(APPLAUSE) WE ALL HAVE TO DO OUR PART TO PROMOTE THOSE PRINCIPLES WHICH MADE THIS COUNTRY GREAT. AS MAJORITY LEADER, I APPRECIATE THE WONDERFUL OPPORTUNITY TO SERVE THOSE PRINCIPLES. LET ME TELL YOU WHAT IS HAPPENING IN CONGRESS ... (PAUSE) .... NOW LET ME MOVE ON TO SOMETHING ELSE. (LAUGHTER) SERIOUSLY, THERE ARE GOOD THINGS HAPPENING. WE HAVE A PRESIDENT WHO LEADS. (APPLAUSE) AND A MAJORITY IN THE SENATE WHICH HAS MADE MAJOR EFFORTS. THE SENATE AND THE PRESIDENT ARE WORKING TOGETHER. I KNOW I WOULDN'T BE MAJORITY LEADER WITHOUT RONALD REAGAN LEADING US TO VICTORY IN 1980. BUT WE NEED TO REDUCE RATES, PROVIDE INCENTIVES TO EARN, AND MAKE THE TAX SYSTEM SIMPLER. TRADE IS AN ISSUE, TOO. I'M NOT TALKING ABOUT PROTECTIONISM--THAT WILL NOT WORK, WE DON'T WANT TO PROVOKE REPRISAL--I BELIEVE IN FREE TRADE. BUT IF WE DON'T GET ACCESS TO OTHER NATIONS' MARKETS, IS THAT FREE TRADE? WE SHOULD LOOK AT REASONABLE RECIPROSITY--NOT PROTECTIONISM--OPEN MARKETS FOR ALL. WE WANT BALANCED FREE TRADE, FAIR FREE TRADE. AND WE MUST DO SOMETHING ABOUT BALANCING THE BUDGET. (APPLAUSE) ONE THING WE CAN DO--IT CAN'T SOLVE ALL PROBLEMS, BUT IT CAN HELP--IS THE BALANCED BUDGET AMENDMENT. (APPLAUSE) SOME SAY CONGRESS CAN GET AROUND THE AMENDMENT; BUT BY REQUIRING 60 VOTES IT WILL MAKE IT TOUGHER TO UNBALANCE THE BUDGET AND TO SPEND RECKLESSLY. BUT YOU CAN'T HAVE A SOUND ECONOMY WITH GROWTH ALONE. YOU NEED TO CONTROL GOVERNMENT SPENDING. WE DID CUT SPENDING IN 1981, BUT CONGRESS HASN'T DONE MUCH SINCE. BOTH THE PRESIDENT AND I HAVE SET OUR SENATE BUDGET RESOLUTION AS A GUIDE FOR SPENDING BILLS THIS YEAR. IF IT'S OVER THAT BUDGET FIGURE, THE PRESIDENT SHOULD VETO IT. (APPLAUSE) THERE IS ONLY ONE WAY TO DEAL WITH THESE PROBLEMS--THE SAME WAY WE DID IN 1981--WITH A REPUBLICAN SENATE AND MORE REPUBLICANS IN THE HOUSE COMMITTED TO ECONOMIC GROWTH AND GETTING GOVERNMENT SPENDING UNDER CONTROL. WE'RE NOT PERFECT, BUT WE WOULD NOT HAVE THE PRESENT RECOVERY--WITH INFLATION DOWN FROM 13% TO 4%, AND UNEMPLOYMENT DOWN FROM 10% TO 7% AND GAINED A NET OF 7 MILLION NEW JOBS--IF REPUBLICANS DID NOT CONTROL THE SENATE AND HAVE ENOUGH CONSERVATIVE DEMOCRATS TO PASS THE TAX REDUCTIONS AND TAX INDEXING LEGISLATION IN 1981 WHICH CAUSED THE RECOVERY. I'LL ALWAYS BE PROUD I WAS CHAIRMAN OF THE FINANCE COMMITTEE AND WAS ABLE TO PLAY A ROLE IN THIS GREAT REAGAN REVOLUTION. AS FAR AS I'M CONCERNED, WHEN THE PRESIDENT ACTS ON FOREIGN POLICY, HE'S MORE IMPORTANT THAN ALL OF CONGRESS-AND I SUPPORT HIM. (APPLAUSE) WHAT KEEPS US TOGETHER IS OUR PHILOSOPHY: TO EXPAND THE PRIVATE SPHERE, TO REDUCE GOVERNMENT SPENDING--IN THE SENATE BUDGET RESOLUTION WE TARGETED 13 UNNECESSARY PROGRAMS FOR ELIMINATION AND WANTED TO FREEZE SPENDING IN MANY OTHER AREAS-- AND TO RUN GOVERNMENT SERVICES EFFICIENTLY AND EFFECTIVELY. Proven Results SCHOOL REFORM OFFICE RELEASES LIST OF POOR-PERFORMING PUBLIC SCHOOLS SET TO CLOSE On Jan. 20. the state School Reform Office released a list of 38 schools facing closure by the end of the school year due to poor academic performance. The list includes 24 schools in the Detroit Public Schools Community District and the state-created Education Achievement Authority in the city of Detroit. The SRO had discussed the potential closures months ago, warning schools that they could be shut down if they showed no academic improvement and continued poor performance from 2014 to 2016. The action could impact more than 18,000 students. The SRO is in the process of sending out closure notices, and has already sent letters to parents of children who attend classes in the 38 schools. It is also in the process of examining which other public schools the children would attend if their school closes. If a school closing creates an unreasonable hardship on the students, or all the other surrounding public schools also on the list, the SRO will pursue other options. Senate Education Committee Chair Phil Pavlov (R-St. Clair) is looking into repealing the state’s “failing schools” law and creating one system to explain how schools are placed on the list. The SRO also announced 79 schools were being released from the state’s Priority School list. Steve Heeringa, Division of Survey Technologies, Survey Research Center Executive Summary: A problem has been identified in the random assignment of treatments in an experimental question module of the 1997 NES Pilot survey instrument. The randomization problem has been linked to unexpected correlation in sequences of random number calls made within the Surveycraft computer-assisted interviewing system. The problem does produce an unbalanced distribution of sample cases to the cells of the factorial experimental design but does not lead to a bias in the interpretation of the experimental results. Details are provided below. A report that analyzes these items is the 1997 pilot study report by J. Bowers. A portion of the 1997 NES Pilot questionnaire (section 'J') includes a "group threat" factorial experimental design to study question order and 'threat level' treatment effects in a series of items that explore respondent views and prejudices toward African-Americans and Christian Fundamentalists. The full design involves 2 question sequence orderings - African-Americans first or Christian Fundamentalists first; 2 levels of intended "threat" - high and low; and 3 'threat domains': political, social and economic. The Survey Craft computer assisted interview (CAI) application used an internal random number generator to determine each subject's assignment to target group order and threat level for the questions about each target group.

Inheriting a party whose message had been “wholesale rejected by the public,” Michael Steele transformed a near cataclysmic loss into remarkable gains for the Republican Party within just two years, flipping 11 state legislatures and winning 760 state legislative seats, 8 governorships, and 63 House seats for the Republican Party in the 2010 midterm elections.1 While 2010 was not a presidential election year, it was arguably more significant: it was a census year. Every ten years, following a counting of its citizens, the United States redraws its congressional and state legislative districts in a process known as “redistricting” to account for population shifts. At least, that is the goal. In actuality, redistricting more often serves as a tool for incumbents to secure their positions of power (e.g. via gerrymandering). If you control the lines, you can control who wins the election. Thus, victory is vital in a census year. The 2020 election may be even more consequential, coming as it does in a census year with Donald Trump’s re-election to the presidency at stake.     Trump and the Party-In-Organization: Presidential Control of National Party Organizations Boris Heersink Fordham University [email protected] Abstract: The election of Donald Trump not only placed a political outsider in the center of power in America’s federal government, it also put him in a dominant position within the Republican Party as a national organization. While political scientists have traditionally described the parties national committees as inconsequential but impartial service providers, scholars have also long argued that incumbent presidents have considerable control over their party’s national committee. In this paper, I explore the nature of presidential power over the party-in-organization, and whether Trump can take advantage of his control over the Republican National Committee. I show that presidential domination over the party-in-organization is based on the president’s ability to nominate and replace the national committee’s chair, and that presidents have used this power to push their committees to promote both their preferred policy positions and themselves. I argue this means Trump has the ability to use the RNC to promote the GOP as ‘his’ party – including during a potential primary challenge for his re-nomination in 2020.
