been lodged with the League unless otherwise instructed by the League’s Complaint’s Officer.

In circumstances where in the reasonable opinion of the League Complaints Officer/s a Complaint cannot be resolved by way of Informal Resolution, the League Complaints Officer/s shall proceed to Conciliation in accordance with section 7 below.

Confidentiality and Records Confidentiality must be maintained throughout the Complaints Process. All parties to a Complaint, the League’s Complaints Officer, the Club Complaints Officer, any witnesses and the conciliator must all agree to the maintenance of confidentiality. No person involved in the Complaints Process shall publicly comment on any aspect of the Com- plaints Process without the prior written agreement of all parties.

The League shall ensure that any documents relating to a Complaint shall remain confidential and be retained for 7 years from the date that the Complaint is made.

Conciliation Process The League Complaints Officer/s shall: 1. make every effort to ensure that: a. confidentiality is maintained at all times during the Complaints Process and that the outcome of the Com- plaints Process remains confidential; b. any breach of confidentiality is referred to the League Tribunal no later than 5pm on the next working day following the day that the breach is discovered, with the Tribunal to be convened within 7 days from the day on which the referral is made; c. the person alleged to have contravened the Policy is informed of the Complaint, the Complaint Process and provide that person with an opportunity to respond to the Complaint; d. the President or CEO of the League or his or her Nominee is informed that a Complaint has been received by the League Complaints Officer/s; e. statements are obtained from any witnesses identified by the parties to the Complaint; f. where available, obtain any other relevant evidence; 51 AFL GOLDFIELDS FEMALE FOOTBALL

g. any witness statements or any other evidence obtained in the course of conciliating a Complaint is made avail- able to both parties, with an opportunity to comment, as part of the Conciliation process; h. a conciliator is appointed to conciliate the Complaint; and i. all steps necessary for the Complaint to be conciliated are taken within 10 working days from the day on which the Prohibited Conduct is alleged to have occurred. 2. Participants subject to Conciliation who are under 18 years of age must be accompanied at the Conciliation by a Club Official over 18 years of age.

Investigation In circumstances where a Complaint is not resolved in accordance with section 7 above, the League Complaints Officer/s may refer the matter to an Investigation Officer to investigate aspects of the allegation or circumstances sur- rounding the Complaint which, in the reasonable opinion of the League Complaints Officer/s, require further investigation to resolve the Complaint.

The Investigation Officer shall report to the League Complaints Officer/s on any information or evidence obtained in accordance with 8.1. Any information or evidence obtained by the Investigation Officer and provided to the League Complaints Officer/s shall be provided to all parties to the Complaint as part of the Complaint Process.

Tribunal Referrals, Process & Appeal Following an investigation under section 8, if any, or following a failed Conciliation under section 7, the League Complaints Officer/s may refer the Complaint to a League Tribunal for determination. The League Complaints Officer/s shall take all steps necessary to make a decision about the referral of the Complaint to the League Tribunal as soon as is reasonably practicable.

The League Tribunal will be constituted in accordance with the rules and regulations of the League and the League shall determine who is responsible for prosecuting the Complaint at the Tribunal.

Where the referral to the League Tribunal is made pursuant to this section 9.1 of this Policy, the Tribunal will hear the Complaint within 5 working days of the Complaint referral being made.

The League Tribunal has the power to order any reasonable penalties or directions for breaches of this Policy as are allowable under the rules and regulations of the League in force at the time of the hearing.

Where a party to a Complaint is unsatisfied with the decision made by the League Tribunal, they may ask the Club’s Officer to request that the League establish a panel to hear an appeal from the decision in accordance with the League’s appeal regulations.

Club Liability If found to have contravened this Policy a Club may be vicariously liable for Prohibited Conduct engaged in by a Participant connected to the Club if the Club is unable to establish that it took reasonable precautions to prevent the Participant from engaging in that Prohibited Conduct.

Monitoring and Review of the Policy The Policy will be monitored on an ongoing basis by the League’s Executive.

Policy Commencement This Policy was passed by League’s Executive and will take effect from February 2015.

APPENDIX – CYBERSAFETY POLICY

Procedure AFL GOLDFIELDS and/or club officials or members who feel that they have been the victims of such misuses of technology should save and store the offending material on their computer, mobile phone or other device. They should then print a copy of the material and immediately report the incident to the relevant club/league representative.

All reports of cyber bullying and other technology misuses will be reported to the AFL GOLDFIELDS General Manager or Operations Manager.

The AFL GOLDFIELDS will investigate the matter, and where it believes a breach of the Cyber Safety Policy may have occurred the AFL GOLDFIELDS may, after considering the evidence and following discussion with both Clubs and with Directors, offer a sanction to the offender/s. Should this sanction be accepted by the offender/s the sanction will be applied immediately and the sanction entered into the players Tribunal history. Where it considers it to be required, the AFL GOLDFIELDS may notify the Police of the incident.

Should the sanction not be accepted, the AFL GOLDFIELDS will investigate the matter in accordance with WorkSafe AFL Victoria Country Rule 5.0 and may result in a notification to Police where the AFL GOLDFIELDS or club is legally obliged to do so, and the allegations will be forwarded to the AFL GOLDFIELDS Investigation Officer.

Should this occur, the alleged report of cyber bullying and other technology misuses will be investigated fully in accordance with WorkSafe AFL Victoria Country Rule 5.0 and may result in a notification to Police where the WorkSafe AFL Victoria Country, league or club is legally obliged to do so.

If the WorkSafe AFL Victoria Country and/or individual League’s executive receives a complaint about an online issue, the allegations will be forwarded to the relevant League Investigation Officer.

If there is evidence, charges will be laid and the complaint will proceed to the league’s Independent Tribunal, exactly the same as if the investigation relates to physical violence or other reportable offences.

Penalties Any proven charges will automatically lead to a minimum of a two (2) match suspension for a registered player. In deciding the final penalty, consideration will be given to the seriousness of the act, the impact on the victim, the impact on the club/league/WorkSafe AFL Victoria Country and the prior good history or otherwise of the player.

Players charged with these types of offences for a second or subsequent time and where a suspension has been previously imposed will face deregistration.

Any player presented before the tribunal for the first or subsequent time on a cyber bullying offence must be aware that the penalties available to the tribunal members will cover the complete range including deregistration.

In the case of a non playing club member being proved to have engaged in harassment or bullying, the club employing, engaging or otherwise associated with the person at the time of the conduct shall be deemed to be vicariously liable for the conduct of the person and shall pay to the League a penalty to be determined by the league.

Important terms used in this document: The abbreviation ‘ICT’ in this document refers to the term ‘Information, Communication and Technologies.

‘Cybersafety’ refers to the safe and responsible use of the Internet and ICT equipment/devices, including mobile phones

The term ‘ICT equipment/devices’ used in this document, includes but is not limited to, computers (such as desk- tops, laptops, PDAs), storage devices (such as USB and flash memory devices, CDs, DVDs, floppy disks, iPods, MP3 players), cameras (such as video, digital, webcams), all types of mobile phones, video and audio players/receivers (such as portable CD and DVD players),Gaming Consoles, and any other, similar, technologies as they come into use. 55 AFL GOLDFIELDS FEMALE FOOTBALL

APPENDIX – EXTREME WEATHER POLICY

AFL Goldfields affiliates the following Leagues:

▪ Ballarat Football Netball League ▪ Maryborough & Castlemaine District Football Netball League ▪ Riddell District Football Netball League ▪ Central Highlands Football League

AFL Goldfields recognises that Victorian weather can throw up all kinds of challenges for community Football Clubs. Clubs may be confronted with weather conditions that vary from extreme heat to extreme cold. The following policy has been developed to assist clubs in making a decision on the continuation of play should they be presented with an extreme weather situation.

Severe cold, extreme wind, extreme rain, hail etc. The umpires may determine if it is not safe to continue a match. The match may be terminated immediately, but in the first instance, a match should be halted for a 20 minute period.

If, on further assessment, the conditions have not improved, the match shall be abandoned. Clubs must immediately report the situation to their League Operations Manager who will determine the outcome of the match in accordance with the Laws of Australian Football.

Extreme heat Temperature equal to or greater than 36 degrees. If the temperature is equal to or greater than 36 degrees, the match is to be halted immediately. The match may be terminated immediately, but in the first instance, a match should be halted for a 20 minute period.

If, after 20 minutes the temperature has not decreased, the match shall be abandoned. Clubs must immediately report the situation to their League Operations Manager who will determine the outcome of the match in accordance with the Laws of Australian Football.

Temperature between 32 and 36 degrees. All quarters, in seniors, reserves, under 18.5 and under 16 competitions are to be reduced to 18 minutes plus time on if applicable; All other junior competitions shall be halted for a period of 20 minutes. If, after 20 minutes the temperature has not decreased, the match shall be abandoned. Clubs must immediately report the situation to their League Operations Manager who will determine the outcome of the match in accordance with the Laws of Australian Football.

The umpires may increase the time after a goal to allow for additional hydration; Additional water-carriers may be permitted;

An additional 5 minutes per break is permitted. The umpires should offer this to both captains, if either agrees time- keepers are to be instructed to add the time.

APPENDIX – PRIVACY POLICY

AFL Goldfields affiliates the following Leagues:

INTRODUCTION AFL Goldfields affiliates the Leagues listed above and manages the Australian football competitions and Netball competitions in AFL Goldfields Region.

Through these varied operations, AFL Goldfields from time to time gathers information from registered players, clubs and other parties with whom we deal for a variety of reasons including, in particular, to enable us to improve the nature of the services we provide.

AFL Goldfields understands individuals’ concerns regarding confidentiality and takes seriously its obligations in respect of all information it gathers. To safeguard that information, AFL Goldfields has implemented a program to ensure compliance with the Privacy Act 1988 (Cth) and the National Privacy Principles (“NPPs”). This Privacy Policy outlines how AFL Goldfields and our affiliated Leagues deal with Personal Information.

WHY AFL GOLDFIELDS COLLECTS PERSONAL INFORMATION

Nature of Information The information AFL Goldfields collects in most cases relates to registered players but can relate to suppliers and other parties we deal with (for the purposes of this Privacy Policy all such people are described as “Customers”).

Information is gathered for a range of purposes, including the provision of ongoing Customer support and the compiling of Customer databases to enable us to provide you with the services you request and helps us plan to improve the level of our services. The type of information we collect includes such things as contact details, opinions and transactional details and may include your name, date of birth, current and previous address, telephone and facsimile number, e-mail address, bank account or credit card details and occupation.

We also hold details of AFL Goldfields services you hold or join including their status. AFL Goldfields treats all such information which is collected and identifiable as relating to an individual as Personal Information. It is this information which is described as “Personal Information” for the purposes of this Privacy Policy.

Collection of Information In accordance with the NPPs, where practical, Customers of AFL Goldfields may deal with AFL Goldfields on an anonymous basis. However, as a provider of a wide range of services, AFL Goldfields frequently finds that it is necessary to collect Personal Information during the course of transactions. Personal Information may be collected about Customers via the following means: ▪ Player Clearance and Registration Forms ▪ Club Membership Forms ▪ Competition entry forms; ▪ Application forms; ▪ Email; ▪ Websites ▪ Online transactions; ▪ Networking functions (e.g.: business cards); ▪ Over the phone; ▪ Credit card details via credit card purchases; and ▪ Information collected from third parties.

Information given to Customers Where AFL Goldfields collects Personal Information about a Customer from a third party, and the Customer has not previously consented to that third party providing the information to AFL Goldfields, AFL Goldfields will, where reasonable and practical, provide the Customer with the following information about that third party: ▪ The third party’s contact details; ▪ The purpose of collection; ▪ The fact that the Customer can gain access to the Personal Information; ▪ The types of organisations to which their Personal Information may be disclosed by that third party; ▪ Any law that requires the Personal Information to be collected; and ▪ The key consequences if all or some of the information cannot be collected.

‘Sensitive Information’ AFL Goldfields will not ask a Customer for information revealing racial or ethnic origin, political opinions, religious or philosophical beliefs, trade union membership, or details of health, disability or sexual activity or orientation, unless: ▪ The Customer provides their consent; ▪ The collection of that information is specifically authorised by law; ▪ The collection is necessary to lessen a serious or imminent threat to the health or safety of a person; or ▪ The collection of the information is necessary for the establishment, exercise or defence of a legal claim.

Customer Consent Wherever practical, AFL Goldfields will obtain the express consent of Customers to the collection of Personal Information. In some situations, AFL Goldfields will interpret a Customer’s actions as indicating that a Customer consents to the collection of Personal Information. This may occur where the Customer has provided Personal Information for a particular purpose and that purpose cannot be achieved without AFL Goldfields making use of the Customer’s Personal Information.

What Happens if Personal Information is Not Provided Where relevant, AFL Goldfields will endeavor to make Customers aware that AFL Goldfields may not be able to pro- vide a proper service to them if Personal Information is not provided upon request.

MAINTENCE AND MANAGEMENT OF PERSONAL INFORMATION

Who May View Personal Information In general, only Board Members, Officers, employees or contractors of AFL Goldfields may view Personal Information. AFL Goldfields will only grant access to parties other than AFL Goldfields officers, employees and contractors to view Personal Information where AFL Goldfields believes that access is necessary to achieve the purpose for which the Personal Information was collected. AFL Goldfields will only disclose Personal Information to parties other than AFL Goldfields officers, employees and contractors if: ▪ That disclosure is required to give effect to the purposes for which AFL Goldfields collected the personal Information; ▪ The Customer has consented to that disclosure; ▪ AFL Goldfields believes that the disclosure may lessen a risk of harm to the health or safety of any person; ▪ AFL Goldfields believes an unlawful activity is being undertaken and the Personal Information is disclosed as part of AFL GOLDFIELDS investigation into this activity; ▪ AFL Goldfields is required by law to disclose the Personal Information; or ▪ The disclosure is required for the enforcement of a criminal law or a law imposing a pecuniary penalty or for the protection of public revenue.

Identification AFL Goldfields does not use any prohibited identifiers (such as a tax file number) to identify its Customers.

Storage and Security Personal Information may be stored in either hard copy form or on computer or both. Hard copy Personal Information is wherever practical, kept under locked security. Personal Information stored on computer is wherever practical, password protected.

Where possible and practical, AFL Goldfields will endeavor to comply with recognised Australian and international standards relating to information security.

AFL Goldfields regularly deletes and de-identifies Personal Information if the information is no longer needed by AFL GOLDFIELDS.

Updating Personal Information AFL Goldfields regularly monitors the quality and accuracy of Personal Information that it maintains and where practical, updates that information on a regular basis.

Customers can update their Personal Information at any time by contacting AFL Goldfields Privacy Officer.

MINORS AFL Goldfields has adopted the position proposed by the Privacy Commissioner that a young person is able to give their consent when he or she has a sufficient understanding and maturity to understand what is being proposed.

Where AFL Goldfields is aware that it is gathering information from a minor, AFL Goldfields will obtain consent from a legal guardian for the collection of the information. Where this is not possible, AFL Goldfields staff will make a determination as to the minor’s understanding of why the Personal Information is being collected, before deciding to collect that information.

COMPETITIONS Personal information gathered during competitions run by AFL Goldfields will be governed by the principles set out in this Privacy Policy unless an express statement is made in relation to privacy in the conditions of entry for the competition.

DIRECT MARKETING Personal Information collected for direct marketing purposes will only be collected, used or disclosed with the consent of the relevant Customer as provided for in this Privacy Policy. In circumstances where AFL Goldfields cannot practically obtain the consent of a Customer, then AFL Goldfields may still engage in direct marketing to that Customer, but will: advise the Customer that he or she can be taken off the mailing list at any time; and display its contact details clearly in each direct marketing publication.

Customers may be taken off any mailing list by contacting AFL Goldfields Privacy Officer.

ACCESS TO PERSONAL INFORMATION Customers may access their Personal Information by contacting AFL Goldfields Privacy Officer. Access is generally granted within 30 days of that request. AFL Goldfields may impose a reasonable charge for access.

WHEN AFL GOLDFIELDS MAY WITHHOLD ACCESS TO PERSONAL INFORMATION

When access can be withheld Access to Personal Information may be withheld in a number of circumstances. These include where: ▪ Providing access would pose a serious and imminent threat to the life or health of a person; ▪ Providing access would have an unreasonable impact on the privacy of others; ▪ The information is subject to confidentiality where the person who provided the information to AFL Goldfields did so expressly on the condition that it remains confidential; ▪ The request is vexatious or frivolous; ▪ The information relates to current or anticipated legal proceedings between AFL Goldfields and the person and the information would not be required to be discovered to a court; ▪ AFL Goldfields is in commercial negotiations with the person and the information would reveal AFL Goldfields intentions;

Providing access would be unlawful or AFL Goldfields is required by a law to withhold access; or Providing access could prejudice the investigation or detection by AFL Goldfields or by a government body of an unlawful activity or some serious or improper misconduct.

Where AFL Goldfields does withhold Personal Information, AFL Goldfields may instead choose to give the Customer a summary of that information.

Written reasons If AFL Goldfields does withhold Personal Information, AFL Goldfields will provide written reasons.

Third party intermediary If AFL Goldfields withholds access to Personal Information, AFL Goldfields will consider whether the provision of access to an independent third party will meet AFL Goldfields and the relevant Customer’s needs.

CONTRACTORS AFL Goldfields may from time to time employ subcontractors or Volunteers (e.g. to assist managing finals) to provide services to it. In these situations, Personal Information may be collected about those subcontractors. This Privacy Policy applies equally to those subcontractors.

APPENDIX – AFL GOLDFIELDS CODES OF CONDUCT

1. Strategy for Implementation and Promotion of Codes of Conduct a. Develop Codes of Conduct: Codes of Conduct to apply to players, coaches, officials/parents/spectators. Clubs may wish to develop their own using the recommended AFL Goldfields Codes of Conduct as a model, however, in terms of having some uniformity, it would be preferred if the Codes of Conduct be endorsed by all clubs.

b. Circulate Widely: From League Boards to Clubs to Members. At all levels it is important to follow up to ensure the Codes of Conduct are continually being promoted and people are aware of them.

Don’t allow the Codes of Conduct to be “filed”.

2. Strategies for Implementation a. Regions and Leagues: Call meeting of member Leagues or member clubs, whatever the case may be, to adopt Codes of Conduct and to ensure all members are aware of why there is a need to have Codes of Conduct.

It is considered important to discuss some of the following strategies particularly with club officials in regard to the ongoing display and promotion of the Codes.

Leagues could consider adopting say an annual club registration form, whereby club officials would agree to abide by the rules, etc., of the league and acknowledge that they will abide by the Codes of Conduct which would be printed on the reverse side of the form (similar to the Coach Registration form).

b. Clubs: i. Pre Season meeting with parents and players

Clubs should conducting a meeting prior to commencing the season. The meeting would be to make everyone aware of the Codes of Conduct by discussing each clause and providing a copy to parents and players. At this meeting the coach and officials could outline other plans. etc. for the year. The coach should meet with the parents of players in his/her underage team to clarify expectations of parents and players.

ii. Public Display The Codes of Conduct should be permanently displayed in club rooms, changerooms. The documents could be ideally framed, or laminated, and hung on the wall.

If a club or the League produces a newsletter or program the Codes of Conduct could be included in each edition.

Player registration forms could have the Codes of Conduct printed on the reverse side (again similar to the coach registration form) with parents and players acknowledging them.

c. Reinforcement of Codes of Conduct i. Leagues Could consider making available a best conducted club award with a strong criteria being the promotion and use of the Codes of Conduct. Player awards should also acknowledge those who have followed the principles of the Codes of Conduct.

Note: In both cases clubs or leagues could also adopt some penalties for breaking the Codes of Con duct, although it is considered more appropriate to reward or acknowledge rather than penalise. iii. League and Club Official It is a fair and reasonable expectation of each League and Club officials accept responsibility for constantly monitoring the implementation of Codes of Conduct particularly through their visible presence on match days.

No registered player may participate in a fixtured game of Football/Netball until they have read and understood the Player Code of Conduct with their parent or guardian. This process can be conducted either via the online registration process or by obtaining a hard copy of this document. It is the responsibility of junior players to ensure they have read and understand the Code of Conduct. This process is now part of the online registration process and all codes of conduct can be viewed on league websites.

JUNIOR PLAYER’S CODE OF CONDUCT

1. Abide by the rules of the game and rules set down by your coach, club and league. 2. Never argue with an official or umpire. If you disagree, have your captain, coach or manager approach the official during a break or after the match. 3. Control your temper. Verbal or physical abuse of officials, umpires, spectators or other players, deliberately distracting or provoking an opponent is not acceptable or permitted. 4. Work equally hard for yourself and your team. Your team's performance will benefit, so will you. 5. Be a good sport. Applaud all good plays whether they be by your team, opponent or the other team. Be proud to walk off the ground after each game knowing that you have given your best effort and never involve yourself in an argument with opposing players, umpires or officials. 6. Treat all players as you would like to be treated. Do not interfere with, bully or take unfair advantage of another player. Your involvement to play is for fun and enjoyment and that winning is only part of it. 7. Co-operate with your coach and team mates, and respect the ability of your opponent. Without them there would be no game. 8. Always show respect for Umpires and respect decisions made even if you do not agree with the outcome. 9. Play for the 'fun of it and not just to please parents and coaches. 10. Avoid use of derogatory language based on gender or race. Respect the rights, dignity and worth of all participants regardless of the gender, ability, cultural background or religion. 11. Agree to abide by your League’s policies as listed on the website and in the information booklet and operations manual. 12. 1. Encourage children to participate if they are interested. However, if a child is not willing do not force them. 2. Focus upon the child's efforts and performance rather than the overall outcome of the event. This assists the child in setting realistic goals related to their ability by reducing the emphasis on winning. 3. Teach your child that honest effort is as important as victory so that the result of each game is accepted without undue disappointment. 4. Encourage your child always to play by the rules. 5. Never ridicule or yell at your child for making a mistake or losing a competition. 6. Remember your child should be involved in Football/Netball for their enjoyment, not yours.

7. Remember your child learns best by example. Applaud good play by both your team and by members of the opposing team. 8. If you disagree with an official or umpire raise the issue through the appropriate channels rather than questioning the official's judgment and honesty in public. Remember, most officials give their time and effort for your child's involvement. 9. Support all efforts to remove verbal and physical abuse from junior sporting activities. 10. Recognise the value and importance of volunteer coaches. They give their time and resources to provide recreational activities for your child and deserve your support. 11. Support your club officials in maintaining the highest standard of behavior both on and off the field for the betterment of the league and your family. Offer your assistance to the team that your child is playing in so that every opportunity is being provided for the very best supervision and support. Your involvement will give both yourself and your child far more satisfaction. 12. Avoid use of derogatory language based on gender or race. We acknowledge that it is our responsibility to ensure that family or friends attending events are made aware of and adhere to the Code of Conduct.

REGULATIONS SUPPORTING THE JUNIOR PLAYERS, PARENTS & SUPPORTERS CODES OF CONDUCT

These regulations have been developed to help Coaches, Team Managers and Club Officials act upon breaches of the Codes of Conduct by Players, Parents and Supporters.

Summary of Action to Advise and Caution Players, Parents and/or Supporters of the Codes of Conduct

Education Process: 1. Players and/or Parents are advised of the Club/League’s Codes of Conduct and Policies at the time of registration or at a club training session via the distribution of the Players and Parents Handbook. Members may choose to sign a declaration on the registration form or read this document via the online registration process agreeing to abide by the Codes of Conduct and Policies. 2. Prior to the commencement of the fixtured season, the Club will conduct an information session to discuss the expected levels of behavior by both Players, Parents and Supporters. 3. Display League code of conduct policies and rules at matches and around the club. 4. Players will not be permitted to play in a fixtured game for the Club unless they and their Parents/Guardians have acknowledged they have read and understood the Player and Parents and Supporter’s Codes of Conduct. 5. Breaches of AFL Goldfields Codes of Conduct may be dealt with separately to breaches of AFL Victoria Country/Netball Victoria rules and further penalties may apply at the League’s discretion. This may be on top of penalties issued by a Tribunal or Appeals Board.

Breaches: 6. Players, parents and supporters acting in a manner contrary to the Code of Conduct may be cautioned regarding the inappropriateness of their behavior at the time of the breach by a club or league official. This caution may also take the form of written advice in the days/weeks after the incident occurs. 7. A player, parent or supporter failing to heed and on the spot caution may be asked to leave the venue or event. 8. Players, parents or supporters who receive a caution will be provided with an opportunity to respond in writing and will also have the opportunity to front their league’s Board to address the allegations. 64 AFL GOLDFIELDS FEMALE FOOTBALL

9. The League reserves the right to implement a penalty for any breach of this code of conduct. This may be in addition to any penalty a club member or supporter may receive for breaching AFL Victoria Country/Netball Victoria rules. (i.e. If a club member is reported and sent to the Tribunal, the breach of the code of conduct may be handled separately by the appropriate League Board) 10. Any incident regarding breaches to the Code of Conduct should be recorded by the Club using the provided ‘Report Incident’ sheets and submitted to the League who will follow up on the issue. 11. Repeated behavior contrary to the Codes of Conduct will be dealt with by the Club in conjunction with the League.

Red & Yellow Cards Shown to Junior Player: 12. Any player who receives a red card during the course of any match, shall be asked to front the independent tribunal on the relevant charge. 13. Any player who receives their first yellow card during the course of a season shall consider this as their first and only warning. 14. Any player who receives a second yellow card during the course of a season shall be handed a one match suspension. 15. Any player who receives a third yellow card and every yellow after that, shall be provided with a two-match suspension. 16. Clubs wishing to appeal a card shown by an Umpire should do so by emailing the Operations Manager of the League by no later than the close of business on the Monday after the match has taken place.

Regulations 1. No player or supporter may take part in any fixtured game of Football/Netball for their club unless they have read and understand this Code of Conduct. Team Officials are required to read and understand this document also. 2. Clubs are responsible for all club members to have read and understand Codes of Conduct and must make members aware of their responsibility to have read and understood the terms and conditions within. 3. Coaches and/or Team Managers must address players, parent/guardians and supporters formally as a group (where practical) outlining the expected standards of behavior required under the Codes of Conduct. 4. Any player, parent or supporter in the opinion of the Club’s committee or the League, breaching the relevant Code of Conduct may be immediately removed from the playing arena. The player, parent or supporter may return to the game at the Club’s discretion. 5. If the Club/League believe that the player, parent or supporter’s behavior is such that the player, parent or supporter should be formally cautioned or suspended from subsequent games due to breaches of the Junior Player, Parent or Supporter Code of Conduct they will first contact the Club Secretary who will liaise with the club member who has breached the code of conduct. The League will communicate with the Club via the Secretary and the process as well as any subsequent penalties, should they apply, shall be communicated to the club member via the club. 6. Club members found to have breached the League’s codes of conduct shall be provided with the opportunity to respond to any correspondence issued to the club via the Secretary. Club members will be provided an opportunity to appeal any penalties issued within 30 days of the penalties being distributed. 7. Repeated breaches of the Junior Player, Parent or Supporter Code of Conduct by a Junior Player, Parent or Supporter may result in a Junior Player, Parent or Supporter being de-registered from the Club. 8. A Club member or supporter failing to curb the offending behavior will be asked to leave the venue or event. If a Club member or supporter refuses to leave the playing venue or event, the League will be contacted and if deemed appropriate, the police. (For incidents that occur at Club home games the Game Day Ground/Court Manager or other Club Official will take responsibility for ensuring the Club member leaves the playing venue. For away games the Ground Court Manager or any other Club or League Official will assume responsibility). 9. The Club member or supporter will not be permitted to return to the venue, game or club event until such time as the Club Executive via the Club Secretary receives a written explanation and assurance that behavior contrary to the Code of Conduct will not be repeated. 10. Throughout the process of dealing with code of conduct breaches, the club and offending member(s) or supporters will provide their full cooperation to the Club and League and provide information as requested within the stated timelines outlined by the Club and League.

11. Any incident that occurs on match day or at Club events that the Club feels the League should follow up on should complete the provided incident report sheet and mail it to the League either in the post or with the match day paperwork. 12. The club agrees to take responsibility for the actions of their members and will endeavor to work with the League to ensure anyone who breaches a code of conduct is held responsible for their actions.

My Club and the League are committed to ensuring that natural justice and privacy of people involved in any breach are dealt with sensitively, irrespective of the alleged breach to the Code of Conduct.

1. Be familiar with the laws of Australian Football/Netball and abide by the rules and conditions of your league and club. 2. Teach your players that rules of the game are mutual agreements which no player should evade or break. 3. Do not discriminate against any of your players and always work at providing an inclusive environment where all players can participate. 4. Avoid over-playing the talented players. The 'just average' players need and deserve equal time, if not more. 5. Remember that the players involved play for fun and enjoyment and that winning is only part of it. Emphasise the importance of the learning and development of skills and positive attitudes. Never ridicule or yell at your players for making mistakes or losing. 6. Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in any sport and may be a breach of your state, league or national Member Protection Policy. 7. If the Club/League believe that the Junior Coach or Team Official’s behavior is such that the Junior Coach or Team Official should be formally cautioned or suspended from subsequent games due to breaches of the Junior Coach and Team Official Code of Conduct they will first contact the Club Secretary who will liaise with the club member who has breached the code of conduct. The League will communicate with the Club via the Secretary and the process as well as any subsequent penalties, should they apply, shall be communicated to the club member via the club. 6. Club members found to have breached the League’s codes of conduct shall be provided with the opportunity to respond to any correspondence issued to the club via the Secretary. Club members will be provided an opportunity to appeal any penalties issued within 30 days of the penalties being distributed. 7. Repeated breaches of the Junior Coach and Team Official Code of Conduct by a Junior Coach or Team Official may result in a Junior Coach or Team Official being de-registered from the Club. 8. A Club member or official failing to curb the offending behavior will be asked to leave the venue or event. If a Club member or supporter refuses to leave the playing venue or event, the League will be contacted and if deemed appropriate, the police. (For incidents that occur at Club home games the Game Day Ground/Court Manager or other Club Official will take responsibility for ensuring the Club member leaves the playing venue. For away games the Ground Court Manager or any other Club or League Official will assume responsibility). 9. The Club member or official will not be permitted to return to the venue, game or club event until such time as the Club Executive via the Club Secretary receives a written explanation and assurance that behavior contrary to the Code of Conduct will not be repeated. 10. Throughout the process of dealing with code of conduct breaches, the club and offending member(s) or supporters will provide their full cooperation to the Club and League and provide information as requested within the stated timelines outlined by the Club and League. 11. Any incident that occurs on match day or at Club events that the Club feels the League should follow up on should complete the provided incident report sheet and mail it to the League either in the post or with the match day paperwork. 12. Any Senior Coach or Team Official in the opinion of the Club’s committee or the League, breaching the relevant Code of Conduct may be immediately removed from the playing arena. The Senior Coach or Team Official may only return to the game at the Club’s discretion. 5. If the Club/League believe that the Senior Coach or Team Official’s behavior is such that the Senior Coach or Team Official should be formally cautioned or suspended from subsequent games due to breaches of the Senior Coach and Team Official Code of Conduct they will first contact the Club Secretary who will liaise with the club member who has breached the code of conduct. The League will communicate with the Club via the Secretary and the process as well as any subsequent penalties, should they apply, shall be communicated to the club member via the club.

6. Club members found to have breached the League’s codes of conduct shall be provided with the opportunity to respond to any correspondence issued to the club via the Secretary. Club members will be provided an opportunity to appeal any penalties issued within 30 days of the penalties being distributed. 7. Repeated breaches of the Senior Coach and Team Official Code of Conduct by a Senior Coach or Team Official may result in a Senior Coach or Team Official being de-registered from the Club. 8. A Club member or official failing to curb the offending behavior will be asked to leave the venue or event. If a Club member or supporter refuses to leave the playing venue or event, the League will be contacted and if deemed appropriate, the police. (For incidents that occur at Club home games the Game Day Ground/Court Manager or other Club Official will take responsibility for ensuring the Club member leaves the playing venue. For away games the Ground/Court Manager or any other Club or League Official will assume responsibility). 9. The Club member or official will not be permitted to return to the venue, game or club event until such time as the Club Executive via the Club Secretary receives a written explanation and assurance that behavior contrary to the Code of Conduct will not be repeated. 10. Throughout the process of dealing with code of conduct breaches, the club and offending member(s) or supporters will provide their full cooperation to the Club and League and provide information as requested within the stated timelines outlined by the Club and League. 11. Any incident that occurs on match day or at Club events that the Club feels the League should follow up on should complete the provided incident report sheet and mail it to the League either in the post or with the match day paperwork. 12. The club agrees to take responsibility for the actions of their members and will endeavor to work with the League to ensure anyone who breaches a code of conduct is held responsible for their actions.

Our Club fully supports the codes of conduct as introduced by the AFL Goldfields, AFL Victoria Country and Netball Victoria. The codes of conduct are applicable to all Club activities including fixtured games, team training, social events and other official club or team events. No Club Official may hold a position at a club until they have read and understood the Club Official Code of Conduct which is available in hard copy and online via the registration process.

It is the responsibility of Club Officials to ensure they are setting a good example by having read and understood the Code of Conduct. This process is now part of the online registration process.

CLUB OFFICIAL CODE OF CONDUCT

1. Be familiar with the laws of Australian Football/Netball and abide by the rules and conditions of your league and club. 2. Encourage team members to participate if they are interested. However, if a person is not willing do not force them. 3. Focus upon team member’s efforts and performance rather than the overall outcome of the event. This assists the players in setting realistic goals related to their ability by reducing the emphasis on winning. 4. Teach your team members that honest effort is as important as victory so that the result of each game is accepted without undue disappointment. 5. Encourage your team members always to play by the rules. 6. Never ridicule or yell at your team members for making a mistake or losing a competition. Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in any sport and may be a breach of your state, league or national Member Protection Policy. 7. Remember your team members should be involved in Football/Netball for their enjoyment, not yours. 8. Remember your team members learn best by example. Applaud good play by both your team and by members of the opposing team. 9. If you disagree with an official or umpire raise the issue through the appropriate channels rather than questioning the official's judgment and honesty in public. Remember, most officials give their time and effort for your team member’s involvement. 10. Support all efforts to remove verbal and physical abuse from junior sporting activities. 11. Support all club officials in maintaining the highest standard of behavior both on and off the field for the betterment of the league and your club. Offer your assistance to the team whenever possible so that every opportunity is being provided for the very best supervision and support. Your involvement will give both yourself and team members far more satisfaction. 12. Avoid use of derogatory language based on gender or race. Respect the rights, dignity and worth of all participants regardless of the gender, ability, cultural background or religion. 13. Always act in a respectful manner towards members and supporters of opposition clubs and the League. 14. Have a Working With Children Check carried out and record your card number and expiry date with the club. 15. Agree to abide by the League’s policies as listed on the website and in the information booklet and operations manual. 16. Support the League in implementing policies and procedures and carry out tasks to the best of your ability within the timeframes outlined by the League. 17. Endeavour to make yourself available should the need arise to resolve a club related matter.

REGULATIONS SUPPORTING THE CLUB OFFICIAL CODES OF CONDUCT

These regulations have been developed to support Coaches, Team Managers and Club Officials act upon breaches of the Codes of Conduct by Club Members.

Summary of Action to Advise and Caution Club Officials of the Codes of Conduct

Education Process: 1. Club Officials advised of the Club’s Codes of Conduct and Policies at the time of registration or at a club training session via the distribution of the Club Official’s Codes of Conduct. Members may choose to sign a declaration on the registration form or read this document via the online registration process agreeing to abide by the Codes of Conduct and Policies. 2. Prior to the commencement of the fixtured season, the Club will conduct an information session to discuss the expected levels of behavior by Club Officials. 3. Display League code of conduct policies and rules at matches and around the club. 4. Club Officials will not be permitted to participate in a fixtured game for the Club unless they have acknowledged they have read and understood the Club Official’s Code of Conduct. 5. Breaches of AFL Goldfields Codes of Conduct may be dealt with separately to breaches of AFL Victoria Country/Netball Victoria rules and further penalties may apply at the League’s discretion.

Breaches: 6. Club Officials acting in a manner contrary to the Code of Conduct will be cautioned regarding the inappropriateness of their behavior at the time of the breach by a club or league official. This caution may also take the form of written advice in the days/weeks after the incident occurs. 7. A Club Official failing to heed this caution may be asked to leave the venue or event. 8. Club Officials who receive a caution will be provided with an opportunity to respond in writing and will also have the opportunity to front their league’s Board to address the allegations. 9. The League reserves the right to implement a penalty for any breach of this code of conduct. This may be in addition to any penalty a club member may receive for breaching AFL Victoria Country/Netball Victoria rules. (ie. If a club member is reported and sent to the Tribunal, the breach of the code of conduct will be handled separately by the appropriate League Board) 10. Any incident regarding breaches to the Code of Conduct should be recorded by the Club using the provided ‘Report Incident’ sheets and submitted to the League who will follow up on the issue. 11. Repeated behavior contrary to the Codes of Conduct will be dealt with by the Club in conjunction with the League.
