The 2006 BC Building Code has made a change in the way ground snow loads are calculated. Previous codes used ground snow loads based on a 1-in-30 year probability of being exceeded in any one year. The 2006 BC Building Code uses a 1-in-50 year probability. 2. The revised Schedule B incorporates the climatic data obtained from Environment Canada in late November of 2009 as well as the seismic data obtained from http://earthquakescanada.nrcan.gc.ca. 3. It is common practice to include the climatic and seismic data in the Building Bylaw when such data is not referenced in the Appendix of the BC Building Code. 4. Incorporate a cost recovery fee of $250.00 for areas of the SLRD that may require Climatic Data, due to development in that area that has not been documented in Schedule B. 5. The Regional Board has referred the climatic data report back to staff to verify the Electoral Area and location of a number of areas. Locations are defined by their Latitude and Longitude to confirm which Electoral Area they fall within. Yalakom was changed from Area A to Area B. All other information remains the same. Relevant Policy: Building Bylaw 863, 2003 Strategic Relevance: The 2006 BC Building Code Desired Outcome(s): Adoption of Amendment Bylaw 1179, 2010. Response Options: 1. Organizational: no impact. Financial: The Board approved a budget request of $6,000.00 for 2009 to update the Climatic Data for the SLRD. Legal: no impact. Follow Up Action: amend consolidated bylaw 863, 2003. Communication: update website with new Schedule B, and updated consolidated bylaw 863, 2003. The Regional Board of the Squamish-Lillooet Regional District, in open meeting assembled, enacts as follows: 1. This By-law may be cited as By-law No. 1179, 2010, being “Squamish-Lillooet Regional District Building Bylaw No. 863, 2003, Amendment Bylaw No. 1179, 2010”. 2. Part 19.0 of Bylaw 863 is amended by removing Part 19.0 and replacing with the following: 19.0 Climatic and Seismic Data 19.1 The Climatic Data for the design of a building or structure in the Squamish- Lillooet Regional District shall be determined by Schedule B as adopted by this bylaw. 19.2 The owner shall pay the fee as set out in section 7. of Schedule A for obtaining the Climatic Data from Environment Canada if the proposed building or structure is located in an area of the Squamish-Lillooet Regional District where Climatic Data is not documented in Schedule B. 3. Schedule B of Bylaw 863 is amended by removing Schedule B and replacing with the attached Schedule B. 4. Schedule A to Bylaw 863 is amended by adding the following: 7. All Buildings other than farm buildings: (a) For each $1,000.00 or fraction thereof of the estimated value of work covered by the permit, up to $200,000.00 $ 10.50 plus for each $1,000.00 or fraction thereof of the estimated value of work in excess of $200,000.00 $ 8.40 (b) Minimum cost applicable to each permit $ 105.00 (c) The estimated value of work shall be determined by Section 5. (d) For the moving of a building including a mobile or modular home $ 375.00 (e) Reinspection of faulty work or work not ready when inspection called for: (i) inspection carried out the next time the Inspector is in the area $ 55.00 (ii) inspection requiring special trip to the area $ 105.00 (f) Renewal fee for building permit renewal under section 13.6 $ 210.00 (g) Reactivation fee under section 13.8 for expired building permits $ 210.00 (h) Reactivation fee under section 13.9 for building permits expired for more than 60 days $ 500.00 2. Farm Buildings on land not classified as a farm under the Assessment Act: (a) For each $1,000.00 or fraction thereof of the estimated value of work covered by the permit up to $40,000.00 $ 6.30 plus for each $1,000.00 or fraction thereof of the estimated value of work in excess of $40,000.00 $ 5.80 (b) Minimum cost applicable to each permit $ 105.00 (c) The estimated value of work shall be determined by Section 6. Plumbing Permit Fee: (a) Basic plumbing permit fee $ 55.00 (b) plus fee for each plumbing fixture (each trap, roof drain, floor drain, yard or parking lot drain, hot water tank shall be considered to be a plumbing fixture) $ 10.50 (c) Minimum cost applicable to each permit $ 65.50 (d) Reinspection of faulty work, or work not ready when inspection called for: (i) inspection carried out the next time the Inspector is in the area $ 55.00 (ii) inspection requiring special trip to the area $ 105.00 5.
