Growth momentum is expected to continue as a result of the improved relationship with Mainland China. Taiwan is a developed market with a population of more than 23 million and a with GDP per capita of US$24,827 (as of 2018). In addition, retail turnover (of department stores, supermarkets or convenience stores and retail formats) has also increased and thus created more demand for retail property. With a mere three hours (on average) flying time to seven major cities in the Western Pacific, Taiwan is the hub of the Asia-Pacific Region. The island is close to the global economic powerhouse, China, both geographically and culturally, and is dubbed the gateway to China. The number of inbound visitors to Taiwan reached 11.1 million in 2018, which increased by 3.05% y-o-y. Chinese visitors account for the highest proportion of visitors in Taiwan, though numbers of visitors decreased by 1.35% y-o-y due to political factors. Japanese visitors increased to 1.97 million and showed a growth rate of 3.70% y-o-y. Given the visa-free entry and landing visa privilege, Taiwan is an ideal travel destination for many different nationalities, such as USA, UK, Far East nations and several European countries. Tourism receipts in Taiwan in 2017 totalled US$12.3billion. The consumption ability of these tourists generates retail market development. These developments have the potential to help bolster retail TAIWAN sales – particularly for retailers of high-end or aspirational brands to which visitors are likely to be attracted.

    Preface Taiwan has undergone rapid economic growth for more than five decades. Efforts on the part of enterprises and the government continue to sharpen Taiwan’s competitive edge, which is characterized by an extensive manufacturing base, strong research and development capabilities, a high quality human resource base, and an efficient infrastructure that includes sophisticated telecommunications capacity. The implementation of a policy that focuses on economic growth and major reforms has resulted in a more business-friendly investment climate, liberal monetary measures, and a freer market economy. In competitiveness assessments done by prominent international economic institutions, Taiwan ranks high in favorable investment climate and in competitiveness. According to the 2003-2004 Global Competitiveness Report by the WEF (World Economic Forum), Taiwan ranked fifth in growth competitiveness on a global basis and first in Asia, and sixteenth in business competitiveness. In April 2004, BERI (Business Environment Risk Intelligence) of Switzerland rated Taiwan as the fifth best investment climate in the world and third in Asia, and second in a positive government attitude towards foreign investments. The ROC government looks forward to assisting multinational companies in establishing Taiwan operations as gateway to the Asian Pacific market by utilizing the island’s favorable investment environment and competitiveness, its extensive manufacturing base, and its complete supply chains. To that end, the Industrial Development & Investment Center of the Ministry of Economic Affairs commissioned Deloitte Taiwan to compile this “Cost of Investing in Taiwan” handbook. One objective of the handbook is to help with feasibility studies by foreign investors. It contains information on taxation, investment incentives, and rents at major industrial and office sites; and cost information relating to human resources, water and electricity, and communications.

Li Department of Natural Resources, Chinese Culture University, Taiwan Abstract Taipei Mass Rapid Transit (MRT) system features a high level of efficiency, energy savings and high levels of cleanliness, thus being one of the most favoured networks among all transport modes in Taiwan. However, owing to high construction costs, the MRT normally needs attention paid to it in order to produce the expected benefits and levels of operating performance in the future, especially in the MRT station area where it matters the most. Therefore, the focus of the study targets the MRT station areas to establish three efficiency evaluation models – “passenger traffic/construction cost”, “benefits of transportation environment/construction cost” and “benefits of passenger traffic and transportation environment/construction cost” through Data Envelopment Analysis (DEA) to evaluate the benefits of MRT station area and its operating efficiency. According to the outcome of an empirical study, Jiantan Station reports global technical efficiency and scale efficiency overall and has an optimal scale as per the “passenger traffic/construction cost” efficiency evaluation model. Muzha, Wanfang Hospital and Xinhai stations report optimal global technical and scale efficiency in terms of the “benefits of transportation environment/construction cost” efficiency evaluation model, while Muzha, Wanfang Hospital, Xinhai, Technology Building, Nanjing E.     Asian Cities Report – 1H 2019 REPORT Savills Research Taipei Retail Taipei Retail Department stores suff er from slow growth RETAIL SALES GRAPH 1: Retail Sales Growth Rate By Sector, 2011 to Taiwan’s retail sales marked a record growth rate by increasing 3% year-on-year 2018 (YoY) in 2018 due to the stable economic recovery, increase of basic salary and Department Store Sales Supermarkets Convenience Stores Hypermarkets booming Taiwan stock market. E-commerce witnessed strong growth, ranking E-commerce number one among all retail sectors—with sales increasing by 6.7% YoY—followed 10% by convenience stores (6.3% YoY) and supermarkets (5.9% YoY). In contrast, department stores marked a relatively slow growth rate, with total sales increasing 8% by 1.5% YoY. The e-commerce market has grown fast and strong in the past few years with a 6% market share in retail reaching 6% in 2018, equal to NT$254.7 billion. Grocery, home appliance, electronic devices and apparel sectors comprised over 60% of e-commerce sales. Compared with the US and China, where market share of e-commerce stands 4% at 9.7% and 15%, respectively, e-commerce in Taiwan has room to grow, which should put pressure on traditional retailers. 2% Despite several department stores and outlets launching at the end of Q4/2018, sales in the department store sector remained sluggish. Leading department 0% store groups, including Shingkong Mitsukoshi, Pacifi c Sogo and Far Eastern all experienced slow growth, ranging from 0% to 1.5% YoY. The impact of e-commerce -2% may seem minimal but it is signifi cant.
