YOU HAVE TO BE SOMEWHERE. (LAUGHTER) I AM HERE TO THANK YOU FOR YOUR EFFORTS TO BUILD OUR PARTY. YOU HAVE DONE A GREAT JOB. THANK YOU. (APPLAUSE) WE ALL HAVE TO DO OUR PART TO PROMOTE THOSE PRINCIPLES WHICH MADE THIS COUNTRY GREAT. AS MAJORITY LEADER, I APPRECIATE THE WONDERFUL OPPORTUNITY TO SERVE THOSE PRINCIPLES. LET ME TELL YOU WHAT IS HAPPENING IN CONGRESS ... (PAUSE) .... NOW LET ME MOVE ON TO SOMETHING ELSE. (LAUGHTER) SERIOUSLY, THERE ARE GOOD THINGS HAPPENING. WE HAVE A PRESIDENT WHO LEADS. (APPLAUSE) AND A MAJORITY IN THE SENATE WHICH HAS MADE MAJOR EFFORTS. THE SENATE AND THE PRESIDENT ARE WORKING TOGETHER. I KNOW I WOULDN'T BE MAJORITY LEADER WITHOUT RONALD REAGAN LEADING US TO VICTORY IN 1980. YES, WE HAVE TOUGH PROBLEMS. TAX REFORM IS IMPORTANT, AND I WILL HELP. I'M NOT SURE THERE IS ENOUGH TIME THIS YEAR. BUT WE NEED TO REDUCE RATES, PROVIDE INCENTIVES TO EARN, AND MAKE THE TAX SYSTEM SIMPLER. TRADE IS AN ISSUE, TOO. I'M NOT TALKING ABOUT PROTECTIONISM--THAT WILL NOT WORK, WE DON'T WANT TO PROVOKE REPRISAL--I BELIEVE IN FREE TRADE. BUT IF WE DON'T GET ACCESS TO OTHER NATIONS' MARKETS, IS THAT FREE TRADE? WE SHOULD LOOK AT REASONABLE RECIPROSITY--NOT PROTECTIONISM--OPEN MARKETS FOR ALL. WE WANT BALANCED FREE TRADE, FAIR FREE TRADE. AND WE MUST DO SOMETHING ABOUT BALANCING THE BUDGET. (APPLAUSE) ONE THING WE CAN DO--IT CAN'T SOLVE ALL PROBLEMS, BUT IT CAN HELP--IS THE BALANCED BUDGET AMENDMENT. (APPLAUSE) SOME SAY CONGRESS CAN GET AROUND THE AMENDMENT; BUT BY REQUIRING 60 VOTES IT WILL MAKE IT TOUGHER TO UNBALANCE THE BUDGET AND TO SPEND RECKLESSLY. BUT YOU CAN'T HAVE A SOUND ECONOMY WITH GROWTH ALONE. YOU NEED TO CONTROL GOVERNMENT SPENDING. WE DID CUT SPENDING IN 1981, BUT CONGRESS HASN'T DONE MUCH SINCE. BOTH THE PRESIDENT AND I HAVE SET OUR SENATE BUDGET RESOLUTION AS A GUIDE FOR SPENDING BILLS THIS YEAR. IF IT'S OVER THAT BUDGET FIGURE, THE PRESIDENT SHOULD VETO IT. (APPLAUSE) THERE IS ONLY ONE WAY TO DEAL WITH THESE PROBLEMS--THE SAME WAY WE DID IN 1981--WITH A REPUBLICAN SENATE AND MORE REPUBLICANS IN THE HOUSE COMMITTED TO ECONOMIC GROWTH AND GETTING GOVERNMENT SPENDING UNDER CONTROL. WE'RE NOT PERFECT, BUT WE WOULD NOT HAVE THE PRESENT RECOVERY--WITH INFLATION DOWN FROM 13% TO 4%, AND UNEMPLOYMENT DOWN FROM 10% TO 7% AND GAINED A NET OF 7 MILLION NEW JOBS--IF REPUBLICANS DID NOT CONTROL THE SENATE AND HAVE ENOUGH CONSERVATIVE DEMOCRATS TO PASS THE TAX REDUCTIONS AND TAX INDEXING LEGISLATION IN 1981 WHICH CAUSED THE RECOVERY. I'LL ALWAYS BE PROUD I WAS CHAIRMAN OF THE FINANCE COMMITTEE AND WAS ABLE TO PLAY A ROLE IN THIS GREAT REAGAN REVOLUTION. OFTEN YOU DON'T EVEN GET "THANKS." "THANK YOU." (APPLAUSE) THERE ARE PROBLEMS AND OPPORTUNITIES FOR REPUBLICANS AND FOR THE COUNTRY. BUT WHAT KEEPS US TOGETHER AND WILL HELP THIS NATION PROSPER AND GROW IS OUR PHILOSOPHY. AND I MIGHT ADD HERE THAT SOMETIMES THE PRESIDENT AND THE REPUBLICANS IN CONGRESS DO DISAGREE. BUT OUR PRINCIPLES UNITE US. AND WHEN IT COUNTS, WE ARE TOGETHER. FOR EXAMPLE, ON SOUTH AFRICA, ALTHOUGH THERE WERE DISAGREEMENTS, WHEN THE PRESIDENT ACTED, WE WENT BEHIND HIM. AS FAR AS I'M CONCERNED, WHEN THE PRESIDENT ACTS ON FOREIGN POLICY, HE'S MORE IMPORTANT THAN ALL OF CONGRESS-AND I SUPPORT HIM. (APPLAUSE) WHAT KEEPS US TOGETHER IS OUR PHILOSOPHY: TO EXPAND THE PRIVATE SPHERE, TO REDUCE GOVERNMENT SPENDING--IN THE SENATE BUDGET RESOLUTION WE TARGETED 13 UNNECESSARY PROGRAMS FOR ELIMINATION AND WANTED TO FREEZE SPENDING IN MANY OTHER AREAS-- AND TO RUN GOVERNMENT SERVICES EFFICIENTLY AND EFFECTIVELY. BECAUSE WE HAVE BEGUN THE HARD WORK NECESSARY, WE ARE ON THE THRESHHOLD OF OPPORTUNITY IN AMERICA. WE HAVE COME A LONG WAY FROM DOUBLE-DIGIT INFLATION AND A STATIC ECONOMY UNDER CARTER. WE ARE NOT A PERFECT PARTY, BUT WE HAVE BEEN IN THE FOREFRONT OF THE PROGRESS--WITH THE PRESIDENT--WHICH HAS PRODUCED THE PRESENT PROSPERITY. (APPLAUSE) STILL ARE PROBLEMS. THERE ARE OPPORTUNITIES.
