AND FURTHER that the Public Works Manager be directed to issue a purchase order; and that the Mayor and Clerk Administrator be authorized to sign the formal documents.

AND FURTHER that Council approve the recommendation of the Public Works Manager to participate in the joint tender with the other Frontenac Townships for Sign Retro-reflectivity assessment (sign inspection).

75 - 79 k) FINANCE 21-2018 2018 Budget THAT Council adopt the 2018 budget as presented by the Treasurer with the recommendation to raise the municipal levy of $7,746,394.

80 l) ADMINISTRATION 18-2018 Council Vacancy WHEREAS Council accepted the resignation of Councillor Jamie Riddell at the January 9, 2018 meeting and declared his seat vacant;

AND WHEREAS, Council has 60 days after the declaration to appoint a person to fill the vacancy in accordance to the Municipal Act, 2001 section 263 sub (5) (1);

NOW THEREFORE BE IT RESOLVED that Council appoint ______to the office of Councillor for District 2 (Olden) effective February 27, 2018.

9. Delegations/Presentations 83 - 88 a) Frontenac County: County Land Use Planning Joe Gallivan Director of Planning & Economic Development, and Kelly Pender Chief Administrative Officer, County of Frontenac THAT Council receives for information the Administrative Report provided to County Council regarding Land Use Planning and County Council's Resolution #03-18 approving the addition of a Senior Planner position;

AND FURTHER that the costs associated with the County Planning Department's three positions being apportioned based upon a three year rolling average of utilization based on local planning issues;

AND FURTHER that the costs being phased in over a three year period;

AND FURTHER that the phase in costs be taken from the County's stabilization reserve for 2018 with funding for subsequent years being determined by the next term of Council; and that it is clearly understood that phase-in costs will not be subject to a levy based weighted assessment;

AND FURTHER that the Frontenac CAO's group drafting an Agreement to reflect this County Resolution and the County's Resolution be considered by the Township Councils;

AND FURTHER that Council approves-in-principle the costs for the County Planning Department's three positions being apportioned based upon a three year rolling average of utilization based on local planning issues which is currently 17.5% for Central Frontenac and using a three year period phase in (with 2018 paid by the County's Stabilization Reserve and 2019/2020 phased in years being paid by the County as determined by County Council);

AND FURTHER that Council directs the Clerk Administrator to work with the Frontenac CAO's group to draft an Agreement for Council's consideration.

89 - 126 b) Law Enforcement of Residential Rental Maintenance Standards: Municipal Readiness and Implementation Planning (Residential Tenancy Act Amendments) Peter Sizov, Municipal Advisor, Ministry of Municipal Affairs THAT Council receive the presentation from Peter Sizov, Municipal

127 - 133 c) Township Parkland Property, Kennebec Shores Park Gord Brown THAT Council receive for information the presentation from Gord Brown;

AND FURTHER that Council recognizes the contribution of the three volunteer community organizations, Friends of Arden, the Kennebec Recreation Committee and the Kennebec Lake Association who have taken an interest in developing the public parkland that was transferred to the Township of Central Frontenac as part of the subdivision plan from Kennebec Shores Waterfront Community;

AND FURTHER that the parkland hosts a network of trails which would be well suited for hiking, birding, snowshoeing, cross-country running and has the potential for mountain biking and cross-country skiing;

AND FURTHER the group has identified a number of things that are required to bring this parkland and the trails up to an appropriate standard for public use; and are coming before Council to seek funding in the amount of $8,625.00 for 2018;

NOW THEREFORE BE IT RESOLVED that Council approve the request in the amount of $8,625.00 for 2018 with the monies to come from the parkland reserve.

Communications/Correspondence 134 - 137 a) MADD Message Yearbook THAT Council receive for information the advertising request from MADD to advertise in The MADD Message Yearbook; AND FURTHER THAT Council approve a business card size in the amount of $279.00 to be placed in their message yearbook.

138 - 140 b) Royal Canadian Legion/Ontario Command THAT Council receive for information the letter from The Royal Canadian Legion/Ontario Command regarding a request to advertise in the Military Service Recognition Book;

AND THAT predator control assists the management of all furbearers and wildlife in general;

This report is a follow up to a report presented in November 2017 and is an update as to current status on numerous projects. INDIVIDUAL FACILITIES:

Oliver Scott Memorial Park: This project is forging a head in large part due to District 3 Recreation committee. Frame shell is up and Hydro One service is being upgraded.

Sharbot Lake (OSO) Beach and government dock areas: Trillium fund grant was submitted for Thomson’s Cut, at this point no notification either way has been received.

Sharbot Lake Medical Center: Community Room doors needed adjustment to provide appropriate security of building.

Municipal Office and Library: Some wall painting in the library and office has occurred to freshen up, plus a new carpet laydown has been placed in entrance way of Library.

Piccadilly Fire Hall and Community Center: Still working on a joint rental in relation with the Arena especially for minor hockey.

Old Public School Parham: Prices obtained to give rough costing to add minimal heat to the building, Business plan is proceeding and anticipate survey of community shortly.

Eagle Lake Dock: 22’ by 8’ docks ready to go in once ice leaves the lake for the season.

All Ice Rinks: All ice rinks were up and running before Christmas and continue to operate when weather permits.

This department is committed to working within historical budgeted amounts and leveraging as possible all grants, donations, revenues and sponsorship opportunities. Therefore, as the Township grows the goal is for facilities as a percentage to remain neutral if not lower than current needs/

- Gateway signage: County and Townships are currently reviewing “Frontenac County Gateway Signage”. Ideas and suggestions are currently being discussed with the Public Works Mangers and Manager of Economic Development. Updates to follow.

- Oso waste site: Large item diversion has commenced

THAT Council approve the recommendation of the Public Works Manager to accept the tender from Morris Chemicals for the supply, delivery and application of calcium chloride in the amount of $ 0.2390 per litre plus HST for 10,000 litres and $ 0.2065 per litre plus HST for 20,000 litre loads.

AND FURTHER that the Public Works Manager be directed to issue a purchase order; and that the Mayor and Clerk Administrator be authorized to sign the formal documents.

B. BACKGROUND/ INFORMATION

 The Joint tender for Frontenac Islands and Central Frontenac Townships was posted on January 3, 2018 for the supply, delivery and application of Calcium Chloride dust suppressant for the Townships listed in the Joint Tender document.  The tenders were opened publicly on February 6, 2018.  The Townships received three (3) bids which are listed below.  The Public Works Managers have checked the tenders and calculated on the quantities applied last year and is recommending on the following for Contractor

The calcium chloride for Central Frontenac Township is budgeted under Loose Top Maintenance-Calcium portion of the Operating budget. The amount was set at $107,000.00 for this season. The Public Works Manager has calculated the expected volumes required for this season and the cost will be within the 2018 budgeted amount.

AND FURTHER that Council approve the recommendation of the Public Works Manager to participate in the joint tender with the other Frontenac Townships for Sign Retro-reflectivity assessment (sign inspection).

B. BACKGROUND/ INFORMATION

The Frontenac Township’s Public Works Managers continue to investigate opportunities for joint purchasing opportunities, to reduce contract administration efforts and achieve cost savings related to tender prices.

Joint opportunities to date regarding regional transportation and waste management have included: pavement markings, bridge inspections, road condition assessments and waste management studies.

The purpose of this report is to provide for Council’s consideration, to enter into a joint tender with the other Frontenac Townships. Sign retro- reflectivity measurements have not previously been completed by Central Frontenac Township.

Traffic signs provide important information to road users. To be effective, traffic sign visibility must be maintained during daytime and nighttime conditions. Sign retro-reflectivity assessments are required annually per the Minimum Maintenance Standards Regulation (MMS).

Currently, Public Works (PW) staff assess signs during patrols, identifying missing, damaged, and obstructions to visibility. Signs with poor retro- reflectivity identified using this visual assessment are replaced. These visual assessments do not represent a formal retro-reflectivity program as dictated by Minimum Maintenance Standards and the adequacy of existing signs is also not specifically documented.

Measured sign retro-reflectivity is an alternate inspection process that utilizes a hand-held contact device called a retro-reflectometer. This method provides the most direct means of monitoring retro-reflectivity

levels of signs and removes the subjectivity of the visual method. The measured reflectivity data satisfies MMS requirements, promotes highway safety and supports our asset management efforts by assessing the current state of our sign infrastructure.

The suggested inspection program includes a ‘measured’ inspection in 2018, with the option of annual extensions from 1 to 3 years. Stop signs, yield signs, curve signs and speed limit signs are just some examples of signs that will be tested.

Given the age of our sign inventory, we anticipate identifying a significant number of signs to be upgraded/replaced. Once identified, these assets (signs) will be assessed and replaced as necessary, as budgets permit. We will continue with sign retro-reflectivity annually to remain compliant with Minimum Maintenance Standards.

C. FINANCIAL IMPLICATIONS

Our costs for the Sign Assessment Program, if we participate in this joint tender in 2018, will be approximately $8,500. There are savings by participating in this joint tender but it is difficult to estimate a value based on our lack of history with this specific type of work. Also, the 2018 and future Budgets will include an estimate of $10,000 annually for the actual cost of the sign replacements (pending the results of the Inspection Program) until all signs are replaced.

Central Frontenac will be the lead for this joint tender.

B. BACKGROUND/ INFORMATION

It is the normal practice to approve this adjustment of assessment as recommended by MPAC. Phase in of Assessment has meant that Assessments for 2012 has to be restated by MPAC based on the now existing property in order to determine the new Phased in amounts. Additional reports have been implemented by MPAC to determine this information.

C. FINANCIAL IMPLICATIONS

Tax adjustments will be charged back to the County and School Board and to Township write offs.

A. RECOMMENDATION

That the Council accept and approve the 2018 Excluded Expenses Report as required by Ontario Regulation 284/09.

B. BACKGROUND/ INFORMATION

Ontario Regulation 284/09 permits a Municipality to exclude three specific expenses from their annual budget. If excluded from the budget, the Municipality shall prepare a report on the impact of the excluded expenses and adopt the report by resolution. These expenses are:

1. Amortization expense, 2. Post-employment benefits expenses, and 3. Solid waste landfill closure and post-closure expenses.

Effective January 1, 2009, under section 3150 of the Public Sector Accounting Board Handbook (PSAB), Municipalities are required to record the costs of tangible capital assets and related amortization expense on their annual financial statements. The new accounting standards do not require that budgets be prepared on the same basis. Therefore most Municipalities, including the Municipality of Central Frontenac, continue to prepare budgets on a cash basis. The tax rate is determined on a cash basis without the costs for non-financial transactions such as amortization.

Ontario Regulation 284/09 allows a Municipality to exclude from its budget amortization costs, post-employment benefit costs, and solid waste landfill closure and post-closure costs. Since the Municipality of Central Frontenac does own landfill sites, it is required to report any landfill closure expenses.

C. FINANCIAL IMPLICATIONS

The Extended Expenses Report has no direct financial impact on the Municipality since it is simply providing information on non-cash transactions. The Municipality’s 2018 budget is cash based and non-cash transactions, such as amortization, have not been included. The Excluded Expenses Report is simply an accounting reconciliation between the two reporting methods.

BY-LAW #2018-11

BEING A BY-LAW TO ADOPT THE ESTIMATES FOR THE SUMS REQUIRED DURING THE YEAR 2018 FOR THE PURPOSES OF THE TOWNSHIP OF CENTRAL FRONTENAC AND TO SET THE APPROPRIATE TAX RATES.

WHEREAS, pursuant to Section 312(2) of the Municipal Act, 2001, S.O. 2001, and amendments thereto the Township of Central Frontenac shall in each year prepare and adopt estimates of the sums it requires during the year for the purposes of the municipality;

AND WHEREAS, pursuant to Section 312(2) of the Municipal Act, 2001, S.O. 2001, and amendments thereto the Township of Central Frontenac shall pass a by-law levying a separate tax rate, as specified in the by-law, on the assessment in each property class in the Township of Central Frontenac ratable for local municipality purposes;

AND WHEREAS all property assessment rolls on which the 2018 taxes are to be levied have been returned and revised pursuant to the provisions of the Assessment Act, R.S.O. 1990, Chapter A.31 and amendments thereto, subject to appeals at present before the Assessment Review Board, the Ontario Municipal Board and the District Court;

AND WHEREAS the “Residential/Farm Assessment”, “Multi-Residential Assessment:, “Commercial Assessment”, “Industrial Assessment”, Pipe Line Assessment”, Farmlands Assessment” and “Managed Forest Assessment” and the applicable subclasses pursuant to Section 7 of the Assessment Act have been determined on the basis of the aforementioned property assessment rolls;

AND WHEREAS the tax ratios and tax rate reductions for prescribed property subclasses on the aforementioned property for the 2018 taxation year have been set out in By-law 2017-0020 of the County of Frontenac passed on the 17th day of May, 2017;

AND WHEREAS these tax rates on the aforementioned “Residential/Farm Assessment;, “Multi-Residential Assessment”, Commercial Assessment, “Industrial Assessment”, Pipe Line Assessment” (where applicable), “Farmlands Assessment” and “Managed Forests Assessment” and the applicable subclasses have been calculated pursuant to the provisions of the Municipal Act, 2001, S.O. 2001, and amendments thereto, in the manner set out herein;

AND WHEREAS the province-wide rate for the education portion of taxes for residential property under Section 257.7 of the Education Act is set at .00170000 and .00042500 for the farmlands property class and the managed forests property class.

AND WHEREAS the County of Frontenac established the tax rate to be levied to the Township of Central Frontenac to be .00178446 as the Residential and Farm Residential Rate by By-law;

AND WHEREAS the levy for municipal purposes as adopted by this by-law as Schedule “A” has been set at $ 7,746,394.

AND WHEREAS the Municipal Act, 2001, S.O. 2001, Section 342, 345, 346, 347 as amended authorizes Council to establish due dates, penalties for non- payment of taxes, installments, payment into bank, acceptance of part payments and disposition of part payments.

NOW THEREFORE, the Corporation of the Township of Central Frontenac enacts as follows:

1. That the 2018 budget of the Township of Central Frontenac attached hereto as Schedule “A”, be adopted by Council.

2. That the list of all rates is hereby attached as Schedule “B” to this by-law.

3. That every owner of land shall be taxed according to the tax rates in this by-law and such tax for all uncapped classes shall become due and payable in two installments as follows June 21, 2018 and September 20, 2018 and nonpayment of the amount on the dates stated in accordance with this section shall constitute default.

4. That a penalty of one and one-quarter percent (1.25%) per month shall be imposed on the first day of each month following default of payment on all taxes of the current year remaining unpaid after the due date of said taxes.

5. That interest of one and one quarter percent (1.25%) per month shall be imposed on all outstanding taxes from the end of the year for which the taxes were levied until the taxes are paid.

6. That penalties and interest added in default shall become due and payable and shall be collected as if the same had originally been imposed and formed part of such unpaid tax levy.

7. That the Treasurer shall send a tax bill to every taxpayer at least 21 days before any taxes shown on the tax bill are due. The capped class notices shall be mailed in accordance with this by-law and due dates shall be established by resolution of Council.

8. That taxes are payable in Canadian Funds only at the Township of Central Frontenac Municipal Office, Sharbot Lake, Ontario, through telebanking or internet banking at any Canadian Bank, or by Pre Authorized Payment.

Re: Council Vacancy

A. RECOMMENDATION

WHEREAS Council accepted the resignation of Councillor Jamie Riddell at the January 9, 2018 meeting and declared his seat vacant;

AND WHEREAS, Council has 60 days after the declaration to appoint a person to fill the vacancy in accordance to the Municipal Act, 2001 section 263 sub (5) (1);

NOW THEREFORE BE IT RESOLVED that Council appoint ______to the office of Councillor for District 2 (Olden) effective February 27, 2018.

B. BACKGROUND/ INFORMATION

On January 8, 2018, Jamie Riddell tendered his resignation as Councillor of District 2. At the Council meeting on January 9, 2018, Council accepted his resignation and declared his seat vacant.

Under Section 263 (1) of the Municipal Act, 2001, if a vacancy occurs in the office of a member of Council, the municipality shall (a) fill the vacancy by appointing a person who has consented to accept the office if appointed; or (b) require a by-election to be held to fill the vacancy in accordance with the Municipal Elections Act, 1996.

With 10 months left in this term of council, it is reasonable to appoint a person, instead of requiring a by-election. Also, Council is required to fill the vacancy within 60 days after the declaration was made (subsection (5) (1). March 9, 2018 is the last day to fill the vacancy and council does not meet until March 13, 2018. Section 232 (6) of the Municipal Act speaks to the declaration of office and the person filling the vacancy is required to take the declaration, on or before, the day of the first council meeting after the person is appointed.

Volunteers Wanted for Headwater Sampling City Stream Watch 2018 RVCA is looking for volunteers to help with headwater drainage This year the City Stream Watch program will focus on Nepean Creek, feature sampling early this spring. Sampling takes place Monday to Taylor Creek, Mud Creek (Greens Creek), Black Creek, Ottawa East Friday, typically between 8 a.m. to 4 p.m.; however, some days may go tributary (near Cardinal Creek). Volunteers are a main staple of the longer. Volunteers need to be comfortable around water, wearing chest program and will have the opportunity to inventory stream habitats, waders, wading through streams and dealing with cold temperatures identify aquatic benthic invertebrates; participate in fish sampling and inclement weather. And Further That the costs associated with the County Planning Departments three positions be apportioned based upon a three year rolling average of utilization based on local planning issues;

And Further That the costs be phased in over a three year period;

And Further That the phase in costs be taken from the County’s stabilization reserve for 2018;

And Further That funding for subsequent years be determined by the next term of council;

And Further That the CAO’s group draft an agreement to reflect this resolution;

And Further That a copy of this resolution be forwarded to Township Councils for consideration no later than the end of February 2018.

Background A 2017-18 work plan for the Director of Planning and Economic Development was approved by the Planning Advisory Committee (PAC) on April 10, 2017. The focus of the plan has largely been to ensure that high level planning documents, including Official Plans, Zoning By-laws and policy documents (e.g., private roads and communal services) are prepared and implemented.

Subsequently, the 2018-2022 business plan was also reviewed by the PAC at their meeting held on September 11th, 2017, and discussion took place regarding workload

and the need for staffing to maintain mandatory response times and provide the committee and Council with the proactive planning policy required to ensure growth reflects local priorities and good planning.

The work plan for the department continues to fall behind and as a result, Report 2017- 140 was taken to the Planning Advisory Committee which included a draft report arising from the Committee’s review of the Planning Director’s work plan and the business plan at their September 11, 2017 meeting. The report was subsequently sent in draft format to the Central and North Frontenac Chief Administrative Officers (CAOs) for their review and input. Both CAOs indicated they could not support the recommendation in the report and reviewed their concerns with their Mayors.

The report contained five options, with the staff recommendation being Option #4. The intent was to provide direction to staff to negotiate an agreement, finalize numbers and bring back a further report for Committee discussion. During that meeting, the following resolution was passed:

That the CAO’s group bring forward a report to County Council in January on a funding model for an additional planner should the position be put in place.

A copy of Report 2017-140 is attached for Council’s reference as Appendix A.

Comment The CAO’s group have met on two occasions, those being December 7, 2017 and a conference call on January 10, 2018, with all CAOs present except Darlene Plumley (Frontenac Islands) for the January call. There is consensus that the current planning staff are unable to meet the demands of current workload and continue to fall behind and broad support for the quality of work of planning staff.

While there is recognition that an entirely levy based system has merit for its simplicity and ease of administration, it is also understood that without full participation by Township that this option would drive costs up for South Frontenac ratepayers.

The CAO’s group could support an additional planning position, with fees to the Townships utilizing the County Planning services based on a cost sharing model similar to Frontenac Municipal Information Systems (FMIS), but apportioned based upon local usage over a three year rolling average, with a three year phase in period.

It is recommended that South Frontenac be a signatory to the agreement and they would be provided with the option to join at a future date with the same three-year phase of costs.

Each municipality would be responsible for providing adequate desk space in their administration office.

Should County Council approve the recommendation, the motion and report would be circulated to member municipalities for their consideration.

Should Council not support an additional planner position, it would be staff’s recommendation that the County provide the Townships with six months’ notice that it will be terminating its existing agreements and no longer providing planning services to the Townships.

Should the staff recommendation be adopted, County staff will be available to support township staff in presentations to each Council.

Sustainability Implications A cooperative approach to providing planning services is supported by the KPMG Service Delivery report. Sharing of services will result in reduced costs for the participants, provide service redundancy and allow municipalities to benefit from work completed in other jurisdictions (e.g., shoreline policies). This type of approach is both cost effective and an efficient service delivery model.

The continued work of County planning staff with three of the four Townships also has significant qualitative benefits to the region as all local planning work is closely tied to the economic development plans being advanced in the same department. It ensures that new planning policies and regulations are aligned with the regional economic development vision. This model is a competitive advantage for Frontenac in relation to other Eastern Ontario Counties that do not have planning and economic development teams working in unison.

Financial Implications The financial analysis is based upon the following assumptions:

 Leadership of planning function by the Director of Planning and Economic Development with responsibility for policy development/leadership, coordination with economic development and Ontario Municipal Board files.

 The creation of a Senior Planner position responsible for the most complex planning files, some project management and oversight of local planning applications.

 The Junior Planner position being amended to report to the Senior Planner and providing application processing for most local minor variances and zoning by-law amendments.

 The newly hired planner would be hired as a three year contract.

 There would be no impact on township planning support staff levels in the townships.

 Total costs for the planning function would be based upon 85% of the Director of Planning & Economic Development’s wages and 100% of the wages of the two planners + payroll costs, travel and I.T. costs. This total would be divided based upon the rolling three year average of time tracked to each municipality for local planning and County work. Based upon detailed tracking of the work performed over the previous three years, the allocation is currently:

It is recommended that the year one costs of the phase be taken from the sustainability reserve, and that the 2019 Council make a funding determination with respect to the balance (i.e., reserve or levy). Similar to the I.T. shared services agreement, municipalities will have a termination option.

Finally, the agreement will anticipate that planning fees will be reviewed early in the process to ensure that fees collected at the local and County level are fair, market competitive and not an impediment to growth. Fee setting will remain a local decision.

• When the provincial role ends, all municipalities will be required to enforce RRMS.

• Most municipalities have passed a property standards by-law (PSB). PSBs set out minimum standards for building occupancy and property maintenance within municipalities.

• PSBs are enacted by municipalities under section 15.1 of the Building Code Act, 1992 (BCA).

• The BCA does not require municipalities to adopt PSBs, nor does it prescribe the standards to be contained in PSBs.

Kennebec Shores Parkland and Trails

The Kennebec Shores Waterfront community is a 252 acre, 24 lot development on the former Baker property on the south shore of Kennebec Lake. As part of the subdivision plan Nordic Road was constructed, and 156 acres of the development was transferred to the Township of Central Frontenac as public parkland. The parkland hosts a network of trails and is a scenic and relaxing place for families, individuals and community groups to pursue recreation.

The trails network would be an ideal place for hosting eco-walks by trained naturalists, either for school-trips or interested community groups. Hikes and events for charity fund-raising would be a natural fit for this location. The trails are well suited for hiking, birding, snowshoeing, cross-country running, and potentially mountain biking and cross-country skiing.

There is a nice mix of forest and vegetation, hills, ridges, cliffs and valley. The hilly terrain offers an experience that is significantly different than local flat rail-bed trails. Deer, moose and bear have been spotted in this area over the years.

The trails development that exists today is a result of work carried out by the owner of Kennebec Shores Waterfront Community, Mark Snider. Mark knows the property extremely well and has expressed an interest in further trails development. The parkland also hosts an open hill for tobogganing and a pond for skating.

Maps of the trail network are available at the Waterfront Community information building on Nordic Road; a copy is attached. The trails are currently well marked and have been colour-coded; trail naming could be a future consideration.

There are a few things required to bring this parkland and the trails up to an appropriate standard for public use.

Three volunteer community organizations have come forward to identify their interest, and to work on this project: the Friends of Arden, the Kennebec Recreation Committee, and the Kennebec Lake Association. With volunteers from these three groups plus interested new property owners in the waterfront community and development owner, Mark Snider, there is considerable commitment within the general community.

A. Signage

The trails are adequately marked with the small plasticized square painted markers for use along the trails. Permanent signage is required in a number of areas.

1) Two larger signs, approx 4’ w x 3’ high with a map of the trail network; these would be installed at the trail heads off Highway 7 and Nordic Road. Rain-proof pamphlet holders to dispense trail maps would be installed at both of these locations. Additional language such as use caution, unsupervised multi-use trails, uneven terrain, carry a cell phone, no motorized vehicles, do not approach wildlife, take home any garbage you generate could be incorporated with these signs or on the back of the trail maps.

2) Six smaller signs (similar size to a no parking sign) to identify the four trail entrances off Nordic Road.

B. Parking

There are currently six entry points to the trail network – four off Nordic Road and two off Highway #7. Vehicles currently park on the shoulders of Nordic Road. This road provides access to 25 lots that now make up the Kennebec Shores Waterfront Community; 14 of those lots have been sold. One home has been constructed and a second is underway at this time. As the community expands, parking on the road shoulders will cause some safety issues and possible complaints from property owners.

Nordic Road - Construction of a small parking lot between the two most westerly trail entrances could accommodate 6 vehicles.

Highway 7 (28786 Highway 7) - This existing driveway served as the main entrance to the Kennebec Shores property before the construction of Nordic Road. With some filling and grading a parking lot could accommodate 15 or more vehicles. This entrance is along a straight stretch of Highway 7 almost directly across from Hughes Road with good sight lines for Highway 7 traffic. There are two trail entrances from this parking area.

C. Additional Fencing

The installation of two farm gates is required to prohibit motorized vehicles from accessing the trails at the Highway 7 trail head. The gates would also facilitate the entry of maintenance vehicles to some of the trail network should the need arise.

D. Bridges/Walkways

There are approximately 6 areas where there are small streams or wet areas that would benefit from the installation of footbridges or culverts.

The most easterly trail entrance adjacent to the Mallard Pond has flooded for the first time in several years due to a beaver dam, and a larger footbridge will be required to provide access to this trail.

E. Usage

Much of the terrain in this parkland area is steep and not suitable for motorized vehicles such as ATV’s. In addition, the length of the area of trail that may be suitable for enjoyable ATV riding is very short. As a result, it is proposed that motorized vehicles not be permitted in the parkland and on the trails. The trails are well suited for hiking, snowshoeing, cross-country running, and potentially mountain biking and cross-country skiing.

The size of the park and length of the trails would make it a recreational destination for local residents and cottagers spending 1-3 hours exploring the trails. It is unlikely to draw in people from outside of Central Frontenac.

F. Maintenance

Routine maintenance of the trail will be required to remove dead- fall branches and trees, and identify any issues that require repair or attention. There is also an interest in developing additional trails on the south west corner of the property.

The volunteer groups previously identified are committed to looking after trail maintenance and development.

It is not recommended that garbage containers be placed at these sites. Users will be instructed to take their garbage with them. Any garbage remaining can be dealt with during the routine maintenance.

CF municipal staff assistance with the construction of the parking lot and with snow removal would be appreciated.

F. Conclusion

This piece of public land is a true gem in Central Frontenac. This is an opportunity to capitalize on keen interest from the local community groups and the Kennebec Shores developer to further assist in making this natural recreation area more accessible and enjoyable to our residents.

BEING A BY-LAW TO ADOPT THE ESTIMATES FOR THE SUMS REQUIRED DURING THE YEAR 2018 FOR THE PURPOSES OF THE TOWNSHIP OF CENTRAL FRONTENAC AND TO SET THE APPROPRIATE TAX RATES.

WHEREAS, pursuant to Section 312(2) of the Municipal Act, 2001, S.O. 2001, and amendments thereto the Township of Central Frontenac shall in each year prepare and adopt estimates of the sums it requires during the year for the purposes of the municipality;

AND WHEREAS, pursuant to Section 312(2) of the Municipal Act, 2001, S.O. 2001, and amendments thereto the Township of Central Frontenac shall pass a by-law levying a separate tax rate, as specified in the by-law, on the assessment in each property class in the Township of Central Frontenac ratable for local municipality purposes;

AND WHEREAS all property assessment rolls on which the 2018 taxes are to be levied have been returned and revised pursuant to the provisions of the Assessment Act, R.S.O. 1990, Chapter A.31 and amendments thereto, subject to appeals at present before the Assessment Review Board, the Ontario Municipal Board and the District Court;

AND WHEREAS the “Residential/Farm Assessment”, “Multi-Residential Assessment:, “Commercial Assessment”, “Industrial Assessment”, Pipe Line Assessment”, Farmlands Assessment” and “Managed Forest Assessment” and the applicable subclasses pursuant to Section 7 of the Assessment Act have been determined on the basis of the aforementioned property assessment rolls;

AND WHEREAS the tax ratios and tax rate reductions for prescribed property subclasses on the aforementioned property for the 2018 taxation year have been set out in By-law 2017-0020 of the County of Frontenac passed on the 17th day of May, 2017;

AND WHEREAS these tax rates on the aforementioned “Residential/Farm Assessment;, “Multi-Residential Assessment”, Commercial Assessment, “Industrial Assessment”, Pipe Line Assessment” (where applicable), “Farmlands Assessment” and “Managed Forests Assessment” and the applicable subclasses have been calculated pursuant to the provisions of the Municipal Act, 2001, S.O. 2001, and amendments thereto, in the manner set out herein;

AND WHEREAS the province-wide rate for the education portion of taxes for residential property under Section 257.7 of the Education Act is set at .00170000 and .00042500 for the farmlands property class and the managed forests property class.

AND WHEREAS the County of Frontenac established the tax rate to be levied to the Township of Central Frontenac to be .00178446 as the Residential and Farm Residential Rate by By-law;

AND WHEREAS the levy for municipal purposes as adopted by this by-law as Schedule “A” has been set at $ 7,746,394.

AND WHEREAS the Municipal Act, 2001, S.O. 2001, Section 342, 345, 346, 347 as amended authorizes Council to establish due dates, penalties for non- payment of taxes, installments, payment into bank, acceptance of part payments and disposition of part payments.

NOW THEREFORE, the Corporation of the Township of Central Frontenac enacts as follows:

1. That the 2018 budget of the Township of Central Frontenac attached hereto as Schedule “A”, be adopted by Council.

2. That the list of all rates is hereby attached as Schedule “B” to this by-law.

3. That every owner of land shall be taxed according to the tax rates in this by-law and such tax for all uncapped classes shall become due and payable in two installments as follows June 21, 2018 and September 20, 2018 and nonpayment of the amount on the dates stated in accordance with this section shall constitute default.

4. That a penalty of one and one-quarter percent (1.25%) per month shall be imposed on the first day of each month following default of payment on all taxes of the current year remaining unpaid after the due date of said taxes.

5. That interest of one and one quarter percent (1.25%) per month shall be imposed on all outstanding taxes from the end of the year for which the taxes were levied until the taxes are paid.

6. That penalties and interest added in default shall become due and payable and shall be collected as if the same had originally been imposed and formed part of such unpaid tax levy.

7. That the Treasurer shall send a tax bill to every taxpayer at least 21 days before any taxes shown on the tax bill are due. The capped class notices shall be mailed in accordance with this by-law and due dates shall be established by resolution of Council.

8. That taxes are payable in Canadian Funds only at the Township of Central Frontenac Municipal Office, Sharbot Lake, Ontario, through telebanking or internet banking at any Canadian Bank, or by Pre Authorized Payment.

The Ontario Fur Managers Federation would like to advise you of recent Ontario Government proposals which will have serious consequences to your Municipality if passed and enacted.

Recently the Ontario Government has renamed the so called Eastern Wolf, which it has maintained as a separate species of wolf, to the Algonquin Wolf. This Government has also reclassified this so called separate species as ”Threatened” under the Species At RiskAct(Ontario) and is proposing total protection of wolves and coyotes in many Municipalities in Ontario, yours could be included in that proposal. No consideration of the ramifications of the total protection of the top predator(s) to existing wildlife as well as domestic animals has been addressed. This protection willdefinitely increase the human/wildlifeconflicts in and outside your municipalities.

The Ontario Fur Managers Federation is seeking your help to get this proposal overturned by submitting a letter of rejection to the EBRPosting, sending a letter of objection to the Minister of Natural Resources and Forestry as well as your local MPP by February 14 2018, and advisingyour municipal residents of this situation. BEING A BY-LAW TO CONFIRM THE REGULAR COUNCIL MEETING FEBRUARY 13, 2018

The Council of the Corporation of the Township of Central Frontenac enacts as follows:

1. The action of the Council at its Regular Council meeting held on the 13th of day of February, 2018 in respect of each report, motion, resolution or other action passed and taken by the Council at its meeting, is hereby adopted, ratified and confirmed.

2. The Mayor and the proper officers of the Corporation are hereby authorized and directed to do all things necessary to give effect to the said action, to obtain approvals where required, and, except where otherwise provided, to execute all documents necessary in that behalf in accordance with the by-laws of Council relating thereto.
