Belfast is one of the most car dependent cities in the United Kingdom. A major household survey was intended to inform an understanding of the likely behavioural response to sustainable development policy initiat- ives. The survey was one of a series of linked tools within a wider EPSRC Sustainable Cities Project research project. Insights into consumer responses to the various policy measures con- sidered in the overall project were drawn in part from the stated preference experiments included in the household survey. Initiatives included improved domestic energy efficiency, increased densification of housing, improved public transport and the introduction of traffic restraint measures such as road user charges. There were signs of some willingness to accept moderately higher densities on the basis that residents would be compensated by a lower than otherwise purchase price. The typical effect of introducing road pricing say at £1.00 per day equated to a reduction in property values of some 2.5% while the absence of any apparent statistical significance generated by the public transport variable reflects its current lack of credibility as an alternative to the car. -

Both the UK and EU have signed up to international climate change obligations, such as the Kyoto Protocol and the Paris Agreement. The 2015 Paris Agreement, a successor to the Kyoto Protocol, has been signed by 194 states and the European Union The UK has ratified the Paris Agreement separately from the EU and has committed to upholding its Paris Agreement obligations post Brexit. The Climate Change Act 2008 (2008 Act) originally established long term statutory targets for the UK to achieve an 80% reduction in GHG by 2050 against a 1990 baseline. -

The pace of this change has increased recently. Since 2017, for example, digital banking has increased by 50% while visits to our branches have sharply declined. Increasingly, our customers are using Post Office services with 52% of over-the-counter transactions now made in Post Office branches. We have invested in technology that enables customers to bank digitally - including launching a new banking app and updating our online banking. Alongside this we have also introduced digital ways to pay with Google Pay and Apple Pay. Today, almost 80% of our customers are using online as their preferred channel to open a personal account. As we continue to adapt, we must change how we provide banking services. Therefore, after careful consideration, we have made the difficult decision to close University Road branch on 24 June 2021. We’d like to explain why, and help you understand how you can continue banking with us. Background to our approach Santander UK is a signatory to the Access to Banking Standard, a voluntary agreement introduced in May 2017. The Standard aims to ensure that where banks decide to close branches, their customers are communicated with openly and treated fairly. We continue to invest in our branch network and, over the last five years, all of our largest and busiest branches across the UK have been refurbished. Increasingly however, customers are changing the way they choose to bank. In addition to using our branches, more and more people are banking with us by phone, online, on tablets and smartphones as well as at cash machines and Post Offices. As a result, some of our branches are being used less often. We don’t take the decision to close any branch lightly and we assess each branch individually to understand the potential impact for customers, and the alternative options available to bank locally. EXECUTIVE SUMMARY 1.1 This report details the findings of a site visit to use the new Glider public transport service in November 2018 with a group of passengers with a disability or reduced mobility. The Glider service was introduced in September 2018 and this visit allowed passengers to experience a journey on board the vehicles. 1.2 The Consumer Council arranged the visit in partnership with Translink and participants came from a range of organisations that represent people with a disability or reduced mobility. Participants met at Dundonald Park and Ride, used the ticket machine, boarding the vehicle and travelling to the city centre. The Department for Infrastructure (DfI) then hosted the group in its office for a short feedback session on the journey. Participants made comments throughout the visit and provided suggestions on how the service could be improved. 1.3 The groups were positive about the new service. The main suggestions focused around passenger education, the ticket machine, on-board the vehicle and signage. 1.4 The findings of the visit will be shared with Translink and DfI, and the Consumer Council will continue to work with Translink to progress the suggestions made. 1.5 We would like to extend our thanks to Translink and DfI for hosting the visit, and to all the participants who shared their experiences and views on the day.
