I feel equally honored to support the work our superintendents, principals, athletics and activities directors, other admin- istrators, and coaches do to provide exceptional activities and opportunities for the students of our wonderful schools. These are the people “in the trenches.” These are the people who make our schools and our programs the kind we can all be proud of. These are the people who commit themselves to teaching important lessons through athletics and other education-based activities programs.

The key components of any great organization are great people, great communication, and an endless pursuit of contin- uous improvement. From my time on the IHSAA’s Board of Control and my short time working directly with the staff of the IHSAA and Iowa Hall of Pride, I am convinced we have terrific people in place.

We are already evaluating our communication — including a survey which will be coming to athletic directors in the next two weeks — and will work tirelessly to provide important and timely information, answer your questions, and operate with transparency. In regard to improvement, I’ll continue to share a mantra I embraced as a coach, an activities director, and a principal: We either get better or worse; we never stay the same. To that end, we will continually evaluate what we do and how we do it, striving to get better at serving our schools and our students.

One of our first orders of business this year will be to develop a vision for the IHSAA. Simply put, we want to explore who we are, where we are going, why we are going there, and how we are going to get there. It’s important to me that the schools we serve know exactly what we believe, what we do, and why we do it. Developing the vision will be an exciting process and one I’m looking forward to sharing with all of our constituents. Once that vision is developed, it will guide all that we do.

As we embark upon another school year full of exciting challenges I wish all of you — administrators, coaches, students, and families — my very best!

July 2019 11 ihsaa recaps Golf Weather shortens all 2018-19 championships to one round After a rain-shortened Class 4A fall tournament, the three spring tournaments set for May 23 and 24 were supposed to provide closure for 3A, 2A, and 1A in the 2019 golf season. Instead, the weather emerged as the state’s top finisher. In the IHSAA’s 45 years of 36-hole championships, the 2018-19 athletic year marked the first time that all four classes were cut down due to weather. It was the 92nd year of state golf overall, and only in 1935 was the tournament completely rained out. The 2019 spring golfers got Thursday’s 18 holes in, but by early Friday morning, all the scores had unfortunately been declared final. Due to heavy overnight rains and their resulting course conditions, 3A in Fort Dodge, 2A in Marshall- town, and 1A in Newton were done. The shortened tournament disappointed coaches, play- ers, and spectators, but strong performances resulting in medals and trophies brought smiles back on the podiums. Schools will receive 2019-20 administrator passes for Iowa High School Athletic Association, Iowa Girls High School Athletic Union, Iowa High School Music Association, and Iowa High School Speech Association events in August.

The pass entitles the named administrator and one guest complimentary admission into all events sponsored by the IHSAA, IGHSAU, IHSMA, and IHSSA. (Exceptions: IHSAA State Wrestling Finals, IHSMA All-State Music Festival.)

The Board of Control of the Iowa High School Athletic Association (IHSAA) met March 7, 2019, at the Iowa Hall of Pride in Des Moines, Iowa, pursuant to notice. CHARACTER COUNTS COACH OF THE YEAR – Executive Director Beste presented that Ryan Smith of Fort Madison was named Character Counts State Coach of the Year.

NFHS COACHES ASSOCIATION – Executive Director Beste presented the list of Iowa Coaches of the Year as named by the NFHS Coaches Association, along with Sectional and National winners.

2019 STATE QUALIFYING TRACK AND FIELD SITES – Executive Director Beste presented the state qualifying track and field sites. Assignments will be made after classifications are finalized.

2019 SPRING SPORTS MANUAL – Executive Director Beste presented the 2019 Spring Sports Manual for approval. The manual contains information for Golf, Tennis, Track & Field, Soccer, and Baseball.

IHSAA/TUCKER PHOTOGRAPHY AGREEMENT - Executive Director Beste presented a renewal agreement with Tucker Photography to provide coverage at all IHSAA events through December 31, 2020.

APPROVAL OF CONSENT ITEMS - (MM-S) Earleywine-Cook to approve all consent items as presented and reviewed. Mo- tion carried unanimously.

ACTION ITEMS

2019 DISTRICT TENNIS SITES – Executive Director Beste presented the district tennis sites. Assignments will be made later this spring. (MM-S) Cook-Wiebers to approve the sites as presented. Motion carried unanimously.

2019 SECTIONAL & DISTRICT GOLF SITES & ASSIGNMENTS – Executive Director Beste presented the sectional and district golf sites and assignments. (MM-S) Schwamman-Kibby to approve the sites and assignments as presented. Motion carried unanimously.

NFHS NETWORK RESTRUCTURE AGREEMENT - Executive Director Beste presented an amended media rights agree- ment with the NFHS Network. (MM-S) Kibby-Dockum to approve the agreement as presented. Motion carried unanimously.

1) Executive Director Beste shared the winter sports ejection report. 2) Executive Director Beste shared that Dr. Gerald Kreitzer, Director of Music Activities, , Cedar Rap- ids will be presented with the NFHS Citation during the 2019 NFHS Summer Meeting. 3) Executive Director Beste presented correspondence sent to member schools regarding cooperative sharing and whole grade sharing programs for the 2019-20 school year. 4) Executive Director Beste shared correspondence sent to member schools about the Governor’s Scholar Program. 5) Executive Director Beste shared the NFHS football rule changes for the 2019 season. 6) Executive Director Beste shared the NFHS soccer rule changes for the 2020 season. 7) Executive Director Beste presented information on the upcoming youth football summit. 8) Executive Director Beste presented an overview of administrative and support staff responsibilities. 9) Executive Director Beste provided information regarding the number of insurance claims filed under the Head Strong Insurance program as of March 1. 10) Executive Director Beste shared preliminary information about a regional June Scholastic Basketball NCAA Evaluation Event to be held in Kansas City on June 21-23, 2019. 11) Executive Director Beste shared the March 8, 2019 Representative Council agenda. 12) Executive Director Beste provided the board with the state basketball tournament awards schedule.

ACTION ITEMS

WEBSPEC WEB DEVELOPMENT AGREEMENT – Associate Director Nanninga, Communications Director Cuellar and members of the WebSpec team presented a proposal to update the IHSAA web site. Both the public viewing side and school and official database side will be updated as part of this proposal. (MM-S) Dockum-Wiebers to approve the new website proposal as presented. Motion carried unanimously.

FINANCIAL REPORT – Director of Finance Morgan presented March 31, 2019 financial statements including the Detailed Statement of Financial Position and Statement of Budgetary Activities, Total Revenue and Expense of Athletic Event Activities for the fall and winter sports and a Quarterly Investment Report. (MM-S) Cook-Earleywine to approve the financial report as presented. Motion carried unanimously.

Actual pairings and sites will be determined at a later date. (MM-S) Schwamman-Wiebers to approve the assignments as presented. Motion carried unanimously.

2019 POSTSEASON TENNIS ASSIGNMENTS – Executive Director Beste presented the district and substate tennis assign- ments. (MM-S) Earleywine-Kibby to approve the assignments as presented. Motion carried unanimously.

2019 IHSAA FOOTBALL HALL OF FAME COMMITTEE INDUCTEE RECOMMENDATIONS – Historian Legg presented the list of inductees recommended by the Football Hall of Fame Committee at its recent meeting. (MM-S) Schwamman-Ear- leywine to approve the induction of Matt Kroul, Mount Vernon; Parker Wildeman, Cherokee; Joe Woodley, Valley, West Des Moines; Kevin Braddock, West Branch; Kevin Sanger, Britt; and Tyler Sash, Oskaloosa. Motion carried unanimously.

IHSAA FOOTBALL ADVISORY COMMITTEE – Assistant Director Tharp presented the minutes and recommendations of the IHSAA Football Advisory Committee. The committee made three recommendations. 1) To only have one team (the district champion) automatically qualify for the postseason. 2) For determining the final at-large qualifier, to use head to head compe- tition over the RPI if the two teams are side by side in the final rankings. 3) After determining the sixteen qualifiers, to use head to head competition over RPI for final seeds if the two teams are side by side in the final rankings. (MM-S) Wiebers-Cook to receive the minutes and to approve recommendations 1, 2 and 3. Motion carried unanimously.

IHSAA WRESTLING ADVISORY COMMITTEE – Director of Officials Curtis presented the minutes and recommendations of the IHSAA Wrestling Coaches Advisory Committee. The committee made two recommendations. 1) To investigate moving the state duals to a date prior to the IHSAA first postseason individual tournament series date. 2) To increase the value of the state individual tournament seeding criteria #1 and #2 (head to head and common opponent) to 2 points. (MM-S) Earley- wine-Schwamman to receive the minutes and to approve recommendations 1 and 2. Motion carried unanimously.

2019 NFHS SUMMER MEETING – Executive Director Beste presented the meeting schedule and preliminary IHSAA delega- tion schedule for the NFHS Summer Meeting. The Board also received the Executive Director’s recommendation for meeting expenses. (MM-S) Dockum-Wright to approve the summer meeting schedule and expense recommendation. Motion carried unanimously.

IHSAA COMMITTEE APPOINTMENTS – Associate Director Nanninga presented the following names as appointments to the following IHSAA committee. Basketball Advisory: Zach Clark, Central Decatur, Leon. Joint Track and Field Advisory: Nate Smith, Ankeny Centennial. Wrestling Advisory: Keith Slifka, Crestwood, Cresco. (MM-S) Wright-Wiebers to accept the com- mittee appointments as presented. Motion carried unanimously.

A&M PRODUCTS AWARDS AGREEMENT – Executive Director Beste presented a three-year agreement with A&M Prod- ucts to provide medals, trophies and plaques to the IHSAA through the 2021-22 school year. (MM-S) Cook-Kibby to approve the contract agreement as presented. Motion carried unanimously.

JUNE NCAA BASKETBALL SHOWCASE EVENT – Executive Director Beste and Associate Director Nanninga presented information relative to the new NCAA Basketball Showcase that will be held in Kansas City on June 21-23. The IHSAA will partner with five other states for this event. (MM-S) Schwamman-Dockum to approve the IHSAA sponsoring a June NCAA Basketball Showcase. Motion carried unanimously.

REPORTS

D.O.E. REPORT – Board member Wise reported that the legislative session should conclude next week. SF437 regarding changes to the Scholarship Rule has stalled and appears not to be acted upon this year.

I.A.S.B. REPORT – Board member Dockum shared of the possibility of the four activity organizations presenting together at the IASB convention in November to discuss the four distinct roles of each organization and the ad-hoc unified activities calendar committee.

I.H.S.A.D.A. REPORT - Board member Cook recapped the IHSADA convention held in late March.

COMMUNICATIONS DIRECTOR REPORT – Communications Director Cuellar shared of the possibility of creating a podcast to promote IHSAA activities and his plans with the upcoming retirement of Historian Bud Legg.

July 2019 37 board minutes Board of Control EDUCATIONAL SERVICES REPORT – Assistant Director Elsberry provided information on recent partnership programs held at member schools over the past two months. Those programs include Coaching Boys into Men, district student council gatherings and activity conference gatherings.

2019 GOVERNOR’S SCHOLAR RECOGNITION PROGRAM – Assistant Director Elsberry shared information about the Gov- ernor’s Scholar Recognition Program to be held April 28 at Hy-Vee Hall in Des Moines.

2018-19 WINTER SPORT EJECTION REPORT – Director of Officials Curtis presented the winter sports ejection report for the 2018-19 season.

2019 OFFICIALS BANQUET – Director of Officials Curtis provided information about the Officials Banquet to be held April 27 at Iowa Events Center in Des Moines.

IHSSN/NFHS NETWORK – Executive Director Beste provided information on the Iowa High School Sports Network and NFHS Network.

NFHS LEGAL MEETING – Executive Director Beste shared information about the NFHS Legal Meeting he and Associate Director Nanninga attended in Indianapolis.

TECHNOLOGY REPORT – Associate Director Nanninga presented information on fiber powered internet being connected to the IHSAA offices later this month.

INFORMATION AND DISCUSSION ITEMS

1) Executive Director Beste discussed the plans for the June Board meeting. 2) Executive Director Beste shared information regarding the NFHS Summer Meeting. 3) Executive Director Beste presented information regarding the August Board Retreat in Riverside. 4) Executive Director Beste shared that Mitch Osborn, Harlan AD and basketball coach, was not selected for induction to the NFHS Hall of Fame. 5) The administrative staff reviewed email correspondence sent to member schools notifying them that the spring online rules meetings were available to view. 6) Assistant Director Tharp shared that at the current time one soccer playing school had received two red cards. 7) Assistant Director Tharp reviewed correspondence sent to member schools regarding cooperative sharing agreements and whole grade sharing agreements for the 2019-20 school year. 8) Assistant Director Tharp shared correspondence sent to member schools regarding the 2019 NFHS football rule changes. 9) Director of Officials Curtis shared the 2019 spring sports ejection report. 10) Assistant Director Elsberry presented correspondence sent to all member schools regarding the 2017-18 Annual Report. 11) Assistant Director Elsberry provided a reference sheet created in conjunction with the Iowa PGA and IGHSAU regarding the new playing rules of golf. 12) Assistant Director Chizek provided a copy of the latest track and field memo sent to all schools and officials. 13) Executive Director Beste shared correspondence received from member schools regarding the Unified Activities Calen- dar ad-hoc committee. 14) Executive Director Beste provided information on the IHSAA’s classification committee. 15) Executive Director Beste provided information regarding the number of insurance claims filed under the Head Strong Insurance program as of April 1. 16) The Board discussed the current IHSAA Board Policy Manual.

NEXT MEETING DATE - The next regularly scheduled meeting will be held June 10, 2019 at the IHSAA Office in Boone.
