1. WELCOME MESSAGE

1.1 Greeting from the Head of the host NF

Dear participants!

On behalf of the Russian Karate Federation and on from myself personally, I would like to welcome you of the Moscow stage Karate 1 - Premier League, which will be held in the capital of Russia!

We were honored to host the Moscow stage of Karate 1 - Premier League in October 2019 for the first time. I hope you all have enjoyed fancy the competition area with brilliant entrainment, comfort services for our dear competitors and fans

To be honest we had been preparing for Moscow 2020 Karate 1 - Premier League, however, last year we have faced with an unexpected difficulties and obstacles due to the Corona virus and all competitions were cancelled or postponed. Even 2020 was postponed for a year.

Nonetheless, the sport community has united and became even stronger. I am utterly happy to greet karate community again here in Moscow. I have to admit we all have missed our best athletes, their brilliant victories and unforgettable emotions!

I wish everyone exciting bouts and excellent mood!

2. INTRODUCTION

The Karate1-Premier League is the most important league event in the world of Karate. It comprises of a number of the most prominent Karate competitions and endeavours to bring together the best Karate athletes in the world in an open Championships of unprecedented scale and quality.

Initiated in 2011, the 2021 edition is formed by four events being held in the cities of , , Cairo, Moscow and Rabat thus stating Karate’s impact all around the world and its global scale. The city of Moscow hosts a Karate 1-Premier League event for the second time.

At the final Premier League event 2021 or the first Premier League event 2022, the champions of each category are presented with the “Grand Winners” award. In order to be eligible to receive the “Grand Winners” award, competitors have to participate in at least 4 events in 2 continents of the season.

3. INTRODUCTION KARATE 1-PREMIER LEAGUE MOSCOW 2021

The Karate 1 – Premier League Moscow 2021 will be held next 01-03 October 2021 at The CSKA Arena.

The detailed competition schedule will be fixed after closing the online registration in order to adequate it to the final number of athletes. 8. RANKING

9. ONLINE REGISTRATION & OFFICIAL ACCREDITATION

All registration in a Premier League event must be processed ONLINE. Onsite registrations will NOT be accepted. The registration will be validated once completed the online payment through the payment platform.

9.1 Online Registration Process

The registration starts two (2) months prior to the event, on 1st August, 2021 and close fifteen (15) days before the tournament, on 16th September, 2021 at the 12:00 hrs GMT +0 and it is divided in the following three phases (all phases will close at the 12:00 hrs GMT +0 of the listed day);

• Phase 1, from August 1st to 15th, 2021: Limited to the NFs, TWO competitors per category and country, ranked among the position nº 1 and nº 50 (included) of the WKF ranking, regardless of double positions.

• Phase 2, from August 16th to 30th, 2021: If any of the TWO registrations of the phase 1 have not been completed by the NFs, free registration of athletes, ranked among the position nº 1 and nº 50 (included) of the WKF ranking, regardless of double positions (always keeping the limit of TWO per country).

• Phase 3, from August 31st to September 16th, 2021: Free registration, limited to 64 athletes per category, ranked among the position nº 1 and nº 200 (included) of the WKF ranking, regardless of double positions.

Individuals and National Federations are responsible for the quality of the entered registration data. Once close the online registration, any comments will have to notified to both, the software team and the WKF, at latest five day before the first day of competition.

9.2 Entry Fee

The entry fees are € 75 per individual category entry and € 150 per team category entry.

9.3 Payment

All payments must be processed through the ONLINE PAYMENT PLATFORM. Onsite payments will NOT be accepted.

9.4 Official Accreditation

The official accreditation will take place on Thursday, 30 September 2021, from 09.00 a.m. to 17.00 p.m. at the HQ Hotel, Hall Georgievsky 3.

If changes are required during the official registration session, because of incorrect or missing registration data, a fee of € 20 is charged for each change.

At registration, accreditation cards will be issued with the participants main data, a photograph and information about registered categories. The accreditation card must be worn at all times during the event.

Only members of national federations recognized by WKF are admitted participating, as per Premier League Organising Rules 2020 (PL OR Point 6 Registration).

All participants must submit an official document (passport or other valid ID card) for the WKF identification and validation at the accreditation session.

The accreditation of any competitor must be done by the athlete or the athlete’s coach, in person bringing the athlete passport or other valid ID at the accreditation session.

The competitor who has not collected, either personally or through his/her coach the accreditation during the official registration, will not be included in the draw.

The weighing will be carried out immediately after receiving the accreditation, those athletes who will not attend the weighing will not be included in the draw.

10. BACK NUMBERS

The use of back numbers is compulsory for all categories and modalities in Karate 1 – Premier League events.

The back number to be used in Karate 1 – Premier League events2021 will be the same as those already provided for Karate 1 – Premier League events 2020.

New back numbers will only be delivered at the accreditation season to those athletes who have not participated in a Karate 1-Premier League events 2020.

All competitors are required to carry properly sewn on the back of their karategi‘s jacket the back number.

Due to the prevention measures for the Covid-19 pandemic the sewing of the back number on the karategis must be done by the competitor himself/herself.

If the back number is not properly sewn, it can be a reason for disqualification.

11. WKF COACH PROGRAMME

According to the WKF Coach Educational Programme, the minimum certification required to take part in Karate 1 – Premier League events is the “Kumite or Kata certification” (level 2). To obtain such certification, coaches must pass the corresponding Kumite or Kata examination.

The Kumite or Kata coach licence can be obtained or;

• through the WKF E-learning platform for Coaches; https://www.elearning-wkf.net/ • or by attending to one of the Programmes for Coaches that the WKF held in official events.

A WKF Programme for Coaches will be held in all Karate 1 - Premier League events 2021.

Only coaches in possession of the “WKF Accredited Coach” level have access to the “WKF Kumite or Kata certification“.

12. MEDIA

12.1 TV Production

All the events of the 2021 Karate 1 – Premier League will present TV. The competition on Sunday will be available to a worldwide viewing audience though a high-quality TV production which will be provided to TV networks around the world following the agreement of the WKF with these networks.

Due to the agreements VIDEO RECORDING WILL NOT BE ALLOWED UNDER ANY CIRCUNSTANCE.

12.2 Press

Press accreditation can only be given to professional journalists working for a media and having proof of their credentials.

All press accredited shall follow the WKF COVID 19 Protocol (section 17) which includes submitting the Original Negative PCR nasopharyngeal test, Waiver of Responsibility as well as the WKF Heath Questionnaire (section 17). All press shall wear protective face mask described in Section 17.

Moreover, they will be required to wear a certified face mask at all times and will be compelled to follow the local sanitary measures and WKF COVID-19 Protocol.

MANDATORY DOCUMENTS TO BE SUBMITTED AT THE OFFICIAL ACCREDITATION

19. VISA REQUIREMENTS VISA APPLICATION PROCEDURE THE 2021 KARATE1 PREMIER LEAGUE September 30 – October 4, 2021 Moscow, Russia

The Russian Foreign Ministry will apply a special facilitated visa procedure to all categories of participants of the 2021 Karate1 Premier League, i.e. athletes, members of the official delegations, international technical officials (referees and judges), and official guests. All the Russian Consulates throughout the world will be notified of the above procedure. According to it, the visas are to be issued on a priority basis, i.e. within three days from the date of application (or on the same day if necessary) at any Russian Consulate regardless of citizenship.

In this case, after processing the personal data submitted to the LOC the following VISA APPLICATION FORM (in Excel format), a scanned invitation letter will be issued and sent to the applicant(s). It is to be submitted to any Russian Consulate or its authorized Visa Handling Service Centre regardless of citizenship along with other personal documents (such as the passport, the necessary number of pictures, completed application form, etc.) for visa processing in person or by a representative.

Some consulates of the Russian Federation accept postal applications. Though there is a number of consulates, where personal attendance is required for fingerprints (in the United Kingdom of Great Britain and Northern Ireland, the Kingdom of Denmark, the Republic of the Union of Myanmar and the Republic of Namibia). The details are to be checked on the consular website in advance. As the above visa procedure is exceptional, it is necessary to mention that the application is for the Russian visa to attend the 2021 Karate1 Premier League.

Here is some useful information for completing a visa application form: In the field ‘Purpose of visit (section)’ please choose ‘science-culture-sports-religion’; in the following field ‘Purpose of visit’ ‘Sport relations’ is to be chosen. In this case ‘Visa category and type’ will automatically come as ‘common humanitarian’. The field ‘Name of organization’ is to be completed with ‘Moscomsport’, its address being ‘18 Milyutinskiy per, Moscow 101000, Russia’, TIN 7708308010. As the above visa procedure is exceptional, don’t complete the fields ‘Directive (telex) number’ or ‘Invitation number’.

The completed VISA APPLICATION FORM with the personal data must be provided in EXCEL format and e-mailed to the LOC: [email protected]

Important to remember

1. The passport has to have two blank visa-designated pages. 2. The expiry date of the passport is to be at least six months after the last day of the expected stay in Russia. 3. If the passport does not meet these two requirements, a new passport must be obtained before the request of the invitation letter.

Important COVID-19 restrictions information:

On boarding the plane to Russia all foreign citizens are to provide a printed medical document (in English or Russian) confirming the negative PCR test for COVID-19 which was not made earlier than 72 hours prior their arrival in Russia, i.e. the moment of crossing the border control in Russia. The document may also be in the official language of the country of issuing authority with a Russian translation notarized by a Consular Officer of the Russian Federation.

• Please note that the document is to be printed out. SMS or any other form of confirmation on the mobile phone will not be accepted. • It is also mandatory that prior the arrival in Russia foreign citizens are to complete and submit a special Application form for border crossing following the link https://www.rospotrebnadzor.ru/files/news/%D0%B0%D0%B2%D0%B8%D0%B0%D 0%90%D0%BD%D0%BA%D0%B5%D1%82%D0%B0%20RUS.docx.

In view of COVID-19 travel restrictions foreign participants with a valid Russian visa and citizens of visa-free countries who do not require a visa to enter the Russian Federation are to inform the LOC of the travel schedule not later than 2 weeks prior the trip and are to submit the personal information in the completed form VISA APPLICATION FORM. In order to receive permission from the Federal Security Service to enter Russia this information is to be provided to the border control in advance. The permission is allowed to be given only for official hotels guests on request through LOC. CITY.

20.1 About Moscow Moscow is the capital and most populous city of Russia, with 13.2 million residents within the city limits, 17 million within the urban area and 20 million within the metropolitan area. • For those participants arrived before 72 h, the accreditation LOC is providing the opportunity to take a PCR test at the HQ Hotel on September 29th.
