1. Call to Order The Public Board Meeting was called to order by Mr. Jensen, in the PAC Cafeteria, 280 Park Avenue, Freehold, , 07728 at 7:01 PM. He read the Open Public Meeting Act, C 231, P.L. 1975.

2. Pledge of Allegiance

Dr. Lichardi led all in the pledge of allegiance.

E. SUPERINTENDENT’S REPORT – Dr. Rocco Tomazic

1. Calendar/Announcements  As of last Friday we had 1,716 students, with 1,699 in District and 17 out of District which is 6 more than last meeting. Currently there are 110 unhoused students. With the school year 98.3% completed our attendance rate is 95.68%.  Dr. Tomazic gave a brief outline of the summer projects that are planned: o FLC . Finish berms . Pour surface 3rd playground . Add emergency generator . Duct work repair in main room . Kitchen range hood installation . Install chain link fence along property line . Gym floor replacement . Lighting replacement in gym & main hall . Stage curtain replacement . Carpeting in main office, music room, and tile in nurses & guidance office o PAC . Build maintenance shed . Finish 2 small group instruction classrooms . Retile 8th grade wing  We are still waiting for the finalized FY20 State budget in order to lock in our state aid for the coming year.  The lead testing has been completed and only one student out of all that were tested came back with an elevated reading. The family has been working with the health department to remediate the situation and his readings have improved.  Next year there will be a total of 9 Pre-K classes including 2 disabled classes and one at Head Start. The other six classes will all be integrated classrooms to accommodate the 63 general education and 18 special needs children who are registered with having three children attend at Head Start. We will not need a lottery this year as we still have room in the classes for special needs growth throughout the year. The District will be sending letter home this week to share the good news.  Tomorrow will be the 8th grade graduation starting at 5:30 PM  Wednesday will be the last day of school for all students.  On Friday the FIS report cards will be mailed home and the elementary students will hand carry their report cards on Wednesday.  Monday 6/24 the 21st CCLC Summer programs will start with credit recovery running from 8:00 – 1:00 and the academies from 8:00 – 12:00 Both programs will run Monday – Friday and both breakfast and lunch will be served.  Our next meeting will be Tuesday July 16th at FLC  There will be an executive session this evening for the Board for the CSA evaluation.

3. District Title I Parent Involvement Coordinator SY 19-20 Approve Parent Involvement Coordinator position for school year 2019-2020. This hourly position will coordinate the district’s Title I Parent Involvement Nights SY 19-20. Coordinator will hold six (6) events to promote parent involvement activities. The Parent Involvement Coordinator will be compensated for nine (9) hours per event and ten (10) hours for planning and preparation in the summer at the contractual rate of $30.00 per hour. Total fund will not exceed $1,920.00 and will be appropriated from GAAP Account 20-231-200-100-00-09-03.

4. Title I FY 20: LinkIt! Data Warehousing Analytics Assessment Solutions, New York, NY Approve the renewal and support services of LinkIt! at a cost of $36,391.00 to be appropriated from the following GAAP Account lines 20-231-100-300-00-01-40, 20-231-100-300-00-01-60, 20- 231-100-300-00-01-70. LinkIt! will continue to provide benchmark assessments and house district assessment data for analyses and program planning to support all students.

5. i-Ready Supplemental Online Resource by Curriculum Associates LLC, N.Billerica, MA Approve renewal subscription to i-Ready Diagnostic and Instruction for grades K-8. This supplemental online resource will enhance student learning experience through adaptive assessment and personalized learning paths aligned to mastering the New Jersey Student Learning Standards in ELA and Math. The annual subscription cost will not exceed $43,785.50 and will be appropriated from the following GAAP Account # 11-190-100-610-00-02-03.

6. mindAligned Partnership through Count Basie Education and Outreach 2019-2020 Approve continued partnership with mindAligned through Count Basie Education and Outreach. The partnership will provide on-going professional development opportunities for staff to increase student engagement and motivation through instructional strategies rooted in the Arts discipline. The partnership will also provide opportunities for students to experience Theater Arts Residency Program and Theater Art Shows. The partnership is funded through grants managed by Count Basie Education and Outreach.

7. Acceptance of Grant Award Allocation – Every Student Succeeds Act (ESSA) 2019-2020 Approve acceptance of ESSA grant allocation for the school year 2019-2020. The grant allocation is as follows:

11. Approval of MOU with GIERS Approve a Memorandum of Understanding with Grief Information Education and Recovery Services, Inc, Freehold, NJ for the 2019-2020 school year, per the below resolution.

WHEREAS the Grief Information Education and Recovery Services, Inc (GIERS) is a 501c3 not-for- profit organization operating in Freehold Borough; and

WHEREAS GIERS is dedicated to providing services to assist individuals, families and organizations recovering from a wide range of losses, and

WHEREAS GIERS uses a variety of therapeutic modalities including creative arts and action techniques to help develop coping skills to transition towards a health recovery, and

WHEREAS the Freehold Borough Public Schools is comprised of students in grades Pre- Kindergarten to Grade 8 who experience losses from death, divorce, immigration, illness, and other challenging life events.; and

WHEREAS the Freehold Borough Public Schools sees value in helping district students understand the powerful emotions of grief in themselves, family and others around them; and

WHEREAS the Freehold Borough Public Schools is interested in partnering with local agencies to bring education and counseling services to students; and

WHEREAS such partnerships need to be memorialized in writing; now therefore be it

RESOLVED that the Freehold Borough Public Schools will partner with GIERS for the 2019-2020 school year (July 1, 2019-June 2020) to carry out an educational pilot program entitled the Humanity Players Youth Troupe; and

RESOLVED that the Humanity Players Youth Troupe will be under the exclusive control of the GIERS professional staff for both operation and training; and

RESOLVED that participation in the Humanity Players Youth Troupe will be for Freehold Borough Intermediate School students free of charge and that the district will incur no extra costs for partnering with the program; and

RESOLVED that GIERS will work with students in the Humanity Players Youth Troupe to collaborate in writing meaningful vignettes for ultimate presentation to an audience of their peers; and

RESOLVED that the Freehold Borough Public Schools, upon receipt of proper insurance coverage, will provide rehearsal and performance space at no cost to GIERS for use by the Humanity Players Youth Troupe; and

RESOLVED that this agreement can be terminated by either party during the period of this agreement upon written notice.

4. Transfer of Unexpended Appropriations and/or Excess Revenue to Capital Reserve WHEREAS, NJAC 6A:23A-14.3 permits a Board of Education to deposit into the Capital Reserve account at year end and,

WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a Board of Education to transfer anticipated excess

WHEREAS, the Freehold Borough Board of Education wishes to deposit anticipated excess current revenues and/or unexpended appropriations into a Capital Reserve account at year end, and

WHEREAS, the Freehold Borough Board of Education has determined that up to $1,000,000 is available for such purposes to transfer subject to the 06/30/19 audit.

NOW THEREFORE BE IT RESOLVED by the Freehold Borough Board of Education that it hereby authorizes the district’s School Business Administrator to establish this account if necessary and make this transfer consistent with all applicable laws and regulations.

5. Agreement for Moving Services BE IT RESOLVED that the Freehold Borough Board of Education approve an agreement with Simonik Moving & Storage pursuant to NJ State Contract #T-0877 for the moving and storage of two classrooms and office equipment from Joseph Catena School in Freehold Township to Freehold Learning Center at a cost of nine thousand two hundred and six dollars ($9,206.00).

6. Withdrawal from Capital Reserve BE IT RESOLVED, that the Freehold Borough Board of Education requests the approval of a capital reserve withdrawal in the amount of up to nine thousand two hundred and six dollars ($9,206.00). The district intends to utilize these funds to move two classrooms from Joseph Catena School in Freehold Township to Freehold Learning Center.

Authorize Change Order #7 Freehold Learning Center Additions & Renovations BE IT RESOLVED that the Freehold Borough Board of Education authorize change order #6 to the contract of Newport Construction for the additions and renovations to the Freehold Learning Center awarded on October 16, 2017 in the original amount of eight million three hundred and eighty-seven thousand dollars ($8,387,000.00) as follows:

Change Order #7 is in connection with furnishing and installing additional geo-grid in conjunction with soil replacement and stabilization in the driveway addition, roadway, and walking paths

Change Order #7 is in the amount of eighty thousand eight hundred and fifty two dollars and fourteen cents ($80,852.14) is in addition to change order #1 which was previously approved in the amount of two hundred sixty six thousand four hundred sixty seven dollars and twenty eight cents ($266,467.28) and change order #2 in the amount of eighty-five thousand one hundred and ninety-nine dollars ($85,199.00), and change order #3 in the amount of thirty nine thousand eight hundred and fifty nine dollars ($39,859.00), and change order # 4 in the amount of one hundred and fifty thousand seven hundred and eighteen dollars and eighty eight cents ($150,718.88), and change order #5 in the amount of one hundred and two thousand ninety seven dollars and sixty cents ($102,097.60), and change order #6 in the amount of nine hundred and eighty thousand three hundred and fifty one dollars and seventy one cents ($98,351.71) for a new contract total of nine million two hundred and ten thousand five hundred and forty five dollars and sixty one cents ($9,210,545.61).

9. Approval of a Sidebar Agreement with the FBEA on Moving Whereas the Freehold Borough Board of Education (the Board) has offered and the Freehold Borough Education Association (the Association) agrees to the following sidebar agreement to the current contract in effect (2017-2020):

In recognition of the work of packing and unpacking instructional materials to accommodate classroom moves;

1. A teaching staff member that has to pack their room anytime during June 2019 will be paid thirty dollars ($30) per hour for four (4) hours of time to be submitted for payment on a provided payroll form. Hours worked on this task need not be consecutive; however, it will be for services performed up to and including the last day of school. Hours worked to obtain this payment must be outside of the regular work day.

2. A staff member that has to unpack their room in September 2019 as a result of the June packing will be paid thirty dollars ($30) per hour for four (4) hours of time to be submitted for payment on a provided payroll form. Hours worked on this task need not be consecutive, however it will be for services performed from the time the administration authorizes staff to re-enter the buildings to the end of the last full week of the start of school. Hours worked to obtain this payment must be outside of the regular work day.

10. Approve Purchase of Servers BE IT RESOLVED that the Freehold Borough Board of Education approves the replacement and upgrade of six (6) servers and systems from Dell Marketing LP pursuant to state Contract #89967 and Contract #89850 at a cost of one hundred and seventy five thousand ninety one dollars and twenty cents ($175,091.20) for the installation, configuration, and software of the servers.

11. Withdrawal from Capital Reserve BE IT RESOLVED that the Freehold Borough Board of Education requests the approval of a capital reserve withdrawal in the amount of up to one hundred and seventy five thousand ninety one dollars and twenty cents ($175,091.20).
