Gate Guide

2020 Gate Prices • Adult: $12.00 • Adult Concession: $6.00 • Under 18: FREE • WGFNC Barracker: $2.00 Gate Entry Signage Sign/s must always be on display when the Club is charging admission into the ground/venue. Clubs are encouraged to check local council by-laws in relation to removable signage on recreation reserves. Please ensure the club has accurate pricing that is clearly visible to patrons. Barrackers Barrackers may be sold at $2.00 per copy, over and above the admission fee. Persons being admitted Free of Charge with the appropriate pass may purchase \a record for $2.00. Pass Out/Early Bird Passes Patrons who inform gate staff that they intend on leaving the ground before 11am will be handed an Early Bird Pass. If this pass is presented to gate staff upon exit of the venue prior to 11am, the patron will be entitled to a $5 refund. Concession Policy A person must present the relevant concession documentation upon entry to the ground to be eligible for concession admission. Persons holding one of the following cards are eligible to purchase a ticket at the concession rate; • Centrelink issued: Pensioner Concession Card (PCC) • Department of Veterans’ Affairs Card • Department of Veterans’ Affairs issued Pensioner Concession Card • Full time secondary or tertiary student cards Note: A second form of identification (eg driver’s license, Medicare card, credit card) may be required to verify the concession entitlement. Adults Admission Policy Anyone 18 years of age and older will be classed as an adult. Junior Admission Policy Patrons under the age of 18 can be admitted FREE of charge. Patrons must be under 18 at the time of entry to gain free entry. Identification must be presented when asked to receive the FREE entry. Companion Card Policy People with a disability who require attendant care support to participate at community venues and activities have a right to equal participation in the community. This fundamental right is protected under two pieces of legislation under Section 42 of the Equal Opportunity Act 1995 (Victoria) and Section 8 of the Disability Discrimination Act 1992 (Commonwealth) which states that it is unlawful to discriminate against a person with a disability who requires the assistance of a companion. Only the person whose photograph and name appear on the card can use the Companion Card. The card holder is required to show the Companion Card when purchasing tickets or paying an admission fee at point of entry. Upon presenting the card to the gate keep the Club will require the card holder to pay only for their own ticket and the companion will be permit-ted to gain entry FREE of Charge. WGFNC Pass Policy An official WGFNC Season, Volunteer or Under 18 player pass must be presented to obtain free entry into the ground/venue. Only patrons with an official pass will be admitted FREE of charge. All official Media, Photographers & Community Radio broadcasters will be issued with official WGFNC Season passes. Upon presentation of suitable identification, they are permitted to gain FREE Entry to the ground/venue.

This app allows scanning of an entire days paperwork into one PDF that can be email through to the league paperwork email address at [email protected] There is a free version available on both Apple’s App Store and Android’s Play Store, but clubs are recommended to purchase the full version to get access to all functions detailed below.

Paperwork Handling Guide

Step 1: Compile all paperwork from the matchday. This includes team sheets from home and away clubs for FOURTHS, THIRDS, RESERVES, SENIORS. Scorecards and timekeepers’ cards from all football games. Vote sheet envelopes from all football games. Netball scoresheets from 11 UNDER, 13 UNDER, 15 UNDER, 17 UNDER, D GRADE, C GRADE, B GRADE, A GRADE. Vote sheet envelopes from all netball game.

Step 2: Using TurboScan (instructions for this app can be found on previous pages), take photos of the football team sheets & one copy of the timekeeper’s card and goal umpires’ card for all games. Scan the netball scoresheets for all games. Attach all files and send direct to [email protected] (Please see right for an example)

Please Note: Umpires will be using the same process for submitting umpire match reports containing league votes and will then give these to clubs in sealed envelopes as usual.

AFL Gippsland Tribunal – Standard Operation Procedure

In the event of a report:

On match day the umpires are to complete their match report sheet and if there has been a report made, they must fill in the AFL VICTORIA COUNTRY 2019 NOTICE OF REPORT sheet. Umpires will deliver this sheet to the HOME CLUBS match day manager (Secretary, President, team manager etc)

This sheet must be fully completed after the match including all sections at the base of the page

• Please ensure that the umpire has fully completed their section. • Clubs must ensure in their sections that they tick the appropriate boxes if they wish to take the set penalty or request the tribunal to hear the case.

A REPRESENTATIVE FROM EACH CLUB (Secretary, President, Team Manager etc) MUST MEET AT THE CONCLUSION OF EACH MATCHDAY AND CHECK TO SEE IF THERE ARE ANY REPORTS AND CHECK THAT THEY ARE SIGNED OFF CORRECTLY

The white sheet is to be scanned or legibly sent to the league via the tribunal email [email protected] by no later than 7pm of the matchday. Failure to do so will incur a $100 fine for the home club.

If there is a set penalty offered to the player. The offending players club must notify, via email, the League Operations Co-ordinator by 12pm of the first working day following the match. If this does not occur the case will be referred to the tribunal. The club must notify the League Operations Coordinator via email, no exceptions.

Timeline

Saturday: All reports from Saturday matches must be sent through by 7pm as stated above.

Sunday: All reports from Sunday matches must be sent through by 7pm as stated above.

Monday: Set penalty offers must be accepted by no later than 12pm via email. After 12pm tribunal secretary will begin to arrange tribunals.

Wednesday: Most tribunals will be held on Wednesday night. If the player fails to appear, they will be suspended until the tribunal can be heard.

AFL Gippsland Clearance & Permit Procedure Transfer & Permit procedure:

A transfer/permit must be initiated by the Destination Club by logging into SportsTG and submitting a transfer/permit request.

Permits: Prior to each match the player shall obtain permission electronically from their parent club using a type two (2) permit. Players/clubs may apply for a permit for the season if they intend on playing more than one match.

Transfer process

• The destination club will raise the player transfer/permit via SportsTG. All permits under a local area agreement are to be raised as a type 2 interchange permit. • The players former club will have up to 6 business days to respond to the transfer/Permit application. Clubs must allow for this time in order to get a player transferred to their club and be eligible to play. • The departing League and the destination League will have to approve the transfer/permit. • The destination club must accept the transfer/permit. • To be eligible to play at the new club the player must accept the online transfer via their email. Once this last stage has occurred the player will be able to be electronically submitted on the team sheet.

Please note: Under rule 3.16 – Players who have not played for 24 months are able to apply for registration at the new club at any time. The new club MUST complete a clearance for this player as above before taking the field. The former club cannot deny this clearance.

To be eligible to play, a player must be able to be electronically selected on their teams teamsheet via SportsTG

If players take the field that are not fully cleared and able to be electronically selected on the SportsTG team sheet, then that club will be at risk of playing an ineligible player.

Clubs do not need to contact League Operations staff to alert them of a clearance / permit that has been entered. Every clearance/ permit that is at the level of the league to approve will automatically send communication through to that staff member.

Clearance and Permit cut-off:

All clearances and permits will be approved at league level up until Friday 7pm.

League Operations Staff will check SportsTG daily to clear transfers/permits. The staff will do a final check at 7pm on the Friday before the weekends matches.

Investigations Procedures A club has a right to send in an official investigation request to the league to have an on-field matter that has not been referred to the tribunal investigated by an independent source. The following procedure will need to be followed by clubs if the wish to raise an investigation. It is important the clubs follow every step, or the investigation will not be able to proceed. There are specific time frames and policies around investigations that must be adhered to.

Step 1 - The Initial Incident

If clubs believe an incident warranting disciplinary action has occurred the first step will be for the club to gather all information relating to the incident. This includes any witnesses, footage (video/photographic) and to inform the players that the club will be pursuing the matter.

Please note: The competition cannot investigate incidents without the club following proper procedure. In cases where parents or individuals are disgruntled and send in communication to the competition reporting an incident and demanding action. The competition can only pursue an investigation if the club sends through all official documentation and follow all time frames procedures.

Step 2 - Fill out the Incident Report form and submit to the league operations coordinator

The incident report form is critical for the competition when appointing the investigation officer. The form must be submitted within five (5) days of the alleged incident. Failure to do so will mean the case will be unable to go ahead, unless for extraordinary circumstances.

The report form will require player name, jumper number, match it occurred in, witness details, club contact details, offending player information (if known) and a full report on the incident and any potential injury that occurred.

A deposit of $500 must accompany the Incident Report form to proceed. Failure to do so will mean the investigation will not go ahead.

Please Note: This deposit is to cover the cost of the investigator and tribunal. Even if the case goes to tribunal the offender may not be found guilty and the competition will be required to pay these costs.

Extract from AFL Victoria Handbook The league, League Executives members, Club, Player, League or a AFL Victoria Country appointed official, who alleges that a player or an official of a club, umpires, Official of an umpires' Association, AFL Victoria Country Official, League official, Club, player advocate or League appointed Official has been guilty of conduct which is unbecoming to a player, umpires, such Official, or club or which has likely to bring the game of football into disrepute, may lodge with the League a Notice in writing setting out particulars of the allegation. Unless the notice is lodged by the League a deposit of $500 shall accompany the notice which shall be forfeited in whole or part in the event that the Investigation Officer or Independent Tribunal consider it frivolous. A Notice under this paragraph must be lodged with the League withing five days after the date of the act or omission to which it relates.

Step 3 - Hiring the Investigator

After receiving both the form and deposit the competition will hire a qualified independent investigator. The investigator will have a set time frame from when the report is sent to them to investigate the incident. They will follow similar procedure the to following;

1. The Investigating Officer is instructed by the Competition Secretary/Coordinator to investigate the matter. The Competition Secretary/Coordinator supplies all relevant details regarding the alleged incident.

2. The Investigation Officer views video of alleged incident (if available). Video and photographic evience must be shown to the investigator. Failing to do so will mean the evidence cannot be used at the tribunal.

3. The Investigation Officer interviews all witnesses (players, umpires, Officials, spectators) pertaining to the matter taking a written copy of the interview. It is recommended that the interview be conducted in Question and Answer format. For exmaple; - Investigation Officer: Are you (player name) the wearer of number (players number) and played in (Club name v Club name) on (date) at (venue) (can be modified for non-player witnesses). - Player/Official/Other: Responds. - Investigation Officer: It has been alleged that (description of alleged incident) What did you see of the alleged incident? - Player/Official/Other: Responds - Investigation Officer: Asks further questions relevant to the alleged incident in order to obtain as much details as possible. At conclusion of interview Investigation Officer reads a copy of the interview to the witness who agrees to content of the interview and signs copy of interview.

4. The investigation Officer submits all correspondence relating to the matter to the Competition Secretary/Coordinator with a recommendation as to whether the matter should be dealt with by the Competition Independent Tribunal. In the conduct of the investigation and in making the recommendation the Investigation Officer should have an open mind with any doubt regarding the events of the incident being considered in favour of the investigated player or Official.

Step 4 - The investigation report

After the investigation period the investigator will submit a report to the competition for review.

This report will be viewed by the competition and actioned. If the alleged offending player/official is not sent to tribunal then the deposit placed by the club will be forfeited as the case will have been found frivolous.

Step 5 - Independent Tribunal

If the alleged offending player/ official is charged with Rule 5.0 unbecoming conduct (for full information see the AFL Victoria Handbook), they will be sent an official letter via the club informing them of the charge. An independent tribunal will be assembled and they will make arrangements with the alleged offending player/official.

Step 6 - Outcome

The outcome of the independent tribunal will be sent to the competition. If the player/official is found guilty any suspension/fine will be imposed by the competition. If the player is found guilty there will be no further action from the competition

Umpire & Interchange Officer Duties

The home club is responsible for the appointment of an umpire and interchange officer, who is to perform all duties of the umpire escort (see below) and interchange steward (see ix): a) Be listed on the Official team sheet b) Move quickly to the umpires at the end of each quarter c) Escort the field and goal umpires from the ground at half time and at the completion of the game to the door of the umpires room d) Where the club is the home club, offer umpires cool drinks between each quarter; e) Remain in the centre of the ground with the umpires during quarter time and three quarter time breaks; f) Show courtesy at all times and NOT question or give comment on the umpire’s performance; g) Be over the age of 18 years; and h) Wear approved League Escort Bib at all times whilst officiating as an umpires escort. i) The responsibilities of the interchange steward are outlined in AFL Laws of the Game Rule 7. The Interchange Steward will: • Ensure that the runners of each club are entering and exiting the field of play via the interchange gate. • Be responsible for players ordered from the ground (see 6.4)

Order Off Procedure

6.4 It is the responsibility of the interchange steward to ensure that players ordered from the ground under a yellow card, remain off for fifteen minutes of actual playing time and those ordered from the ground under a red card remain off for the remainder of the game. The interchange steward must therefore: (a) identify the umpire’s signal (a yellow or red card), which indicates a player has been ordered off; (b) acknowledge the umpire’s decision by holding their hand up in the air as the offending player is coming from the ground; • (c) record the relevant amount of actual playing time from the moment the player crosses the interchange area in the space provided on the interchange/order off sheets (failure to record the implementation of this rule on the interchange/order off sheet will result in a $30 penalty)

Player Points The Community Club Sustainability Program (CCSP) subcommittee believes that equalisation of community football competitions is vital for community football. Even and fair competitions lead to interest, which leads to bigger crowds, which leads to stronger clubs and competitions. Even competitions allow supporters and club volunteers the chance to turn up on any given match day with the knowledge that the outcome of the game is uncertain and that their team is a chance of winning. This mindset motivates people to become and remain engaged with their community club and provides rewards and recognition to all those that assist in putting a team out on the field. The philosophy of competition equalisation is accepted in sports all around the world. Professional sporting bodies have accepted practices such as drafts, salary caps, and the like in order to help competitions ensure competitiveness and club sustainability. The objectives of the state PPS Policy are as follows, to: 1. support equalization of community football Competitions; 2. ensure teams fielded in the Competitions are strong and as equally matched as possible; 3. provide the best opportunities for players to develop and display their skills; 4. provide opportunities to compete at a community level within an orderly and fair system; 5. enable team spirit and public support; 6. encourage community and corporate sponsorships of Community Clubs; 7. reduce the inflationary nature of player payments to assist clubs survive financially and reduce financial burden/stress on Clubs; 8. promote player loyalty and junior development; 9. support the role volunteers undertake in managing their Clubs by; - minimising the need to fundraise for player payments i. providing a more competitive environment on field, that encourages more volunteers to support at Club level ii. providing incentive to spend more time and effort in the development of football, a welcoming Club environment and growing the game within the local community.

This PPS Policy sets out a framework of rules and guiding principles in relation to a player points system which should be adopted by Community Clubs in order to achieve the above objectives.

Salary Cap Allowable Player Payments (APP) for a competition set by League / Region Commission. Club not to exceed Allowable Player Payments amount for that Season. WGFNC is set at $110,000 for season 2020. Clubs may apply for an increase in a competition APP based on clubs’ specific factors e.g.: location, Population base access to underage players etc.

What’s included in Allowable Player Payments. Payments made by club (or an associate of a club) to a player (or an associate of a player) to all players registered with the club. Includes payments to all Players registered with a Club – Seniors, Reserves, Underage.

Overage Permits As other AFL affiliated leagues and competitions, the WGFNC has adopted the AFL National Age Dispensation Policy. PURPOSE A. The purpose of this Age Dispensation Policy (Policy) is to provide access to Australian football for all Australians regardless of their ability. Nothing in this Policy should be read as limiting the types of adjustments that might be considered to accommodate this access.

B. The AFL and State Football Bodies recognise that it may be appropriate in some circumstances for reasonable adjustments to be made in order for a person with a Disability or with Physical Size or Development Considerations to be able to effectively participate in Australian football including, where appropriate, providing dispensation to allow an individual to play in an Australian football competition below their chronological age.

C. This Policy should be adopted by each Football Body to achieve this purpose and to ensure that a consistent approach is applied to age dispensation across Australian football.

Application Process

(a) A Player who wishes to apply for dispensation to play in a Competition below their applicable age group on the basis of a Disability or for Physical Size or Development Considerations must make an application through the Player’s Club, to the relevant League.

(b) Application is to be made on the form prescribed by the League and must be supported by a Certificate from an appropriately qualified Medical Specialist in an area of practice that is directly related to the dispensation being sought. Such Certificate must state the basis for and reasons to support the request for the Player to play down a Competition age group, having regard to all relevant matters pertaining to the Player, including:

(i) the Player’s Disability and/or; (ii) the Player’s Physical Size or Development Considerations; and (iii) the qualifications of the person providing the Certificate. (c) In accordance with this Policy, the League may: (i) approve the application including for a specified period of time; (ii) refuse the application; (iii) request additional information from the Player or from the Club, to enable it to more fully consider the application. 4. Relevant Factors in Determining an Application In considering an Application for an age dispensation, the League will have regard to the following factors: (a) the effect of the Player's Disability or Physical Size or Development Considerations on their capacity to effectively participate in Australian Football; (b) how it is proposed that the grant of age dispensation will support the Player to overcome any barriers to their effective participation in Australian Football arising from the Player's Disability or Physical Size or Development Considerations; (c) the availability of other assistance to the Player to enable them to effectively participate in Australian Football; and (d) any other relevant circumstances.
